London, Sept.2 \u2014Toward the close of yesterday's proceedings of the Alaskan Boundary Commission lay, the Attorney-General, took up ques tion seven.Dealing first with the question as to whether there weme mountains suitable for a boundary, he said that at all events as regards that portion of the line north of Cape Spencer, it was difficult to understand the United States contention, for beyond all dispute there existed along that stretch a bold range of very high mountains coming down to within a short distance of ihe coast.\"Regarding the head of Lynn Canal, he quoted General Foster to prove the ex- sstence there of a well-defined range within a few miles of the head.Touching that portion between the 58th parallel and Lynn Canal, he showed by the evidence of Mr.W.F.King, a Canadian expert, the existence during the whole distance of mountains three to four thous and feet high within the ocean coast.To-day Sir Robert Finlay resumed the examination of Mr.King\u2019s evidence as to the existence of mountains bordering the coust.He said that the evidence of the United States experts largely cenfirmed Mr.King, for Mr.Tittman and his staff all acknowl the existence of mountains.Thus Hodgkins reports that from Dixon Entrance north mountains rise abruptly, sometimes prec itously almost from the water's edge.e took exception to the qualification of the United States\u2018 experts that these mountains did t form well.He defined \u2018range\u2019 and Lain, and consequeñntly they did not fulfil the requirements of the treaty.That, he held, was for the tribunal to five or six miles of d ed by were ty.Dealing with Dally contention that the negotiators were misled by Van- cotver into supposing the existence of a symmetrical \u2018 line, the Attorney-General | compared two of Vancouver's charts of the ssme region, and showed numerous discrepancies, arguing therefrom that the negotiâtors could not have contem lated or \u2018expected anything like uniformity or regularity in the mountain line.Having thus shown the existence of mountains Finlay Cannot Understand the United That There are no Mountains Suitable for a Boundary.generally, the Attorney-General proceeded to determine which particular mountains_should be taken, and for this purpose exhibited a series of contour maps of the British Commission under the Convention of 1892, on which appeared, traced by Mr.King, a line from peak to peak claimed by Great Britain.He ex- lained this line in detail, and illustrated is remarks by photographs of various localities.Co Mr.Root, a United States commissioner, asked the Attorney-General what he understood by the phrase in the treaty \u2018sumimt of the mountain.\u2018Sir Robert Finlay replied that he did not in his view call for a series of continuous summits.Mr.Root\u2014Then you interpret the word \u201csummit\u201d as though it were \u2018\u2018summits?\u2019 \u2019 \u201cYes,\u201d said Sir Robert Finlay, and continued that while King\u2019s line was on the whole practicable, and the one most conformable to the treaty, be did not affirm that in places it might not be necessary to have recourse to the alternative provision of the ireaty.Mr.Dickinson, United States counsel asked what Great Britain considered the coast line to which Mr.King\u2019s line was parallel.This was promised for to-morrow.- Sir Robert Finlay observed that Mr.King's line cro the larger inlets, but even if it went around them, mountains would be found running round at a short distance from the head of the Lynn Canal.He insisted that the underlying fallacy of the United States claim is that it presupposes the necessity for taking the dominant range, while what is re quired is the mountains nearest the sea THE \u2018DAILY NEWSS' UNWARRANTABLE ATTACK.(Canadian Associated - Press.) Londen, Sept.21.\u2014A recent editorial of the \u2018Daily News\u2019 attacking Attorney- General Finlay for what it à aw \u201cdiscougteougr fone towards the United.States in argument on the Alsska dispute, id the only iumfriendly reference to the Canadian cave that bas appeared in the British press.The \u2018Newe's\u2019 accusation was entirely unfounded, whilst the attack on Canada was most scurrilous.The \u2018News\u2019 is no longer the organ of any political party, but simply a private enterprise, wo mo importance is attached to its utterances here.PERMANENT SHEDS Harbor Commissioners Accomplish Nothing at This Morning\u2019s Meeting.SITTING MARKED BY DISORDERLY SCENES AND PERSONAL CHARGES \u2014 special meeting of the Harbor Commissioners, held this morning, to.examine into the plans for the pro new sheds, adjourned in more or \u2018ess confusion without having decided definitely upon any point regarding the object for which the meeting was called.Previous to tne main discussien the commissioners en d themselves in small talk until finally Mr.Doran called out \u2018Shedd, sheds\u201d After some little hesitation, Mr.Kennedy finally produced the blue print and for the iirst time, after much waiting, the board was in possession of the long-talked of and discussed plans, Mr.Kemnedy went minutely into details during which he remarked that the plans had been carefully studied out and repared and that as shown in the specifications the plans call for three- story sheds.The first floor, ne said, was for railway traffic, the second floor for waggon traffic and the third iloor for freight storage.The lower and second floor would be constructed much heavier than the third, as the latter would be required for the proper storage of certain cargoes.be chiei er gineer went into detail smd all went well until Mr.Doran, who, up to this time remained silent, began to question Mr.Kennedy very minutely on certain points.Mr, Doran held that there was grave doubt as to whether the plans were such as would give the best possible results and accommodation.Mr.Kennedy announced to Mr.Doran that he would be pleased to go through the entire matter with the latter gentleman, to which Mr.Doran replied that he would be most happy to do so.Senator Mackay, who presided at the meeting, thought that the plans had been prepared carefully and independently of the wharf ramps.\u2018I beg your pardon, Mr.Chairman, the ramps are\u2019 shown on the plans, said Mr.Doran.Mr.Geoffrion desired to know if an elevated railway could be used if neces- = in conneetion with the new sheds.Mr The conditions surrounding the proposed new | sheds were too far 8 fvaned, and 5 thermore, such a construction would entail a very large expenditure.\u2018Gentlemen,\u2019 said the chairman, \u2018Mr.Kennedy has based his plans on what he has seen of permanent sheds in his travels, and I am of the opinion that it is better to decide upon the erection of three-story gheds.\u2019 ; Mr.Bickerdike asked the chief engineer as to the estimated cost of the sheds.In reply, Mr.Kennedy gave the following figures: One shed of five hundred feet long and ninety-six feet wide, woul cost one hundred and forty-four thous: and dollars.The square foot area would be three dollars, while the floor per foot wo cost one dollar and fifty cents.Mr.Kennedy calculated that three-story sheds as proposed would cost $2,807,000, while two-story sheds could be erec for the sum of $2,432,000.Mr.Doran, in order to bring the entire matter to a focus, was quite willing to move.the adoption of the plans as i go on record presented, but he wished to 1 regarding the feasibility of their erection within eight feet of the wharf edges.Mr.Bickerdike said that he would add no \u2018rider, but was willing to move the adoption of the plans just as they stood, jn order to get something done.\u2018Mr.Chairman, t ed Mr.Doran, \u2018that if the sheds are set back seventeen feet there will be a saving in expenditure.8 00 ere,\u201d retorted the chairman, we have decided to erect sheds eight feet back from the wharfs edge, an now we are simply trying to change all calculations.Is it any wonder that the public accuse us of doing nothing and talking away the time?\u201d oo Mr.Lemay, who, up to this time had kept rather quiet, came to the front with a motion to the effect \u2018that the three- story sheds to be erected within eight feet of the wharf front as prepared by the chief engineer be accepted.This motion was the signal far a stormy scene, for \u201cLe chairman started the ball rolling by again asserting that the Board was wasting time by talking, and furthermore the Commissioners were going back and asking the government to again agree to certain changes in the proposed original plans.\u201cMr.Chairman,\u2019 said Mr.Reford, \u201cbefore I vote on the plans as presented, want to know how we are Going to get into the second story of the mew sheds.; At this point Mr.Bickerdike became indignant and re to Mr.ord that in keeping the sheds back, he, Mr.Reford, was retarding not only the erection of the work but holding up the final completion of the new grain elevator.; chairman, Mr, Bicker- 1 still repeat, remark- | urn.\u2019 ! \u20181 would move,\u2019 said Mr.Doran, \u2018that\u2019 the president and chief engineer Fo ceed to Ottawa and submit the plans of a twostory shed and ask an order- in-council so as to regulate the exaet height that the sheds can be p over the wharf.I repeat that I go on record in favor of going back to the seven-feet in the building of the sheds, so that space outside will be of some we.\u201cWhat about that, Mr.Reford?\u201d asked Mr.Bickerdike.Mr.Reford\u2014Mr.Bickerdike says that I am an obstructionist, and I think that such an assertion is most unfair and une warranted.\u2019 J will say, however, remarked Mr: Bickerdike, \u2018that you are not in any hurry to see the sheds erected.Chairman,\u2019 said Mr.Reford, -4 4 will not vote for the present plans until I know definitely if we can conveniently use the second story.\u2019 NE Mr.Lemay suggested that the Bout.session before a final should meet ig vote is taken.« Mr.Bickerdike would not hear of this] and demanded a vote immediately.» Mr.\u2019 Doran\u2014\"Now is the time to do something.\u201d ; Mr.Bickerdike still persisted that Mri.Lemay\u2019s previous motion should be voted on.Mr.Bickerdike finally became eloquent by charging Mr.Reford with starting a crusade against the erection of the new sheds, and that his obstruction &# the Board is going to prevent the port acquirihg the use of the new grain vator for an indefinite period.1 Mr.Reford\u2014'You are making a charge.\u2019 \u2018Further than that, if necessary T.will prove, said Mr.Bickerdike, \u2018that our friend, Mr.Reford, is doing his best\u201dta keep this Board from erectin; forensic analytical argument ever made before: an international tribunal.Knowledge of facts, lucidity of reagoning and perfect use of language give- to his review of the case the character of a model and a standard for future imitation in all aimilar presentatiops.The wisdom of allowing the press to report the proceedings from day to day has been vindicated by the large space devoted to the reports by the newspapers on both sides of the Atlantic, and by the opportunity given to the great court of public opinion to consider and weigh the arguments as they are presented.In this way the mass of intelligent readers will be able to \u2018form \u2018their own conclusions on the merits of the dispute with as much perspicuity as the Commissioners themselves.One good effect of this publicity will be that the people on both sides will have a clearer understanding of the case, and, therefore, be less likely to treat it in a spirit of hostility.Already the Attormey-General\u2019s argument bas disabused our neighbors of the notion, seduldusly impressed upon them by their press, that Canada had no case.They now see that Canada has a case, and a very strong one.Furthermore, that their counsel before the Commission has an exceedingly difficult task in prospect to meet and dispose of the facts, arguments and conclusions pre gented by Attorney-General Finlay.In Canada the feeling is one of profound satisfaction that the case appears to be in able and perfectly competent hands, and that, even should the Commission arrive at no binding decision, the whole matter will have been so luminously ex- \u2018pounded in all its bearings that a way will be opened for a permanént eettle- ment on lines as nearly satisfactory to both countries as could be expected in disputes of this kinder Mr.Tarte and Mr.Bourassa were well matched in the meeting at Laprairie last Saturday.Each in his way is a representative French-Canadian, and the man- rer in which they dealt with current political issues is at all events instructive to their English speaking countrymen.Having bad experience of the inside workings of both parties, it was only natural, perhaps, tbat Mr.Tarte should declare that \u2018the curse of politics was party spirit.\u201d In this he was surely right.But when men are engaged in a contest where success means so much in the way of good fortune, honors and emoluments, and defeat means the ruin of all these hopes, party spirit is bound to run high.People who can take sides passionately in a game of lacrosse are mov likely to be less keen in a contest whose goal is place and power.In the lacrosse game take sides in politics have more or less clearly defined hope of personal reward or local advantage.Regarding the Le- prairie meeting as an indication of the popular attitude, it cannot be called a triumph for Mr.Tarte or for the views he represents.Quite the contrary, his reception was almost frigid, and be had to submit to many unsympathetic interruptions.These were owing, no doubt, to the fact that sentiments which cause French-Cenadians to support Sir Wilfrid Laurier also lead them to look with distrust on one who has deserted him.Prosperity 15 too general and the people too weli satisfied with existing conditions to make them take much interest in abstract questions of riscal policy.Besides, Mr.Tarte had the disadvantage of being on the defensive from the start\u2014a rola that does not suit him, for ne is an ae- sailant by nature and temperament.He could not for personal reasons attack his late leader and friend, except on general lines of policy.In any case he knew, if fe should do so, that it would be ali up with him before an audience that was probably waiting such opportunity to turn him down.It cannot ve said that the speeches threw much Jigat on the questions discussed.Though the personal allusions were rather pointed, there was no iN-feeling.The general impression produced by the meeting was that\u2019 whoever undertakes to oppose Sir Wilfrid Laü- rier\u2019s government among French-Cana- dians has a poor prospect of success.Lord Kitchener is not to be brought from India, the
