that\u2019s the term which was used years ago to describe dysentery.Acute diarrhea is hardly a topic for an editorial you might think but the story behind this summer complaint is one that must be made public.Along with hundreds of other holiday tourists I spent the Canada Day weekend at Paul Sauve Provincial Park.An hour\u2019s drive and a ferry crossing from Ormstown, the newly developed recreational site is a paradise for campers, swimmers, and sailors.The heat of July was easy to beat in the cool water of the Lake of Two Mountains but, little did I know, that that very heat of summer which made sunning on Oka Beach so delightful was nourishing the human bacteria in the lake.I spent the following days with stomach cramps and dysentery realizing only a week later the reason for my suffering.It was on July 6 that the park made its first tests and found the lake water too polluted for swimming.Oka Beach is now closed.It makes one wonder how many others have fallen victim in this place or in other favorite swimming holes along our rivers and lakes.Fouling the water with raw sewage may save our municipal budgets the expense of treatment facilities now but we will eventually pay the price in other ways.This year both the provincial and federal governments have been advertising their intents to clean up this nation\u2019s water.Even the local MRC Haut St.Laurent has set watercourses as one of its priority objective in land management.One offer being made to the municipalities by Quebec is a construction grant under which 90 percent of the cost of a used water treatment plant would be paid.The federal government may even pick up the other 10 percent leaving only maintenance costs to the municipality.So far no one from this MRC has accepted the offer, perhaps waiting in hopes that the government will pay everything.But if we go on thinking only of dollar savings without regard to health losses, and if we continue to wait for some government \u2018\u2018higher up\u201d to cover the costs, we'll never get the old swimming hole clean enough for a free swim.P.N.WHEN ARE SCOTS SCOTCH?RECENTLY, in one of our community newspapers, a reader took issue with the editor for referring to a certain person as being Scotch.\u2018He is a Scot or a Scotsman\u2019, wrote the irate purist, \u2018\u2018Scotch whiskey\u2019.As a Canadian whose forefathers came to Canada some centuries ago, I beg to differ.Around the stomping grounds of my youth, just about everyone, (or at least everyone who was anyone) was Scotch - and mighty proud of it.As kids we were inordinately proud of anything Scotch - whether terriers, cattle, pine trees, whiskey (which we were assured was the only decent alcoholic beverage fit to drink) and even scotch mist - that half-rain, half-fog which was peculiar to our corner of the country.We were simply elated when that marvel of modern technology, scotch tape, came on the market.But it seems that somewhere along the way, the noble word Scotch began to take on new and often unflattering meanings.Because this great race is noted for its thrift, Scotch became a synonym for stinginess.Because the race is also noted for its pertinacity (stubbornness, if you wish) the word also was applied to a certain type of wedge.Then the curtness which is typical of the race, led to the verb meaning to wound or injure (You have scotched the snake, not killed it, saith our friend Shakespeare.All of those circumstances must have combined to make the good, honest word Scotch almost a dirty word, definitely a no-no.It is interesting to note that it was our friends across the border who started calling a Scotchman a Scotsman or a .scot.Now the rare Canadian who .dares speak of a scotchman or refer to the Scotch people Caugnawaga is now reported as being heavy.The bridge has been opened to traffic since June 22nd, and the official opening takes place today when a distinguished assemblage of religious, federal and provincial officials take part in the ceremonies.The lamps on the bridge were lighted for the first time Saturday night.There are 32 large lamps eight feet high which illuminate the roadway Montreal, especially on Sunday afternoons, From The Huntingdon Gleaner, HOWICK GARAGE BURNS Fire broke out in the Billette garage north of the tracks at Howick Station early Saturday morning and caused complete destruction of the building and contents.A car was put into the garage about a half hour before the fire started at 3 o\u2019clock in the morning and it is surmised that the fire visited the Old Port of Montreal over the weekend and crowds in the hundreds of thousands attended a sailpast marking Toronto's sesquicentennial.But Karen Douglass Cornwall, a former Valley resident, and Glenn Cooper of Williamstown did it the hard way.They've followed yawls, sloops and square riggers from Lancaster to the Eisenhower Lock at Massena and have driven along the St.Lawrence from Lancaster to Kingston.The first of the tall ships, the Western Union out of Philadelphia, passed through the Beauharnois Lock at 3:30 a.m.July 3rd, and Karen and Glenn were at Lancaster to see and follow it up to the lock at Every spare minute since then they've spent following the sailing ships.On July 4 some people gathered at the Beauharnois Lock - including Americans and one young couple from Sum- merstown, Ont.with two small children.Between 5 and 9 p.m.four ships went through - three at one time.They included the Susan B from the Bahamas, the St.Lawrence II out of Kingston, Ont.manned by a crew of young teen-agers, and the Hampton Roads and the Providence, both from the U.S.The smaller vessels tied up until daylight afterwards.They had had difficulty keeping the boats from hitting the sides of the lock as it filled.Light in weight they tended to bob like corks.The Providence, out of Newport, R.1., continued on - and at 2 a.m.the crew were amazed to see a crowd of over 200 gathered along Lake St.Francis at Lancaster.Again Karen and Glenn followed to the Eisenhower Lock, and there they had an op portunity to talk with a crew member who told them of the difficulties they'd had at Beauharnois where they had, in his words, \u201calmost bought it\" when their ship had scraped the lock three times.He said she was a replica of a 200 yr.old sailing rendus.Huntingdon, Qué.Proposition du maire Jacques Leduc: Huntingdon - La gestion des déchets est devenue, au cours des années 1980, un problème majeur dans la région de même qu'un peu partout au Québec.Devant cette situation de fait, une proposition d\u2019une concertation régionale a été déposée dernièrement par le maire de la municipalité de Sainte- Barbe, Jacques Leduc, à la Municipalité régionale de comté du Haut-Saint- Laurent.Le tout vise à tenir une rencontre regroupant des représentants des municipalités régionales de comté de Beauharnois- Salaberry, Vaudreuil-Sou- langes, et bien évidemment du Haut-Saint-Laurent afin de discuter plus longuement de ce problème qu\u2019est la gestion des déchets.Cette assemblée d\u2019information regarderait l\u2019ensemble de la situation actuelle, tout en examinant de près les différents moyens possibles pour atténuer les conséquences de la cueillette des ordures ménagères.Ici, on pense surtout à la récupération, au recyclage et ainsi de la cueillette sélective des déchets.Une personne ressource dans les domaines de la récupération et du recyclage participerait à cette rencontre afin de témoigner des expériences faites dans dlautres régions du Québec.Selon le maire Leduc, la région accuse un retard de 25 années dans ce domaine, et que fort possiblement la solution au problème des déchets se situe à ce niveau.Le conseil des maires de la Municipalité régionale de comté du Haut-Saint- Laurent a décidé d'aller de l\u2019avant avec cette proposition et d'élaborer davantage sur tous les aspects de la gestion des déchets.C\u2019est ainsi que cette rencontre doit prochainement être organisée par le président du comité de la gestion des déchets, Jacques Leduc.Une étude: Le maire Jacques Leduc a présenté aux autres maires de la MRC un rapport très intéressant sur une étude qu\u2019il a effectué dernièrement en regardant des expériences tentées par plusieurs groupes et organismes d'un peu partout.\u201cLe problème des déchets est toujours relié directement avec ceux de la pollution et de l\u2019environnement.Aucune municipalité ne veut devenir le dépotoir de toute une région et de ce fait, chacune d\u2019elle tente avec différents moyens de solutionner le problème\u201d, d'expliquer le maire Jacques Leduc.Toutefois, il continue dans son rapport en disant qu'aucune solution valable n\u2019a été apportée dans la région.Pour Jacques Leduc, le plus grand obstacle à l'implantation d\u2019un site d\u2019enfouissement régional n\u2019a jamais été le site proprement dit, mais son emplacement à cause des distances à parcourir pour s\u2019y rendre.\u2018\u2018L'endroit idéal géographiquement ne l\u2019est pas toujours politiquement et économiquement\u2019, de noter Jacques Leduc.C\u2019est pourquoi, selon le maire de Sainte-Barbe, le facteur \u201c\u2018utilisation\u2019\u2019 devient important, et la région du Haut-Saint- Laurent étant peu populeuse présente un obstacle à la rentabilité d\u2019un tel site régional.\u201cOn dépose des choses que l\u2019on devrait pas dans un site d'enfouissement sanitaire\u201d, de préciser le maire Jacques Leduc.C'est pourquoi il faut diminuer, selon lui, au maximum les matières à être enfouies tant en volume et en genre de produits.On estime que si Pon enfouie ce qui doit l\u2019être normalement ceci signifierait une baisse de 80 pour cent du volume actuel.Il est donc important de changer les habitudes de disposer des déchets.C\u2019est ainsi que la récupération vient en jeu.Selon le maire Leduc, cette opération permettrait de récupérer le carton, le verre et les déchets solides, soit des produits revendables.La cueillette des ordures devrait se limiter à des déchets domestiques, omettant ainsi les déchets solides tels que des pneus, des réfrigérateurs, des matelas, des branches et des morceaux de ferraille.\u201cUn moyen serait de limiter la cueillette à des DESSERVANT HUNTINGDON, ORMSTOWN, HEMMINGFORD, HOWICK, FRANKLIN, ST-ANICET, STE-BARBE ET LES ENVIRONS Trrage paye certihe sacs avec limite de volume et de poids.Ainsi le site d'enfouissement se verrait soulager de 50 pour cent du volume qui pourrait ètre acheminé vers un lieu de disposition tel qu'une carrière désaffectée ou sabliere\u2019\u2019.Jacques Leduc continue en disant que la cueillette des déchets solides pourrait se faire une fois à tous les quinze jours, ce qui permettrait des économies importantes et très peu de déboursés du côté municipal, Lors d\u2019une visite au Salon 3R de Victoriaville, le maire Leduc a pu constater que la récupération au niveau des déchets domestiques pourrait s\u2019harmoniser avec celle des dechets solides.\u201cLa récupération est une chose quotidienne, se faisant directement à la maison\u201d, de dire M.Leduc.\u201cAinsi le carton et le papier sont placés dans un contenant spécial, le verre et les plastiques dans un autre\u201d, précise le maire Leduc.Dans son rapport, il explique que le service de cueillette met à la disposition des gens des contenants spéciaux, et qu\u2019à des intervalles régulières le camion ramasse les déchets solides, le tout se dirigeant ensuite au centre de récupération.Cette expérience de récupération, selon le maire Lequc,, a prouvé .ailleurs que le volume des déchets à enfouir a diminué de plus de 80 pour cent, diminuant ainsi les coûts stratégie-récupération serait mise de l\u2019avant afin d'arriver au but commun des trois MRC.Le maire Jacques Leduc explique que la première stratégie serait de prendre de nouvelles mesures au niveau création d\u2019un C.L.T.Huntingdon - Le conseil de la Ville de Huntingdon a procédé, à sa rencontre du 3 juillet, à l\u2019adoption du règlement no 413 pour autoriser la conclusion d\u2019une entente en vue de la constitution d\u2019un conseil intermunicipal de transport du Haut-Saint- Laurent.Cette décision n'a pas fait l\u2019unanimité des membres du conseil: trois échevins se sont dits favorables tandis que deux s\u2019y opposaient tout simplement.Notons qu\u2019une résolution identique devait être adoptée également par les municipalités sur le corridor du service de transport en commun.Il s'agit des municipalités du Village d'Ormstown, de la Paroisse Saint-Malachie, du Village de Howick, de la Paroisse Très Saint- Sacrement et de Canton de Godmanchester.Au conseil de Huntingdon, l'opposition à cette résolution a été présentée au départ par l\u2019échevin Richard Grant.Ce dernier ne veut pas que ce service de transport en commun fonctionne sur une base déficitaire, et que, s\u2019il le faut, le prix des billets devrait être majoré.\u201cCa devrait fonctionner comme une entreprise privée financièrement rentable.Ce service pourrait recevoir l'aide des municipalités s\u2019il prouve qu'il tente de boucler ses finances\u201d, tels sont les commentaires de l\u2019échevin Grant.Il s\u2019est dit en faveur d\u2019un service de transport en commun mais avec aucune réelle implication financière de la municipalité.Richard Grant craint que le conseil intermunicipal de transport pourrait devenir une autre C.T.C.U.M.À cela, le maire Gérald Brisebois a rassuré que cette entente se fait sur une base annuelle, indiquant clairement que la ville peut s\u2019y retirer n'importe quand.Le maire a ensuite indiqué qu'il est préférable de payer un \u2018\u2018petit montant dans un service local que de payer un gros montant d'un déficit tel que celui de la C.T.C:U.M.Après cette discussion, l'échevin Cyrille Riendeau a proposé l\u2019adoption de ce rêglement pour la formation du conseil in- termunicipal de transport.Le tout a été appuyé par l\u2019échevin Georges Lazure.L'échevin Normand Nadeau a voté en faveur tandis que les échevins Richard Grant et Claude Bourassa se sont prononcés contre.Ce règlement no 413 prévoit que le conseil de la Ville de Huntingdon désire se prévaloir des dispositions de la Loi sur les conseils in- termunicipaux de transport \u201cdans la région de Montréal.C\u2019est ainsi que le conseil de Huntingdon estime important de conclure une entente avec les cinq autres municipalités sur le corridor de service pour permettre la constitution d'un conseil intermunicipal de transport.Le maire Gérald Brisebois et le greffier Me Richard Alary ont été autorisés à signer l'entente; cette dernière sera soumise cependant au ministère des Transports du Québec pour approbation.Toutefois, ce règlement no 413 entrera en vigueur à la condition expresse que le C.I.T.du Haut-Saint- Laurent puisse bénéficier, à compter du ler janvier 1985 et pour les années subséquentes, de la politique d'aide gouvernementale au transport en commun selon les normes édictées dans le décret no 2721-83 du 21 décembre 1983.Si cette clause ne peut être respectée, ce règlement n'entrera pas en vigueur.Ceci s'explique ainsi: la Ville de Huntingdon ne veut pas débourser entièrement le déficit opérationnel du service de transport en commun.Le décret gouvernemental permet aux municipalités de recevoir 75 pour cent du montant déficitaire du service, laissant seulement 25 pour cent à être défraye par les municipalités participantes À 430 en 1982-1983 à 346 en 1983-1984: ceci s'explique ainsi car l'influence du nombre de patients en soins prolongés a diminué le nombre d'admissions, ce qui est tout a fait normal car le Centre a maintenant 12 lits en soins prolongés; - la durée moyenne du séjour du patient à court terme a été de 10,9 pour cent, comparativement à 11,5 l'an dernier.Le directeur général Paul- André Gervais a indiqué que l'année 1983-1984 a été difficile, le budget d'opérations ayant été coupé durant l\u2019année d'un montant supérieur à 120,000$.Ceci a fait que l\u2019année s\u2019est terminée avec un professionnels estimés à 58,000$ et un montant de l'ordre de 1 pour cent pour l'intégration des arts à l\u2019architecture.Cet agrandissement, on le sait, est nécessaire à cause du manque d'espace a cet endroit.Une étude démographique effectuée par le ministère a indiqué clairement que la clientèle scolaire est à la hausse dans ce secteur.A la rencontre du 9 juillet, l'architecte Serge Frappier a principales responsabilités et pouvoirs du Conseil intermunicipal de transport sont les suivants: - dresser un budget chaque année pour le prochain exercise financier et le transmettre pour adoption avant le ler octobre à chaque municipalité et, en cours d'année, dresser tout budget supplémentaire; conclure avec un ou plusieurs transporteur(s) un ou plusieurs contrat(s) pour l'exécution du service projeté; - soumettre au ministère des Transports du Québec les demandes de subventions prévues en matière de transport en commun; - fixer les modalités de versements des quote- parts des municipalités; - étudier et décider des mesures à prendre pour améliorer le service de transport en commun; - établir le service de transport en commun de personnes qu'il entend organiser; - fixer les différents tarifs pour le transport des usagers selon les catégories qu'il détermine; - et enfin décider toute modification aux horaires, aux parcours et aux tarifs.Ensuite, cette entente prévoit des dispositions quant à la contribution financière des municipalités participantes.Pour le transport intermunicipal, le coût d'exploitation ou d'opération du service de transport en commun sera réparti entre les corporations municipales qui en bénéficient: le déficit net sera réparti selon les critères suivants: 35 pour cent du déficit réparti d\u2019après le potentiel fiscal uniformisé de la municipalité; et 50 pour cent du deficit réparti d'après le pourcentage en distance du centre géographique de la municipalité au terminus le plus près.Notons que les terminus prévus à cette entente sont ceux de Huntingdon, Ormstown et Howick.Les quotes-parts devront être payées par les municipalités membres de la façon e au moment prescit par le Conseil.Cette entente entre les six municipalités termunicipales a été mise en cause lors de l'assemblée annuelle de la Patinoire régionale de Huntingdon.Les maires et les conseillers responsables de la Patinoire ont longuement discuté de cette question, et le tout s'est règlé par l'adoption d'une résolution.Cette discussion a été entamé lorsque le maire de Dundee, Reginald Burrows, a précise que son conseil ne remettra cette subvention in- termunicipale à la Patinoire si toutes les municipalités participantes en fassent autant.Or, dans le cadre du programme national de loisir du ministère, les municipalités de Dundee, Saint-Anicet, Sainte-Barbe, Hinchinbrooke, God- manchester et Elgin recoivent des subventions au chapitre de l\u2019in- termunicipalisation.Seule la Ville de Huntingdon n'en reçoit pas.Il faut préciser que cette aide financière de ce programme est remise aux municipalités ayant une entente intefmunicipale pour un service quelconque.Pour les sept municipalités ci-haut mentionées, la Patinoire régionale est la seule entente du genre, et ce pour le moment.Le maire Gérald Brisebois a rétorqué en disant que la Ville de Huntingdon ne pouvait pas remettre à la Patinoire régionale le montant de cette subvention in- termunicipale car elle n\u2019en.reçoit pas.Mais, pour certains représentants des autres municipalités, le fait L'aide intermunicipale est mise en cause demeure que les sept municipalités et les propriétaires le long de la route 203 s'opposent à ce projet.Heureux de leur influence dans la décision, les propriétaires espèrent ne pas revoir les arpenteurs de sitôt.Une deuxième lettre du contentieux de la Commission de la protection du territoire agricole a signalé au conseil qu\u2019un de leurs citoyens de la Montée Stevenson construit sa maison en faisant fi de certaines lois de zonage.Le résident a 60 jours pour remédier à la situation et il semble que le gouvernement est plutôt sévère à ce sujet.\u2018A Shawinigan, par exemple, un aréna a dû être démolie et relocalisée à
