in British Columbia are proceeding, to-day and the politl- cal parties there seem to be somewhat mixed.Mr.McBride, the Prime Minister of the Provincial Conservative Government, and Sir Hibbert Tupper, formerly a member of the last Conservative Government at’ Oftaws, appear on rival platforms: When Sir Hibbert moved from the far Canadian east in Nova Scotia to the far west in British Columbia, he eschewed politics, devoting himself to the practice of his profession, the law.As the son of his father, he may be regarded as a Conservative of the bédreck formation, and being an able lawyer, there must be something in the ‘policy: of the Con- servattve party or about Mr.MeBride himself which he finds very objectionable. It would beg bizarre transformation to see him having the support of the Liberals,” in oppesition to the local Conservative government, which has the approval of Mr.R.L.Borden and his following at Ottawa, and the support “of ‘the whele Conservative and 1l)-consid- ered, but behind this ‘others say there is some personal ‘difference between Mr.McBride and Sir Hibbert of long standing: Sir Hibbert’s contention is that the C.N.R.would go to British Columbia, anyway, subsidy or not, while Mr.Mann, the vice-president of the railway, claims it would not.Mr.McBride claims that the agreement én- tered into with the C.N.R.is not binding until the electors have approved of it, and he cannot see why it should be opposed by the Liberals, anyway, because it is similar in character to that emtered into by the Alberta and Saskatchewan Governments is only by guaranteeing the company’s bonds, he claims, thät the railway company would come to British Columbia and develop parts of the province that are now only waiting railway extension. The Soclalists are strong on the Pacific Coast, which may have something to do witk Sir Hibbert's attitude, for they seem to bs regarded with less repugnance by thé MeBride party, following in this the party's national leader, Mr.Borden, than by the regular Liberal Opposition.| British Columbia is in the fofmative period of its development, and is rapidly progressing the involved and technical nature of the testimony of expert accountants, and the ab- gence of lawyers have caused the postponement of the Eliasoph & Shaer trial in the Court of King's Bench till to-morrow morning, and the case will probably drag out till the last hour of the sitting of the court before sentence day on Saturday Some witnesses were examined this morning, but other names were mentioned in evidence and as they look like good witnesses summonses were sent for them.Files of invoices were missing in other cases, and at last, at 11.30, Mr.Justice Trenholme said that to expedite the trial he would adjourn the court till 2.15, and give the crown time to ‘get itz evidence. He remarked that it appeared to be a case of fishing for evidence, and Mr.Hibbard jus- tifled the conduct of the case by reminding he Court that it was brought on ‘at the very end of gn arduous term, and that the case was a very involved one, and that very little time had been given to get at STOP.Time that Passengers’ Comfort Should be First Considera- “tion. Now that the snow has come again, writes a well-known citizen, surely it Is time to abrogate that absurd rule which stops the cars before crossing a street, instead of after. We all know how the thing began. At a time when it was considered good politics to harass the Street Railway Company, an alderman moved that the City Surveyor instruct the company to stop their cars on the other side of the street.‘ All the aldermen concurred. The company made no demur, and have always expressed themselves as ready to change again if instructed by the city so to do.My argument for a change now is this: Although the company allow passengers to get off by the front, everyone has to enter by the back door.Little enough attempt is made in slushy times to keep even crossings clear in slushy times, but absolutely none is made to clear a space for passengers at the back of where a car stops. The front door is optional for getting off, but the .back, door is imperative for getting on.Therefore, the back platform should be at an absolutely cleared space.Every woman will endorse this view, and so will most men.A point that will appeal to the latter is the increased chance of making a close connection at transfer points.Just one other feature of the season when cars -—judging from this week's experience —are to be irregular; please ask the M.8.R.to instruct conductors to walt at transfer points, for passengers who are ready to rush across from a car that is just stopping. The overcrowding is bad enough, but it is a problem that can only be solved gradually. The constant inconveni- .ences that I have mentioned can be reduced to a minimum in a week.CHARLES ELIOT NORTON Dr.Emerson Lectures on Life of Famous Professor and Archaeologist.© An illuminating address on the life of Charles Eliot Norton was given at the residence of Mr.Alfred Baum- garten last night, before the Montreal branch of the American Institute of Archaeologists. He was the founder and first president of this Institute. He was born at Cambridge, Mass, in 1827, and during the long period from 1874 to 1898,said Dr.Bmerson, he occupied the chair of the history of art at Harvard University. He was president of the Archaeological Institute of America from 1879 to 1896.His life was marked by certain contrasts, and, said Dr.Emerson, with a smile, though he was a college professor, he had oratorical and litegary gifts. In his youth he was interested in the condition of the poor, and set to work to improve the tenement houses at Cambridge, Mass.Abroad he met Ruskin, with whom a iife-long friendship was formed.Carlyle entrusted to him his correspondence with Emerson. When Froyde made his indiscreet publications it was Professor Norton who corrected the misrepresentations. In 1875 Harvard University, which had conferred degrees for 238 years and had never recognized the fine arts, made Norton head of this department The thermometer dropped rapidly, and ears and fingers tingled, with the first real suggestion of winter's icy grip.Ag darkness fell, driving snow began to fall, stinging the faces of pedestrians, and the flakes came thicker and thicker, flying in white sheets and eddies about “he corners of buildings and over street crossings.By 11 o'clock Montreal was in the grip of a blizzard which rivalled the best that the severest winter weather - could produce, and the snow was being driven down in such masses by the raging wind that one could scarcely see a foot ahead. It was the worst *first storm’ Montreal has seen for years.‘It continued, through with abated vigor, all night; and this morning, the city awoke to find the ‘streets covered with a mantle of snow so deep as to drive them from the sidewalks and send them in a long straggling line down the street railway tracks, +where the walking was easier. With the foundation provided by the frozen remnants of the slush of Monday night and Tuesday, the snow last night made good sleighing, and with the exception of the cars, few wheeled vehicles are to be seen on the streets to-day.The merry ring of sleigh bells is heard, snd br’ngs the first near suggestion of Christmas, now less than flve weeks away.Monday’s and Tuesday's storm was sufficient to resurrect ths family snowshovel; to-day saw it in active operation all over the city. Those proprietors in front of whose houses they have not been busy, will, as sr n as the storm Is over, be promptly notified that there is a by-law in ellst- ence under ‘which they are very likely to be sued if they do not proceed to put off what nature put on the sidewalks.“It is still snowing, so we will give them a chance,’ said the prospective Deputy Chief of Police, Inspector.-He- bert, *his morning.‘If they don't, get to.work after the storm stops, hoy- ever, we will get after them.’ STREET RAILWAY'S HARD FIGHT.The Montreal Street Railway "had a hard night. The full staff of sWeepers, 26 in all, with the best of the day men in charge, flve on each sweeper, were on duty all night, the Montreal Sirget Railway officials bay,‘ and of them are still working Superintendent Gaboury was on duty all night, and at a late hour this morning had not yet gone home, so that h~ has been on duty over 24 nours.Whit e the sidewalks are being clear- y the citizens, the snow on the ts is being let lle.The reason oi ,this is that the city does not take ufirthe task of clearing the streets and ing the snow away until Decem- beri and it will take a good deal mpre snow than has at present fallen to bestir the Road Department until that me.NO DAMAGE AT THE HARBOR.Although the storm was a heavy one for this time of the year no damage was done at the waterfront. The sole trans-Atlantic vessel in the harbor, the C.P.R.‘Montreal,’ lles at her berth at the Jacques Cartier pier, her deck covered with snow. This fact, however, has not interfered with her loading operations, which are going on merrily. One or two late boats were moving about this morning. The bar- bor commissioners’ engine is busy shunting cars to the various sheds, and the storm has interfered with this phase of the harbor’s activity very little. It is expected the ‘Montreal’ will clear to-day and leave for sea to-morrow, then indeed the scene will be a desolate one along the waterfront; work accomplished by the various colonial conferences since 1887, paying particular attention to what other colonies had done and Canada had not done in the way of assuming an actual share of the naval defence of the Empire.Mr.Foster's review of the various proceedings was given with deliberation, and without the slightest tendency “ towards party spirit, which fact was acknowledged MEIER aa by Sir Wilfrid os = Laurier at the close Mr.G.E.Foster.It showed a grasp of what was sald and done by the various conferences, and while it showed that Canada, since 1896, had been the most backward of all the colonies in real assistance to the Motherland in naval defence, Mr.Foster's review gave credit where credit was due, and his peroration was an admirably logical endorsation of the efforts of this Imperial parliament, composed of the leading representatives of the overseas dominions, to bring about better mutual understandings of the component parts of the Empire.Mr.Foster traced the development of the conferences from 1885 to 1907, dwelling upon the work done.In view of the presentation of the naval defence proposals to parliament, which is expected to take place to-morrow, when the resolution on which the bill is to be founded will be placed on the order paper, it was natural that the member for North Toronto should deal with the development of the question of naval defence participation, particularly in sofar as Canada was concerned. He dwelt at length on the conference af 1902, reading copiously from the official report of the proceedings, when Sir Wiifrid Laurier informed Lord 8el- borne, at that time Lord of the Admiralty, that the Canadian Goverament was contemplating a local naval force in Canada, but was not able to join the other calonies in monetary contgibue. It was at this | tions to the Admiralty.conference that the other colonies largely increased their contributions, Cape Colony to fifty thousand pounds, Australia to two hundred thousand, Natal to thirty-five thousand, New Zealand to forty thousand, Newfoundland to four thousand eight hundréd pounds.Mr.Foster brought up the matter by moving for the correspondence relating t6 the formation and work of the secretariat decided upon by the conference of 1907.The most interesting portion of his remarks dealt with the last conference, two years ago, when Lord Tweedmouth set forth the need that the British Government felt that the overseas dominions should help to make more complete the naval defence of the Empire.Lord Tweed- mouth held strongly to the necessity qf the Admiralty having complete management in time of war.England would welcome contributions in ‘money or kind’ and welcome the.latter as heartily as the former.Lord Tweed- mouth had affirmed that the Old Country was not coming to the colonies ‘as a beggdr,’ and that Great Britain acknowledged her absolute obligation of defending the King's dominions across the seas to the best of her ability.Lord Tweedmouth, sald Mr.Foster, then read à list of what the other colonies had | done in the matter of naval defence, but against the name of Canada there was an ominous blank.Mr.Brodeur, who represented Cgn- ada at.the conference, : repited, - referring to what Canada had done since 1885 in fishing protection servigeon the ocean and the great lakes, and her later wireless equipment and taking over Halifax and Esquimalt. There was no sentiment in Canada, Mr.Brodeur informed the conference, towards a contribution to Great Britain, .Mr.Foster concluded by declaring that the Imperial Conferences had done magnificent work for the Empire, and hoped that in the future the same able representatives as in the past would take part in this parliament of the Empire.Sir Wilfrid Laurier briefly thanked Mr.Foster for his fairness in presenting the details of the various conférences, and the motion for papers passed Mr.Fielding presented supplementary estimates for twenty thousand dollars te make good damage done by.fire to the military stores bullding on Saturday last. The rest of the sitting was spent in supply, two hundred thousand dollars for Indians and public works being voted before adjournment.RAILWAY SERVICE.On a question of privilege, Mr.W.F.Maclean brought up the inefficiency of railway service in Ontarto, which resulted in members who-left Toroato bn Monday only reaching the Capital this morning. He declared that railway managers had such little faith In their own roads that they travelled in private cars with well-stocked larders. On the train in question, which was stalled in Smith's Falls, the ordinary passengers were hours without food.while two private cars were attached, at the rear of the train, cbn- taining the chairman of the Railway Commission and another magnate, who fed on the fat of the land, while just ordinary members of Parliament went hungry. When the train did leave Smith's Falls it could not make time because the engine was overtaxed with hauling these private cars.Mr.Maclean caused much laughter by remarking if these magnates wished to travel in private cars, let them ‘hook up’ to freight trains and not delay the general public.Mr.Maclean was proceeding to criticise railway facilittes in general, but was calléd to order by the Speaker.y FISHERIES COMMISSION, | Mr.Murphy informed Mr.Henderson that the draft regulation of the International Fisheries Commission had beeni received by the Government. These would be published simultane- susly by the Government of Canada and the Congress of the United States early next month.GOVERNMENT ANNUITIES.To Mr.Smith (Nanaimo) Sir Wilfrid Laurier said that the revenue to date from the sale of Canadian Government annuities was $887,604.The number of persons purc i them was 426—in Ontario, 266: Quebec, 46; Nova Scotia, 22; Manitoba, 21; British Columbia, 20; Alberta, 19; New Brunswick, 13; Saskatchewan, 6.The amount of views between governments of Canada, Great Britain, France, Switzerland, and ‘Austro-Hungary it was agreed that the minimum tarfd granted to | ice by.Canada should apply under favored clause of the tariff also to Switzerland and Austro- Hungary. With regard to provisions requiring direct shipmert from France to Canada it Is held that Switderldrid and Austro-Hungary may obtain the benefits of the minimum tariff by shipping via Great Britain to a Canadian port, and that in any ¢ase where another fcreign country is granted similar low tariff rates goods from France, Switzerland or Premier Ottawa, Nov.25.—A deputation of prominent citizens from Hamilton, Galt and London waited on Sir Wilfrid Laurier and other members of the Government yesterday afternoon to urge the disallowance of the hydroelectric power legislation of the Ontario Government.’ Mr.P.D.Crerar, of Hamilton, and other , speakers, strongly represented that the legislation was arbitrary, fl- legal and not in -the best interest of the public as a whole. They pointad out that it was having an injurious effect on the Investment of capital from abroad. The position of Galt, which had been compelled to join with other municipalities: in the municipal power scheme against its wil], he con- sldered most unjust. They declared if.the people of Ontario ware really seized of the situation the.vast majority would demand the repeal of the act.© Sir Wilfrid Laurier, in replying, aaid that there was undoubtedly much force in the arguments advanced, and the question of disallowance was now before the Government, which would have to consider ft from the standpoint both of its constitutionality and with due regard to the expediency of disallowing an t.province.= THE INSURANCE BILL IN THE Interference with the domestic affairs of life insurance companies.€ ’ of The Hon.R.W.Scott thought the bill still contained a good many unnecessary restrictions upon investments. The record of Canadian companies was so good that he thought they should be allowed some liberty of investment.Neither did he agree with the proposed 15 percent tax in the case of foreign companies. The bill assumed that insurance in Canada was.not on a sound basis, which was net a well-founded assumption.AERIAL LEAGUE BRANCHES.(Canadian Associated Pregs.f London, Nov.24.—The Aerial League Intends to THE GOVERNMENT BY GOING SLOW.London, Nov.24.—Lord Rosebery, the former Liberal Prime Minister, to-day raised the historic strugglé between the Lords and the House of Commons to a new plane by one of the finest speeches he has ever delivered, in which he warned the Lords of the grave risks they were running if they adopted Lord Lansdowne’s resolution to reject the budget. If possible, still greater inter- vest was manifested in to-day's debate. There was not sufficient room to seat all the peers attending, while the pub- Hc galleries were crowded to their utmost capacity. The Duchess of Con- naught headed a long list of the foremost peeresses, many of whom were compelled to stand throughout.Lord Salisbury resumed the debate with a speech supporting.Lord Lans- downe'’s resolution, after the Archbishop of Canterbury had sald that the bishops would stand aside from the discussion as the occasion was one of LORD ROSEBERY.strict party character.Lord Rosebery followed, giving the Lords plain warning of the danger of the path they were treading. He said: ‘I am quite dissociated from any party and speak from my sense of the awful gravity of the situation. This is the greatest political moment in the, lifetime of any man born since Lord Rosebery admitted that by the letter of the law the House of Lords was competent to reject finance bills, but since 1832, to which time the Lords had practical control of the House of Commons, it was not possible that the Commons should send up a budget which the House of Lords should go to the length of rejecting] He considered that the only possible circumstance Justifying the Lords in exerciseing' such a dormant “power would be the direct authority and condonation ‘of the nation -itæstf.Such a circumstance might arise: if a‘ budget were presented which lowered the defences of the country to a point which the nation considered dangerous. He doubted whether they were choosing the best battlefield. They were playing for too heavy a stake, and were risking the very existence of the House of Lords.‘A winning policy,’ continued the speaker, ‘would be t' allow the budget bill to s and give the country six months’ experience of its intolerable impositions, loss of capital and employment. They would then achieve, when they next approached the polls, a victory that would surprise themselves.’ He looked with considerable apprehension to the result of an appeal to the country on an ünreformed second chamber, mixed up with such other issues as would be raised.‘I do not speak of menaces,’ he added.‘The House of Lords has lived on menacés ever since I can remember, and it is still thriving. But the menaces now used are used by men bent on having a single chamber." Their efforts are.revolutionary in essencé if not in act.’ Con Dealing with the question of.the reform of the House of Lords, which Lord Rosebery has long advocated, he expressed the conviction that no final adjustment of the differences between the two Houses could ever be arrived at without some form of referendum. He denounced the budget in the strongest terms and said that one maxim burned into them by bitter experience wap that there should be no taxation without representation.‘Disregard for that maxim,’ sald he, ‘lost us the United States of America, and we are not likely 48 offend against it again.’ ° :” po Lord Rosebery contended that the budget taxed the Lords freely and abundantly without their having a word to say or a vote in the matter. After referring to the budget as having spread over the country like a fog, want of confidence and wfnt of credit, the worst diséases -which could affect commercial nations, he uttered a solemn warning that the pressure of great armaments was eating out the héart and hurrying Europe.towards bank- ruptey.; ressing regret that he could not support the resolution, ‘Tord Rosebery resumed his seat, having spoken for fifty minutes. His picturesque and glowing eloquence produced a tremendous effect, leaving his hearers somewhat bewlldered. There was an immediate exodus of peers to discuss the situation In the lobbies, and although the debate continued until midnight the remainder of the speeches took rather the form of an anti-climax.Lord Milner spoke of the abnormal manner in which the budget was driving capital out of the country. He declared that all, the proposed new taxes were bad and unnecessary. All the money required,.le contended, might have been raised by import duties, not only without: injury to busi- benefit to both.- _ _.- Lord Curzon will resume the debate to-morrow.It is imposibld to-night to Judge the effect Lord Rosebery's warning will have.It ts known already that a considerable section of the Unionist pears have held grave doubts as to the expediency of Lord Lansdowne's course, and there is almost certain to be a large number of abstentions when the ‘resolution comes to à' vote. The prolongation of the debate in the House of Lords into next week is due to the fact that there is no machinery to bring a discussion in this Rosebery is dubbed the ‘Hamlet of British politics.and his characteristic infirmity of purpose is regarded as having received another striking illustration. The proposal which he made, half-seriously, in the course of his speech, that the House of Lords should delegate a hundred and fifty of the most distinguished peers to vote on Lord Lansdowne's motion as being a method more in the Little River, a branch of the Long Sault rapids, running between Barnhart's Island and the Canadian shore, the scene of the proposed power channel of the Long Sault Development power scheme.A lot of the campers at the foot of Sheik’s Island were crossing the Little River to Barn- hart’s Island, where they purposed holding a picnic.Yates was in the leading boat, with four boys aged from 8 to 13 years. When they struck the swift water the rowlock broke, and the boat caught by the current, upset and was carried down stream.Yates, who had only recently learned to swim, was fully dressed, but he pluckily saved the four little fellows, and brought them to the boat, in which their mothers were following. One of the boys was almost gone.Mayor Munro reported the facts of the case to the Royal Humane Soclety, with the above result.BARK SURVIVES THE DOG.French Scientist Able to Resurrect Howls by Electricity.Paris, Nov.256.—Dr.Marage has demonstrated before the Academy of Science that a dog's bark does not die with the dog.In the course of experiments on the larynx and in voice production he discovered that the application of a feeble electric current to certain muscles of the throat after the lungs had been artificially inflated caused a dead dog to hark in a lifelike manner. He multiplied the experiments and produced how’ Dr.Marage now asserts that he 1s able to produce either barks or howls by changing the current. He deduces from this the probability that the so- called loss of voice by singers may be counteracted by electricity applied to restore muscular activity to the larynx. He has not experimented In this direction as yet.RUSSIAN ARMY FRAUD.Millions of Roubles Stolen by Officers—Arrests Expected.St.Petersburg, Nov.25.—Senator
