~~ NEEDED FOR WOMEN, Montreal Local Council \u2018of Women Recommends Government to Establish a Central Institution in the Vicinity of Montreal.Certain articles upon the subject of rvformative treatment for women de- iinquents having appeared in Montreal papers, it seems wise to lay before\\the rublie a brief statement of what is being done towards securing a provin- vial reformative institution or industrial school for women.Since 1896 the Montreal Local Coun- ¢il of Women has been at different times actively interested in \u2018reformative work.of women during the interval between te-prison-have.PT ; N at, a secured, and desirable changes, chiefly hygienic, have been made in the Protestant female jail.But there still persist the great faults of the absence of proper training and employ- uient, of sentences too short to allow of real reform, and of that lack of classification which leads to the, demoralization of :young offenders by hardened criminals.In the autumn of 1908 the Local council of Women was asked to consider the question again.The neces- sitv for action was further emphasized uv the Rev.Arthur French\u2019s endeavors to» promote social purity.After a preliminary meeting had been held, the Local Council asked His Lordship the Bishop of Montreal, Dr.Johnson, the president of the Protestant Ministerial Association, and Mr.French to meet the Reformative Committ at Lady prummond's house.It was then decided that the Local Council secure further information.A closely con- \u2018lucted investigation was carried: on into the methods and results of the most important penological institutions in Great Britain, Canada \u201cand the l'nited States, as well as In Japan.The inquiry met with a ready response from all the authorities consulted, | including the Home Office, Whitehall, ithe British ambassador at Washington, ana the Canadian Government officials.Subsequently a report was drawn up recommending\u2014 % a 1.Particular attention should be concentrated on those whom it is possible to transform frou: law-breakers .into law-keepers.It is for this class of (for the most part) first offenders, as offering the more promising material for improvement, that we desire better provision.One central institution, equipped and administered, placed where the majority of offenders are found, would secure the best results.Such reformatory to be established by government.9 It is desirable that this institution be in the vicinity of Montreal, and have sufficient acreage to provide.for the employment of the inmates .in gardening or other agricultural pur suits.(In choice of a site, the produe- tivity of the soil is of considerable account in the cost of maintenance.) 3.That the careful classification of the Royal Victoria College, on the life and works \u2018of M.de Gaspe and the \u2018Old regime\u2019 in ine Province of Quebec.Dr.Gregor, sfter referring to the result of the recent elections in Drummond-Artha- iaskaville, gave it as his opinion that the racial question is about to be re- sived by the victory of the Nationalists.\u2018If, as Armand Lavergne recent- L- declared,\u201d sald Professor Gregor, lrench-Canadians have been\u2019 of the vreatest possible service in the de- xnce of Canada and in its retention \u201c3 a part of the British Empire, both in 1775 and in 1812, we, not they, should be the first to assert it.It is \u201c most important historical subject nn deserves the closest attention, especially in the light of recent events.The English of the province should daily newspapers in the United States.The representatives of western newspapers do not all at the present time favor the Canadian Press Limited providing a general Canadian news service.They propose a provincial system of organization with an exchange of news between east and west.The question \u201cwill be - settled at to-day\u2019s session.POISONED WINE.Drinking \u2018Bout Ends in Death of One Man and Two Are in Hospital.Vajcouver, Nov.8.\u2014Laquis, Iankner: sy.dead, Emil De TLasdier and Henri Cochett are in the.General Hospital.and J.Demar is either dead or a fugitive from the police, as the result of a drinking bout in Vancouver early yesterday morning, in which poison is said to \u201chave figured.The four men met in a house on Fairview, and among the drinks consumed was a bottle of port wine which is believed by the police to have contained strychnine.When, the police were called to the house they found the dead body of Ianknersy, and De Lasdier and Cro- chett were so nearly dead that it was at first thought little could be done for them at the hospital.They are now, however, out of danger.Demar was missing when the police searched the house and a general call had been case of the bank robbery recently at St.Pacome.Chief McCaskill reports the arrest of three men and the recovery of most of the stolen monev.The first man arrested was Murphy, who was can- tured in Megantic.He had $3,500 in his possession.Later two others, who gave their names as Mitchell and Slavin.were arrested in New York with $500 each in their vossession.All are mow awaiting: trial.which will likely take race at Quebec.The burglary was committed on Oct.12.THE WESTERN HOSPITAL.During the week ending November 5, there were 29 admissions to the wards: 18% were Protestants, and 11 Roman of thanks and the confirmation of the election of the officers for the cnsuing year.NEW GENERAL SECRETARY.Mr.Rochester, who succeeds Dri Moore\u2019 as general secretary, was born in Burnstown, Renfrew County, Ontario, in the early sixties.He received the beginnings of his education in the public schools, of Renfrew County and the.Ottawa Collegiate Institute.He gpent two years in teaching while fitting himself for the university, e».- He took the honor classical course, and in graduating in 1886.carried off the gold medal in the face of heavy competition.His theological training was in, Montreal Presbyterian College under the late Rev.Principal.MacVicar, D.D., LL.D., graduating in 1890 after a.distinguished course, having been during the last year assistant pastor of Erskine Sir Lomer Gouin by Dr.Edgar Hill, and action was promised to be taken if their exhibition was attempted.The problem of the moving picture shows is still with us.These shows have been stopped in various ways by different municipalities.The Alliance took the matter up with them at Rawdon and other places and stopped them.In Quebec, the City Council closed them by making it an offence for the patrons to enter them on Sunday.This by-law was appealed, but Judge Cimon upheld its validity.In Montreal they secured writs of prohibition on 31st August, 1909, prohibiting the police from interfering or the Judges from trying their cases until the constitutional question was settled whether the Province of Quebec had the bower to pass Sunday laws.This writ of prohibition was dismissed by Judge Pagnuelo, of the Superior Court, on the 15th of January, and from this decision they appealed to the Court of Appeals, where their case was heard in March, and finally the judgment of the Supérior Court confirmed on the 28th of September last.They have mow appealed to the Supreme Court of.Canada There is almost unanimity of opinion among both .Catholics and Protestants that these shows should-not be operated on Sunday, and the Attorney-General has declared that as soon as the decision is rendered he will vindicate the law.With a view of testing the validity of the Montreal by-law of 1904 permitting the opening of the stores selling fruit, cigars, etc., two test cases were entered against .Cokels and Par nos and J.A.Couillard in the month of March.These cases were heard before
