[" Ç n ~ | B .1; | 19 nd tems from around the Valley Cost of plan raises hackles It\u2019s not the principle so much as the price which had between 150 and 175 Valley residents fuming at Monday night's meeting on the projected MRC waste management plan.The crowd in the Huntingdon Town Hall included perhaps a dozen mayors and councillors interested in the protest group organized by a couple of Franklin residents and Huntingdon mayor Stéphane Gendron with a view to challenging the plan unveiled recently by the MRC.Before the next MRC meeting on March 10, the dissidents plan to circulate a petition in the 13 Haut-St-Laurent municipalities protesting the cost of implementing the scheme, which they say could rise to $350 per household by 2008.Increases for commercial and institutional property-owners could be two or three times higher.Some said they also would like to see a referendum called.Quebec has decreed that ambitious recycling goals must be met by 2008 in order to cut use of landfills for garbage disposal.Separate systems must be set up for dealing with various kinds of waste materials at source.The MRC plan calls [ Sos Waste ype 2 | New councillor acclaimed in H'ford Township Hemmingford Township has a new municipal councillor this week, without the need for a by-election.Local dairy farmer Lucien Bouchard, the only nominee, was acclaimed to Council Seat 5 on Friday, the deadline for nominations for a possible March 14 vote.The council has been short a member since the week after the regular municipal elections early last November, when councillor Bob Hardy submitted his resignation for personal reasons.Township mayor Lucien Bouchard: - Day a group of 40 snowmobile enthusiasts from the Chateauguay- Beauharnois area set off on a 130-mile trek through the fields and forests of the Chateauguay Valley.L'Hermine reception hall in Havelock marked the halfway point of a ride that raised money for charity.Unknown to most of us, clubs and trails and weekend events like this are happening all over and providing winter fun for tens of thousands of Quebecers.Members of the snowmobile club \u201cLes bons voisins\u201d based in Beauharnois paid to participate in this annual event sponsored by the dealership Motoneiges Chateauguay.After a long day of touring then supper at Amici\u2019s Restaurant Bar, dealership owners Robert Butt and Jim Duff had $700 for the Montreal Children\u2019s Hospital.Although there were some true Ski- doos on the trail, you have to choose your terms carefully around these folks.People who don\u2019t know one snowmobile from another tend to refer to all of them generically as \u201cski-doos.\u201d The term doesn\u2019t go over well with the proud owners of Arctic Cat and Yamaha machines.You can find all of the company names listed as sponsors of the snowmobile clubs.Their logos adorn the trail maps and the web sites like the Federation des clubs de motoneiges du Quebec (www.femq.qc.ca).There\u2019s big money in snowmobiles and the manufacturers will encourage anything that makes the sport more accessible and more fun for everyone.- Huge industry FIRST LIF Snowmobilers are a social group: they enjoy getting together.Statistics tell just how big the industry is in Quebec: 150,000 snowmobiles are registered, each worth up to $10,000 or more, not to mention the cost of accessories like trailers to haul them.There are 232 snowmobile clubs which maintain a total of 35,000 kilometres of trails across the province.Members pay $180 a year for their trail passes.Trail grooming machines can be worth as much as $100,000.The trail maps for each region can be found online and at tourist information centres.In the Montérégie region 25 clubs care for 2,294 km of trails.The \u201csnow highways\u201d are marked with road signs just like real highways, requiring many volunteer hours to put them up and take them down and to obtain permission to pass through hundreds of private properties.The carefully laid out routes pass through towns where services like gasoline favorite stretch of trail begins at St- Louis-de-Gonzague.\u201cPiston Alley\u201d is a 10-km straight, flat snow lane where the daredevils open up their machines full throttle all the way to Beauharnois.It must be a thrill, albeit illegal.But who\u2019s going to catch you when you\u2019re doing 135 miles per hour?The Sûreté du Quebec, that\u2019s who.SQ snowmobile squad According to Andrew Morey, an avid snowmobiler from Havelock, \u201cThe cops were out with the clubs on the rally and they were nailing people.\u201d The police snowmobiles, painted in the SQ colors, will pursue anyone doing excessive speeds.Morey knows of one snowmo- biler who was ticketed by a policeman in a car when he stopped at a gas station.The police had seen him speed by where the trail parallels the highway.The clubs are assisting the police in order to keep the snow trails safe, especially since the recent death near Cazaville.Transports Quebec cites \u201calcohol, speeding and imprudent behavior\u201d as the main causes of fatal accidents on and off the snowmobile trails.Twenty-seven seems to be Quebec\u2019s unlucky number.That\u2019s how many people died in snowmobile accidents during the 1997, 1998 and 2002 seasons.Other years had even more.Sometimes the vehicles plunge through lake ice or are struck by cars at road crossings.At Cazaville, there was no negligence; the driver simply slid off the trail into a tree.Close calls Andy Morey has had his share of accidents and close calls.Once his sled was sent skyward and he went sliding on his back when he struck an invisible icy drift on the otherwise smooth surface of the Chateauguay River.Earlier this season he found himself suddenly in white-out conditions.For over 10 minutes \u201cit was like being inside a white bag,\u201d he recalls.Finally when the wind died down he could see the town of Ste-Martine just ahead.The snowmobile trails lead to many interesting encounters in the back country.Coyotes and deer often use the packed surface too.There is a similar but separate network of trails for \u201cquads,\u201d or all terrain vehicles (ATVs).The \u201cquadists\u201d are equally passionate about waste-management plan drawn up by the MRC Haut-St-Laurent.One way or another, we're all going to have to bite the bullet and literally clean up our act before 2008, when the province will crack down on those who still indiscriminately toss things away for dumping in landfills The problem with the plan as it now exists is the very high costs it entails in setting up specialized sorting centres and different types of collections.Several local municipalities which already have a separate collection of recyclables started with some dedicated volunteers who began small and worked up.Eventually, recycling became part of their municipal system, at minimal cost to residents.We suspect that the cost of yet more complicated recycling processes also works on a reciprocal scale.The more individuals sorting their own stuff and taking some responsibility for it, the fewer dollars required later in the process to do work that could be done by every family or business.So the whole issue may boil soldier on the streets of the town and around Chateauguay Barracks, as during the past week a group of patients for No.4 Casualty Retraining Centre arrived for treatment and retraining.Some people may have seen these men as they came in, or at the recent hockey game.Some of them were on crutches, some in casts, they are housed in the hospital at the barracks and were taken to the hockey game in one of the army trucks.However, from now on we will see more of this type of soldier, who will be stationed here to take part in the retraining programme.FRANKLIN FARM FORUM The Farm Forum group held homologue de Huntingdon, Stéphane Gendron, feront partie de cette nouvelle structure qui sera implantée dans chacune des régions administratives de la province.Ce regroupement régional réunira les MRC du Haut Saint-Laurent, de Beauharnois-Salaberry, de Vaudreuil- Soulanges, des Jardins-de-Napierville et de Roussillon.Ce nouvel organisme voué au développement régional sera composés majoritairement d\u2019élus municipaux mais aussi, entre autres, de représentants du secteur communautaire et de celui des affaires._ La nouvelle CRE agira comme interlocuteur de premier plan du gouvernement gestion des matières résiduelles tel que projeté par la MRC Le Haut Saint-Laurent est loin de faire l\u2019unanimité au sein de la population.Ils sont de plus en plus nombreux à s\u2019indigner face à l\u2019ampleur des coûts rattachés à la mise en application de certaines mesures prévues par ce programme et à penser qu\u2019il revient uniquement aux municipalités locales de s\u2019occuper du traitement des déchets.Ce sont des citoyens à la fois inquiets et mécontents qui ont envahi la salle du conseil de l\u2019hôtel-de-ville de Huntingdon lundi soir dernier pour témoigner leur mécontentement vis-à-vis les impacts financiers des principales orientations présentées dans le PGMR.Entre 150 et 175 personnes ont répondu à l\u2019appel du maire Stéphane Gendron qui voulait tenir une séance de consultation publique concernant l\u2019implantation de ce plan qui doit commencer à être mis en vigueur dès l\u2019an prochain.La rencontre a surtout permis aux participants de témoigner qu\u2019ils feront grandement les frais des propositions contenues dans le PGMR si elles doivent être mis en application sur une base graduelle d\u2019ici 2008.Ils continuent de croire que d\u2019ici 2008, ils paieront de plus en plus cher pour la cueillette sélective, le ramassage des ordures ménagères et les boues des fosses septiques entre autres.Selon des chiffres lancés lors de la soirée, il en coûtera environ 350$ par année par foyer en 2008 pour la gestion de toutes les matières résiduelles.Quant aux entreprises, aux institutions et aux commerces, ils risquent de payer de deux à trois fois plus cher pour le traitement de leurs rebuts, d\u2019après ces mêmes données.Le maire Gendron, pour sa part, a continué de marteler que sa municipalité est loin d\u2019être en mesure d\u2019endosser financièrement les mesures incluses dans le plan de la MRC.\u2018\u2019C\u2019est une hausse récurrente de 300 000$ de plus par année en taxes qui guette les contribuables de la ville\u201d, souligne-t-il.M.Gendron s\u2019est fait cinglant en indiquant qu\u2019il ne fallait pas faire confiance à la MRC pour assurer la pleine responsabilité au chapitre des matières résiduelles.\u2018\u2019Ma crainte st que si le plan est géré par la MRC, cela risque de devenir comme le Stade Olympique\u201d, dit-il.La MRC Le Haut Saint-Laurent a été la cible de certains intervenants qui lui ont en outre reproché de ne pas avoir fait preuve de transparence en adoptant en octobre dernier son plan derrière des portes closes, sans que la population ne soit mise au courant.\u2018\u2019Les élus nous ont tenu tout cela caché pendant longtemps.Il y en a qui nous ont rien dit.Aux yeux de certains, nous passons pour des illettrés\u201d, a lancé Gaétan Roy, un résident de Franklin qui est l\u2019instigateur de ce mouvement de contestation régional.Aux yeux de bien des citoyens, il faut laisser aux municipalités et non pas à la MRC le soin de s\u2019occuper droit à quatre volumes prêtés pour trois semaines.Après cette période, il faut rapporter ces quatre ouvrages même si un utilisateur n\u2019a pas terminé de les lire.Le cas échéant, il faudra débourser cinq sous (0,05$) par livre par jour de retard.«Il est possible de les réemprunter ces livres.On inscrira alors sur la carte une nouvelle date limite de retour.Les abonnés auront ainsi un autre trois semaines pour les terminer mais un deuxième renouvellement n\u2019est pas autorisé», indique-t-elle.La PBV est bien consciente que les retards dans le retour des livres empruntés font en sorte de pénaliser certains usagers.«Lorsque vous retardez pour rapporter un volume, vous en privez une autre personne qui se proposait de le lire.Souvent, ce sont des volumes qui font partie d\u2019une série.Si le numéro deux ou trois est manquant pendant des mois, c\u2019est très frustrant pour les autres abonnés», mentionne Mme Latreille.La politique de la PBV en matière de prêt de livre est Saint-Laurent.Ce qui fait que deux options ont été soumises par l\u2019Agence et que dans l\u2019une ou dans l\u2019autre de celles-ci, il y a la mise en place d\u2019un réseau local de services incluant l\u2019hôpital Barrie Memorial, du CLSC Huntingdon et du centre hospitalier du comté de Huntingdon.En somme, l\u2019existence même du CSSS dans le Haut Saint-Laurent n\u2019est plus menacée.En soi, la décision de l\u2019Agence semble coulée dans le ciment.Mais il ne faut pas perdre de vue qu\u2019il y aura des audiences publiques sur les deux propositions sur la table et elles auront lieu le 30 mars prochain entre 18h30 et 21h30 dans une municipalité du Suroît.Il faudra bien que les partisans du maintien du système actuel de soins de santé et de services sociaux y Lubert se dote d'une étable flambant neuve Le producteur agricole Robert Mailloux est tout sourire ces jours-ci.La ferme laitière Lubert de Saint-Stanislas- de-Kostka, dont il partage la propriété avec son épouse Bella et son fils Luc qui ont formé ensemble une société il y a deux ans, a pris un coup de jeunesse avec l\u2019avènement d\u2019une étable très vaste et des plus modernes.Lagriculteur et les membres de sa famille étaient visiblement heureux de ce nouveau bâtiment qu\u2019ils ont cru bon de la faire visiter à leurs voisins, parents et amis le vendredi 6 février dernier.Malgré la tempête de neige qui a sévi tout au long de la j journée, ils étaient de 150 à 200 personnes à se présenter à la ferme pour voir de près ce site dont la construction, amorcé au début du mois d\u2019août, vient d\u2019être complétée.Des représentants d\u2019Agri-Leader d\u2019Ormstown, de la compagnie Roy- Larouche de Wickham et de la firme Richard Thibault et fils étaient aussi présents pour admirer la nouvelle installation.La nouvelle étable, pour laquelle les Mailloux ont investi près de 300 000$, s\u2019étend sur 170 pieds par 43 pieds.Elle comporte deux rangées et dispose de 72 attaches de plus pour les animaux.Le plancher Luc, Bella et Robert Mailloux sont très fiers de la toute nouvelle étable qu\u2019ils ont fait construire à leur ferme laitière.est recouvert d\u2019un plancher en béton sur lequel des carreaux de céramique ont été fixés devant chaque place occupée par une bête du troupeau.Quant au plafond et aux murs, ils sont faits de vinyle.La par Mario Gagné, un résident de Très-Saint-Sacrement, ce sapin de Noël nouveau genre a attiré bien des regards depuis qu\u2019il a été installé dans le magasin de la rue Lambton le 20 novembre dernier.Placé bien en vue près de l\u2019entrée du commerce, il pouvait être admiré des visiteurs qui entraient et sortaient de l\u2019établissement de même que des piétons qui sillonnaient le
