Although there were no big runs of sap this year.the 1991 maple syrup season turned out better than last year for volume and quality was excellent.That was the general perception of producers around the Chateauguay Valley who were interviewed as their chores turn from boiling to bucket washing.However, there were some who didn\u2019t fare so well since a slight variation in temperature this year meant the difference between a nice.steady run and none at all.Elevation was a key factor.Around Frankiin Centre.no one is complaining.Mary Stevenson calls this season \u2018\u2019sugar-maker\u2019s heaven\".The Stevensons had their first boil on March 2, followed by a five-day break during the freeze-up.\u2018After that it was nice and steady with cool weather just above freezing and no sun beating down hard,\u201d she reports.Bill Stevenson says the season was favorable for making top quality maple syrup.Yet, just a little bith higher on Covey Hill, many of the days remained too cool to have a run of sap.The cool temperatures played in the favor of producers on the lower slopes.Because there were no large runs of sap, no sap was lost and there was no need to boil around-the clock.Also due to the temperature.the sap did not turn milky.Many took the buckets down before if was really over: they had made enough by the first week of April.For the average maple producer around Franklin, the sap began to run around 10 a.m.as the frost came out of the ground.reports Mary Stevenson.It would then freeze up again around 4 p.m.Boiling generally ended around 8 or 9 p.m.although there were a few late nights and only one night of boiling into the wee hours.Producers who use reverse osmosis could avoid late-night boiling.Lower in the Valley, maple producers fared well.Tom American landfill \" Valerie Furcall THE GLEANER The International Committee for Environmental Quality will be hiring a lawyer to take a legal offensive to prevent the Franklin County Solid Waste Management Authority (SWMA) from opening a regional American landfill 1.2 miles from the Canadian border at Trout River.The committee wants to retain Benjamin Conlaw.an American attorney and British barister who has experience fighting the N.Y.state Essex County landfill.The Canadian co-chair.Jacques Adam explained the committee \u2018\u2018wants o invoke the 1909 Boundary Waters Treaty in which it was mutually agreed not to pollute each other's (Canadian and American) waters\".In other words, creeks could not be contaminated.he explained.At this time the committee feels it is the only thing left to do to stop the process of siting the landfill.Mr.Adam commented that SWMA and the Franklin County legislators have ignored them for a long time thinking they'd go away.\u201cWell, we're not going 10.\u201d he emphasized.\u2018\u201cThey have the attitude that Canadians don\u2019t matter and will have to accept it (the site).The group has often accused of being a \u2018\u2018not in my backyard\"\" protest.The opposition to this particular site, they insist, is due to the prevailing wetland, swampy characteristics of the land.Quite understandably from a Canadian perspective, a foreign dump on the border does not appear to be good neighbour relations.MP Jean-Guy Hudon of Beauharnois-Salaberry restated his position in a letter to SWMA dated Feb.25 opposing the site.He wrote he is still extremely concerned about the consequences of an accident on a landfill site located just one mile from the border.He continued saying the United States Embassy in Ottawa has been contacted and there will be a meeting with the official responsible for environmental issues.Other citizens have taken similiar action and the Haut St.Laurent MRC expressed its position on this matter in a resolution taken in January.\u201cThe Franklin County citizens have been pouring millions into a site that is virtually illegal\u2019.commented Mr.Adam.\u2019 Now the committee needs to raise the initial fee of $2,500 to go to federal court to obtain a declaratory judgment which in effect assets the legality and that the treaty is still in effect and should be honoured.If the county insists on going ahead despite the declatory judgement then the committee can take legal action to stop any work.At the very least, these people would be in contempt of the law.he explained.Contributions for the and all of the 186 canines were carried inside as the water rose.It was an 18-hour day that ended just before midnight.He expressed relief that the water had begun to go down on Thursday morning and that we\u2019re saying \u2018\u2018No*\u2019 to incinerators and \u2018\u2018No\u2019\u2019 to the Special Delegates Bureau, exactly where do we go to from here and how do we guarantee that the alternate proposals will be the solutions?.The municipal officials don\u2019t have enough time to do all that is asked of them.They really do have so many other meetings and issues and so much routine administration of which to attend.It would seem like a sensible thing to go to broader committees - join forces with the volunteer environment and community groups struggling to make a success of the recycling projects and reduce the wasting of resources, usually called garbage.Instead of the two sides butting heads, they would be putting heads together.There have been opportunities for the elected to attend information meetings, on ecological solutions - meetings with undisputed authorities such as Dr.Paul Connett, and other informed speakers who have been invited to the Valley to lecture at information meetings.At the end of the meetings the audience members shake their heads and ask where are the people who will be legislating and committing our tax dollars.Why won\u2019t they come and just listen to what other communities and countries have dealt with and come up with working solutions?they ask.One audience member commented recently that the elected must believe they know better than us since we were the ones who elected them.The hope is that some of the elected will attend information meetings sponsored by citizens and learn first-hand about ecological resouce/waste management programs.In other instances when communities have felt neglected by their politicans they personally invited them to attend, reserved special seats at the front of the auditorium and placed name placards on each seat.It soon became apparent who was cons- picious by his or her absence.Voters tend to remember these things.What are these citiens asking ?They are saying, *\u2018If only the mayors and councillors would see a Connett video and hear him speak.\u2019\u201d Hear about other communities that were sitting in our situation and learn how they worked out the problems.Benefit from their mistakes.Avoid the disasterous consequences of not judging corectly the evidence.It may take an afternoon to sit and talk together.People who are convinced of something will find a way to do it.; There are no magic wand solutions, and the Special Delegates Bureau is no one\u2019s fairy godmother.To the wined and dined, it seemed like a great relief.They offered to take the garbage off our hands, turn it into ashes and make money out of it.At least for our investment, we did get a 200-plus page blueprint outlining an integrated waste management program.When the municipalities do get the program rolling two blunt realities need to be faced.First, the population at large will have to be legislated to recycle and secondly, they must be fined if they don\u2019t.Pick up of waste is a privilege, not a birthright.And there is a cost.Most people who actually understand the situation recognize that they will have to pay for selective pick up of recyclables.The enlightened ones won\u2019t mind paying to have it managed properly.The others will have to be pushed to the cliff.The community and environmental groups are still holding out their hands to the elected wanting to work out a solution together.Local \u2018recuperaters\u2019 have offered contracts to the municipalities for door-to-door pick up for about $50 per household.The exasperated have asked if we then intend to eat our garbage when the landfill sites close.Since I'd rather be better informed of other choices, I'll be at the next Connett information meeting.V.F.125 how the Mayors would vote on the dump site.The crowd was polite, very attentive but angry and frustrated.There is a solution to this whole waste problem, but it is radical and requires enormous effort and discipline.Instead of being dealt with piece by piece and pitting one municipality against another, we must all join together so that each environmental and recycling group is aware and supports every other group.We must also get to know and work with our neighbours to the South, Municipal and National boundaries have no place in our plan.The waters flow back and foith and the aquifers know no nationality.Once the whole area has a well informed infrastructure made up of small groups, the whole question of dumps must be re-thought.There exists within the MRC a few recycling groups to recycle glass, newspapers, tin, cardboard, soft plastic bags and fine paper.Dumps, by all accounts are a most inefficient and dangerous bedfellow for any neighbourhood and leeching out contaminants can affect a wide area.Incineration has been proven to be a false hope for those wishing an alternative.We are literally stuck with our own waste.Life styles must change.Bring into the house only what attorney from Elizabethtown and British barrister) and discussed with him the potential for bringing action in Federal Court to determine the lawfulness of the 1909 Boundary Waters Treaty as it pertains to the proposed Franklin County landfill.This treaty, which was between the United States and Great Britain and signed by President William Taft, states in Article IV: .\u201cIt is further agreed that the waters herein defined as boundary waters and water flowing across the boundary shall not be polluted on either side to the injury of health or property on the other.\u201d The \u2014 À peine un mois avant la soirée pour souligner le 25e anniversaire de fondation de l\u2019escouade de Franklin, les sapeurs volontaires durent combattre l\u2019élément destructeur qui a sévi à la compagnie Demco Manufacturing Inc, sise au 1660 de la route 209.En effet, les sapeurs volontaires de Franklin ont reçu cet appel à l\u2019incendie vers les 2 heures du matin, le vendredi 12 avril dernier.D'importants dommages ont été causés à cette compagnie qui fabrique des fournitures pour les arts.Il faut dire que le petit village de Franklin Centre aété réveillé par cet incendie, puisque l\u2019édifice de cette compagnie n\u2019est pas tellement loin de l'intersection de la route 202, dans le coeur même du village.Le chef des sapeurs de Franklin, Peter Ednie, a précisé à La Gazette que près de 70 sapeurs volontaires ont répondu à cet appel.II s\u2019agit certes du plus importantet désastreux feu qu\u2019a connu la municipalité de Franklin depuis les récentes années.Le dernier incendie majeur que Franklin a connu remonte déjàaplusieurs années, ils'agitde celui de lacoopérative des pomiculteurs sur la route 202, non loin du site du feu de vendredi.Tous les sapeurs volontaires de Franklin étaient surles lieux.Ils furent également aidés par des sapeurs venant des escouades provenant de Hinchinbrooke, Godmahchester, Ormstown et de Howick, et des escouades provenant de l\u2019Etat de New York, soit plus précisément celles de Churubusco, de Cha- teauguay et de Plattsburg.Les sapeurs volontaires de Constable dans l'Etat de New York s'étaient stationnés à la caserme de Hinchinbrooke afin de répondre à tout autre appel.Le chef Peter Ednie a estimé qu\u2019il a fallu utiliser quelque 80 000 à 100 000 gallons d'eau pour maîtriser l'élément destructeur.Ce n\u2019est que vers le lever du soleil que le feu fut maîtrisé par les sapeurs.Cependant; les sapeurs de Franklin demeurèrent sur les lieux pendant quelques heures afin de s'assurer que le tout était sous contrôle.Une pelle mécanique de la firme Tully fut demandée sur les lieux afin de nettoyer les débris de bois pour que les sapeurs puissent continuer leur opération d\u2019éteindre le feu.Cette pelle arriva sur les lieux de l'incendie vers les 9 heures 30.De plus, le chef Peter Ednie a expliqué que les sapeurs durent faire face à un problème électrique.C'est pourquoi le courant a été coupé pendant une heure par Hydro-Québec pour tout le secteur de Franklin.Le problème se résumait à la présence de fils de haute tension à proximité, nuisant ainsi au libre accès des camions pour assurer le combat contre l'incendie.Un sapeur volontaire a été blessé légèrement lors de cette vaste opération.Il s'est coupé à un doigt avec un morceau de tôle, et a dû recevoir quelques points de suture.Le chef Peter Ednie a précisé que près de vingt pièces d'équipement étaient sur les lieux afin de comnbattre ce feu.Ia précisé qu\u2019il a visionné, par la suite, une bande magnétoscopique qu\u2019une les différents cours d\u2019eau de drainage dans ce secteur furent incapables d\u2019accepter toute l\u2019eau provenant des récentes pluies et provenant des hautes terres.Annette Marcil du 1557 du rang du Huit a dirigé un appel au bureau de LA GAZETTE afin d\u2019informer de la situation.Elle a par la suite indiqué que son époux, à son départ le matin vers le travail, avait réussi à franchir le début de lac qui se formait dans sonentrée et autour de sa résidence.«Lorsqu'il est arrivé à la fin de notre entrée, il a ouvert les portes et de l\u2019eau a sorti», a souligné Annette Marcil.Le voisin de cette dernière est le chenil Shangri-La où abrite plus d\u2019une centaine de chiens et plus d\u2019une centaine de chats.L'eau a continué à monter pendant quelques heures ce qui a forcé les propriétaires du chenil, Jean-Jacques et Jackie Marcil, à déplacer rapidement les chiens et les chats de leurs Cages et abris extérieurs.Tout ce secteur a été rapidement inondé.D appert que, depuis
