Huntingdon 264-4798 New security system for customs officers The 12 border customs offices between Dundee and Lacolle have been chosen by the federal government as one of two test areas in Canada for the implementation of a new Personal Security Alarm System for customs officers.The border crossing at Windsor.Ont.will be the site of the other pilot project.That's the news given in mid-September by Federal Revenue Minister Pierre Bussiéres when he announced that the Treasury Board had just approved a $19.6 million budget towards this project.This new Personal Security Alarm System (PSAS), which would allow a customs officer in trouble to call for outside help, was a subject for discussion for many years but more so in our area since 1980.after the mysterious death of officer Georges Alary at the Dundee border crossing.New faces at CVR For the first time in a few years, Chateauguay Valley Regional High School has a sizeable number of new teachers, full-and part-time, on its staff roster this year.Retirements and early retirements among last year\u2019s teachers have created vacancies, most of which have been filled by teachers who have spent a number of years in other schools under colleagues from over 80 other Quebec MRCs at the Queen Elizabeth Hotel in Montreal for a four-day convention, September 29 and 30 and October 1 and 2.An MRC (Municipalité Régionale de Comté) replaces the former County Council with the only exception being that the MRC includes towns while the County Council was made up only of rural municipalities.Because of these changes, local mayors feel it is still not clear to whom they should pay their dues, to the Union of Quebec Municipalities (UMQ) or to the new Union of MRCs.That is why.for the time being, they have refused to pay the $5400 dues imposed on the local MRC by the Union of the MRCs.In view of this refusal to pay their dues.our local representatives to the coming convention will not have the right to vote on any issues on the one side and 300 spectators on the other, the CVR Spartans battled the Vaudreuil Catholic High School gridders last Sunday.The Spartans lost 20-12.Convent.is a photo of one of Hem- mingford\u2019s first automobiles, a 1910 model which was owned by Dr.Abran's predecessor, Dr.Walter de Mouilpied.Of special interest is a pair of muskrat gloves worn by Dr.Abran in winter when visiting patients by cart.Dr.Auguste-Josephat Abran died only five years ago.His 55-year medical career served the people of Hemmingford and surrounding communities.Many of this week's visitors to the exhibit were among his patients and life long friends.Those who remember Dr.Abran will agree that his family and the Comité Culturel have paid him a fine tribute.Work on the exhibit began in 1981 when the doctor's children collected his medical tools and the instruments left to him by Dr.de Mouilpied.They split the design work among themselves and hired a technician to carry out the design instructions.The stunning artistic quality of colors and composition does not come by accident.Several of the Abran family have studied art and music.Father from page 1 Yves Abran, for instance, was taught by one of Quebec's most famous painter-engravers, Albert Dumouchel.Father Abran of Valleyfield was on hand to greet visitors over the weekend and will be at the 0ld Convent again on the evenings of Wednesday and Thursday.Solange Fortin of Hemmingford is a member of the Comité Culturel du Vieux Couvent and a grand-daughter of Dr.Abran.Her artistic talents are part of the exhibit in the form of a photographic slide presentation which she produced during 100 hours of her free time.The photos and narration depict the history of Hem- mingford since 1800 and the life of the rural doctor.Mrs.Fortin used Sellar\u2019s History of Huntingdon Cour ty, published by The Gleaner, for the basic information.Her historical research also took her to local cemeteries.\u201cI felt sorry that people around hore didn\u2019t know their own history,\u201d said Mrs.Fortin.\u2018\u201cThis diaporama is only a small part of the story.I plan to continue my research and add to the presentation.NOW'S THE TIME! poor.They are especially irritating to children, the elderly, pregnant women, and anyone with allergies, respiratory problems, or susceptible to migraine headaches.The council of St.Anicet has been asked to make a by-law to regulate burning and prohibit the burning of black muck.The council has been asked to consider the following as fundamentals to such a bylaw: 1.Any burning of debris from land clearing should be allowed only if the brush has been separated from the earth and is thoroughly dry.2.Any fire started, or presently in existence, for the purpose of burning debris from land clearing, and contrary to the conditions set out in 1.above, should be put out at the expense of the owner.3.It should be forbidden to deliberately burn black muck with penalty of $1.000.fine and any such deliberately set fire should be put out at the expense of the owner.4.Any type of fire deliberately started, which does not burn freely, and which causes harmful and- or irritating vapors to remain in the air, causing problems to the people in the vicinity, should be put out at the expense of the owner.5.Any fire which causes excessive smoke for prolonged periods of time thus causing irritation to people in the vicinity, should be put out at the owner's expense.6.Anyone wishing to burn debris from land clearing must have the site inspected by the municipal inspector to ensure that all conditions for burning, as defined in 1.above, have been met, whereupon a permit would be granted.Failure to follow this procedure would result in a fine.7.The burning of debris from land clearing should be prohibited from May 1st through September 30th and any such fire burning during this period should be put out at the expense of the owner.We wish to emphasize at this point that this is not an attempt to deny the right of land owners to burn debris from their land clearing operations, but rather to encourage the proper management of fires, so that the desired result from Page 4 would be achieved in a minimum of time, with as little irritation as possible to the people living in the vicinity.Although people should have rights concerning the development of their land, they should also act in a responsible way concerning the dangers of rights of others to breathe clean air.How can we warn our children about the dangers of smoking, while turning a blind eye to the noxious air they are breathing in our own neighborhood?With the disappearance of more and more trees, a vital part of nature's air purification system, we have to be more particular about what we allow to go into the air around us.It is up to us to ensure that we all have pure, clean air to breathe.If you are disturbed by smoke of the past few weeks, let your voice be heard.If you are a resident of St.Anicet, attend the next council meeting on October 3rd at the town hall on Jules-Leger Avenue.You may show your support by signing a petition whic states that you are in favour of the adoption of a by-law containing the proposed fundamentals listed above, and that immediate action should be taken by the council to bring this law into effect.This petition would also ask the council to bring the fire on the north side of Chemin Laguerre under control, and, in the future, to have a fire watch for black muck areas and take immediate action to arrest any fire as soon as it starts.If you are not a resident of St.Anicet or Ste.Barbe, you should request your municipal council to petition the councils of St.Anicet and Ste.Barbe to pass legislation on this matter and to take action to bring the existing fires under control.Those living in Ste.Barbe should petition their council for this same action.If you care at all about our environment, this is the time to speak up.Don't leave it up to someone else or it won't get done.It is only in numbers that we will have a chance to change our environmental conditions for the better.Any resident of St.Anicet unable to attend the next council
