GET RESULTS TEL.: 264-5364 30 ARRESTS A six-weeks intensive drive by Ste-Martine Provincial Police has led to 30 arrests and the breaking of what police believe to be a drug: trafficking ring involved in other criminal activities.Acting on 42 complaints received since Aug.16, 1977, police cracked down with a series of 18 raids which netted $3,500 worth of stolen goods.This merchandise, police said, was probably slated for resale to raise cash for the group's drug activities.The 30 arrests included 17 youths and 13 adults, among them operators of a Ste Martine pool-room said to be the gang\u2019s headquarters.The accused, varying in age from 15 to 62, will face a total of 108 charges including breaking and entering, sale of stolen goods, possession of drugs, running a gambling house, and inciting a minor to criminal activities.Those under 18 will be turned over to the Longueuil office of the Service de la Protection de la Jeunesse, while the adults will be charged at the Valleyfield Courthouse.The latter should be up for preliminary hearings with the next few days, but meanwhile they are free.Six of the 13 adultes have been described as \u2018\u2018pushers\u201d\u2019 by police.dma à \u201c Crime ring broken Sgt.Jean-Guy Raymond of the Ste-Martine Q.P.P.detachment gave credit to agents Robert Longpré and Michel Hotte, who were in charge of the six-weeks intensive investigation.\u201cIt seems that the break-ins and robberies were simply a means for the gang to fund drug purchases,\u201d Raymond told the Gleaner, describing the Ste-Martine pool-room was the centre of activity for planning the crimes and for drug distribution.He took the opportunity to warn parents of teen-agers to keep a watchful eye on their youngsters.\u201cSome parents seem quite indifferent to what their children are doing, and this is why we find 15 and 16 year- olds hanging around poolrooms planning robberies when they should be in school,\u201d he said.With reference to the stolen articles siezed by police, Sgt.Raymond said that the owners of some have already been identified thanks to Operation \u2018volcan, the Frovincial Police service of engraving personal goods and appliances with the owners\u2019 driver's licence or social security number.He gave as example two sets of scales which had been stolen from a school and which were being used to weigh out drugs.Hopes are dashed for V'tield plant Official word from General Motors headquarters in Detroit has dashed all hopes for the building of a new aluminum parts plant in the Valleyfield area, at least until 1982.The on-again, off-again rumors concerning the project have been around for months, but the possibility of giving the regional economy a large shot in the arm has become increasingly remote, leaving the situation for the next couple of years looking rather grim.GM sources stated that political factors have nothing to do with the decision to postpone building of a new plant.No such expansion is planned by the company either in the Valleyfield area or elsewhere in Canada or the United States for the coming year.The word was that the company feels that it does not yet need the increased facilities.In this context, M.P.for Beauharnois-Salaberry, Gérald Laniel, said recently that the economic forecast for 1979 indicates a slowdown in the Valleyfield area, especially in the construction sector.Also hinging on the GM decision was the pushing through of the partially completed Autoroute 30 between Valleyfield and Montreal, a project which Quebec Economic Development Minister Bernard Landry said would be hurried up if the automobile manufacturing concern decided to build in Valleyfield.Garon optimistic Moves coming for three at Ste.Martine local social aid posts of the Quebec farmer rose by 34.4 per cent in 1978, according to statistics released recently by the province\u2019s Department of Agriculture.Agriculture Minister Jean Garon said that if the value of farm inventories is taken into account, the figure rises to 38.5 per cent.The revenue 1ncrease follows two consecutive years of falling income, he said, and is part of a necessary catching-up process if the province is to maintain its \u2018dynamic agriculture\u201d.While the net revenue increase was the second highest in Canada, Garon said that by contrast the consumer price of groceries underwent the lowe st increase in the country.Reasons for the upward move, he said, were excellent 1978 crops in most areas of production coupled with steady or increased prices paid to producers Garon also mentioned the increased efficiency of producers and processors and the result of concentrating on more viable areas of production as factors in the increase.Dairy The dairy industry remained the prime source of revenue in the province with an income of $687 million, a four percent hike from the previous year.Production trends of recent years continued with butter down 11 per cases where specialized or $ long-term treatment of social Ÿ problems is required.The C3S will, however, keep its office space in Hun- tingdon\u2019s O'Connor Building for the present at least.It will be used for interviews with people unable to travel to Valleyfield, and by CSS personnel for individual or group meetings.\u2018In the main.we will continue to offer our services on a home visit basis,\u201d Maheu said.\u201cAll the same types of service will be offered, and hopefully will centinue to improve,\u201d he said.Welfare changes: Though nothing is as yet official, The Gleaner has learned through CLSC sources that the Huntingdon Social Welfare office, which also operates out of the O'Connor Building, is planning to move its personnel and filing system to Valleyfield where its larger office provides access to computerized filing techniques.The local office now shares a director with Valleyfield and employs three or four staff members plus a secretary, all of whom would make the move to the larger centre.Present plans, while not finalized, would call for a \u2018\u2018presence\u2019\u2019 here in Hun- tingdon on a three-day per week basis to handle local cases, while another part-time base would be set up in St- Chrysostome two days a week, affiliated with the Chateauguay office of Bien- Etre Social.The Welfare offices, under the Department of Social Affairs, are Huntingdon Volunteer Firemen scheduled for tonight.The feeling of some members is that unless the Case of the Kidnapped Fire Truck is resolved to their satisfaction by the Town Council, \u2018\u2018they can look after their own fires.\u201d \u201cI can\u2019t speak for all the 20 members of the department,\u201d Captain Cyril Stewart said yesterday, \u201cbut at least half of us want some action, or else.\u201d The firemen are unhappy following the \u2018\u2018capture\u2019\u2019 of the rescue truck by two students from Arthur Pigeon School as part of the school\u2019s Winter Carnival activities.The students, Jacques Demers and Claude Lefebvre, won a prize in their carnival division for having kidnapped the largest item, outdoing colleagues who snatched a Montpetit ambulance.As far as the firemen are concerned, the truck was stolen.The children had the help, according to the firemen, of a member of the Huntingdon Police Department, who unlocked the station and allowed the truck to be taken out.The firemen say they have complained to Huntingdon Town Council twice about the incident, \u2018and they just shrugged their shoulders to the effect they could do nothing,\u201d said Capt.Stewart.The firemen have two demands thev will discuss at tonight's meeting.The first is that some disciplinary action be taken against the policeman involved.Moving in The second is that the fire and police departments be separated, and the firemen be made masters of their own house.\u201cWe know that in some other municipalities a policeman is suspended for such things as being an hour late for work or being found in a restaurant while he is supposed to be on duty,\u201d said Capt.Stewart.\u201cYet here is an instance of a policeman involved in a much more serious incident, and the council say they can\u2019t do anything.\u201d The kidnapping has brought to a head long-standing unhappiness on the part of the firemen.\u201cWe're volunteers,\u201d says the fire Feb.15.So far, 17 applications have been approved and the seniors given their keys to move in at their own convenience.There is still room for more, and more applications are being encouraged.Rents again for the next crop season.Beef Despite a 55 per cent increase in revenues from Quebec cattle sales in 1978 (from $114 million to $177 million), Quebec still has to import some $900 million worth of beef.A large factor in the revenue increase was an increase of up to 120 per cent in the weanling calf price as well as a larger number of cattle sold.An increase in the price of registered * cattle has brought figures close to the 1971 level.As with cereal grains, beef production has been labelled by the provincial government as a priority area of development leading to more diversified v production and an in- ; creased rate of self- , sufficiency in farm * production.+ The 1978 economic ; situation favored this trend + because beef price in- , creases led many farmers to get involved in production.Garon said that , the feedlot encouragement program and changes to ~the income stabilization from page 1 programs contributed to favorable conditions.Pork The trend to increased pork production which has been evident since 1969 continued in 1978, with a recorded increase of 16 per cent.Quebec led the other provinces with 2 810,500 head slaughtered in the first 11 months of the year.Total value of pork sales was $368 million, a 40 per cent increase over 1977.Because of beef price increases, stability of American production, and the falling Canadian dollar, pork prices increased by 17 per cent although a drep had been predicted.Elsewhere, Quebec pork did well on the international market with exports totalling $62.3 million.up 91 per cent from the preceeding year.Garon expressed pleasure at the federal government decision to modify its classification system introduced the previous year which encourage production of heavy animals not suited to consumer tastes.Fruits and vegetables: Despite a slight drop in planted acreage, Quebec producers saw a 10.5 per cen increase in revenues to $41 million.The acreage drop for processing vegetables was offset by exceptional yields and by the drop in the dollar value.In the area of fresh vegeatbles, acreages were up slightly and yields excellent.A strong market permitted producers to obtain significantly higher revenues than in previous years.An indication of increased enthusiasm among Quebec vegetable producers in 1978 was the great growth in requests for government aid under programs for construction and modernization of vegetable storage facilities, a number which rose from eight to 140.Potato producers had a tard year due to a high level of production across North America.Stabilization insurance helped to compensate insured producers, and the high quality of the Quebec product plus the devaluation of the Canadian dollar leads to an optimistic view for the coming year.The fruit sector had excellent yields except for blueberries, which were hit with early frosts.Total receipts increased slightly from 1977 to $22,6 million.Maple products: Unfavorable weather conditions during last year\u2019s maple syrup season led to a noticeable drop in maple product revenues which totalled only $16.7 million, despite an expanding market and high prices.The situation could rs have been worse however, Garon said, except for their installation of pipeline systems in many maple bushes thanks to government aid.Pipeline producers were less affected and the minister said that the furtherance of the pipeline program will have a stabilizing effect on the industry.Processing: The food transformation industry in 1978 was characterized by a slowdown in investment growth.The rate slowed to 2.5 per cent with $174 million invested.An exception was the abattoir and meat con- diting sector where investments totalled $20.5 million.The agriculture minister is hoping for a pick-up in the 1979 growth rate for the processing industry and promised government assistance with increasing and modernizing present facilities.Governement aid from the Agriculture Gleaner Dear Sir: After reading the article \u201cFiremen irate over truck kidnap,\u201d in The Gleaner of Feb.14, I feel that I must express my support for our Volunteer Firemen in their concern over this incident.The Fire Department equipment is the property of the citizens of this town to be used for our protection, not as a pawn in a Carnival prank.Having spoken to some of the members of the Fire Department, ! have learned that the students had removed some of the equipement, including the Scott Air Packs, from the Rescue Unit.This equipment is of vital importance at a fire and improper handling of it could lead to a malfunction which could impair the firemen\u2019s ability at a fire or even mean loss of life.If a member of the Police Department did unlock the door of the fire station and allow under-aged and unlicenced students to take the fire truck, then I feel that it is the responsibility of the Town Council to have this matter investigated and take disciplinary action against that person if he is found responsible.It is my hope that other citizens will speak out in support of the firemen's position on this matter.This is not something to be shrugged off as an The Citizens\u2019 Committee La 2iéme Voix believes its duty is to bring God- manchester taxpayers up to date on the way in which our municipal officials are administering our municipality.First.concerning the referendum on the councillors' salary increase to $500, as proposed by one councillor: it seems illogical that in Dec.1977, a resolution was unanimously passed raising Godmanchester councillors\u2019 salaries from $450 to $600 per year.It must also be noted that a provincial document is clear on the question of salary raises for municipal councilors: Paragraph 9 of this document states that the method of paying council members has been again modified in an upward direction, In the case of the mayor, it is calculated on a basis of $0.55 per capita for the first 5,000 inhabitants and $0.50 per capita over that figure.The salary is increased by $1.25 for each building used occasionally for recreational purposes.The difference between the salary established by population and the basic salary cannot exceed $1,300.In no case can the mayor receive less than $750 per year.In the same way, the minimum annual salary for councillors is calculated according to population on the basis of 80.157 per capita for the first 5,000 and $0.143 for the rest.The same calculation for the summer population applies to concillors except that the difference between the established salary and the base salary cannot exceed $390.nor the base salary if it is lower than $390.In no case can a councillor receive less than $90 per year.Also, under no circumstances can these new regulations serve to reduce the salary of a mayor or councillor as of Jan.1, 1977, at which time our councillors were receiving $450.This salary was retroactive to Jan.1, 1977, Why then was a special meeting held Nov.8, 1978 to change the resolution of Dec.5, 1977 concerning the salary raise from $450 to $600, lowering it to $275 per year instead of drawing attention to the last paragraph where it says: \u201cIn no case can these new regulations serve to reduce the salary below that which they were receiving on Jan.1.1977\".It seems that an alert administration would not have raised salaries only to lower them again before asking that they be raised again by referendum.La 2ième Voix believes it is a waste of money for the taxpayers, due simply to a lack of attention to the documents sent by the Department of Municipal Affairs.Winter works manager: On Nov.13, 1978, a manager for winter works was hired and on Nov.28 a special meeting was held to pass a resolution confirming the hiring of this person for a guaranteed $1,000 per 160 hour month and $6 an hour for time beyond this.The secretary's records show that $1,759.04 was paid to the manager in December, and $2,049.23 in January.The new article 610 demands that public tenders be called for services and equipment rental.As well it requires that municipalities call tenders for all work projects or furnishing of goods and services for amounts between $1,000 and $10,000.Lastly, it allows disqualification for anyone knowingly disregarding this obligation to ask for tenders.À rapid calculation to see whether our municipal councillors are wel] paid at $275 per year, which equals about $23 per two- hour meeting, plus \u201cdry\u201d - refreshments at the taxpayers\u2019 expense, leaves one with the feeling that matters such as farm zoning and finding a site for the dump are much more urgent, especially since the latter issue threatens us with $500 per day fines from the Feb.2 in the person of Alex.G.Robb of the Trout River Road.He had successfully farmed the old homestead on the banks of the Trout River.a mile west of Huntingdon, during his long lifetime.He had lived on this two hundred acres which had been in the Robb family for nearly 200 vears.He and his wife, Irma Martin Robb, would have celebrated their 50th wedding anniversary next June.Alex Robb, like his University, graduating with his Master of Arts degree.He has taught in Chateauguay and Westmount High Schools: and has travelled around the world.Wednesday afternoon he showed excellent slides of
