halted on Route 37 despite the roadblock instituted there some time ago when problems developed between opposing factions of the Mohawk Indians on the St- Régis Reserve.Traffic between Massena and Malone is proceeding with minor inconvenience as motorists have to travel an additional two miles to go around the blockaded area.Police say that a three-mile section of route 37 has been closed off and a two mile detour has been established around the area.Going from Malone to Massena motorists will find the roadblock on Route 37 this side of Twin Bridges at the Racquette Point Road intersection.They then heve to turn left onto the Old Rooseveltown Road, proceed to Route 37C, turn right and continue back to Rt.37 at Bob's Motel.Coming from Massena to Malone, the pattern is reversed with motorists turning off Route 37 onto Route 37C at Bob\u2019s Motel, following Route 37C to Old Rooseveltown Road and then back to Route 37 at the Racquette Point Road intersection.The detour requires the traveler to drive about five miles instead of the three miles which is blocked off on Route 37.Malone area contend that tourist business is down 10 to 30 per cent this summer and that the situation has to do with the situation at St-Régis and the roadblock put up by State Troopers there, A meeting convened last week by the Malone Chamber of Commerce saw businessmen express their wish to State Government and Police that the roadblock be removed or circulation made easier for tourists coming from Canada and Ontario into Franklin County.American businessmen contend that they are losing considerable revenue each day as visitors shun the troubled area.Despite protests by merchants, police say they will maintain the manned roadblock as a security measure for area residents and travelers.Police authorities also rejected the idea of establishing two-way traffic along this portion of Route 37 as unsafe for motorists.A third idea submitted by businessmen - posting raod signs indicating the detour - might have a better chance of being implemented by State authorities.Motorists having to travel in the Hogansburg area are reminded that Route 37 is definitely he started practicing in Armed pair rob Two armed men escaped from the Ormstown branch of the Canadian Imperial Bank of Commerce with an estimated $3,500 in cash following a mid-morning holdup on Wednesday July 9.So far, police report little success in trying to track 5: down the pair, although a first < get-away car, later discovered to have been stolen in Montreal, was found parked near the Ormstown Centre d'Accueil shortly after the robbery.There were nine employees and about seven customers in the bank, located at the corner of Lambton and Church Sts., when the robbers burst in about 11 a.m.armed with a revolver and a sawed- off shotgun and shouting \u201cHold-up\u201d.They demanded the contents of four cash drawers and were gone within about five minutes.Meanwhile, three other patient's condition and third, a competent administering of curative measures.Some say Quebec agriculture is sick.Is zoning land the proper curative measure?In general, any kind of zoning is a disguised form of expropriation without compensation.It has so serious an effect on the economic and social development of a region that it must be used only for a specific purpose within reasonable limits of tolerance for a given period of time.The Quebec agricultural zoning law aimed at protecting agricultural land for the betterment of agriculture.The effects of the zoning laws as a protective or corrective measure rest upon a) the fundamental concepts of the law (the ingredients of the medicine) and b) the application of the law (the administering of the curative measures).The basic agronome and Associate Professor in the Department of Renewable Resources at Macdonald College.We feel it is of interest to Gleaner readers in a general sense, although it also includes a specific reference to Huntingdon County, indicating that excessive stoniness, rather than drainage is the main problem characterizing much of the soil in the law.Many of the soil maps of the Plain of Montreai are no more than 50 per cent accurate in designating soil units, yet inspection of existing maps and reports reveal that only 10 per cent of the soils of the area are in optimum condition for agriculture.Sixty per cent of the soils suffer from excess moisture, 10 per cent from drought, eight per cent from excessive stoniness, six per cent from shallowness over bedrock or erosion, while six per cent are organic soils.The importance of the handicaps vary tremendously within the designated area., In Laprairie County, for instance, drainage constitutes the most important problem of 95 per cent of the soils, while the percentage drops to 21 per cent in Huntingdon County where the most important impediment to agriculture is excessive stoniness in 41 per cent of the soils.The medicine \u2018\u2018zoning\u2019\u2019 is applied uniformly regardless of the disease.An arable soil according to the agricultural zoning law possesses the properties which make it adapted to plant growth.Very stony and shallow soils support plant growth as well as the bottom of gravel pits, scraped areas, or good agricultural land.In many places, in the Plain of Montreal, the subsoil exposed by scraping produces higher yields of some crops than the natural unscraped soil; yet, a section of the law prohibits removal of the surface soil pretending the subsoil is not an arable soil.The agricultural plants growing on those arable soils can be anything from weeds to strawberries.How can a uniform medicine be administered to cure such an ill-defined patient?The definition of the word \u2018agriculture\u2019 in the law allows the growing of weeds on extensive areas, a commendable improvement over the field of weeks which used to characterize land under speculation in the past.With a production of $2,500 gross revenue from weed hay produced on a piece of \u2018land, the government will help maintain this status by paying 70 per cent of the taxes.Agriculture includes the practice of raising animals (any kind) concentrated on a small piece of territory, be it bedrock, asphalt, or good arable soil Stony farmland is a p to convert into animal protein feedstuffs which have been produced elsewhere in the world.Once the faulty basic concepts were accepted as fundamentals of the zoning law, they were dressed, bundled up or disguised under a maze of standard legalistic jargon.The zoning law, therefore, consists in the application of rigidly defined legal procedures for loosely established concepts.The enforcement of the law rests upon circular thinking as to what comes first - the egg or the chicken.For instance, what set of values justify the zoning of an acre for agriculture, the quality of the soils, or the infrastructure required for the operation of farms?In one specific case, near Rawdon, \u2018La Commission de protection du territoire agricole du Québec\u201d has decided that soils which are unsuited for agriculture will remain zoned as agricultural Ÿ because agriculture is practiced in the area with some infrastructure.On the other hand, on Ile Bizard where an agricultural infrastructure is non-existent, crops are exposed to intense vandalism and the urban population is opposed to the pollution caused by farming, most of the island is zoned agricultural because many soils are adapted to when you return home from a trip to town, damaged machinery, stolen fruit and vegetables and, last but not least, the ever present danger of assault by an angry hunter to whom you have denied access to your land.Pork producers\u2019 program change Quebec Agriculture Minister Jean Garon announced recently that important changes will be made to the government- sponsored insurance program designed to insure stable revenues to pork producers.The main change to the.program is that producers will be able to join the revenue insurance program on July 1 instead of waiting until September 1.This, the Minister says, will permit a great many farmers to benefit from the insurance scheme while the pork industry is undergoing a current depression in market price.The main aim of the insurance program is to protect producers during such periods of low prices and assure them of stable revenues throughout the year.The Quebec Government contributes $2.for each $1.contribution from the producers.The Provincial Government also pays for all the administrative costs of the program, Another major benefit of the insurance scheme is the fact that the program insures producers for a certain percentage of revenue comparable to 70 per cent of the earnings of the average skilled worker.Special loans The Quebec Department of Agriculture also offers pork producers special loan programs with low interest rates.Producers have until September 30 to apply and until October 30 to sign the loan agreement.Franklin The 1980 Memorial Hospital Auxiliary Membership Drive in Franklin has again culminated successfully with a visit to the Sandy Sun Campsite on the Grimshaw Road.The membership for the Covey Hill and Havelock area is 85 with collections of $335 while the membership of the Rockburn, Hinchinbrooke area is 240 with collections of $532.50.The fact that many people express appreciation for having such a good hospital in their midst plus their generous donations over and above the $1 One of the main benefits of this loan program is that repayments on the loan will begin only five months after the agreement has been completed.The duration of the loan program is four years and the interest rate varies during this period.With credits awarded to producers, the interest rate is 5 per cent until March 1, 1981; 8 per cent for the following 12 months and 10 per cent for the third year.The fourth year of the loan is charged at the current preferential rate of major lending institutions plus % per cent.The amount of the loans granted will vary with the size and type of farming right direction.Hunters can help The Chateauguay Valley agricultural community is a leading producer of corn and along with corn production has come a proliferous little pest, the Redwinged Blackbird.The Redwing is prospering all over the Chateauguay Valley, and one of the reasons that he is prospering is because he is being so well fed by the local farmers\u2019 corn crop.According to an article in the Montreal Star on Friday, August 2, 1975, there are a half million Redwings in the Beauharnois region alone, and they are consuming or destroying 15 per cent of the local corn crop, thereby causing some $400,000 in damages.In an article in the Macdonald Journal, March, 1976, Professor Rodger Titman states: Shotgun patrols are expensive and time consuming but if conducted on a regular basis they are effective.\u201d In an article I wrote for Outdoor Life Magazine, August, 1978, page 47, I state in part, \u2018\u2018Quebec hunters can find some exciting pre-season wingshooting southwest of Montreal.This is one of Quebec's prime cor- ngrowing areas, and it is plagued by huge flocks of blackbirds.Permission to hunt is usually granted by farmers.New acquaintances made now may also pay off in permission to hunt ducks or geese on the same land later in the year.\u201d Notice the key word in my article, \u201cpermission.\u201d Once a farmer has given permission to a hunter to hunt, then he knows that the hunter is on his property.He can direct him as to where to park his vehicle so that it will not be an obstruction.He can ask the hunter's name and jot down the licence number, along with the make, model, and year of the vehicle for possible future reference.The farmer can inform the hunter that he has cattle pasturing in a certain area and to please avoid that area.He can inform the hunter that agricultural operations are being carried out \u201cin this field or that and to please be careful and, most certainly, he can direct the hunter to a huge flock of blackbirds that have been devouring his corn crop for the past week.Many of the hunters who practice their sport locally are of Italian or Greek origin, and they like nothing better than a good fred of blackbirds.They don\u2019t mind expending a box or two of shotgun shells to collect the makings of a :good meal.Remember that a box of shotgun shells costs a minimum of $4 and thus it costs them in the neighborhood of $8 to $10 for their feed of blackbirds.Once you have established a cordial relationship with these hunters, you can expect to see them often and the benefit in dead blackbirds will soon become apparent.Remember, too, that once you know them on a personal basis, there is much less likelihood of them doing any damage on your farm or even in the immediate neighborhood.There is always the possibility, as well, of selling them some garden produce, fruit, fresh eggs, milk, chickens, and so on.Later on in the year they will almost certainly ask permission to hunt wild ducks, wild geese, partridge, and rabbits.If you have had no trouble with them thus far, why not say yes.Once again, remember that an acquaintance is less likely to do you harm that is a total stranger who has a grudge against you because your land is posted.Permission to hunt other small game which can be a nuisance to the farmer - fox, raccoon, woodchuck could also be given, but first be certain to check the legal implications in your region.Generally, in southern Quebec, these pest species can be shot legally (with appropriate weapons) without restriction.Once again the magic word is \u2018\u2018permission\u2019.If you're a farmer and you think you might be able to tolerate hunters a little more if they were of the gentlemanly variety, then here is a suggestion.If your farm is now posted, take down the signs and in their place put up signs reading more or less as follows: \u201cHunting is allowed on this FRONT QUARTER, A-1 17.BEEF 1\u201d.HALF HIND QUARTER 1 85
