was 253,326, whereas the immigration for the twelve, months of the previous year was 208,794.So far this year the British immigration is greater than the American.This year, during the nine months, the figures by nationality are: British, 98,995; United States, 97,702: Continental European, 56,628.Last year they were: British, 59,790; United States, 103,798; Continental Buropean, 45,628.In reply to Mr.Wilson, of Lennux and Addington, -Mr.Oliver said (he immigration from Ireland so far this year .was 3,940; last year it was 3,000 for the twelve months; and in 1901 only 933.\u2018Dealing with the question of the cost the immigration campaign.Mr.Olver pointed out that in 1897, when 21,716 immigrants : wéfe\u201d brought into the country, the cost.to the country wa $261,000.For the current fiscal year the cost would be $980,000, and the number of new arrivals 300,000.Thus, while the expenditure had increased four fold, the number of arrivals had increased fourteen fold.The Minister noted that the new arrivals in the country during the past season were of a superior class.They were as a class physically superior to the arrivals of previous years: they had \u2018more means, and there was less complaint as to their ability to secure employment.Mr.Oliver emphasized the point that it was absolutely contrary ta the policy of the Government to give assistance to people desifous of coming to Canada, as is done by Australia and other colonies.The policy is one of advertising.[In the Unite] States, seventeen ageneieg are maintained, but the policy is essentially one of advertising in the press.When the mints- | ter was explaining that sixty-five land in the west to assist settlers in locating, Dr.Schaffner asked if there had heen complaints of some of these agents demanding a fee before they would show settlers the best lands.Mr.Oliver said it was not likely such complaints would reach him.because if the commissioner at Winnipeg heard of such charges the guiliy parties would be dismissed instantly.Mr.Alex ltlaggart, of Winnipeg, interrupted to make reference to the complaint of Mr.E.H.Hutchings, a western manufacturer, to the effect that he had been unable to bring workmen from the Old Country because of the provision that arrivals must have $25.EXPENDITURE AND REGULATIONS CRITICISED.Mr.Oliver said that there is nothing in the regulations to prevent a business man providing people whom he desires to bring to Canada with the necéssary funds.The department, he said, objected to the money being given to the immigrant at the port of arrival, because of the possibility of it baing returned as soon as the official was passed.Mr.Bradbury thought the regulation would work to the detriment of Canada.but the minister said it was necessary, more particularly in the winter months.Mr.Uriah Wilson complained of the lack of facilities for counting the people who leave Canada.Until such was provided, we would not know what we were doing.he said.Mr.Wilson criticised the Department for the amount of money expended as compared with the results secured.In 1910, he said, although there were nine permanent, forty special, and three thousand bouking agents at work, the total number of new arrivals in specially encouraged classes was only eighteen thousand.According to \u2018the United States returns, hie said, the balance in favor of Canada was only 21,000, for which a sum of $232.000 had been spent.Sinve 1897 over nine million dollars had been paid out for immigration witn- out proper results, and it was time that the Department should call a halt.Dr.Paquet, of L'Islet, pointed out that the imivigration laws were very strict, and the general effect was that the immigration into the province of Quebec was falling off, while the emigration from Quebec was very great.The Hon.Mr.Lemieux sald it was very necessary that there should he a strict supervision over the immigrants into Canada.It was practically impossible now for the pauper and the criminal to get into the Dominion.In describing the difficulties of the Canadian agents in France, Mr.Lemieux stated that the French Government was very hostile to any immigration propaganda.In fact the late Mr.Hector Fabre had received an official note denouncing efforts of \u2018the Canadian agents in that country.With the falling off also in the population a large immigration from France was not to be expected.Canadian agents were absolutely forbidden to operate in Germany at all.He looked for a large immigration, however.from Belgium, as a result of the
