He showed those snickering defeatists.always ready to bring down our country.that Canada can produce gold medals as well as anybody else.Now.all this must be forgotten? How tall we stood.how shiny our eyes when the National Anthem was played and Ben Johnson received his sold medal for being the fastest man im the world.Now.we must hang our head in shame? Our minds grope for an explana- ton. They” must have switched the urine ~amples.Someone must have shipped Johnson a bottle of water with dope in it, That's the only explanation, we say to ourselves.Surely the athlete himself.his coach, his mana- ver.and anyone else around him.must have known better than to try w trick like that These are the feelings one experiences at this time. Some Canadians, including federal Sports Minister Jean Charest, have been very quick to turn Johnson into an outcast. The minister has banned Johnson from Canada’s national track team for the rest ut his life.and said he will never he eligible to receive federal funding again In taking this action.Charest hopes to make un example for any other athletes who might be tempted to use drugs.PLEASE But it seems the federal minister is closing the fence after the horses are already gone.Wouldn't it have been better for him to make sur that athletes were properly tested before they entered competition? It seems Johnson hadn't been tested since February 1988.There’s also a lot of hypocrisy involved in this matter. It’s strongly suspected that some countries close their eyes over their athletes using drugs which will enhance their performance, but they have perfected their methods so well that they are always one step ahead of the International Olympic Committee. When tests have been devised to uncover some substances, they simply go on to other drugs for which no tests have yet been developed. One only has to look at the list of countries up there with the medals. That Russia and the United States be at the top is only natural.China also is coming into its own. These countries have such large populations that most other things being equal, it’s only natural that they would produce more outstanding athletes than less- populated countries. But questions may be asked about smaller countries who seem to be gathering a disproportionate amount of medals. Is it due to exceptional training programs and methods?Or is it due to something else?Whatever the case may be, the principle to keep in mind is not anger, bitterness.disillusionment, but rather what Johnson's sister expressed so well (as reported in Tuesday's Montreal Gazette): “If he wins, he’s ours and if he loses.he's ours.” Beautiful words.R.R.100 years ago (From the Canadian Gleaner of Thursday, Sept, 27.1888) Letters Who’s asleep at the switch?I was interested in the project to **recycle’” a disused railway bridge on the former CONRAIL line south of Huntingdon to improve the access to a part of Elgin. In that case, it was to replace a bridge which had given way under a heavy load, but it occurred to me that the conversion of old railway bridges on abandoned lines for highway use would be an excellent idea.Since the accident at the St-Louis bridge on the St.Lawrence Seaway, it has been public knowledge that the CN was planning to abandon the trackage from that point southeastward through Ayrness to Cantic.Just this past week, a CN crew was busy pulling up the rails from St-Louis to Ayrness (the other section having been eliminated earlier) and in the process, passed over the excellent two-span bridge on the Châteauguay river near here.As I took pictures of the ‘‘before and after’” and the work train itself, 1 came to see that converting this bridge for highway use would not be difficult, and a definite ‘’plus’’ in the area.As everyone knows, the old Turcot bridge is very difficult of access, hard enough for cars, so much more for heavily-laden trucks, and has a weight-limit of some 36 tonnes. While a hundred tons of diesel locomotive stood on it, the steel railway bridge did not even "whimper"! The old railway right-of-way has good sight- lines.is high and well-built.and there appears to be adequate land for entrances and exits both on the north and south sides of the Chateauguay—the latter being a junction with 138 (which.if properly finished, would be far safer than the exit from Turcot just west of the Georgetown Church). It appears that neither the Council of Très-St-Sacrement or ‘La Voirie‘ have considered this conversion.I call on them both to now make contact with CN Rail before the old bridge is cut up for scrap. If that happens, it will be a colossal waste! Eric H.Rumsby Reader thinks that CVESPA deserves commendation Maurice King and his Executive, of CVESPA deserve commendation for the moderate but firm stand they have taken on our individual rights in this province.Indeed.the entire Association is to be praised for this policy. It is not easy to stand alone.but in the cause for justice.such an Association will outshine many others who have, in our names, and without permission.compromised our rights in Quebec.Appeasement only leads to further demands being placed upon us to erode more of our rights and freedoms.Time and history will confirm that those who have stood up will be proved right. The silent majority is with them.and the the big vacuum out there is being filled by those who will stand up for justice. They now join Gordon Atkinson of CJAD Radio 800, the Quebec Federation of Home & School Associations.the Quebec Association of Protestant School Boards.and The Hon.Eugene Forsey.former Senator and Canadian constitutional expert. And the list will continue to grow.Good luck.Gordon McGibbon New residents are proud and happy to be part of this community One does not often pick up a newspaper today and read favorable articles. We promise this one to be different. My husband and 1 moved to Athelstan this summer because we fell in love with the countryside. After a two- year romance owning a cottage.we were tired of going back to the city with heavy hearts on Sunday nights, throughout the season. This spring we purchased a home in the Huntingdon areca. We did not see much of the summer as the house needed a lot of tender loving care.More often than not.our attentions were directed towards the interior rather than to the beauty of nature which lay at our doorstep.Through the summer heat we labored.never regretting our decision to move from St.Lambert to our new country residence. In carly August.I was hospitalized.and although the experience was not a pleasant onc, | was overjoyed at the prospect of having to recuperate through my favorite season in our new home. The direction of my story is to thank a few people for their pleasant manners and help in aiding us in our new venture.New books received by Rockburn Librairy New books received at the Rockburn Cultural Centre Library include the following: ‘’Nursery Verses.” by H.G.C.Marsh Lambert: ‘’Blue Bird.” b Brian Wildsmith: ‘Snow White and the Seven Dwarfs.” by Brothers Grimm: “A Treasury of Animal Stories,” chosen by Linda Yeatman; ‘’Dragons, Ogres and Wicked Witches.‘’ by Milos Maly. Also, ‘‘Run Away Chick,” by Robin Ravi- lious; *'The Bird Feeder Book,’ by Donald & Lillian Stokes; ‘‘Berton - 1988 Plan to protect banks along watercourses tested on local farms A provincial government plan to protect the banks of rivers and watercourses going through farm land was launched on Friday, Sept.16, at the farm of Roger Quenneville, a young farm producer specializing in cash crops in Saint-Anicet.No less than two ministers were present at this event: Michel Pagé, the Quebec Agriculture Minister, and Pierre Blais, State Minister of Agriculture in Ottawa.Pierre Rinfret, president of the ‘Union de producteurs agricoles de St-Jean- Valleyfield"", in welcoming the distinguished guests.stated that farmers have many questions regarding this policy of protected banks.Rinfret said many wanted to know the exact definition of a watercourse for purposes of this regulation, what the consequence of not cultivating those stretches of land along watercourses for purposes of this regulation, what the consequence of not cultivating those stretches of land along watercourses will be on farming, on the environment.and on the financial situation of the farmer.Traditionally.farmers have been tilling and seeding their land up to the edge of watercoures. This was done for purposes of neatness as well as productivity. But since the problem of soil erosion has come up.experts have been saying that one way to prevent erosion would be to leave the banks of watercoures uncultivated, in order to prevent runoff. At first, the government plan to set aside protected strips of land along watercourses met with the farmers’ approval but the decree.brought down by the government in 1988.caused them to change their mind.Farmers had understood that only river banks would be included in this program.not verbalized watercourses.Reserving strips of land along all watercourses will represent a heavy mortgage on productive farm land.Rinfret pointed out.But the loss of land will not be the worst part of this new regulation. The great disadvantage will be having to live with fallow land and the ensuing weeds and plant diseases.Who will pay the farmer to upkeep this unproductive land?Rinfret stressed that farmers don't want to be the victims of decisions taken by people on the 13th floor of corporate buildings.Even though they are fully in favor of protecting the environment, farmers don’t want to serve as guinea pigs Those attending the launching of the go & vernment program to proteci the banks NA, of watercourses were able to visit the test sections on Roger Quenneville’s farm in St.Anicet to try out solutions which haven't been checked out properly. The new rules.acccor- ding to Rinfret, are similar to an expropriation without compensation. The establishment of a three-metre protected stretch along watercourses does not take into consideration various conditions which can differ greatly from one area to the other.Summing up what the farm producers want done in this mattter.Rinfret asked that a complete inventory of all watercourses in Quebec be made.together with a list of problems encountered as far as erosion, runoff.etc.is concerned. Also the UPA wants precise methods of action adopted. The experiment being conducted on the territory covered bv the UPA St- Jean-Valleyfield came as an answer to the farmers’ request by the government.Selecting four sites - at R.Quenneville’s farm.at the Léonard Leblanc farm in Ste-Agnes, on the Gilles Vallée farm in Ste-Barbe.and at Mr.Besner's in St- Clet.researchers Suzelle Barrington.Chandra Madramooto and Frangois Brindamour are trying out various widths of protected strips of land along watercourses. The above farms were chosen for their types of soil. The protected strips measure one, two, three and six metres wide, and stretch over a distance of some 250 metres. The ground was seeded with clover and raygrass. The experiment.which will be conducted over a period of three years.has received the financial support of the federal and provincial governments.Macdonald College has cooperated for the scientific and technical part with an efficient and credible research plan. The Quebec Ministry of Agriculture and that of the Environment helped to select the sites and conditions of the experiment.Minister Blais.Speaking after Rinfret.Minister Pierre Blais said the federal government was pleased to take part in this research project, since it’s important for the future, as soil deterioration causes " undreds of million of dollars in losses to farming, and is a menance that cannot be ignored anymore.Blais mentioned that 30 years ago, no one talked about soil degradation - the problem simply did not exist. But with the coming of new methods to increase productivity, people didn’t realize that some things were sacrificed in the process. We treated the land aggressively.and now the land is getting back at us, Blais said.Soil is flying away with the wind.and it’s also disappearing into watercourses and rivers. To correct this situation, we must reproduce favorable conditions for land to keep its potential Pagé speaks Quebec Agriculture Minister Michel Pagé said he hoped the experiment conducted in this area would provide the necessary data to set up a policy for the protection of the environment. He recalled that soil degradation is an acute problem and that the position of his ministry is clear: the objective is to preserve non-renewable resources.Quebec must take the necessary steps to counter agriculture pollution. He reminded the farmers present that Quebec is losing one hectare of soil per day.He said his department had taken action with regards to presticides and fertilizers.proving that better methods would be less costly for the farmer. The protection of banks 1s one of the elements of soil protection.Pagé said he was surprt sed to hear that farmers felt they were being taken hostage. He asked them if they would prefer empty speeches and hot wr.and not one penny of the provincial budget? He praised his ministry's programs.saying they were very popular with farmers. He warned farm producers not to consider the protection of river banks as an expropriation but rather as a process which will lead better farming practices.77 Solution for people suffering from disk herneation operation.A word from your doctor The disks of the spinal column are small cushions made ot jelly-like substance surrounded by strong fibrous envelope. They separate each vertebre.acting like a shock-absorber.They give to the spine its normal curve and some of its flexibility.Sometimes trauma or accidents to the spine can produce some displacements to its bones, damaging its joints. Those displacements can very often produce heavy stress on the disks.Therefore.some of the disks can bulge out and become herniated.producing a strong pinch on nerves going to a thigh. The specialized chiropractic treatments can take car of disk herniation. Most of the case demonstrated results without: Dr André Houle CHIRO-CLINIQUE VALLEYFIELD 412, boul.Valieyfield, Gué, J6S 1T2 Téi: 371-0321 / 371-0198 Pagé said his message was always clear on this: there was never any question of restricing cultivation of river banks without providing complete information on how farmers can vceupy this area. It's our duty to make techniques better known. The regulations will apply progressively, as the methods and information can be transmitted to the farm producers.Pagé concluded his speech by saying this we have to give ourselves better ways to prevent soil erosion and runoffs with fertilizers and pesticides in their wake.du Havre © BETTER RATES ® GUARANTEED INVESTMENT CERTIFICATES 1 AN 2 ANS 3 ANS 4 ANS 5 ANS INTEREST PAYABLE ANNUALLY (MINIMUM 1000$) 1 Qu8% 1 Q3/8% 103/#% 1 Q3/4% 1 934% INTEREST PAYABLE MONTHLY étude récente aura permis de découvrir un forét d’origine précoloniale dans le territoire du Haut-Saint-Laurent.
