the possibility, nay the probability, that the.Boer: forces, which are mounted infantry, and therefore very swift, Have been able to overtake General Yule between Beith and the Waschbank rivers, and perhaps at a disadvantage.Beith is about twelve miles from the Wasch- bank river, and the Waschbank river is about seven miles from the Sunday river, which is about fifteen miles from Ladysmith.Of course, if General Yule were attacked by the Boers he would, if possible, send back messéngers to Gen éral White asking for reinforcements.pl ‘The situation will probably be made clear by the government’s announcement to partiament to-day.there.id a good.deal of anxiety, as it is- feared the government is keeping back despatches showing that General Yule has been overtaken and attacked.The Orange Free State forces have moved in from Acton Homes, Bester’s Station and -Blaauwbank to within a.few miles of Ladysmith, as is' shown by General | White's s engaging one column only-seven tir of Ledysmith.“At Kimber , and-it is-said that is about to reinforue them: Mafeking, where General Cronje’s forces were, is over two hundred * and thirty miles from Kimberley, | so that.if the Boers await his arrival to days ‘before it can be delivered.“Coles burg, which is twelve miles south of the Orange.Free State border, was menaced ty.the Free State Boers, but its capture was not reported up to last evening.The reader of these columns should keep in mind that our daily estimate of the situation is always based on news which is not the latest which appears;in our news columns, and the reader may therefore have to revise our statement of the latest facts by what he finds there.mme MR.BOURASSA’S ERRORS.Mr.Belcourt.“has given thé right - -an- ewer to ‘Mr.Bourassa, who has resigned his seat in parliament because the course of the Canadian Government in enliéting troops for Africa was unconstitutional.The objection of Mr.Bourassa was no doubt a valid one in theory.It cannot be said that under our constitution authority does ziot rest- with the crown to call out an .adequata force agüinst any emergency, whether that emergency be called à peril or not ; but it is equally a prinéiple of our constitution that usage is taw, and the fact that.this country has never before sent a military foree abroad on an imperial errand, or- even consideted the matter, estgblighes a usage contrary to the, course of the government.Under ‘such.circumstances the right of departure from usage Io’ with parliament.“The British Government, in calling out the aiiny reserve, called parliament together at once to vote the supplies.Sir Wilfrid Laurier has, we think, been very gratuitously vilified because he did not undertake unusual, unlimited and unesked expenditures upem our Canadian .contingent, which might very well await the action of parliament.® We think that Mr.Bourassa i is right in his theory that Sir Wilkrid ‘Laurier, in doing such an unusual thing’ as he has dome without the mandate of parliament, trespaesed on parliament's prerogative.But we think Mr, Belegurt ‘still more right in pointing out that where there is an evidently overwhelming and drove a portion of them away to the | meet.General Yule from attack by them, Gen- In the meantime © make their attack it will be four or five | > | piiie.‘opinion, and where the vast majority of both parties are strongly “committed to a given action, a government There is no surrender of liberty, as Mr.Bourassa alleges, The right of parliament to decide whether we shall .go to war or not is in no degree lessened.If parliament disapproves of what Sir ‘Wilfrid ‘has done it can easily adminis ter such a scathing rebuke as would very effectively prevent a repetition of the "offence.-On Mr.Bourassa’s Boston war cry, ‘No taxation without representation,” he is still less to be complimented than on his conclusions as to the essential constitutionality of the government’s course.To hold that a country that enjoys the protection of another should contribute nothing to the dost of that protection, and that men enjoying the privilege of British citizenship should let the cost of ‘that privilegs“rést entirely on a Iimit- ed number of their fellow citizens, smacks, as we have frequently taken the liberty to point out, vary much of the spirit of the pauper.But how far Mr.Bourassa’s assumption that we are suffering from taxation without representation is out of harmony with the real facts! We in Canada manage our own affairs as we will, and Britain pays the heaviest item of the expenss, We maintain our own quarrels with the greatest powers on earth without misgiving, and we bate nothing of our claims because Great Britain thinké them unimportant, and Great Britain,bears the entailed by standing by us to the last inch of our rights, while we pay nothing for the maintenance of the power which makes her arm strong to emite.Verily, as the Ottawa ‘Journal’ says, this is representation without taxation as far as Canada is conçerned.Great Britain, for her part, bears taxation without äny representation in the counsels of the power which makes the terms.What would the wheat of Manitoba be worth to-day if it were not for the policing of the seas by fleets for which Canada pays nothing ?We do not know how far 1ution for whieh they voted pale \\eript of hé lobar of resignation; we are inclined to think that when the ‘question reaches parliament his lone voice crying in the wilderness will find few echoes.>.NOT A SURRENDER, The government, acting upon repre- séntations made to it by goms of the most influential grain merchants, and has granted to American vessels the privilege of engaging in the Canadian coasting trade for thé remainder of the present season.Because of this reasonable concession, under present conditions, the Opposition journals are out im full cry, with headings denominating this privilege as ‘Another surrender to the United States,” ‘Sacrifice of Canadian interests,’ ‘Conserve our shipping interests,” ’ and so forth.Thesa journals claim to speak on behalf of the Canadian ‘tréms- pansion “of Canadian shipping.this agitation.there.is much dy" and it~ regard of facts.It was pointed out in these columns a short time ago that the expaneion of the Canadian freight-carry- mensions ;
