WITNESS.WEDNESDAY, OCTOBER 25.1911.DOMINION W.CT.U.Reports of Work in Several Provinces Given at Annual Convention in Sherbrooke Sherbrooke, October 25—The Dominion W.C.T.U.Conference was resumed yesterday morning in the vongregational Church, Mrs.Craig, of Kingston, giving an ad8ress at the consecration service on ‘The parable vi the vine.’ Mrs.S.R.Wright, the lraininion president, was in the chair. The report of Sunday School work was submitted by Mrs.Jeannette Bullock, of New Brunswick, who stated that the Sunday Schools of the province were being grounded in temperance work, The quarterly temperance lessons were being faithfully taught, and pledges were circulated, and temperance sermons given by the niinisters.7 Mrs.Scott, of Montreal, strongly advocated temperance posters being put up on the hoardings ‘and walls, Wherever a liquor poster was put’ up & temperance one should be put- up In France the govern- posters alungside of it, ment issued | t MISS pasted up they would have a beneficial effect.Mrs.S.A.Jones, of Sherbrooke, in submicting the prison reform and police station report, stated that the work done had been fuller and more satisfactory than In former years. They had distributed much literature, made many visits, and looked after many prisoners when they were released from prison.Sunday services were also conducted in the prisons by the ministers of the churches, the Salvation Army and W.C.T.U.members, and a home for delinquent girls had also been opened in Montreal with Mrs.Waycott as president.A woman inspector for the prisons and jails was still badly needed.Mrs.McKee, the honorary president for Ontaric, in giving the Curfew Bell report, said that where the law existed it was carried into effect, but she thought the Children’s Aid Society could best look after this work.Mrs.McKinney, Dominion vice-pre- sident, said that legislation had been adopted in the provinces of Saskatchewan and Alberta, giving municipalities power to enforce curfew bell law.A solemn memorial service was conducted by Mrs.Bascom, to the memory of the members who had died since the last convention.A Bible reading was also given by Mrs, Deborah Knox Livingston, who selected the third chapter of Revelations for her discourse.: At the afternoon meeting the franchise.convention, led by Mrs.H.MS.Detlor, had an enthusiastic and interesting discussion, culminating in the following resolution, moved by Mrs.Mary E.Sanderson, seconded by Mrs.Sparkes, of Kingston, being adopted: — We heartily recommend that each provincial union begin an active campaign for woman’s franchise asking for the ‘ballot because we are citizens.’ Miss E.E.Smith, of Windsor, N.S., the Dominion ‘Y’ secretary, said that she was able to report an increase in membership in all the provinces, and that the members were taking a deeper interest in the work. They could get the members, but they had a difficulty in getting leaders to carry out the work. This was especially condemning | | ter’ years, Canada has and 25 a result the number of unions Was not as great as it might The report of the Dominion B.Lowry contributing an article to ‘Woman’s World’ makes a -suggestion that some "mothers of children of school age may find helpful.A method of protecting little ones from any hurtful influence and of retaining ‘their confidence is by means of after-school lunches and talks. When a child first comes home from school she is full and bubbling with the experiences of the day, and reafly and anxious to repeat them to mother. The wise mether plans to spend a few minutes with her children immediately! upon - their - return from school.‘If this talk is postponed for even a few hours the child loses some of her-desire to.tell, perhaps in the meantime has been cautioned by her playmates not to tell her mother. One mother, who had a.wonderful influence with her.children and who never felt that school life was taking them away from her, laid her success to the after-school lunches she prepared.Whenever her children returned from school she always had a lunch ready.Sometimes it consisted only of a slice of bread and butter and a glass of milk, sometimes, on a cold day, it was a bowl of hot soup.A child always is hungry when school is out and will hurry home if she knows a lunch is awaiting her. This wise mother always took this- opportunity for a little heart to heart.talk with her child.‘Sometimes a schoolmate was invited to join them.and this gave the mother an opportunity to become acquainted with her child's associates and to judge as to their desirability as intimate campanions. This - after-school lunch also prevents the child frem overloading her stomach at the evening meal, and she sleeps better.Children in school need about ten hours sleep to maintain the equilibrium of their nervous systems.Plenty of rest apd sleep, plain, nourishing food (very little pastry).combined with a moderate amount of exercise in the fresh air will enable a child to keep well during school years.MME.SARAH BERNHARDT ON THE SUFFRAGE.In an interview for a London paper recehtly ‘ Madame Sarah Bernhardt ‘gave her views on the suffrage, with no uncertain voice.‘That women should possess the vote,” said Mme.Bernhardt, ‘is the merest justice. All the political philosophies that have been invented have as yet produced no sensible argument against woman’s claim to say what shall be the nature of those laws to which she shall conform.So.long as she is expected to be the custodian of the children and to rear them up to good citizenship, woman must in reason be accorded the right to participate in choosing the law makers who will assure her the right to educate according to her own natural the production of the highest type. That question is one for the woman long before it becomes one for the man. There is a belief prevalent among the opponents of woman suffrage that—so the formula goes—all intelligence in woman is but a reflection of the intelligence in man.The simple logic of this proposition must be that if man did not exist, woman would possess no intelligence whatsoever.BSerlously, however, so long as you allow woman.to be the help and counsellor in the family, you allow her really the most important NEW BUILDING BY-LAW.Measure Will Make Necessary Many Inspectors.A.meeting of the committee of experts on the proposed new building by-law of the city was held yesterday afternoon, at the City Hall. This committee comprises: Mr.Joseph Venne, Mr.W.N.J.Francis, consulting engineer; Mr.W.H.Butler, city sttor- ney,-and Mr.Alcide Chausse, building inspector. The committee.has agreed on the general by-law, and it is now working-upon the classes of buildings to be .erected.Clauses will be framed for the construction of theatres and churches.- This measure will call for a more detailed examination of the plans of Co | role in society, and I do not See how she can be refused the vote—which, in any case, she is going to .get.I can see it coming ‘in France; and I can say from my observation that it is certain that women count as.the most important factor in the.family and social life of America, whose civilization is impressing its characteristics more and more upon European life.’ - ï i IRISH LACE FLOWER MOTIFS.| Even a comparative novice can easily learn to make the little single detached roses vhichi.are used so much both in.‘all-over’ Irish laces and as motifs in’ collars’ and jabot edges. They need not have the many layers of petals unless | the worker so chooses, but the addition of these !s not at all difficult, and certainly adds to the effect. For these little roses, either single or double, a very effective and novel use is seen in the newest mode of trimming undersleeves and guimpes or chemisettes of nêt or.chiffon.They are made singly and set on around the lower sleeve edges and around the neck, in either single or double rows, just touching each other. The woman who is good at little original touches will find many uses for the same flowerets, made of rather coarse Irish lace rather than the ordinary cotton. For trimming all sorts of neckwear they are beyond price. So the art of making them is well worth acquiring.By the way, many directions for making jabots, handkerchiefs and other articles for personal and ‘household use tell one to crochet the little Irish edges directly into the linen hem.As the durability of such a lace is often far greater than Liat of the fabric to which it is attached, a far better plan is to crochet the edging on one of the tiny lace braids sold at embroidery counters ‘for making ‘needle point’ lace or fine Battenberg. These braids are all linen, and can be had in very narrow widths,| They add to, rather than take away from, the appearance of the work, and make a heading that can easily be sewed to the article which it is to trim, and is as easily ripped off when.the proper time comes. If desired, the braid can be sewed to luae linen before the crocheting is begun. This makes it easier to get the corners and ‘turns even. The use of lace braid, moreover, makes it possible to crochet indefinite lengths of those laces usually made with a ‘chain of Over.Arzument upon the amalgamation priposal of the Montreal Street Rail- « Cempany, the Montreal Ter- at Railway Company, the Montreal rh & Island Railway and the Pub-' Service Corporation, under the «+! of the Montreal Tramways Com- nv.was continued before the Pub- { tiities” Commission yesterday af- When this was concluded Beique appeared before the | _…æamuission and said that his commission, said that he was of opinign ihat the public interest alone concern- the commission, while individual izens should have recourse to.the coarts. He announced that he would lar the Senator, however, this morn- and adjournment was -made till 30 o'clock.Sir George Garneau told a ‘Witness’ reporter that till the case of Senator Beique was disposed of before the hoard a decision would not be made in the appeal of the city against the merger, In resuming his argument yesterday afternoon, Mr.C.: H.Cahan, K.C.referred the Commissioners to article forty-two of th- contract between the -ity and the company entered into in March, 1898.This provides that where thirty years expire the city may ac- ‘mire the property of the company at + fair valuation of its assets plus ten percent.Thüs the merger would not nffect the price the city would pay ‘or the company if it were to- take that franchise over.He then com- : rmoon.ona tor us, pared this contract with the agreé-'| bringing its capital up to $18,000,000.ment between the Toronto Railway company and the city of Toronto, and he declared that this was almost.identical with the Montreal agreement.Mr.Justice Robertson ° héid" that this Toronto contract was perpetual in a sort, and that it could nct he successfully attacked, although the city had the right to take over tle ine at the expiration of 30 ‘years or‘|' mn periods.of five years thereafter, on 4 vear's notice. The Privy Council held a view in accord with Mr.Jus- tire ‘Robertson.‘We cannot consider this Montreal contract as one that terminates absolutely at the expiration of a thirty vears’ privilege. No provision is made for any reduction of this privilege.Article 36 fixes the percentage of the gross income ta bs paid to the city.- This contract must be carried out In good faith, ‘In the new contract of amalgamation there is no sale in the new sense, said Mr.Cahan, and this shows that, it is really a reconstruction on the rart of the Street Railway and not an attempt to evade the contract with the city.stock in the same proportion of value in the new company as in the old, he said. This - agreement of March, 1893.applies only.to the.old city limits as confirmed by a decision.of the Privy Council.‘We are dealing." he said, ‘with the transfer, not only of.the .Montreal.Street Railway franchise, but with a.kl number” of subsidiary franchises.-7 The contract with - Westmount éx= pires in 1934, with St.Cunegonde ini, ‘382, with St.Henry ‘in 1922, with “St.Paul in franchise is a perpetual one.Under no cireum- Stances, he declared, should this commission determine these values by bookkeeping values. The lands of the" Company are entered in the books at.cos The St.James Methodist Church property cost $350,000 a few years ago, he said, and it has been greatly augmented. The congregation [recently received an offer of $2,500,000.‘If that property is transferred ower at the price which others are willing to pay is that watered capital in the sense in which that ignominous word water is used?he asked.‘I would say that transfer would be in good faith.’ The chairman inquired whether that physical valuation of 32,000,000 of the.company’s assets shows that it is an.under valuation.‘If we take these subsidiary companies into consideration,’ Mr.Ca- nan replied, ‘that valuation is not too high.’ The cost of the equipment of this railway as applied to writing off the depreciation is entered at $16,000,000.The real estate has cost someting like $3,200,000, and it could not be purchased in the city to-day for $6,000,000 or $7,000,000.On a fair appreciation as ‘disclosed from.the facts we have: something like $29,000,000 of real value.‘If the city corporation,” he continued, ‘assumes that.it will take this property over by arbitration at a value of less than this it is much mistaken.” |, ‘This company has also a value that is appreciable in the market,’ declared Mr.Cahan.I could get parties in three months to raise and pay $25,000, 000 to $30,000,000 in cash for.the company’s assets. But the shareholders do not wish cash. They prefer their own securities.’ There is no better way of determining the value of the company’s assets, | Mr.Cahan affirmed, than the price for which the shares sell on the market.‘Take the Bank of for instance,’ he said.‘It is capitalized at.$10,000,000, and it is paying dividends on a capitalization of $23,- 000,000.‘Phe very fact that these subsidiary companies are under federal charters,” he said, ‘makes it difficult - to bring them ‘under uniform systems of operation, and it will be a benefit to the city itself to have them under one charter.‘This city must grow and become in ten’ vears a c.y ofa million people. This company has simply outgrown its swaddling clothes. Those bonds We are buying in now because we are alle to get th:m under pecul ar circumstances. We have a railway company.planning to build a tunnel under the mountain at an éxbendi- ture of $20,000,000 to $30,000,000.If this tramways company wishes to maintain an exclusive contract it must give the city a full measure of service ‘and expend up to $30,000,000.This
