Now the same rules against facial hair applies to the girls.Government spending There is no question that government spending must be reduced How to do it without fearful results is today's problem and it needs a miracle maker more powerful than any currently in sight When whole communities are dependent on social spending of one form or another sudden cuts could be disastrous.One approach might be an iron-clad commitment bv both federal and provincial governments to reduce spending over a five-vear period at a rate corresponding to increases in spending in the private sector.This suggestion, put ferward by the Canadian Federation of Independent Business is another way of saving that taxes are too high.And they are too high because they represent the price of government services.Unless the price of government services is controlled at least within the same limits as wages and salaries and profits.then everybody's disposable income is reduced.Ineffect the rising cost of government services - at all levels - is a fueling of inflation by government at a time when government is asking Canadians to abide by anti- inflation guidelines in the matter of wages and salaries.As noted, sudden cuts could have disastrous affects on various segments of the population.But the governments at all levels could make a good start by an all- out war on wasteful spending.Each day every editor in the land receives by mail an enormous amount of government publicity material.Its highly-paid originators call it information.Most of it falls in the bump category and never sees print.Over a year school.and president of the Walshaven Corporation of Urmstowr.died at his Choisy.Que.home suddenly Sunday.July 18.He retired in 1472.He was born in 1405 in Westmount where his father.the Rev.Dr Wilham Munroe.was minister of Bethlehem Church.Munroe was among the great Canadian educators and throughout his hfe faced hard challenges of ill health.with courage and the unfailing cheerfulness.His kindness never failed and the work he did he also loved Following his early schooling in St.Lambert he went on to Macdonald College and them McGill where he plaved football and was a member of the famous 1928 championship team.He received his B.A from McGill and followed that that by an MA.in political science and later an M.A.in history Munroe's teaching career began with two vears at the Montreal High School.He left there to teach English and History at Lower Canada College where he also coached the football and hockey teams.In the classroom he was \u201cSir\u201d.on the plaving field he was Dave and later the old bovs made him an honorary Old Box\" To Ormstown In 1936 he decided to return to the public school svstem and was offered the principalship of Ormstown School.This was not new territory to David Munroe as he had spent many happy boyhood holidays at Franklin Centre The vears al Urmstown were happy ones.He saw the school grow with such new departments as Home Ex-Howick woman ve RIE # DR.D.C Economics, Woodworking: Student government was established.and Adult Education flourished The Ormstown school became known across Canada for its work in this field But best of all a wonderful rapport developed between staff.School Board.parents and pupils.Then after 13 vears came an invitation from McGill University to succeed Dean Sinclair Laird in the School for Teachers.With many backward glances he took up the challenge of the new job.Eventually.The School for Teachers.The McGill Department of Education and the School of Physical Education were all united in the new Institute of Education with Dr.Munroe as director In the widening field of international relations his counsel often vas dies in St.Jean Mrs.Simeon Beaudimn.who spent more than JU years of her life in Howick died July 27 at St Jean where her funeral was held July 30.Mrs.Beaudin nee Jeanne Papineau' came to Howick as a young woman .to learn English She boarded with an English family and received 1n- struction from Miss Mabel Mills.principal of Howick Model School.after school hours.Some time later she married Simeon Beaudin.the voung proprietor of the general store at Howick Station who had come from Ste Chrysostorne Mrs Beaudin was a gracious and charming lady and loving wife and mother.Their children.Hemmingford Mrs.J.L\u2019Espérance Best wishes are extended to Howard Marlin.who suffered hurns in a recent tractor accident.for a good and complete recovery on behalf of all ms friends and neighbors Mrs.Wanita Upton from Vaucouver spent a pleasant three weeks here visiting with her brother and sister-in-law.Mr and Mrs.Vernon Ellerton and sister Marjorie Fitz simmons of Montreal Mrs.Simeon Beaudin Madeleine and André grew up under a kindly but firm discipline Interested in books.music.paintings, flowers.she encouraged the children 10 develop their taste for beautiful things ax part of their general education.While attending college in Montreal, André became ill and died after a long period of poor health.His death in the mid-50s was à great sorrow About 10 vears later the Beaudin's retired to St.Jean, her former home.where they lived happily until her husband\u2019s death.Her widowed daughter.Mrs Madeleine Bessette, was living with Mrs.Beaudin.Others who survive are a brother, Maurice Papineau.husband of Bernadette Moreau: a sister Madeleine, wife of Edouard Lamoureux.and many sisters-in-law and brothers-in-law MUNROE requested.He made two trips to South Africa to make surveys of the educational systems with particular reference to the problems of bilingualism.The Carnegie Foundation also asked him to report on the centres of higher learning of the commonwealth countries of Central Africa.In 1959 he was a member of the Canadian delegation to the Commonwealth conference on education at Oxford.In 1961 the Royal Commission on Education \u2018the Parent Commission) was established.This involved coast to coast travel in Canada - and visits to u number of European countries including Russia to study the different forms of education.When he was appointed vice-president of the newly formed Superior Council of Education he resigned from the Institute of Education which he had seen grow and The Bachelor of Education established.Federal adviser In 1969 he was invited hy the Secretary of State to serve as adviser in educational matters to the Federal Government and moved to Ottawa.» Here he remained until his retirement in 1472 He continued his work with UNESCO.particularly in the field of structures of Universities.He wrote the book \u2018The organization and administration of Education in Canada\u2019 which was published by the Federal government in 1974.He continued interest in and work for the Walshaven Corporation in Ormstown.It was a source of great satisfaction to see the home complex completed and not only serving the people of Ormstown but as a memorial to Earl and Irene Walsh whose estate was left for this purpose.Many honors were conferred on Dr.Munroe.He was given the highest teaching award, the Order of Scholastic Merit.Iaval University conferred on him a D.Sc.of Ed.and he received an LLD from McGill, his Alma Mater.He served as president on many Provincial and Federal organizations, and was chairman of the Tribunal for the studv of bilingualism in Nova Scotia.He vas a died suddenly.Sunday, Aug.8 at Indian Rocks Beach, Fla.Miller was 77.He had been ill for several weeks but felt well enough to attend church Sunday morning.While driving home he was taken ill and was rushed to hospital but was dead on arrival.Miller with his wife Betty, will he remembered for their sparkling entertainment over the years at the Douglas Hospital in Montreal and other voluntary entertainment efforts.For many years the Millers operated the Speirs-Miller Studio for vocal, drama and dance in Westmount, War service During the World War II Peter trained and performed with the Bluebell Bullets and Concert Party, travelling with them overseas to entertain Canadian troops.After retiring to Florida Miller and his wife continued their charitable entertainment work for patients of nur- 2% NOTARY Clement Leblanc became a member of the Chamber of Notaries of Quebec on June 22.1976.Mr.Leblanc is the son of Mr.and Mrs.Donat Leblanc of Huntingdon.He is a graduate of the specialized in Aberdeen Angus cattle and Arabian horses.Mrs.Florence Crawford of Howick noted that Aubrey and Howick friends were saddened by the news of Peter Miller's death bui they think also of the happiness and comfort he brought to hundreds of people especially during his retirement years in Florida.He first appeared in Howick in a mixed quartet from a Montreal church, which sang at a started a fund for the new organ.After they moved south the Millers made regular visits to Canada every six months and the solos most requested at those times were the Lord's Prayer and How Great Thou Art.Peter Miller was a real individualist with joie de vivre and an inexhaustible supply of stories, often in Scottish dialect, gleaned from World War 1 and other sources.He never ceased to be an interesting and amusing companion.He had a compassionate heart and was deeply moved by the suffering or death of people or even animals.All God's creatures were important in his eyes.LR TE Hearty banquet, good memories HERO TE EE SO RO Mrs.Anne Robertson attended the recent Nati of Hemmingford, who onal W.I.Convention in Prince Edward Island, came home with much information and many fond memories of her trip.In this last of three parts of her report, written for The Gleaner, she sum remarks of the F.W.I.McLean; describes the marizes the Convention C.President, Mrs.J.closing banquet; and mentions some of the transportation problems delegates encountered trying to get home again.Mrs.Robertson now has a new position with the W.I.- she is a Vice-president representing Quebec on the Federal Board, along with the Provincial President and First Vice-president.HIT RE EHD by ANNE ROBERTSON For The Gleaner Mrs.J.Mclean, President of FWIC, in her address to the Convention stated that we as WI members have a vital role to play - as much as we had when we were first organized.We can and must exert an infiuence for good; we can change attitudes and change lives: and we are still needed as much as ever with a commitment of service to others \u2018whether it be within the family unit.our own communities, our nation or throughout the world\".We have to work more closely with each other across the country and round the world.We need to learn from each other- even failures are a learning experience.Misunderstandings arise because of economic and social differences.We need to know each other better.We must continue to exert pressure on Government for fair treatment of women in areas where this is needed.We need to be watchdogs in the marketplace.Our top priority
