Hg add to the.words which he had used in New York.Negotiations had been- in progress in regard to it before he left, but Sir William intimated that he was not in the habit of taking the C.P.R or any other business with fim\u2018when \u2018he went to Cuba.He did not know what had become of the negotiations, he did not Know the number.of boats nor thé ptice which had been decided upon, he-did not know if the negotistions had been closed, all these things were properly if the hands of the officers of the company.He, therefore, could make no authoritative statement on the question.As to the fast Atlantic service, in regard to which Sir William has the most optimistic ideas\u2014that is to say, he has believed all along in the feasibility, practicability and profit of the project\u2014he said that the situation was known to the public as well as to himself.He had been grievously disappointed by the inaction of governments in the matter, but-he did not feel like saying anything more on the subject._ About Cuba, however, Sir Willianr had many interesting things to say.In the first place, Cuba is prospering.It has saved over two million dollars since the new regime came into force: And this without any niggardliness.The government had spent a good deal of money in laying out new and spacious parks in Havana; it was keeping up the record in the matter of sani- tation\u2014a record reached by the Americans when they were in power\u2014 with the result that yellow fever was unknown in the island.The people were contented and happy; there was plenty of work; the president was a strong, cautious and honest man; the Congress was conservative in its ideas; there was every prospect of stable and geongmical government in the Island.People were coming from the northern states to interest themselves in the sugar, tobacco, mahogany and cotton interests, which were all flourishing.The sugar crop this year would amount to nine hundred thousand tons; the maximum has been one million and fifty thousand toms.Next year the highest record would be again reached.The staple industries were sugar, tobacco, mahogany and cotton, which latter was coming to the front and promised to be a most important crop.These industries were attracting capital, and there was a splendid future before Cuba.Asked if it was not extraordinary that the Cuban people had settled down so readily after so many years of fighting, Sir William replied that they had had Jong intervals of peace between their revolutions and insurrections, and to-day they were as sober, as industrious, as contented a people as you would find anywhere in the world.Reference being made to the fuse o which arose over tha abolition JT ITTNESS ro BARES poate Se hh Spat be was Tull Nght ing;
