Council .If a proposed raise in pay goes uncontested by Elgin taxpayers, a by-law approved at the Feb.4 council meeting will more than triple the Mayor's salary and double that of councillors.The Mayor's salary would be raised from $25 a month to $80 and councillors would receive $40 per month.A public meeting will be beld on Feb.20 at the Elgin Town Hall for eligible taxpayers who wish to more, there are several people in the area who are gradually building up smaller flocks.In the immediate Hun- tingdon-Ormstown area, Sharon and Nelson Weippert of Dewittville are among the larger breeders with a flock of about 150 ewes and lambs which they have built up over a period of five years, \u201cWe started off with just a few lambs but as the flock grew and we realized we enjoyed raising sheep, we decided to move.from our small farm on New Erin Road to this bigger place.Although it is still only part-time for me, within the next year we plan to expand our flock to looking into the possibility of bringing a Cambodian family to this community.Nguon gave his audience, at all three Masses, an insight into the éulture of his country by showing slides of the many beautiful HUNTINGDON COUNTY A new, larger, Huntingdon County will come into being this year.Quebec is revising its electoral map, adding to some counties, taking away from others and in some cases creating voting districts where none existed before.The object is a periodical effort to more or less equalize the number of electors in each Provincial riding.Jeanne Mance in Montreal, for example now has more than 65,000 voters while Huntingdon has about 28,000.Under the proposed revision Jeanne Mance will be divided into two ridings, and Huntingdon will be enlarged to include about 3,400 more electors, oringing it to 31,425.The new electoral map, by the way, won't be used in the forthcoming referendum on sovereignty association, but will only come into effect with the next provincial election.The new Huntingdonians will come to us largely from St.Jean, our neighbor to the east.The municipalities of Lacolle, St.Bernard-de-Lacolle and Notre- Dame-de-Mont-Carmel are to be part of Huntingdon district in future if the proposed changes are approved.From Beauharnois to the west we are taking in St.Stanislas-de-Kostka, and from Chateauguay to the north we are taking a small part of it shows a total lack of understanding of the system under which teachers must negotiate a collective agreement.One of the major problems we have is that the Government of Quebec acts as both a party to the negotiations, through the Ministry of Education, and is also the legislator who sets the rules for these negotiations, in particular, i.e.Bill 55, and the general procedures for labor matters, i.e.the Quebec Labor Code.The public assumes good faith in the negotiations on the part of the government, but because of the conflict between the two roles it must play, good faith is often lacking.This is as evident in this round of negotiations as it has been in the past.In Bill 55 the Government established a timeline for the negotiations and according to this legislation negotiations were to conclude last June 30 with a new collective agreement ready for implementation this past September.It was not unreasonable therefore, for the teachers to establish a strike date for the third week of November in order to put pressure on our employers.The government's reaction to this was to suspend the labor code, amend Bill 55, and remove the right to strike for a limited period of time.During this time the government made a global offer which was rejected by 90 per cent of teachers.Despite this massive rejection the government sat on those offers from Nov.21 until last week after the teachers finally went on strike, In the three priority areas of job security, workload and salary, they did not change one minute detail of their offers of Nov.21.If they did not believe the teachers would strike they were sadly mistaken.Teachers know by now that the only reason the government modifies its position is when it is faced with a strike threat or a strike itself.Despite the fact that it is so unfortunate, there is really no alternative left to teachers in this situation.The government with its unlimited financial resources, your tax dollars, can manipulate the press and media as well.They spent enormous sums of money last fall distorting the facts and creating the impression they were doing everything in their power to avert a strike when in fact they were doing absolutely nothing.The Premier, Mr.Levesque, gets a great deal of media coverage when he announces, as he did last Saturday, Feb.2 , that the government was waiting for the teachers\u2019 response to the government's, global offer made the previous day.However, no one seems to take much notice when it is proven that the man was lying because no offer at all was made that day and no global offer has yet been made almost a week later.Yes, teachers are frustrated and it has nothing to do with the fact that \u201cthere are just too many of them\" as you so glibly stated it in your editorial.With reference to the local teachers\u2019 union, The Chateauguay Teachers\u2019 Association, conducting two strike votes, 1 strongly suggest you read Bill 55 as passed by the National Assembly.You are right when you say Valley .that this union is autonomous and in October did not vote in favor of strike.However, the vast majority of the Provincial Association of Protestant Teachers, which under the terms of the legislation bargains at the provincial level for local teachers, voted in favor of strike.The local teachers were then asked to rally to the provincial position which they did by a 61 per cent majority.Your assumption that it was the younger militants who forced this vote which was akin to Mr.Levesque\u2019s supposed tactics in the upcoming referendum is somewhat dubious.I suggest that you get your facts straight.Finally I would say that all teachers regret going on strike because of the possible effects of a strike on their students.The decision is not taken lightly nor easily, I can assure you.However, 1 hope by now you realize the real reason for the teachers\u2019 frustration.The government and their partners, the Quebec Association of Protestant School Boards are as much to blame, if not more so, than the teachers for the current disruption in the school year.Maybe we should eliminate the government from the process and return to complete local negotiations but to do that you will have to convince the local school board, because they like having the government as a partner in negotiations so much that less than a year ago they wanted all negotiations to be sheep.The ewes with twins are kept in a separate pen from the mothers with singles because they receive larger quantities of hay and grain since they are nourishing two young ones.The Weipperts would eventually like to sell their lambs to large commercial outfits but at the present time their customers are mostly Greeks and Italians from Montreal whose traditions require fresh lamb for Easter.Because of government regulations cannot butcher their own sheep for sale but they provide facilities so their clients can do this themselves at the farm.\u201cAlthough this attitude is changing, people still have a tendency to view sheep raising as more of a hobby than as a money-making business operation such as dairy or beef farming,\u201d said Nelson Weippert.He says that the Quebec Government is trying to promote the sheep industry.One of the reasons for this is that they calculate that Quebec is producing only .awout six percent of the market, the rest of it coming from New Zealand.There are several Government programs available, offering financial assistance but only breeders or purebred sheep are eligible.The Weipperts\u2019' flock includes sheep from the Finnish Landrace, Dorset, and Suffolk breeds which they crossbreed to best meet their market demand.The Finnish Landrace, imported from Finland, is relatively new to this country and is higuly desirable because it characteristically throws multiple lambs.When crossed with a Dorset or Suffolk, who are good meat-type lambs, you end up with a sheep that will have twins and be nice and meaty for market.Another advantage of the Dorset is that they will breed any time of the year and produce off-season lambs, which have a high market value.Since selling the wool is not a priority with the Weipperts, choosing a breed for this purpose is not important to them.For those interested in wool, the Merino and Ram- bouillet breeds are fine wool types and a dual purpose breed, the Targhee has been developed to give good wool and meat-type lambs.Cheviots are exceptionally hardy but tend to be high strung and breed mainly in the fall for spring lambs which arrive too late to profit from the peak buying period at Easter.Whether meat or wool is the objective, the sheep must be sheared once a year, in the spring.A shearer from the United States has been performing this task for many Valley sheep farmers for the past 10 or 15 years.The Weipperts ship their wool along with other members of the Chateauguay Valley Sheep Breeders Association.The wool is brought in bags to one farm that is serving as a depot for that year, weighed and tagged and then loaded on trucks to be shipped to a buyer who the Association has been dealing with for the past several years in Beauce County near Thetford Mines.The cost of shipping is shared by all the breeders whoereceive so much a pound (this year 88 cents) for their wool.Although the Weipperts intend to expand their operation to as many as 400 sheep, they feel that an advantage of sheep farming is that it is one of the few types of animal farming where a person can start off with just two animals and slowly increase his flock.\u201cThat is the way we got started,\u201d said Weippert.But, he cautions, that people should not take sheep raising lightly - a flock of 300 involves as much work as the average dairy operation.To keep a healthy flock, the farmer must carry on an ongoing health program which includes hoof-ttimming once or twicé'a year, depending on wear, to avoid foot problems and foot rot, which is very common among Treasurer Dan Tully Jr.; Directors Donald Elder, Roy Younie, and Tom Quinnel who was appointed to a three-year term.Line directors, reinstated by acclamation, are: Dan Tully, Fire Chief; Donald Grant, First Assistant Chief; Ernie Maither, Second Assistant Chief; Bruce Maither, Captain; and Stanley Myatt, Lieutenant.The Brigade is fortunate in having the experienced and knowledgeable leadership of these men.Eighteen members will be attending the April 12 conference in Malone of the New York Association of Fire Chiefs entitled \u2018\u201cCoordinating the Fire Attack\u201d.Canadian Departments are annually invited to this conference and others which provide excellent opportunities to further fire-fighting skills and knowledge.Discussion centered on purchasing a new portable fire radio at a quoted price of $1,555 including a vehicular charger.The information was tabled.Replacing the Rescue Saw, most often used in cutting holes in the roof in a major structure fire to allow the heat and smoke to escape, thus permitting entrance by firemen to the building, was discussed.An approximate price of $600 is involved but a decision was postponed until next meeting.Fire fighting Ormstown Councils Both Ormstown Village and St-Malachie Parish Councils will send letters to Beauharnois-Salaberry MP.Gérald Laniel, reiterating their protest against the possible closing of the Ormstown Post Office on Saturday mornings.The Village Council, meeting Monday Feb.4 and the Parish body, which met the following evening, approved the appointment of Fire Chief Jim Barrington as Municipal Fire Warden for 1980.- Both Councils had relatively short meetings, handled routine items of business and adjourned by 10 p.m.At the Village meeting, cheques issued for $30,370 and accounts payable of $6,337 were approved, It was decided to retain the garbage collection service of Georges Demers for 1980 at a monthly rate of $1,000.A subdivision plan for part of Lot 80 of St- Malachie Parish was approved.This includes lots 80-60 through 80-78.Councillor Maurice Filion was named substitute mayor for the next three months.ST-MALACHIE PARISH At the Parish meeting, the following building permits were approved: C.D.N.Explosives (warehouse);
