[" Every week.House fire In Franklin Several Valley fire brigades were called out early Sunday morning to battle a blaze in Franklin.In the end, a single-family home on Route 209 and several vehicles housed in its garage were completely destroyed in the fire, which broke out shortly after midnight in one of the rooms.The specific cause has not been established, but police estimated total damages at more than $150,000.The home-owners were away when the fire broke out just after midnight.They returned to find the building well on its way to total destruction.Also lost were three all-terrain vehicles and a snow-blower, which were inside.(PL/JT) Police hit upon marijuana nursery A couple of observant police officers who stopped to investigate a suspicious- looking St-Chrysostome house discovered a hydroponic marijuana-growing operation and seized some 250 plants with a street value estimated at $500,000.On Sunday morning around 10:30, the SQ officers made a routine visit to a house on Rang St-Jean-Baptiste.As they walked around the property, they noticed that the windows were blacked out and some trash was lying on the ground.A closer check showed a burnt-out grow- light, some plant pots similar to those used by hydroponic growers and some piles of peat moss.As well, the building\u2019s Hydro meter was spinning rapidly.Sure enough, when they returned with a warrant, they found the growing operation and seized the plants.They arrested a 41-year-old St- Chrysostome man in connection with the incident.(PLAT) Dundee to pass up garbage meeting When the latest public meeting on the waste-management issue opens next Monday evening in Huntingdon, at least one MRC municipality will not be represented.The council of the small rural municipality of Dundee resolved earlier this month that there is no need to go to the unofficial meeting, since council members have already attended a January 15 official MRC information session on the controversial waste-management plan, and MRC [ See Dundee page 3 | Huntingdon\u2019 s first Winter Carnival in recent years, 5, held on the weekend was \u201csmall, but a good beginning,\u201d according to Mayor Stéphane Gendron.Events included skating on the river, curling, two movie nights, and this torchlight parade of ATVs and snowmobiles.(Photo: PL) Golf club proposed for Rang du Trois needs go-ahead from Ormstown, farm zoning group NOIRE A plan to convert a large property on Ormstown\u2019s Rang du Trois (Bush Road) into a public/private golf course hinges on a municipal zoning change and a ruling from Quebec\u2019s Farmland Zoning Commission.The first step began with the passage by Council in December of a modification to the existing zoning regulation.This would permit the recreational use of the property, which lies within the agricultural zone.However, that change will become final only after residents have their chance to voice an opinion; decided upon a town pool for the enjoyment of local children.To start off the fund-raising, the management and employees of Cleyn & Tinker donated the land, not only for a pool, but a large enough surrounding area to create a new park for the town.People were supportive, money was raised, and the pool was built and enjoyed by the kids.I remember because I was one of the teen-agers who spent that the new mayor and council allow citizens to ask questions at any time during the meeting.I also appreciate the apology to Huntingdon residents issued by Councillor Howard Welburn for the recent snow-clearing problems.This is an issue which I had raised at a previous meeting, and I am glad to see it has been recognized.But on the other side of the ledger, 1 am extremely disappointed with the Council decision to close the town swimming pool next summer.While deciding that repairing the pool would cost too much, the municipality has earmarked $75,000 for the Winter Carnival, Summer Festival and a skate park.In my opinion, the town pool is an important facility, where our children take swimming lessons and can also enjoy swimming with their friends.I also wonder how other residents of Huntingdon and the surrounding municipalities will react to the news of the pool\u2019s closing.Festivals, Carnivals and skate parks are all great ideas, but if we cannot afford to operate our existing facilities, why should we spend a lot of money on these other things?Mayor Gendron also said at the meeting that Huntingdon did not increase its business tax for 2004 because Council felt the rate is already too high, and that next year (2005) they may even lower the taxes to bring them in line.I must say I also feel that my taxes are too high for the services I receive.I believe we need to invest in repairs for the pool in order to have it open this summer.We have done without festivals and a skate park for a few years now, and I don\u2019t think another year or two will cause a huge pas l'unanimité Après avoir fait l\u2019objet d\u2019un regroupement administratif qui a conduit à la mise en place du centre de santé et de services sociaux du Haut Saint-Laurent, voilà que les différents établissements de santé et de services sociaux pourraient être appelés à faire partie d\u2019un nouveau réseau qui intégrerait le centre hospitalier régional du Suroit, les autres CLSC et CHSLD des secteurs de Valleyfield et de Vaudreuil-Soulanges.Ce scénario n\u2019est pas le seul auquel les dirigeants du CSSS, ceux des autres établissements du Suroit et de la nouvelle Agence de développement de réseaux locaux de services de santé et de services sociaux de la Montérégie se penchent sérieusement a l\u2019heure actuelle, dans la foulée de la loi 25 adoptée en décembre dernier par le gouvernement Charest.Mais c\u2019est probablement celui qui, du moins dans le Haut Saint-Laurent, risque de faire le moins l\u2019unanimité au sein de la communauté.En optant pour la mise en place d\u2019un réseau étendu à la grandeur du Suroit, cela signifierait à toutes fins utiles que le Haut Saint-Laurent n\u2019aurait plus la voix au chapitre en ce qui concerne la mainmise sur le développement et la bonne marche des soins de santé et des services sociaux dans la MRC.Sans le savoir, le Haut Saint-Laurent a fait figure de précurseur.Au cours de la dernière 2002-2003, le CLSC Huntingdon, le centre hospitalier du comté de Huntingdon et l\u2019hôpital Barrie Memorial d\u2019Ormstown se sont regroupées en une seule et même entité, après s'être retrouvés sous la responsabilité d\u2019un unique conseil d\u2019administration.Or, ce mariage à trois s\u2019apparente au projet du ministre Couillard d\u2019intégrer des conseils d\u2019administration de centres hospitaliers, de CLSC et de CHSLD d\u2019un même secteur et de créer une série de réseaux locaux qui se retrouveront sous la responsabilité des agences régionales.La grande crainte suscitée par l\u2019implantation d\u2019un regroupement des établissements de tout le Suroît réside dans la disparition d\u2019une certaine identité locale et de certains symboles mettant en évidence les caractéristiques propres aux établissements du Haut Saint-Laurent.Il n\u2019y a rien qui garantit que les appellations «Barrie Memorial» ou «Huntingdon County Hospital» seront préservées.Ce sont des noms qui font partie de l\u2019histoire de la vallée de la Châteauguay et que les décideurs du nouveau réseau ne peuvent pas balayer du revers de la main.Que penser aussi des Dames Auxiliaires, ces femmes qui depuis plusieurs années se dévouent corps et âme pour amasser des fonds afin de fournir des équipements pour l\u2019hôpital Barrie Memorial et le centre hospitalier du comté de Huntingdon.Leur existence et leur visibilité est-elle assurée avec un tel regroupement.Va-t-on les écarter du portrait?Il faut plus que jamais s'assurer que le Haut Saint-Laurent ait les moyens de déterminer la nature des services sociaux et de santé qui seront nécessaires.Pour ce faire, il faut faire confiance aux dirigeants du CSSS qui seront bien placés pour défendre les intérêts d\u2019une MRC qui a su se mettre à l\u2019avant-garde avec notamment le projet de capitation puis l\u2019avènement du CSSS.I] n\u2019est pas dit que ce scénario sera bel et bien retenu parmi les quatre qui seront proposés par l\u2019Agence.Mais il faudra faire comprendre aux dirigeants des établissements de Valleyfield et de Vaudreuil, aux autorités de l\u2019Agence de même qu\u2019au ministre Couillard lui-même que le Haut Saint- Laurent peut très bien faire cavalier seul et se démarquer en relevant les défis qui se poseront devant lui dans la dispense des services de santé pour les années à venir.Comme le dit un
