many eggs in one hasket.\u201d Our dependence upon the textile industry puts us at the whim of a specialized market whose failure could leave this valley a \u201cghost region.\u201d In times such as these, the only way to ensure continued prosperity is to avoid counting on only one source of revenue.Any number of events could seriously affect the \u201cstability\u201d of an individual market \u2014 competition from foreign countries, an uncevfain peditical climate, government anti-inflation measure.We delude ourselves if we think \u201cit can\u2019t happen here,\u201d because it can.We all have heard of communities that have simply disap peared because a vein of ore ran out, or because the demand for a certain pro- duat fell off suddenly.Something similar could occur ribht here, and the only way to ensure it does not, as well as provide for a healthy eco- \u201comic future, is to attract industry that will provide an alternative source of income.What, though, do we have to do to attract investment in our region?Why aren't new companies moving into the Huntingdon area?How much longer will we have to remain \u201cQuebec\u2019s forgotten corner?\u201d In spite of the fact that local industry has been expanding and last month saw the giant Co-operative of Granby move into Huntingdon, the region is still not getting the large-scale investment by new firms that is so desperately needed.That the term \u201cdesperately\u201d is not too strong was made obvious by the actions last summer of the Huntingdon County Council.In June, they accepted a brief from the Hinchinbrooke Council that said the county was \u201cfinancially depressed\u201d.Such a move is tantamount to calling the region an economie disaster area.At that time, fhe brief noted the growth and the increase in employment brought about in eastern Ontario through government grants.It also revealed that Ontario Cabinet Minister Avers said Que- bec-based firms were swamping his government with queries about locating in Ontario.Many of these firms wanted jo locate near the Quebec border so they could draw on this province's labor market.In their report, Hinchinbrooke Council used the Village of Athelstan as an example of the Huntingdon area's economic ills.At ong time the community employed 200 and the village prospered.Today it manages to employ only 8 or 10, and even the future of these jobs is not certain, The Hinchinbrooke representatives told\u2019 the County Council fhat they had received inquiries from two companies which would seriously consider moving Ifto this region were forgivable loans similar to Ontario's available, This would create 100 new jobs.The council took the action of calling the county financially depressed in an effort to have the provincial government take some initiative to grant incentives, in the form of tax holidays or otherwise, to industries willing to locate here, The government's action in this field did Httle to improve the situation.The proposals to spur iwestment announced in November were a disappointment.Any company that wishes to invest hers an amount over $50,000 could apply to Quebec for up to 15% of thelr investment, The the balance.After the first year of operation, 1/10 of the loan Is forgiven and this continues for five more years, until, if the company has performed satisfactorily, the grant is written off entirely, It is not surprising companies find the Ontario offer more attractive, Across the border in New York, Governor Rockefeller recently signed into law a series of tax benefit measures to encourage investment.The legislation provides a one-percent business tax credit for manufacturers who build new plants or expand and modernize their existing facilities in the state.For example, on an investment of $10,000,000, a company could deduct $100,000 from either its corporate franchise tax, or the unincorporated business tax.If the credit exceeds the total tax for one year, it can be carried over into subsequent years.The offer also applies to equipment and facilities used: for production purposes.The tax benefits are available with a minimum of red tape, No wonder industry would find such a proposal much more viable than Quebec's $500,000 ceiling incentive grants.It's not surprising that even Canadian companies choose to invest in New York rather than in this province.Witness the publicity campaign the state is currently running about the \"success stories\u201d of Canadian firms that have opened up branch operations in the state, A look at a map of our area will give an indication why investment is not coming to the Huntingdon region.We are wedged in between a state and a province whose governments have more to offer, It's criminal when one thinks that our geographical location should be an economic asset, If it weren't for this disparity in what action governments are taking, the Huntingdon area would bé idea] for relocating or introducing industry, We are situated only 40 miles from the markets of Montreal and even closer to the United States.The Seaway and the port of Valleyfield are only 18 miles away, and two railroads serve the region.Thére is a great deal of land available for indus trial purposes and it is not expensive.Power for even the largest smelter complex is available from the Beauharnois installation, and water can be obtained from the Chateauguay River, There is certainly a work force large enough to meet almost any demands, and if it wire not sufficient companies could draw employées from Montreal.In shôrt, fhis area
