was written in response to an article published in the Gleaner/La Source of April 21, 2004 Dear Mr.Reddick, I read the article that appeared in the April 21, 2004 edition of The Gleaner/La Source.The headline read, \u201cSerge Marcil croit en un seul réseau de services sociaux et de santé pour le Suroit\u201d [Serge Marcil believes in a single health and social services network for the Suroit region].The article did not clearly convey my thoughts, and people may have falsely concluded that I am calling for a total integration of all health and social services in the Suroit region.That is not my position.What I wanted to say was that, since the establishment of the Montérégie as an administrative entity with a population in excess of 1.2 million, our region, the southwestern part of the Montérégie, has been totally neglected by the Government of Quebec on all fronts: health, education, social services and so on.The Suroit region has been chronically under-funded in favour of the other subregions of the Montérégie, especially the South Shore.Of course, the entire population has suffered from this situation.As a provincial MNA at the time, I, together with André Chenail, MNA for Huntingdon, fought to get the Government of Quebec to reconsider the boundaries of the Montérégie, in light of the gross injustice that existed.The Government of Quebec has finally listened to the voice of reason and given us our own region.We now have an opportunity to decide on the orientations that our region will take.It is an opportunity to give this region, known as Suroit, not only a name, but also a personality.I, for one, firmly believe that we must adopt a common vision for the development of our region if we are to have a region that is strong and united.In other words, we must have a clear vision of what we want today and what we want the Suroit region to be in twenty years from now.This vision must take into consideration the differences and unique characteristics of the various communities that make up the Suroit region.The Haut-Saint-Laurent MRC serves as a model for the rest of Quebec as far as health and social services are concerned.I truly believe that the * Anglophone population that accounts for a significant proportion of the Haut- Saint-Laurent MRC is entitled to services in English.The existing model must be maintained, since it reflects the needs of the community and responds to the needs of both Anglophones and Francophones in Haut-Saint-Laurent.I also stated that the Haut-Saint- Laurent MRC must be given special status that reflects the aspirations of a community that has developed a very strong sense of belonging as far as its institutions are concerned.I have never said, or even thought, that Ormstown\u2019s Barrie Memorial Hospital and its authorities should be merged or integrated with the Centre hospitalier régional du Suroit (Valleyfield).This regional centre delivers services to the Haut-Saint-Laurent community and must continue to exist and develop out of respect for differences.My main concern was strictly funding for all of the social and health networks in our region.The fact that health services are funded on the basis of programs, could lead me to believe that the Haut- Saint-Laurent will not suffer from under-funding.The Haut-Saint-Laurent has an extraordinary ladies auxiliary team that, to a great extent, sees to the funding of this model.In my opinion, it is essential and fundamental that the English- and French- speaking communities have continuous access to services in their language, delivered by their own institutions, the institutions they identify with.It is possible to adopt general community health policies for an entire region while still having separate models for the delivery of services within individual communities.In closing, I hope that this additional information, although somewhat lengthy, clarifies my views with regard to the development of the Suroit retrieved from Québec storage sites The process of eliminating unused tires from Québec storage sites, including those in the Haut-St-Laurent, continues.Recyc- Quebec states that between its launch and last December 31, the governmental plan aiming to empty these sites has collected more than 9.1 million old tires.In its last monthly news bulletin, \u201cRecyc-Information,\u201d the government agency specified that the tire storage emptying program made it possible to get rid of 9,183,086 unused tires.The phase for the removal of small tire deposits, sites with 50,000 tires and less, added up to an overall retrieval of 1,289,469 old tires.Of the 565 identified sites, 496 were entirely emptied.According to Recyc-Québec\u2019s data, there remain approximately 100,000 tires to be recovered in another 69 small sites.The organization believes that these remaining sites contain tires still mounted on rims, or tires piled in difficult-to-access places.The recuperation operations will begin again in the summer of 2004.Of the larger storage sites, like those in Franklin and St-Chrysostome, four of 12 were entirely emptied.In all, 7,893,840 tires were retrieved.To date, 577 tire storage sites in Québec have been indexed.The majority of them - 98 per cent - are small dumps containing fewer than 50,000 tires.The provincial regulation for the storage unused tires stipulates that the all dumps must be emptied of their tires by December 31, 2008.The sites were to eliminate at least 20 per cent of their contents by last 31 December.According to Recyc-Québec\u2019s bulletin, \u201cThe
