were treated. They are neglected, have not a proper education, and were made slaves from sunrise to sunset, and thrashed for the least offence.Mr.Willing does not wish to say that this is always the case, but in nearly every instance followed up he found ill-usage and neglect.THE PARKS INQUEST.Donald Lamont Tells a Peculiar Story. The inquest over the body of William Parks, the man who was killed by an electric car in Notre Dame street, on Sunday night, which was opened on Monday afternoon, was continued at the morgue this morning.Donald Lamont, the man who was said to have been fighting with Parks at the” time of the accident, was one of the principal witnesses, According to Lamont neither he nor the deceased were intoxicated. They were out driving with some friends, and on the way home George Zimmerman, an old man, who was with the party, complained of feeling ill.ey stopped their buggy at the corner of St.Raymond and Notre Dame streets to attend to Zimmerman, and while he and his friends were doing so Parks walked into the middle of the street and stood on the car track.Seeing a car approiching witness called to bim and, as he paid no attention to his warning he stepped forward and was trying to pull bim off the track when the accident occurred. Two witnesses named Geofirion and Patoine stated that the car was going faster than ten miles an hour, the speed allowed by law.All the other witnesses, however, judged the speed of the car to be less than ten miles.Every witness whose evidence was taken swore that the street was very dark at the point where the accident occurred. The jury were unable to arrive at a unanimous decision, several believing that the statements of Geoffrion and Patoine regarding the speed of the car were more important than the testimony of the other witnesses. After discussing the evidence for mearly an hour the jury returned the following verdict: — ‘We, the members of the jury, after having heard the evidence, declare that William Parks died in the city of Montreal on October 30, having been killed by a car of The Montreal Street Railway Company, in charge of Motorman Edmund Lafrance, and under the immediate supervision of Inspector F.X.Richer.With the exception of Ferdinand Beauregarde, we declare that these men are not criminally responsible for the accident. We find the accident was due to the fact that there was not sufficient light at that point in the street.with the exception of Messrs.Charon and Lamarre.who are of the opinion thet the accident was due to the carelessness of the two above-mentioned employees of the Montreal Street Railway Company.COOKE-BLACKLEY CASE, THE HON.MR.LEMIEUX MAKES SOME STARTLING STATE- MINTS.The proceedings in the Cooke-Blackley case were continued this morn.ng.The Hon.Mr.Lemieux, Soli-itor-Gen- eral, was called np to give evidence. He mentioned two or three cases in which he had accepted fees from the private prosecution for attending to the preliminary enquete before the magistrate, but explained it was always outside the term in which he acted for the Crown, and be always asked permission from the Attorney-General.His position was different from that of Mr.Ccoke, who acted for the Crown all the year round, in the English cases.Mr.Lemieux added that it had always been the custom for crown prosecutors to accept fees from private prosecutors for services rendered at preliminary en- quetes. He then proceeded to volunteer the information that Le had always found Mr.Cooke most diligent in his work.Mr.Oughtred, baving made the remark ‘He was well paid for it,” Mr.Le- mieux continued and said that, in the Kert case, a year ago, many attempts had been made to cry to lot the case drop. The Crown prosecutors were even threatened, and he regretted to say that slar witnesses in the case had been tampered with. From that time, Mr.Cooke bad been bitterly assailed.Mr.Lyon here remarked that, although the Hon.Mr.Lemieux's last remarks could easily be contradicted, he did not think they were relevant to the issues raised.Their Lordships upheld Mr.Lyon’s objection, and the Hon.Mr.Lemieux’s evidence was closed.Mr.Sicotte, Clerk of the Crown.testified as to the custom for crown precsecu- tors to appear al preliminary enqueces on behalf of private prosecutors, and the commission was then declared closed.MUST COME TO TRIAL.The Supreme Court of Cuba has declared constitutional the extradition of D.A.Hamel, the former civic paymaster of Montreal. This information was received last evening by cable from Mr.Carpenter, chief df detectives, of this city, who is now in Havana in charge of the absconding ex-official.Sergt.-Detective Charpentier, who is in charge of the detective bureau in the chief’s absence, to-day said he expected the chief to be back in Montreal with his prisoner in the course of a few dave.He has been away now nearly two months, during which extradition proceedings have been going on.It is said that his health has been seriously affected by the trying southern climate.Hamel fled to Cuba last March.after, it is alleged, forging the signatures of Mr.Robb, the city treasurer, and other city officials to a cheque for $10.000.which he cashed at the Bank of Montreal. When the Cuban Government decided two months ago to hand Hamel over to the British authorities for extradition, he was placed under arrest.but the ex- civic paymaster hired the best lawyers in Cuba, and carried his case to the highest court in the island in an effort to ez- cape having to return to Canada to face the charges against him, but the message from Chief Carpenter indicates that le has lost the fight and must come back and stand his trial.COMMERCIAL.CHICAGO MARKETS.Messrs.J.S.Bache & Co., Bell Telephone that in the collisions a large percentage of the loss of life is in second class or smoking cars, due, no doubt, to the fact that old and comparatively weak first class cars, which have been in service for a number of years, are often used as smokers or second class cars, while there has been a great increase in the weight and strength of more modern coaches, baggage cars, first class cars and sleepers.Another of the questions now engaging the attention of the board is whether it should not from time to time formally request the Attorney-General of each province to put the law in motion and promptly proceed with a prosecution in every Instance in which negligence, care.leesness or failure to observe working rules or orders has resulted in the de- ctruction of human life.At present the railways simply dismiss their negligent or guilty employees.Further punishment 1s rarely thought of, and when it is the parties concerned are usually allow ed to escape [rom the country.« The commission is also preparing a set “of standard rules for the guidance of railway employees, and is negotiating with the companies regarding matters which seem contributory to accident and for" which the companies are alone responsible.— NEWFOUNDLAND ELECTIONS GOVERNMENT NOW HAS MAJORITY OF TWENTY-FIVE.St.John's, Nfld., Nov.4.—Completed returns from willingate show the election of Sir Robert Bond, Mr.Clift, Survevor-General, and Mr.Roberts, Liberals, defeating Messrs.Allan (Goodridge, Donald Morrison and Frederick Mews, oppositionists.Mr.Morrison 1s a former judge of the Supreme Court. He resigned two Years ago to re-enter polities and advocated the union of Newiound- land with Cunada. He 18 grand master of the Grange Association in New- joundland, and is one of th“ five Tory feeders opposing Sir Robert Bond. This deieat is a signal one, because Mr.Maor- risor was only "in the polling, tis colleague, Mr.Goodridg:, heading bim.The government now has twenty-five seats and the opposition five.nr BARGAINS IN CHICKERING PIANOS, .We are daily expecting a consignment of this season's latest styles of Chicker- img planos from Boston. In order to make room we are prepared to make cut prices and easy terms on the few uprights and grand pianos of last season's designs still remaining, C.W.Lindsay.Limited, 2366 St.Catherine street, Montreal, ———— LABOR CANDIDATE ELECTED IN WEST MONMOUTH.(Canadian Associated Press.)
