study whether this region should be officially designated a pilingual district.Parliament in 1969 established an Official Languages Act under which certain areas of Canada are to be proclaimed bilingual.These, basically, would be areas in which a minority of the population spoke an official language, French or English, different from the majority.The minimum minority was set at 10% of the area's residents.The act required the federal government to set up an advisory board to recommend the boundaries of such areas.Three members of this board and two officials visited Hun- tingdon Monday as part of their Canada-wide study tour, They were met at the Town Hall by Mayor Claude Pilon, MNA Kenneth Fraser, Aldermen Dr.Gaw and Nadeau and Secretary- treasurer Richard Alary.Commission members were Paul Fox, Toronto, william Mackey, Quebec, and Yvonne R.Raymond, Montreal, with Secretary- general, Neil Morrison and assistant Roland Morency.Mr.Morrison was especially pleased to be visiting the district because he has family ties with Huntingdon and knows many people in town.The commission members explained that the creation of a federal bilingual district would mean that citizens would have the right to deal with departments or agencies of the federal government in either English or French.The act also contains provision concerning the publication of government notices, advertisements and so on in both official languages.An officially-designated bilingual district may be an electoral district, a county or a municipal or other area.Mayor Pilon explained to commission members that the Chateauguay Valley was considered a, geographical entity, irrespective of county boundaries.The commission has been sitting for a year, and it is expected to be as long as two years hence before final proclamation of bilingual districts.In reply to a question from Mayor Pilon, the board assured the Huntingdon delegation that whatever the outcome, there would be no changes in the services mow provided the town or the townspeople.Hospital project takes step forward The Huntingdon County Hospital project has taken another small step forward.The architects have re-negotiated the lowest bid for the scheme.Roger Daoust Inc., Montreal, originally asked $792,000 for the work.The Huntingdon County Hospital Board asked the architects, Frappier, Parent and Tetreault, to see if the contractors could reduce this amount.The latter have now come up with a revised figure, $725,000.This still is $125,000 above the $600,000 approved by the Quebec Government as the total cost of the hospital-social service complex.Engineering and architectural fees Tax bills earlier Many holidaying citizens of Huntingdon had unwelcome news in their mailboxes when they returned home this week.Town Secretary - treasurer Richard Alary mailed out about 1,100 tax bills last week for real estate, water and garbage charges.This was three months earlier than the 1972 bills were posted.For some years Hun- tingdon sent out its tax notices in November.Recent government legislation seeking uniformity in municipal management set March as the month for (continugd on page 18) \u2014\u2014\u2014\u2014\u2014-.would add possibly another $25,000 to bring the total cost to $750,000.The Hospital Board has therefore asked the minister of social affairs, Hon.Claude Castonguay, for permission to spend an extra $150,000 on the project.The minister has several courses open in making his decision.He can turn down the request and order the board to build within the originally $600,000 cost estimate.This could mean a smaller hospital than originally anticipated.He could approve the request and provide the additional $150,000 from government funds.He could approve the request on condition that the Hospital Board raised the additional funds.He could rule for a combination of the latter two schemes, with say half the extra cost provided by the government and half by local subscription, or in some other proportion.The Hospital Board is waiting a reply to their letter to decide on - its next step.Originally it was planned that the new building would be well under parade.Hemmingford\u2019s Festival is crowned with success BY ERIC BELANGER HEMMINGFORD - A cohesive mixture of interesting things to see and do, a relaxed and friendly atmosphere and superh weather combined to make this year\u2019s Apple Festival a notable success on Saturday.The festival, Hem- mingford\u2019s third annual salute to the apple industry, attracted thousands of people to the village.It's impossible to ascertain exactly how many but according to a number of opinions 5,000 might be a reasonable estimate.The schedule of events opened with an antique show at Hemmingford Elementary School, a handicraft show and sale at \u2019Academie Langlois and bus tours of orchards, packing houses and a winery in the morning and continued through the day.The bus tours were the view from atop Covey Hill.Jubilant festival committee chairman Leif Jacobsen estimated that more than 1,100 visitors made the tour.PARADE A highlight of the afternoon\u2019s activities was a parade that made its way from l\u2019Academie Langlois shortly after 2 p.m.to the grounds of the golf club.The approximately 40 entries in the procession were divided into five categories and later awarded prizes.The Caughnawaga Fire Department entered a pumper truck manned by Indians in headdress and won first prize in the fire engine category.Hem- mingford fire department placed second.The judge was Fraser Matheson.The San Souci Riding Centre of Ste.Clothilde was the winner in the horse driven vehicle and horses category.Lynn Reid riding a pony and Buster Keaton\u2019s pony cart placed second and third.Cecil Hamilton was the judge.Floats were divided in two categories and were judged by Miss Norma Boyse and Fraser Matheson.In the most original contest Milton Sharpe's antique hearse placed first; the Oldtimers\u2019 float was second and Petch Orchard\u2019s apple sprayers old and new was third.The most interesting float was judged to be that of William Kremmel's.Dubbed William Tell, the float depicted a Swiss scene.Le Cercle de Fermiéres placed second and the Hem- mingford Cubs third.Riel Lepage won top honors in the antique vehicle category while Milton Sharpe and Andy Latour were second and third.Fraser Matheson was judge.Band competition was divided into best music and best all round categories and was judged by Mrs.Jules L'Espérance.Les Chevalieres D'Iberville, The Chateauguay Valley Pipe Band and the St.Chrysostome Band placed in that order for best sound.The Salmon River Marching Shamrocks of Fort Covington, N.Y.were tops in best all round performance.The Ormstown Town Band and majorettes were second and the St.Laurent Pipe Band Third.Robbie Kyle of Hem- mingford was awarded a special prize for his parade entry.The lad was pulling a wagon of apples with a pedal power tractor bearing the sign Pollution Free.Young Kyle must have been looking a bit tired as the Caughnawaga Fire Department threw him a rope and towed him most of the way.Other afternoon activities included square dancing behind the town hall and a horse show near the Catholic Church.(Winners in the latter event will appear in a subsequent edition.) 2 firms get grants Two regional companies have accepted grants under the federal government's economic expansion program.Colibri Furniture, Inc., St.John's, will get a grant of $30,000, eight percent of the cost of a $337,000 expansion of its factory.The project will create 24 new jobs.Colombia Electric Ltd., St.Isidore, will get $69,000 towards a $870,000 factory enlargement.The company makes residential and will give them 40 cents more per hour over a two-year period.The vote was held Tuesdayat Notre Dame School in Huntingdon.The ballot was called for after a three-hour meeting between workers and United Textile Workers of America union officials.Cleyn & Tinker's six plants were shuttered as more than 400 union members met at the school.The unions two Locals, 137 and 373, previously had a three-year contract which expired on May 5 of this year.\u201cWe went to conciliation for the first time in the history of the union here,\u201d said Francois Gagné, International 20 PAGES ee on contract Vice-president of the UTWA and chairman of the Tuesday meeting.The conciliator, appointed by Quebec, did not submit a recommendation but acted as a go between for union and management according to Mr.Gagné.The new contract provides for an immediate 20 cent an hour raise, 15 cents more in May of '74 and another five cents the following November.Fringe benefits and separatior pay were also involved.Four hundred and ten of the 512 unionists eligible to vote cast ballots.Local 137 voted in favour of the contract by a margin of 201 to 117.Two ballots were spoiled.Seventy-three voted for the contract and 40 (continued on page 12) NURSERY SCHOOL FOR SEPTEMBER A new co-operative nursery school may open its doors here by mid- September according to David Daoust of Huntingdon.Mr.Daoust is principal of Huntingdon Academy, the site where the nursery school will be held, but is not involved in the project in that capacity.\u201cI'm an advocate of nursery schools but this one is not part of education under local school boards.\u201cIt's solely a parents\u2019 enterprise,\u201d he noted.The term co-operative is applied to the nursery school as parents with children enrolled will be required to help out occasionally.If there are 15 students, for example, a parent with one child would be expected to help out once every 15 days.\u201cWe haven't decided what to do in case both parents work or another child is at home,\u201d said Mr.Daoust, \u201cBut that will be brought up Aran, œ\u2014_ * ?a wo AT) 2% ag Pau) at a parents\u2019 meeting on August 27.\u2019 (Huntingdon Academy, 8 p.m.).It has been proposed (hat the nursery be open four afternoons (weekdays except Wednesday) but the matter has yet to be firmly established pending an election of an executive.It is hoped that the class can be limited to 15 children; another class would be established if rumbers warranted it.The establishment of the school within the confines of the Academy is a first for the someone not to follow the known methods of prevention and this is why an operator should be impressed with the knowledge that these dangers exist.There is no greater armour than knowledge.Water is a priceless commodity.We are all consumers, and do we complain if it is not free from odor or if it tastes bad or if it looks murky!
