Wednesday Dec.16 at 5 p.m.At the same meeting, the purchase of a new motor for the town garbage truck will be discussed, as will the awarding of the contract for heating oil, gas, and diesel fuel, for which bids will be invited from the Legault, Ferns and Ferry distributors. The special meeting on the 1982 budget will be held December 28.Negotiations with the Police Brotherhood on a new contract for the town’s four-man force will begin after the holiday season, with the town expected to take a hard line, following a province-wide meeting of municipal officials on the subject of police, held at Jonquière at the end of November. The meeting was attended by Mayor Gerald Brisebois and Alderman Georges Lazure. The Town has been informed that as of January 1, 1982, the regional dump site at St- Anicet will raise its charges from $2.50 to $3 per cubic ton, or $60 per truckload.Municipal By-law 400 on traffic and parking regulations has been updated.Alderman Richard Grant See BOND page 3 BMH area.Poupart’s departure was finalized at the November meeting of the directors of the hospital's Centre Board.Board Chairman Winston Keeler told The Gleaner, “Mr.Poupart came to the hospital with certain goals which have now been achieved, and he is moving on to other things.” No replacement has yet been named, and Keeler explained that the selection of a successor is made by a “jury of selection” composed of three members of the hospital board (in this case Serge D’Amour, Dr.Merrill Stalker, and Lionel Demers) plus at least one representative from the three offices to close by CYRIL ALARY of The Gleaner The Huntingdon CLSC has escaped almost unscathed from the sweeping staff cuts imposed by Quebec on most social service institutior:s, thanks in large part to the government trusteeship which is now drawing to a close.Three positions, none of them affecting the Local Community Service Centre’s direct services to the population, have been eliminated, leaving 32.5 positions instead of the previous 35.This compares extremely favorably with cuts at other CLSCs in the area, such as the CLSC Seigneurie de Beauhar- nois, where 22 jobs have been eliminated following stringent budget cuts. The good news+was announced last week by trustee Anglo group plans meetings À series of meetings will be held around the Valley by the steering committee of the Chateauguay Valley English- Speaking Peoples” Association, it was announced this week. The committee will first report in on its activities, then open up discussion with community residents on the issues and concerns they are facing as English-speaking Quebecers.Meetings will open on Wednesday December 9 at the Hemmingford Town Hall; followed by sessions in Howick, on Monday, Dec.14; in Ormstown Wednesday, Jan.6; and in Huntingdon on Monday, Jan.11.All meetings will begin at 8 p.m.At each of these meetings those who attend will be asked to name representatives to a Board of Directors which could meet as early as January 27 to consider the future course of the organization.United Church on Sunday afternoon. The church was full for the performance.Other concerts were given in Hem- mingford’s St.Romain’s Church on Friday and in ’ Julien Tremblay, whose mandate to straighten out operations at the Huntingdon CLSC expires December 24.“No cuts in service’ was the recurring theme of Tremblay's explanation at a Thursday press conference, held immediately following a meeting with CLSC employees. He said the avoidance of grass-root service cuts has been the bottom line during his study which began last' August.“We have presented a plan for increasing the efficiency of the CLSC, and both the Department of Social Affairs and the Montérégie Regional Council on Health and Social Services agree with the recommendations," Tremblay said.Although unionized CLSC employees had feared that up to seven positions would be Ormstown Council Salary hike passed by slim margin , By a slim 4-3 majority, the Ormstown Village Council voted Monday night to raise the salaries of the mayor and councillors to almost double their present amount.By-law 143 provides for an annual salary of $3,000 for the Village mayor (compared to the previous.amount of $1,590), while councillors’ remuneration rises from $530 annually to $1,000.The proposed change will be the subject of a meeting of electors scheduled for Tuesday, Dec.22 at 7 p.m.at the Town Hall, at which taxpayers may protest the bylaw.‘‘We're not alone in raising the salaries to a more realistic level than the minimum allowed by the government,” a Council source told The Gleaner.“The work done by municipal officials now involves a great deal of time at various meetings, and many miles of travelling.” By law, the total amount breaks down into one third actual salary, and two thirds travelling expenses. In other business, the Village agreed to accept a tender of $23,677.50 from Georges Demers, the only bidder for garbage removal services for 1982.This figure involves an actual cost increase of about $5 per household. The garbage tax assessment for 1982 has already been raised by $10, but the difference will be used to cover expenses incurred in cleaning up the old Dumas Range dump site, and to offset the need for any further garbage tax increase next year.Quebec to aid foam victims Victims of the banned urea- formaldehyde insulation in the South-west region, as in all other regions of the province, received word this week that the Quebec government has .established a program of assistance. The program, announced by Quebec Housing Minister Guy Tardif, offers immediate help to people who must leave their homes due to health problems related to UFFI.Other components of the program involve giving out of information, health measures and assistance for temporary re-location.If applying for assistance, the applicant must fill out a questionnaire, establishing the nature of his or her problems.Once the person proves that he is experiencing health problems due to the insulation, the Assistance Center for Victims of UFFI makes an appointment with a doctor in the region.Relocation costs exceeding one- quarter of the person's gross monthly revenue are covered for all those found eligible. The address of the Assistance Center for victims of UFFI (Centre de dépannage des victimes de la MIUF) is P.O.Box 1965, Postal Station, Quebec, G1K7M1, telephone 1- 800-463-4383 or 1-800-463-2858.Although UFFI CLSC is now a thing of the past, and two new administrative posts have already been created and filled in the interests of improving efficiency at the local community service centre, government trustee Julien Tremblay announced at a December 3 press conference, his first since taking over the centre's administration late in August.“The co-management system, which saw employees spending up to 140 hours per week in internal management meetings, disappeared from the scene several weeks ago,” said Tremblay. He said that two new coordinators have been posted, one at each of the two main CLSC offices (in Huntingdon and St-Chrysostome) as of November 30.A new Director-general has yet to be named to succeed Yvan Porcheron, but the selection process is expected to begin shortly.New vengeance to the Chateauguay Valley Sunday evening in the form of a real old-fashioned blizzard which cut visibility to just about zero on Vailey roads and left them clogged and or icy on Monday. It's been quite a while since that much of the white stuff has descended on us all at once, and many folks seemed quite cheerful as they dug out their driveways on Monday under sunny skies. It seems many of our weather prophets have been calling for a snowy winter, but similar predictions came to naught during the last couple of years. We'll just have to wait and see.meanwhile the snowy landscape provides a bit more incentive for Christmas preparation.CHRISTMAS IS COMING - and due to the closing date of our printing plant, The Gleaner’s pre-Christmas issue will appear one day early, on Tuesday 4 I am enclosing a letter from one victim of urea- formaldehyde insulation, a letter sent to Canadian Consumer Affairs Minister André Ouellet. We believe that this letter is worthy of publication, and Mr.Allen has authorized us to send a copy to The Gleaner in the interests of the other victims of this situation.Denis Bourque Community Organizer CLSC Seigneurie de Beauharnois The letter reads: Iam a 71 year-old citizen presently having a terrible time because of my naivety with regard to government generosity.1 am deeply upset.T was so sure that, at my age, I had a right to live quietly; sheltered from this kind of problem.I would ask that, while reading this letter, you forget who and where you are, and imagine that you are Arthur Allen, 71, an Ormstown resident. On October 17, 1979, you decide to insulate your home with urea- formaldehyde foam. This work has received, the blessing of the government, in the form of a grant which we have received and which recognizes the government's involvement. You award the contract. The work done is first- class. You and your wife Solange are very happy. The house is well insulated. The cost of heating this winter is down.Everything is great. This is an illusion: soon problems start, and more shocking, you realize you are not the only one to have them. What do.you do?Burn the house down?Move it away, so it can be replaced?Estimates show this would cost a great deal.Sell it?Nobody wants it.— Even the municipality is not interested in buying it.Rent it?Nobody wants to live in it., You get! more information, you go to meetings, and above all, you wonder about the government advice to “stay in your house’.Meanwhile, it appears that the roof of the Quebec National Assembly, which was insulated, has been redone at a cost of $35,000.But we’re supposed to stay where we are.You have no choice; you have to act, and fast.So you decide to have the damned foam removed. You find someone to do the work.Dust is everywhere, the whole house has to be redone after being taken apart, bills pile up, the workers have to be watched constantly, and who knows how many other hassles have to be dealt with. There are days when you're madder than a wet hen.You feel like you're cracking up.How many sleepless nights do you spend worrying and pacing, trying to help your elderly wife who is constantly coughing. You don’t understand why the government is so slow. Then you tell yourself that the government will reimburse the thousands of dollars you have spent so far.It makes you sick at - heart because you have scrimped and saved for that money. You had fine plans which now will never be realized. You tell yourself it's not fair that the government does nothing, and worst of all, you get the impression that the government is not assuming its responsibilities. You feel like chucking the whole thing. Then you say, no, you won't let it drop, and you decide to write to the government.Mr.Ouellet, we ask your attention and your pity; our age and our means do not allow us to handle this big project.Arthur Allen Ormstown Telethon shows spirit of two-language harmony Cooperation of the two solitudes was in evidence during the weekend when the Telethon of Stars raised thousands of dollars for the Montreal Children’s Hospital and St.Justine's Hospital in Montreal. Therefore it has been demonstrated once more that Francophones and Anglophones can work together in harmony for a common goal.Yet in Quebec during the same weekend there was a national convention of the Parti Québécois who are working to break down this very cooperation that is in existence. This ‘is not right!
