be remembered that the Merchants\u2019 Telephone Company was established in 1882 by the late Mr.Moisan, and had a fair measure of prosperity during the earlier years of its existence, but ever since Mr.Moisan\u2019s death the enterprise has been more or less moribund.About a year ago Messrs: J.M.Marcotte and John ¥.Raphael secured options on a controlling interest in the stock and yesterdey concluded the deal by which these were transferred to Mr.Arthur Johns and his associates.The total common stock of the company amounts to $61,000 and in addition to this there is a bond.issue of 260,- course, realized that there would be a powerful corporation against any effort of the sort.They, however, thought the public should know that the existing monopoly did not own the river and the island ANTI-COM- PENSATION PARTY IN THE MIDLANDS IS MR.ARTHUR CHAMBERLAIN.New York.March 19.\u2014The London correspondent of the \u2018Tribune\u2019 says Mr.Balfour, the Premier, delivered a most important speech on the licensing question.He condemned the recent wholesale cancelling of public-house licenses and said that the policy of the licensing magistrates was a policy of unjust confiscation.This speech, following so soon after the Lord Chancellor's decision that the magistrates must consider each case on its own merits, and pot pursue a general policy, has given the greatest aatis- faction to the \u2018trade,\u2019 as it 1s regarded ss foreshadowing government action.The Liberals are pleased because they remember what a storm of indignation swept through the country when a previous Tory government proposed to compensate the publicams for the confiscation of their licenses.The leader of the agitation against compensation in the Midlands is Mr.Arthur Chamberlain, a brother of the between the Al- goma Central Railwey and Lake Super- jor.The arrangements for the settlement are under the control of the Rev.Father C.A.M.Paradis, of the Colonization and Repatriation Society of Ontario, and many of the settlers will be from the State of Michigan, Mr.Clergue promises to build a church for the new settlers.Each settler will have 160° serves of land, for which they will pay
