Geodetic Survey, he superintended the placing of the bronze posts: marking the boundary between Canada and Alaska, as decided by the London tribunal.The new boundary has been fixed at Chilcat and a An address was given by Mr.Richards, of the American Federation of Labor expressive of the brotherly feeling existing between the unions on either side of the line, and expressing satisfaction of th American Federation with the pregress of labor unionisfh in Canada and throughout the world.President Roosevelt was given high praise for his action in connection with the anthracite coal strike of last year and was endorsed as the true and powerful friend of labor.He stated that the unions of the United States had now oor two million members, an increase of over four hundred thousand in the past year.The speaker also urged the need of wider organization and spoke strongly in favor of international labor organization to offset the power of international capitalists\u2019 associations.At the close of his address Mr.Richards received quite an ovation, which was followed by a presentation to him on behalf of the Canadian Labor Congress of a diamond ring and a pair of gold cuff links as a mark of appreciation of himself ard his message.A NOTORIOUS CASE.RESTAURANT KEEPER TINED FOR ALLOWING DISORDER IN HIS HOUSE.Joseph Chaput, who keeps the Ottawa Hotel, at the corner of Chaboillez square and the street of the same name, was today fined $75 and costs, amounting to 499.80, by Mr.Recorder Poirser, for allowing disorder in his house.The evidence showed that for weeks past immoral persons bad been allowed to frequent the rooms of this hotel and that their shameless conduct was observable by several neighbors living in the vicinity, who complained about it to the police.The latter characterize the place as the worst resort in Montreal.A short time agn Chaput pleaded guilty to a charge of selling liquor during prohibited hours.He was fined thirty dollars and costs, but continued to sell, it is alleged, and a second charge is now awaiting the disposition of the court.It is alleged that a more serious charge would have been laid against Cha- put in the case just concluded but for the interference of an officer who should be a guardian of public morals;
