resignation of Lester B.Pearson T as Leader of the Federal Liberal Party of Canada and also as Prime Minister of Canada, followed closely upon the ousting of the Hon, John Diefenbaker as leader of the Progressive-Conservative Party and Leader of the Opposition in the Federal House. The House changed after Diefenbaker dropped out of the limelight and we feel that Lester B.Pearson felt this loss also and it may have hastened his decision to.resign.It had been rumored mary times prior to this that he was thinking of doing se, but some.crisis or other came up and postponed what seemed inevitable.Like ‘Mr.Diefenbaker, My.Pearson has experienced a nuitibgr.of troubles within, his; cabinet ad in his.following) iwhich , have been quite upsetting. These men are of the old line and they believe in true loyalty and trust and that which deviates from this can be as a severe blow to them.Mr, Diefenbaker was forsaken by what had been staunch members of his cabinet over a certain issue on which he later was proved to be right.Mr.Pearson was besmirched by actions of some of his near officials and which reflected on the government. That both men handled the situations well, there can be no denying, but that these affairs left their mark there is also no doubt. In all cases cabinet shuffles were necessary and there was an undercurrent of friction within the ranks. In Mr.Diefenbaker’s case, it ran rife and finally overthrew him.In Mr.Pearson's case it resolved in persistent rumblings which were brought to the Leader's at tention, In the case of the Opposition Loader, the race has been run and won by what might almost be called an outsider. All of those who opposed Mr.Diefenbaker were defeated finally along with Mr.Diefenbaker himself, and this outsider was finally chosen to carry the banner of victory. It was a rather ironic turn of events, These former associates were just seething to take over the role of leader, but they were defeated in favor of one who had never sat in the Federal House of Commons. All of them had far more actual experiance and were therefore more capable of assuming the role of Leader.Shaping up in this new race for the Liberal Leadership we have an almost similar situation. This time, however, the what might be called green man has been named first. Some of the others are known but ail have not actually come out and said they are in the running. We are speaking now of Eric Kierans of Que- Medicare — To To Be?HE present trend is toward full socialistic services and we have already installed a number of them.We almost have the State looking after us from the Cradle to the Grave, but not quite, There is a missing link there that could bring the grave a trifle closer if proper care is not taken. We have baby bonuses, student bonuses, Unemployment Insurance, pension funds which cover several kinds of assistance in addition to the basic pension fund and the augmented pension fund.We have hospital care, but as yet we de not have full medicare. We can provide for this through various forma ef insurance plans, blanket and otherwise, but these cost money — thit is deductions are made from the pay envelope.Of course we pay for all the rest of the benefits, but no?in the same way — the Government pre- vides it and we like to look at it as being tres.Tius we woni Medicare becsute the governnmient is feel that he has something to offer Canada as he has an inside knowledge of what ticks in Quebec and Quebec political affairs. At this time he feels that it is important for the welfare of all concerned. All the other probable contenders in the leadership race have had, parliamentary experience and much of, lt'at the, Fédergl cabinet level.» Some of Shee ‘contenidéfs we would rather not "medn' fhat the man chosen for Leader will be Prime Minister.A number of things could happen. If the man chosen is presently sitting in Parliament than he could possibly be asked to finish Mr.Poarson’s term as Prime Minister. If the one chosen is not a present Member, then he would have to be elected before he could even sit in the House. There is alse the possibility of an election being called and another Party could be chosen to form a Government. In any event, we feel that the delegates of the Liberal Party who have the responsibility for choosing the next Leader should do so with utmost care and with an eye to the future.Much is at stake in this year 1968.There are those who would have Canada made a Republic, there are those who would like to see Canada divided. With certain people in the driver's seat these things could he more easily accomplished. We dont know what sort of Leader Eric Kierans would make in the Ottawa seat, but in view of the turn of events in the Opposition Party, it is just possible he could be chosen. We are not too enraptured with the performance of the P.-C.Leader to date.He does not appear to have the dynamic personality of his predecessor, or the forcefulness. The Leader of any Party today must put his policies on the line and be prepared te ses them through. He cannot back down unless he is proved entirely wrong. He must be fearless of his enemies and must never give ground, for that is a sign of weakness.Hesitation will lose the battle.Kierans has a characteristic of going after and getting what he wants. He demonstrated that recently at a Provincial Liberal Convention. He could be the man the country needs.Be, Or Not for us lee.At least we think that is the intention.Perhaps we shall pay a little more tax and have that deducted from the pay envelope, or we may have to pay a premium of some sort and have that deducted. But — it is net the same as paying out of eur meney for it — ls HP it’s different, the government does it for everybody, so it's free, isn’t it?The Government has said it wants to save money but Medicare is going to cost plenty.1f it is going to beat inflation, then Medicare is out. However ene of the election promises was thet we would get free hospitalization, fren medicine, free doctor's care and everything to do with keeping good health.1f we are going to beat inflation we must keep healthy in order to make more preduction, We have to produce more and to sell more.Doctors in Quebec are of the opinion that we need Medicare so they are going Dairy Imitations Some oldtimers will recall the fight that was made sev eral decades ago against the manufacture of Margarine.Ironically so, since the said protests were initially centred through the then National Dairy Council of Canada, at that time comprised of official Distributor and Producer bodies.Eventually, a losing fight. Moreover, a number of the present day concerns which comprise the National Dairy Council (Processors and Distributors) are (pi of both Processor, reaching, adverse the dairy producing industry. In that connection, a special report.in Family Herald, headed: “Dairyinz: À Fight-or-Join Choice on Imitafions”, reads, in part: “Who could have imugined a day when the head of a farmer-owned cooperative, would advocate getting into the business of producing imi- tutions or synthetic dairy products?Or that an officer of the National Dairy Council would describe as ‘outmoded’ the legislation which prohibits mixing dairy ingredients with vegetable oil.Yet buth statements have been made in recent weeks as Lhe dairymen’s nightmare ofl lower priced imitation products come closer to reality”.No Dairy (ngredients? The said editorial, in Family Herald, also said: “H.W.Braithwaite, vice-president of the National Dairy Council of Canada told the annual meeting of the Ontario, Creamery- men's Association.in, December: ‘Many Cooperative Agricole de Granby, the lang- est dairy coopcrative .in Canada, General Manager Philippe Pariseault bluntly asked the 700 assembled delegates whether the cooperative market imitation tie dairy products.Said Mr.Pariseault: “Should oil and soap manufacturers be given, by default the dairy food markels now controlled by the cooperatives? Will we, allow Proctor and Gamble to take our markets of dairy products by allowing them to launch the synthetics and reap the accompanying certain profit?“Would we not be betler off, he asked, to make margarine, butterine, and fluid milk imitations ourselves and help support the remaining market for our present milk producers through a healthy, viable, still growing cooper ative organ selling $100 mil lion worth of products”.In commenting on the above the report said: “Mr.Pari- seault’s speech was not a request for a possible mandate from the membership for immediate action, but it was a clear directive to the delegates to choose which course they wished to follow. The spontaneous applause which greeted the challenge suggests that a new realism is creeping into dairy farmer attitudes. The line of reasoning taken by Braithwaite and Pariseault corresponds to the words, last October of Dairy Commissioner Baker of Ontario: “Let's think of the dairy industry as part of the food industry and try to include as many dairy progugts in these new foods as sible’.e wonder what would happen if the Granby and other Dairy organizations went into the vegetable oil business.Perhaps a trade war, so to regarding farm topics.Under the heading “Dairy ing's Divine Right Era Ends” the writer, presumably Peter Hendry, says: “As our report (on dairying) indicates, some spokesmen for the Canadian dairy industry are finally be- ROUND BYRE and RING for non fat dpiry ingredients is tempting. The basic issue, though, ip something more. Can the dairy industry afford to fight against new food products which are nutritious, cheap and convenient? For too long the industry has re- licd on a kind of divine right attitude where the consumers’ ill afford the image of heing more concerned accused of in defensive tactics employed against imitation When legislative restrictions weakened, it has argued the case for natural purity of dairy products, for the indus try's importance to the economy, and for the need for income maintenance measures for dairy farmers. It has done precious little research to find out why, given the opportunity.consumers would divert food dollars from dairy pro- duel purchases to their imitations.“During approximately the’ same period , .the Federal Government has spent about half a billion dollars to maintain prices of dairy products.Yet no sane person familiar with the dairy industry today would pretend that these subsidies have had the slightest effect in solving long range prdblems of the dairy niv dfigtry, On.the contrary, the subsidy programmes have tended to disguise the real nature of i problem, while into the dairy industry higher costs of production than it could afford if it hoped, in the long run to compete with vegetable substitutes, That is the legacy of the past 20 years of government dairy policy.’ “It is now evident that one of the three major parties which has a.hand in shaping policy — the dairy processing industry — has rcached a stage of decision. As the president of the National Dairy Council, T.B.Cooper, indicated to the Council's annual mocting last September, “the
