Renaud presided over the inauguration ceremonies of the new premises on Friday, May 13.Digging in Branch 4 of No residents will not be held by Ramona Rougerie Following explanations given by Georges Lamarre, an engineer with the Quebec Agriculture Ministry, to the Hem- mingford Township council at its regular meeting on Monday, May 2, it seems that some residents involved in digging part of Branch 4 of the Norton Creek will not be held responsible for that matter.Having found out a while earlier that this work had been carried out without its knowledge, the Hem- mingford Township council had written a letter to Mrs.Gisela Hess and John Becker.who own the land where the digging was done, and to Allan Kyle, who holds a long-term lease on this land.The council letter told the above three people that if any damage to property or crops occurred following the work done on Branch 4, they would be held responsible.Upon receiving this letter.Mrs.Hess (council minutes say it was Mrs.Gisela Hess but witnesses attending the meeting say it was her mother.Mrs.Theresa Hess) attended the February 1 meeting of Hemmingford Township council to inquire about the exact meaning of the letter.The council told Mrs.Hess no digging was allowed in Branch 4 of Norton Creek since there's been a hold on any work in the drainage basin of Norton Creek (Editor's note - this moratorium dates back to December 3, 1981).But Mrs.Hess replied that Allan Kyle had been given authorization to have the work done by the Hun- tingdon Office of the provincial Ministry of Agriculture.At that point, Mr.Kyle himself added that he had even received a grant from that ministry for the digging.and he showed council the documents pertaining to these facts.After hearing this, the council decided to write to the \u2018Bureau de renseignements agricoles\u201d (Farm Information Office) in Huntingdon to inquire about this matter At the May 2 meeting of Hemmingford Township council, engineer Lamarre first spoke about a telephone call he received in December from then municipal inspector David Marlin.At no time during this conversation were there any names or any particular circumstances mentioned.according to Lamarre.The municipal inspector wanted to know if a landowner can dig in a watercourse without authorization from the municipality.To that question.Mr.Lamarre had answered no.However.Mr, Lamarre ribbon-cutting ceremony went to MNA Claude Dubois, who was accompanied by Rose Gauthier.president of the CLSC\u2019s board of directors, by Gilles Laplante, board president of the Montérégie CRSSS «(Regional Health and Social Services Council).and Janet Hicks, representing the users of CLSC services.Jacques Renaud, director general of the CLSC.welcomed the guests who had been invited to this special event marking a new beginning for this institution.The new premises are located at 220, Chateauguay street, Huntingdon, in what used to be the Huntingdon Gleaner newspaper offices and printing plant.Mr.Renaud asked some of the invited guests to say a few words.The first to speak.Rose Gauthier.said she was happy to see so of Mr.Kyle.and digging undertaken in Norton Creek.it was the result of a misunderstanding between someone who is now an ex- employee of the Hun- tingdon Office of the MAPAQ, and Mr.Kyle The employee was not familiar with the area and thought he was giving authorization to dig a ditch.not a branch of a \u2018\u2019verbalized watercourse.Mr.Lamarre also assured the council that whatever consequences may take place, due to the work done on Branch 4, it will be taken care of between Mr.Kyle and the Agriculture Ministry.He added that there's very little risk of any damage.since the work done on Branch 4 will improve the situation rather than make it worse.After hearing Lamarre, pro-mayor Yvon Gravel standing in for mayor Hadley who was absent.said he would accept a motion that a letter be sent to the three residents involved in the matter.stating that thev population.Mrs.Gauthier concluded by saying that no effort would be spared to make sure that resources would be used for the welfare of all, through health and social services.and in cooperation with other institutions in the network.Substituting for MRC prefect Gérald Brisebois who was attending a convention of the Union of Quebec Municipalities.the MRC secretarv-treasurer.Jacques Patenaude.said that all the municipalities in the MRC have at heart the welfare of their residents.That's why the MRC is happy to see the CLSC now installed in more adequate quarters.Everyone benefits when an institution such as the CLSC demonstrates a willingness to be at the service of the population living on the territory of the MRC, Patenaude added.It will be recalled that Patenaude was the president of the CLSC's board of directors when plans were made to move to this new location.The next speaker.Denis Perras.represented the Federation of Quebec CLSCs.He pointed out that getting the government few comments in answer to the letter of Steven Hebert, printed i in the April 6 issue of The Gleaner.Mr.Hebert states that \u2018concerned citizens\u2019 engage in \u2018unnecessary nagging\u2019.If our questions had been answered the first time they were asked and not contradicted after they were answered, we wouldn't have had to repeat them.He wrote, \u201c'If the concerned citizens group had the support of the majority of the ratepayers.the council chambers would be full of concerned citizens at every meeting -\".The \u2018council chambers\u201d or conference room in question IS in fact full, plus overflows out into the hallway every regular meeting.By the fourth special meeting of each month, attendance drops somewhat.Mr.Hebert doesn't seem to realize that people who come to our
