to-morrow, was crowded into unsanitary, unhealthy tenements, where they lived under such conditions as to become degenerates, civilization was a failure.The influx of healthy persons from the country into the city might lessen the apparent effect of living under such conditions, but ft was then nevertheless.; Mr.Grubb went on to show that it was the tendency in England for each man to own a house and a bit of land.But in cities on this \u2018continent it was customary for a great many people to live in flats and tenements.Though many cities had made immense grants for the building of wide boulevards and embellishing in other ways, that was useless if the masses continued to live under unhealthy conditions.Modern town planning could be described as controlling individual enterprise so
