Protest against nuclear waste taken to top levels by M.P.by Phillip Norton Member of Parliament Jean-Guy Hudon says he has received an overwhelming number of municipal resolutions, petitions and letters from his constituents expressing concern over New-York State\u2019s proposed radioactive waste facility which could be sited along the Quebec border.And he has taken that message of protest to the highest levels of government in the United States and Canada.Mr.Hudon told the Gleaner in an exclusive interview on Monday that he has met with three key players in this international issue: Thomas Niles, American Ambassador to Canada; Briand Buckley, Director of the U.S.Trans- boundary Division of Canada\u2019s External Affairs Ministry, and Joe Clark, Minister of External Affairs.He also made mention of the issue to U.S.Vice President Dan Quayle when they met last February in Caracas, Venezuela.Following his dinner meeting with the American Ambassador in Ottawa, Mr.Hudon expressed optimism that the Clinton County, N.Y.site, neighboring his riding, will not be chosen by the Low Level Radioactive Waste Siting Commission.*\u2018My feeling is very good that they will not choose this site,\u2019 he said.Thomas Niles sees the Clinton site as a politically poor choice and he is sure that if it was chosen, Canada would sue New York State.I'm sure he advised New York State of this position\u2019.Mr.Hudon realizes that the Ambassador of the United States does not have direct control over this state legislated matter.However, since no New York Ambassador exists, the Member of Parliament turned to Mr.Niles to convey his message of concern.He believes the threat of an international lawsuit will be enough to eliminate the border site from consideration.Jean-Guy Hudon learned of the State\u2019s proposed site long before any other bureaus of the Canadian External Affairs Ministry as parliamentary secretary for that Ministry, he brought it to the attention of Joe Clark early in the new year and attended a public meeting of the Siting Commission in Plattsburgh.At that meeting, recalls Mr.Hudon, the Commission stated that it had received no comment from Canada.\u2018\u201cThat\u2019s because they never notified Canada of their plan,\u2019 he said.Hazardous Waste Accord In 1986, the two countries signed an accord entitled \u2018\u2018Canada-U.S.A.Agreement on the Trans- boundary Movement of Hazardous Waste\u2019, It deals with the \u2018\u2018export, import, and transportation of hazardous waste.However, Brian Buckley, in his meeting with the M.P., stated that with the present case of the nuclear waste facility in mind, the 1986 accord is useless.The Clinton County site raises two problems with the accord, he told Mr.Hudon.First, such an accord deals only with federal jurisdictions, yet the New York project and similar ones on the borders of New Brunswick and Ontario, are state jurisdictions along international borders.Second, the 1986 accord does not discuss border dumps of any kind, such as radioactive waste or domestic waste in sanitary landfills.\u201cIt deals only with the official, intentional import of waste\u2019, notes Mr.Hudon.\u2018\u201cIt does not consider the unintentional import of some waste through rivers and groundwater.\"\u2019.The MP says he will assign lawyers of the House of Commons to draft a bill which he will present in Parliament in order to strengthen the Canada - U.S.A.Agreement.Meanwhile, within his riding, Jean-Guy Hudon says he would welcome any invitation to Industry and Commerce to be recognized as a special tourist area for the June 15 to August 30 period of each year.This proposal was made by Councillor Pierre Sauvé at the regular Council meeting of March 6.Orms- town\u2019s request also asks that all businesses be authorized to open on Sundays from 10 a.m.to 5 p.m.apart from their regular business hours.When making this request to the Ministry, Ormstown Council took many things into consideration among which is the fact that Ormstown should take advantage of the many camping grounds on its territory.These camping grounds bring in an additional 20,000 people during the summer months.These summer campers arrive mostly on the weekends and use the commercial and other services Ormstown has to offer.Council feels that by allowing merchants to open on Sundays, this would help to create many new summer jobs which in turn could be beneficial to local students.Four notices of motion concerning the land management plan were given of Chateauguay Valley to succeed David D'Aoust who was recently appointed to the position of Associate Deputy Minister of Education.Mr.Fitzpatrick was appointed to his directorship at the Ministry in
