the distressful Czar to make a dash for the relief of Port Arthur, an apparently preposterous proposition, has thrust his tremendous army down the line of the railway, where it is reported by the Japanese army that is in front of it on that line, to stretch back five miles without reaching the other end.\u201cThe front of this force was met and has been so far withstood by General Kurokks army on the north side of the little branch railway which runs from Yen tai station to Yen tai coal \u201cmines.Though there are said to be a hundred thousand men engaged in this direct conflict it is doubted whether this was the main idea of the movement.In order to turn Gen.Kuroki\u2019s right Gen.Kuropatkin sent a large force down the road leading from Mukden through the mountains to Pen si hu on the Tai tze.Coming down through the Ta pass this force captured Pen si hu and some of it crossed the river.The Japanese report having recaptured Pen si hu, and it is believed in Japan that this filed by the city attorney, the sums given to officials and aldermen ranging from three to three thousand dollars.Considering the money-making value of some of the contracts alleged to have been corruptly obtained these bribes appear small.It is a fine question adds to or diminishes his treason that the consideration is petty.The \u2018grafting\u2019 seems to have been carried on by a corrupt ring of aldermen in collusion with city officials.The paltry consideration for which these men betrayed their trust and risked criminal prosecution is shown in one instance where a contract for waterworks machinery was secured at a hundred thousand dollars in excess of cost for a bribe of eight thousand four hundred dollars, which the ring divided among them.Other large contracts for street cleaning and other services are believed to have been obtained in the same way.It has also been ascerlained that a regular system of grafting, by which saloon-keepers and other people doing business on the margin of respectability were compeHed to contribute to the ring, has long been in operation.Even the public schools were made to contribute, and those who got the furnishing of supplies paid for the privilege.The police is not exempt from the system.In fact, there is not a department of city government but is soiled by.corruption, and the coming trials are expected to lay bare a shocking state of affairs.The worst and most saddening feature of these exposures is the fact that the bribers are citizens of high standing socially and in business.Men who shouid be foremost in upholding civie honesty are shown to be the corruptors and the organizers of a system of public plunder by bribery of aldermen and city officials.A city must be in a bad way when its biggest rascals are found
