a regular meeting of that body with a good representation of the various Bourds present.Mr.H.A.D.Somerville, MPP, chairman of the Hemmingford School Board, was chairman of the meeling und Mr.McLeod, Principal of Hennningford School was secretary.Several matters pertaining to the minutes were discussed.IL was decided by the Boards to allow the teachers (wo half-days during the next school year to attend a Teachers workshop under the auspices of the Chateutguay Valley Teachers’ Association.Inspector Brady spoke in favour of this and suid such a workshop is a preat uid to teachers.Under new business, the matter of motorists not stopping for school buses wus discussed and it was felt that a meeting with all bus drivers should be called to see what may be done to further educate the public on this matter. It was said that many motorists do not stop for the buses and this had resulted in some cases being brought against offenders. Some felt that instead of actually making a case, that a warning letter should be sent by the authorities and only if the party is a consistent offender should a case be made of it.Others said they thought it was all a matter of continual education of the public, but that it must be more widespread than at present. After a long discussion, it was decided that a meeting or meetings should be held carly in September of all the school bus drivers and owners to study à further course to follow. It was mentioned that government gravel trucks were among the worst offenders of mot stopping for the school buses. It was also suggested that a speaker be obtained from the Provincial Police Traffic Dept.to address the meeting when it is held. The guest speaker of the evening was David D.Smith, Ph D.Personnel Assistant, Personnel Department Canadian National Railwavs, Montreal. He was introduced by Mr Somerville. His subject had to do with Student Counsellor and Guidance work.Local CARE Parcels Are Appreciated By Families In Far-off Lands From time been received from Germany acknowledging the latest parcel.Quote from letter; “It is a nice feeling to know that people thousands of miles away from here, think about as and are willing to help us.You know that Berlin is divided into four parts.Around Berlin is the Russian zone.Western Berlin is like an island and we can’t get out of it.That is a reason too, why it is so difficult to live here".Helping CARE to send parcels to unfortunate people is a worthy cause which many so- cietics might take up.Annual Art Exhibit, Tea At Grove Hall The Annual Art Exhibit of the Chateauguay illustration of a student who in the early part of his school career did very well indeed and obtained high marks.Later the scholar entered university but failed to du as well in an engineering course. His case was taken up with a student counsellor and the course was switched to Arts, when the student immediately began to improve and finally reached a high degree.Mr.Smith said that many factors could account for such cases. In this case it was a misdirected effort and the fact that the student suffered an illness also had its effect. The poor achievement had a mental effect and then the talk with the counsellor resulted in redirected effort which relieved the anxiety and brought about a change for the better.Mental health problems arse from many things unsatisfactory home conditions, lack of parental affection, fear-fear of failure, fear of examinations, fear of teacher, ete.In teen-agers there are the prob- blems of boy and girl relationships, und situations where students are forced into classes in which they are not interested.A guidance program helps to determine the causes of inefficient learning. This Is done through examination of schoo! records and past performance; observations of class and general behaviour: discussions with parents.ete; psychological tests. Then a start is made to solve the problems involved-—selec- tion of more appropriate study program; Educate the child to his own abilities and potentials: help parents understand their children; help teachers to know their children better. The counsellor then helps the student to mature and make a better adjustment. He talks to him from a neutral standpoint, that is, he is not emotionally involved with the child as the parents and the teachers often and usually are.If the student is involved with some problem, it is more likely he will discuss it with the counsellor, than he would with his parents or the teachers. It may be that he fears punishment if he discusses certain subjects and problems with his parents, but feels free to discuss them with a counsellor, who is not going to be emotionally upset by rome deed which he has done or caused to be done.Such is often the case with students who are beginning on ther sex adjustment. They are experiencing a new.but natural phase mm life and they have probably only lenrned about it through the talk of the gang, but have never been told about it in a straight forwurd manner. If they have problems of this nature, they will more readily discuss it with a counsellor than with parents because of the element of fenr of what the purents may say or think about such things, Counselling and guidance are not curc-alls.Nor is it “mothering” and making things soft for n child. The first responsibility rests with the child and then with Uie child's parents, Counselling does not remuke students, it does frequently enable them to minke more effective use of their potential. The basic vole vf à student in school is to learn efficiently with ultimate gonls to- wird citizenship and maturity. However, learning may be retarded by lack of intellectual capacity: lack of challenge, lack of interest and emotional disturbance.Much mental energy is tied up in emotional problems that little is left for application to studies, Henlth plays an important part as to the child being able to concentrate fully on his studies AIL of these problems can lead to a child's strange behaviour The causes vary with the individual student and are seldom obvious Lo the student, his parents, or his teuchers.Only by studing all the tacts and analyzing them can the cause and effective remedy Le found. In summing up, Mr.Smith said that im many schools and colleges, it had been found that counsellor work had been effective in re-instat- ing students on the road to better learning und accomplishment. The members present were asked if they thought a counsellor system would be of benefit in this area.Mr, Smith said he thought if they did decide on such a course thal perhaps it would be better to have a person who would spend part of his time at each of the schools in the area and thus it would not be so costly. The meeting was given the opportunity to give il further consideration and then to make their views known at a later meeting.Mr.Smith was thanked McLeod.by Mr.Graduation Exercises Held At Huntingdon High School Protestant Commissioners met for a regular meeting at the school, on Thursday evening with all members present. The business was of a routine nature with nothing of much importance to report.A letter was read from the architect pointing out certain condi- tivn to do with the tenders which had been selected und advising the Board what should be dune.Discussion was held on what should be done to speed the way for the demolition of the old school and to save delay when the contracts should actually be let and the work ready to be started. Also a suitable place will have to be found to store much of the equipment and the barns of the old Walsh property are to be checked upon for this purpose.Already the playground equipment is being moved farther away.It was felt that a quantity of arti- cles in the old building could be checked and put into storage right away.An inventory will be kept of such in order that it will be known what and where they are.The Board was of the opinion that work on the addition might be started about the middle of July. There is no certainty of this however, as it will depend upon how soon the Dept.in Quebec returns word on the.tenders that have been selected and the time lapse before the tenders can be awarded and the contractors move in on the job. However, as much as possible will be done in advance of time, to remove delays ‘once the go-ahead signal is given. In view of the fact that the Kindergarten class will only be in session for part of the month of June, the question was asked as to whether a full month’s fees would be charged. The board decided that only a portion of the fees for the month of June will be collected.Have you a question on UNEMPLOYMENT INSURANCE OR EMPLOYMENT?In this column Workmen's Compensation gives rise to two questions. The first is whether the person is capable of work as required under the Act, and the second is whether the money received as Workmen's Compensation is to be taken into account as earnings in determining the amount of benefit payable. The answer to these questions depends on the particular circumstances existing in each case.It is therefore important that a claimant should advise the local office whenever he is in receipt of Workmen's Compensation so that the facts may be submitted to the insurance officer for a decision.Q—If I am do some light work in his cellar. If I take the job can I still draw by benefit?A—Whether or not you will be able to draw benefit while working for your neighbour will depend on the hours worked, niture of the work, and so on.It is suggested that you consult your local office, giving full particulars. In any event, be sure to report to vour local office all work that you do while on benefit, and all earnings.@Q—For ten years I have been a carpenter.and I have my card.Last winter I worked for two months as a lumberjack. If T refuse to perform a similar job this winter will 1 be refused benefit?A~If work as a lumberjack is considered by the insurance officer as suitable employment for you, having regard to your physical condition, age, past work history, ete., and you refuse such a job without rood cause, you may be disqualified for a period up to six weeks.Q—T have just been offered a job with the same employer for whom I last worked and with whom I could not get along. Will I be disqualified 1f I refuse this job?A—This will depend upon whether or not the insurance officer considers the employment suitable and whether or not he considers that you have good cause for failure to accept the job.He will take into account your reasons for having separated from this employer previously and any changes which there may now be in the conditions of employment.WANTED Cows — Calves — Pigs HAROLD P.WATTIE Tel.CO.4-2434 or CO.4-2933 HUNTINGDON \\ Canadian Garden , Service Why We Cultivate Regular cultivation in the garden does a great deal more than merely kecping down the weeds, Actually that end of the business is only part of the service.Cultivation keeps the soll open and fine and thus makes is capable of absorbing and retaining moisture, letting in a certain amount of air and making it a first class medium for plant growth. And it is amazing what a simple job it is to run over the flower and vegetable garden once a week in the growing season and less often later in July and August with a rake or cultivator. It is not necessary to stir deeply, the shallower the better as the season advances. But regular cultivation will keep things grow- mg and healthy and add much id the neat appearance of the garden.Know Your Enemy For controlling special pests, one should provide himself with + good bulletin so that any trouble can be identified and the | proper dust or spray applied. It | is not a bad idea to take your) troubles to the nearest seed store and let the experts there prescribe treatment. For the general run of multiply. In the fight with bugs, the vld adage of a stiteh in time surely does apply.Easier And Safer Gurdeners in the market for power tools will find machines that are improved mechanically for better mufflers tor quiet operation. The mowers and ouher cutters are safer too.The cutting blade, especially with rotary mowers, has been particularly hazardous.Improvements have been made in blade housings to prevent foot injury and to reduce casting of sharp stones from the discharge chute.Another important safety measure is the semi-automatic braking system that can bring the spinning blade to a quick stop.Long Rooted Vegetables Deep rooted vegetables like carrots and parsnips often have a tough time getting down into the soll, especially in heavy clay.and when we go to pull them we, too, may have a tough time and leave about as many roots in the ground with the tops twisted off as we actually harvest. The wise gardener prevents all this fuss and loss by planting such vegetables in a trench filled with loose, sandy soil mixed with compost. In such a mixture seed germinates far more quickly, especially if well watered after planting, the young plants are easily thinned, and when we go to harvest there is no trouble in pulling, as a mere shake will loosen them from the soil.Free Advice There Isn't a do-it-yourself project on earth that has so much free and helpful advice available as gardening. You can learn a lot from seed catalogues, the garden columns of newspapers and magazines, radio, T.V., and the helpful scedsman who literally gives priceless information along with on quarter's worth of seeds.Safety Measure KITCHENER, Ont.(CP; — A new city bylaw requires citizens wishing to light bonfires to obtain permission from the fire | SLABWOOD FOR SALE 12 about any- t.A conference brings tog "people with diverse otlons and varied kinds of in- rmation. The exchange of thoughts and the pooling of ideas and the study of solutions — these are the essence of the conference method. There are subsidiary benefits too.À conference will give the people who participate in it a better sense of identity. They will be confirmed in their partnership in a common effont. They will prove to themselves thr benefit of convincing and pper- suading rather than overruling one another. Why hold a conference ?Before deciding to have a conference, you must make up your mind as to what the purpose is u need to validate the pi m in tertns of the people you propose to invite: is it really their problem, or so relaled to their place in the scheme of things that they are likely to have something of consequence to contribute ?If a conference is called because a leader in business, education, or other activity has a plan or programme he wishes to have adppted, he will present his thoughts and turn the matter over to bhe group for discussion. In another sort of conference the leader may wish to secure opinions about a matter before he reaches a ‘decision. In that case the results will be better if he withholds his own opinion until there has been free and open discussion. In elther case.if there is not open and free discussion, it is not a conference.re is no ready-made design {cd r conference you are plan- niff®.it must be worked out in special terms with the aid of general principles. The first question to answer is: “What more than anything else is the hoped-for outcome of this conference ?” The subject of the conference must present a problem, a felt difficulty, and it must give elbow-room for discussion. It must be a subject that is of significance do all the persons you are inviting.Therc must be expectation of reaching a product, an end result that will ENJOY LIVING About Planning A Conference that someone else is be useful to you and to the participants. You are not looking for glib agreement with your ideas, t for a solution grounded on principles and the knowledge contributed by the conferees.Do not lose sight of the splendid opportunity this gathering gives you to tap the creative resources of all these individuals who come to your conference inspired oy fellowship in a mutual endeavour and stimulated by the exchange of ideas.Determine at the beginning to so shape your conference as to make the most of it.If prople go away from your conference with the feeling of belonging to your organization in a valuable way, that is a bonus value that may be more important to your business than all the other conference benefits. This statement is true of ail sorts of conferences, from the great trade association conference througn those of individual businesses and professional societies, to the family conference.Just remember and observe the ground rules: the leader may be a coach but must not dominate; the discussion should be to the point; there must he no ‘needling” or discourtesy.About planning Any cvent succeeds or fails secording to the preparation given it.Vital personalities are careful to plan their projects in detail. They dake all the measures necessary to insure the fui- filment of their aims.Unless you plan early and well your conference may dribble away into irrelevant channels ending a confusion rather than your hoped-for agreement. You must decide in planning your conference whether it L to be a free-wheeling gathering in which a problem is stated and then debated at large, or whether it is to be a guided conference in which you endeavour to save time and effort by keeping discussion in the groove.Problems in industry and in voluntary organizations will usually fall within onc of two categories: problems of human relationships and problems ol techniques.IL will help you to decide the nature of your conference if you pin-point the area, but you must make somu allowance, too, for overlappineg.- Managing the conference There is a difference helween managing a conference and being its leader. The chief executive of the company.association opr group may plan and organize the conference and keep his finger on its operation right through to the {inal report, but assign platform leadership of the conference to someone.he selects for the speclal capabilities a competent conference leader needs. Some one person must he top man in preparation of tho conference. If you are taking on this responsibility you will neet helpers, perhaps commiliees, but you yourself will be accountahls for the success or failure of the project. If yours is a big conference, the steering conunittee may need to appoint others: a conference members committee to send invitations, arrange transportation, and welcome wisilors; a programme committee to draw up time schedules, arrange a meeting-place, provide facilities such as black-boards, projectors, and so forth.Don't allow your commitiees Lo skimp their duties of preparation.Do nol allow anyone to assume looking after something. One of your committees should BUA] Ll ie illustration by graphs, slides, moving pictures, exhibits or hlack-board exposition, see that your commitiee provides them.Check on three points about visual aids are they casy Lo grasp ?are they accurate ?are they pertinent ?An idea file ‘This would be an appropriate time for you to start an idea file. All you need are: a hox like a recipe file to hold 3" x 5" blank guide cards and cards on which to jot down your ideas.Mark your guide cards to indicate sections of your planning, such as ‘visual aids, seating, exhibits, speakers, invitations”.Go through this Monthly Letter to give your file a start, and then whenever an idea occurs Lo you write it down and pub it in your file.By the time you come tn make the first move in the detailed organization of your conference you should have wealth of ideas that will make your planning relatively easy and contribute toward the sure success of your project. One of the most important sections in your file will be headed: “timing”.This is something that will run all through your planning.Nice judgment is needed to plan a schedule in which timing is not too tight for effective work and yet not so leisurely as to let Lhe conferees sink into the doldrums. You need to keep the position fluid, so as to make the most of new or developed opportunities, and yet be ready for difficulties when people take the wrong turning and seem bent upon exploring irrelevancies.Don’t, commit yourself wholly to the first conference draft you draw up.Be flexible.Keep improving it until your closest examination and your keenest {thought tell you it Is satisfactory But start far enough ahead to allow time for this scrutiny. You must not menace your con- frrence by crowding changes upon your people in the last days. Here arc some questions to ask in that, final checkup: is the topic right and is it properly stated ?are the authors of hack- ground malerial wisely chosen ?are the study group leaders right?are the speakers right ?are all these right not only as individuals but as a whole?is the plan right for those who will take part, or Is It top-heavy with technicalities or idealism or selling or anything else ?Building up the conference Your advance notices should awaken interest, giving those you invite a sense of purpose and destination, The notices should present the purpose in such a way as to win a “yes” response: “yes, ib ls needed: yes, I can help”.’ State what the conference is about, and show why the conferee is interested in it.Put the nerson you are inviting at ease This isn’t an indoctrination session any more than it is a social cvent, it is a get-together for a mutual Lalking-out of problenis and a co-operative making of plans.Tell ‘him you helieve he has something worlir- while to contribute.Make it clear that there is no “catch” in bhe invitation. You have no subtle motives, but senuine interest in hearing what vour ‘people have to contribute.Once you have sent out your announcement you have passed the point of no return. You must go on, at whatever cost of time and energy, to make your conference a success, Keep checking your committees, and inform everyone who is working with you aboul progress and developments. An important part of building up your conference is Lhe prov- ison of background papers.Everyone who is to participate in the conference should be piven all necessary material well in advance of the mocting.Theso background papers will ensure that all persons attending your conference approach it with the samme opporiunity of contributing intelligently. The papers should be informational, and not propaganda for any persons ideas. The place for expressing opinjons is
