there were few growers from the Franklin region who attended the meeting.The issue of increasing the annual fee per acre from $17 to $25, the source of much disatisfaction among Valley apple growers Huntingdon County Hospital following an accident at his parents\u2019 home in Kensington on Saturday, March 6 at approximately 11 am.Young David Watson was with his father William, who was cutting wood with a wood splitter attached to a tractor near their farm at 2360 Watson Road, when a piece of his clothing got caught in the mechanism.His father rushed him to the Huntingdon County Hospital where Dr.Jean- Pierre Hébert administered emergency treatment.A few minutes later the boy was See ACCIDENT Page 3 Flames destroy house An uninhabited house in St- Chrysostome was destroyed by fire Tuesday, March 2 at about 1 p.m.The two storey house, which was being renovated, was located at 755 Rang St-Michel in St-Chrysostome and owned by Jean St-Pierre of 747 Rang St-Michel.The owner was working on the second floor when the fire started in a wood stove located on the lower level.The St-Chrysostome Volunteer Fire Department under Chief Roger Laberge was called in to fight the blaze.Preliminary inquiries carried out by Agent André Laberge of the Ste-Martine QPP indicate that the fire was an accident.An assessment of the damage was not known at the time but the house is detachment of the Quebec Provincial Police this week closed the book on some 20 cases of break-ins and robberies committed in the Town of Huntingdon and the surrounding area last fall.Sentenced in connection with the charges were: Serge Breton, 21, Mario Breton, 18; Daniel Breton, 18; Claude Provost, 18; and Yves Richer, 19.The five, who appeared in criminal court in Valleyfield on February 9 and pleaded guilty to the charges, received sentences from one to six months, ana probation periods of two years.They were arrested last fall following a series of raids conducted by the Huntingdon \u20ac Keith Greig TILT Tat on land planning by CYRIL ALARY of The Gleaner The MRC du-Haut-St- Laurent has until December 12 of this year to come\u2018up with a master plan for land management within its territory, member mayors were told at a special meeting last week.Once the main lines of the scheme are decided upon, the MRC will have another four years to iron out problems and work on details before the plan is implemented in December 1986, said Roch Pinsonneault, a representative of Quebec\u2019s Municipal Affairs Department assigned as technical advisor to the Valley MRC which includes 15 municipalities.Land management is the first priority for the new municipal regional counties under the terms of Quebec Law 125.\u201cWe are now entering the preparatory phase for MRC we Jnanagement,\u201d said nsonneault, adding that the member mayors will be responsible for any decision- ng during the planning period, while he himself will act as a resource person, \u201cYou must decide yourselves what you want to do about this issue and what particular problems you wish to solve through your plan, after necessary study,\u201d he said.After the adoption of the plan in December 1986, member municipalities will have a two-year grace period to bring themselves into complete conformity with the new regulations.Before that date, planning must move through the first two of three phases: drawing up a plan and putting it into effect.- The third phase, modifying or revising it where necessary will fall within the grace period.In order to complete the preparatory work, Pin- sonneault said it will be necessary for the MRC to hire qualified personnel to help with planning.During the next nine months, the main characteristics of the MRC territory must be identified from a land management point of view, and any problems related to these must also be pinpointed.Considering these factors, the main lines of a plan will then be drawn up.The critical path leading toward the plan must include the following: 1.the main stages in drawing up the plan; 2.studies which must be made; 3.methods to be used for these studies; 4.personnel to be used; 5) deadlines for each phase; 6.budgetting for setting up the plan.The mayors must consider listing all pertinent studies; an outline of the main issues to be dealt with by the plan; a basic outline of the plan itself ORCHARD LIONIZED Plagued by deer damaging his apple trees, one Havelock resident is experimenting with a rather unconventional method of keeping the animals away from his orchard.At the March Council meeting, apple grower Roy Lowden informed Havelock councillors, whose aid had been sought to find a solution to the problem, that he has placed lion manure around his orchards in an effort to keep the deer from eating the trees.Luckily for Lowden, he did not have to go all the way to Africa to obtain the odorous repellent.A quick trip to Hemmingford\u2019s Parc Safari provided him with a good supply.The choral group finds singers driving to Huntingdon from many municipalities in this southwestern corner of Quebec.As well, a third of the members come from towns in New York State, thus making Madrigal a truly international group.It is also a group for all ages, from 12 to 60-plus.Originating from a conversation between two 1980, Madrigal is now officially chartered as a nonprofit organization and and her husband used to blish was among the very first media to take note of the seal hunt, way back in the spring of 1964.The articles in t paper, the Montrealer Nachtrichten, were later ked up by other publications in Germany and elsewhere and the photographer who supplied them with pictures, Uwe Koenemann, went on to make a film, in nn on the seal hunt.Mrs.von Brentani recalls that the surplus has left producers in bind by JUDY TAYLOR of The Gleaner These days, the simple utterance of the words \u2018marketing board\u2019 is enough to raise the hackles of almost any Chateauguay Valley agricultural producer, and the recent Maple Meeting at Franklin School, sponsored by the Chateauguay Valley QFA chapter, was no exception.The featured speaker at the February 23 evening meeting was Jean-Claude Tessier, director of the horticultural section of the UPA, and the gloomy picture he painted for the 47 producers present concerning large maple product surpluses in some parts of the province, most notably the Beauce region, came as something of a shock to local maple bush operators, many of whom are fairly small-scale, and who have little trouble selling their product either locally or on the nearby Ontario market.According to Tessier, low syrup production in the years immediately preceding 1979 led to price increases and large investments in updating to pipeline systems, aided by government grants.The number of producers rose to between 9,000 and 10,000 in Quebec and in 1979, a total of 34 million pounds of syrup were produced exceeding the demand, and leading to an ongoing surplus problem.Tessier said that a marketing board would help to regulate the situation by developing the export market, giving price protection to producers, and promoting maple products deal with the detailed preparatory work.This is the tricky bit, as anyone who had anything to do with the mixed blessing of drawing up the new evaluation rolls in Valley communities will remember only de lingères, de la transformation de six postes d'éducateurs en postes de préposés- moniteurs.Alors on expliquait comment le tout se traduisait au niveau de la vie quotidienne, soit par une surcharge
