rights.He apparently would have us ignore the examples from the recent past when his party embraced the legislated enforcement of predominance by the majority over the minority in nearly every aspect of life, in violation of the very same Charter of Rights and Liberties which he says will protect the anglophone minority in a sovereign Quebec.He has the audacity to state that the anglophone minority possessed acquired rights and fundamental rights, while overlooking the fact that his party, as a government, passed legislation overriding these rights.He cites the gradual lowering of the .percentage of francophones in Canada from 33 percent in 1871 to 26 percent in 1971, but somehow feels that this populaiton of 6 million would be more secure, adrift in an anglophone sea of 250 million than it is in an officially bilingual country of 25 million.Mr.Latreille suggests that the new feeling of security in a sovereign Quebec will permit the majority to treat its minority with respect! it is always another who is responsible for the pollution.For industries, it is the farmer who pollutes; for the farmer it is industry.For me the polluter is the neighbour.For the neighbour the polluter is me.In fact, the major solution for the environmental problems is to fundamentally change our individual behaviour within our lives: a) In the way items are re-utilized; b) Recycling the absolutely phenomenal quantity of diverse garbage, an outcome of our often wasteful consumption; ¢) Control the utilisation of non-renewable and polluting fossil fuels while at the same time encouraging the research and use of renewable non-polluting energy sources.Over the course of this electoral campaign, I intend to present to the population of the country the following projects, objective being: participation with the rest of Quebec to control the severe ecological crisis.\u2019 1) firm support to the Environmental Control Council foreseen by the Parti Quebecois program, which will be created as soon as a Parti Quebecois government is elected.2) at the county level, all potentially polluting industries will be subject to study with respect to their conformity with existing environmental regulations.Article 20 of the environmental quality law stipulates that \u201cno one has the right to emit, deposit, release or throw away nor permit the emission, storage, release of the throwing into the environment of a contaminant; le fait que les industries à développer dans la circonscription devraient se marier à la principale activité, laquelle a été identifiée comme étant l\u2019agriculture.II faut penser à des industries surtout pour les gens qui habitent le district agricole de Huntingdon comme on le connaissait avant le nouveau découpage.Maintenant, on doit se demander pourquoi donner tant d'importance la ville de Beauhar- nois.C\u2019est peut-être à cause que celle-ci est devenue par le fait la ville la plus importante de la circonscription de Beauharnois-Huntungdon, surtout lorsque l'on considère sa population.Mais son importance pour le district s\u2019arrête là, il faut l\u2019admettre.On ne devrait en aucun temps donner tant d'importance à la ville de Beauharnois.C'est vrai que le maire de Beauharnois, Claude Haineault, a précisé que sa ville avait accepté volontiers d\u2019intégrer le district de Huntingdon.C\u2019est compréhensible un tel propos de sa part; il voulait tout simplement se retirer de l\u2019ombre de Valleyfield.Si la principale source d'activité économique dans la circonscription est l'agriculture, si l'on doit voir à l'implantation d'industries dans le domaine Ste-Justine de Newton, après avoir supporté 17 coopératives d'habitation et 6 autres organismes à implanter 329 logements pour des ménages à revenus faibles ou modestes, après avoir développé un savoir-faire et une expertise certaine comme maillon indispensable entre les groupes d'individus désireux de réaliser des projets d\u2019habitation et l\u2019appareil gouvernemental, voilà que le Groupe de Ressources Techniques du Sud-Ouest (GRTSO) et l\u2019ensemble des GRT du Québec sont menacés de disparition à plus ou moins brève échéance.Un financement de base insuffisant Depuis le début de leur existence jusqu'en 1987, les GRT, une trentaine au Québec, obtenaient chacun une subvention annuelle de fonctionnement de l\u2019ordre de 50,000$ de la Société d\u2019Habitation du Québec (SHQ).Pour bon nombre de GRT, dont celui du Sud- Ouest, cette subvention représentait un apport plus qu\u2019appréciable voire indispensable à la poursuite deleurs activités.Mais voilà qu\u2019en mai 1987, le Ministre Bourbeau annonce un nouveau plan de financement des GRT, qui, une fois entièrement mis en oeuvre en 1991, se traduira pour les GRT en une baisse de 68% en comparaison des subventions allouées en 1987.Ainsi, alors que les GRT du Québec auraient été en droit de s\u2019attendre à des subventions indexées pour contrecarrer 10 ans d'inflation, c\u2019est ni plus ni moins que le démentèlement et le dépérissement du réseau des GRT que le plan Bourbeau annonce et ce, à court terme.Les GRT dans une situation précaire Déjà les effets du plan Bour- beau se font sentir.Après la deuxième année d'application du plan, le réseau des GRT subissait des coupures de l\u2019ordre de 50% (avril 89), quelques-uns ont fermé leurs portes ou sont sur le point de le faire, 20% des employés réguliers ont été mis en chômage et plusieurs autres doivent maintenant se contenter d\u2019un emploi temporaire et/ou à temps partiel.Bien entendu, en bout de ligne, c'est le développement même du logement coopératif et autorégé qui est mis en cause.II faut corriger la situation.Pour le GRTSO et pour l\u2019ensemble des GRT du Québec, qui sont à l'habitation ce que les CLSC sont à la santé, le plan de financement tel qu'appliqué actuellement est tout à fait inacceptable.L'Association des Groupes de Ressources Techniques du Québec (AGRTQ) a déjà fait parvenir à la SHQ une autre proposition de plan de financement, proposition qui consent entre autre une diminution de l\u2019ordre de 40% par rapport aux subventions attribuées avant la mise en force du plan Bourbeau.On ne peut pas dire que les GRT du Québec ne mettent pas d\u2019eau dans leur vin.Quand on sait que le réseau des GRT livre plus de 20% des unités de logement social au Québec et que depuis 1986, les GRT ont livré 94% des unités de logement dans le cadre des programmes de coopératives et d'organismes sans but lucratif, nous croyons que notre proposition de financement est des plus raisonnable, d'autant plus qu\u2019elle ne représente en 1988-89 qu'à peine 1% des crédits alloués par la SHQ pour le développement de l'habitation sociale.Nous demandons donc aux différents candidats des Partis politiques qui aspirent à former le prochain gouvernement de faire connaitre publiquement leurs positions et celle de leurs partis sur l'avenir des groupes de ressources techniques.Tremplin pour les femmes
