town Patrice LAFLAMME (translated by Sarah Rennie) A new sports complex will soon be built at Arthur-Pigeon High School.The proposed sports facility will include an indoor soccer field, training room, as well as a large gymnasium.The new building will be constructed on a large lot, which the Town of Huntingdon has agreed to donate.For members of the governing board and schoo! administrators.the indoor sports facilities available to students at the school, consisting of a gymnasium and weight room, are simply not sufficient to meet the needs of current students.The construction of the new sports complex is also justified by the Frontaliers Actifs sports program at the school.This year, certain among the students were only able to work out in the gym twice as space was limited.Along with regulating this issue, the sports complex will significantly add to Arthur-Pigeon's attempts to integrate a sports/study program in soccer and volleyball at the school.The new sports complex will not be reserved solely for the use of students at Arthur-Pigeon.While the site will mainly be used by students during regular school hours, it will also be made available to citizens of the Haut-Saint-Laurent.which will also meet some of the need for modern athletic installations in the region.BUDGE: T Ë ROPAN The Town of Huntingdon will be able to add the future installation to its list of sports and recreation infrastructure available to residents, particularly in support of the sport of soccer in the region.\u201cThe creation of a regional sports complex will allow a large number of families to have access both in terms of academic and extracurricular activities, without having to absorb high costs.\u201d said Mayor Stéphane Gendron.during a special municipal council meeting Monday night.For municipal authorities, the presence of a sports complex will feature prominently as a key element in the promotion of their family policy and the implementation of the Town's repopulation plan.The total cost for building the sports complex amounts to around $7.5 million, of which $5.2 million will go towards the construction of the soccer field, the training room and the new gym.In order to finance the project, a grant application will be addressed by the Ministry of Education.Sports and Recreation in mid-November.Other organizations and businesses will also be solicited to invest in the creation of the complex.The Town of Huntingdon, for its part.has agreed to fund a portion of the total bill to build the complex, up to $3.5 million.In addition, the Town has committed to participate in the creation of a fundrais- ing campaign with the goal of raising $1 million to be put towards construction and the purchase of equipment for the new sports facility.The municipality also intends to lobby feeder municipalities for the school in the hope of generating more funds.The governing board at the school is hoping to be able to convince local business people and companies in the region to contribute to the initiative.According to the construction schedule proposed by the architectural firm Martin Marcotte/Bienhaker and the firm Daniel Arbour & Associates, both of Montreal.it will take between 20 and 24 months to complete the entire project.Between the two.the construction work will extend over ten months.Part of the reasoning behind the invitation extended to the LIGAF to play in Huntingdon was to introduce the town to the players and to inform them of the many opportunities for lower- cost housing for new Quebec involved in the unenviable process of recruiting doctors to the region to focus on the family doctor situation now that staffing of emergency services and hospitalized patient care has been regulated.At a press conference followed by a wine and cheese prior to the annual general meeting of the HSSC, the mood was undeniably festive, however the undertone of a looming crisis in access to family medicine in the region was palpable.Sophie Doucet.the Executive Director for the HSSC, calmly pointed out that the region was missing 5.5 family doctors \u2014 a huge number considering the efforts of the recruitment commut- tees and the slew of incentives that have been offered have until just recently had little effect on enticing doctors to the region.Even more distressing, matching this number would only bring the HSSC up to the standard in Quebec, which is widely considered to be well below actual needs.No one shied away from acknowledging the problem \u2014 that we are missing an entire generation of doctors - nor did they present any real solution other than to promise a second wave of effort was in the works.What was brought up, and specifically saluted by Huntingdon MNA Stephane Billette was the unrelenting dedication to and impassioned support of the Barrie Memorial Hospital and the HSSC that runs throughout the Valley.This is absolute, paramount, and literally and figuratively the foundation of the day to day functioning of the hospital and local healthcare services.Another recruitment campaign that will soon need to happen, perhaps equally as challenging, is the need for more volunteers to replace a generation that has worked tirelessly.but is undeniably moving up in age with fewer each year following behind to take up the flame.And while the magic recruitment strategy may eventually be found, there is no hiding from the fact that doctors would be far less apt to even consider moving to the area if it was not for fundrais- ing work accomplished by the Women's Auxiliary and donations to the Barrie Memorial Hospital Foundation to equip the hospital with a barrage of modern equipment the envy of many hospitals, rural or urban.The generosity and August 10 meeting.wouldn't the allotted government money be better spent on a roadside bicycle path where there is more scenery and variety, rather than through the bush and corn fields where the scenery is limited?Why is the Minister of Transport LEASING the abandoned rail bed to the MRD du Haut-Saint-Laurent to use as a bicycle path?How long is the lease for?What happens to the bicycle path after the lease has expired?Apparently.the loan for this project is to be for 20 years.According to the MRC Prefect, the annual municipal installments will not increase for 20 years.How does Mr.Castagner know that?How will the bicycle path cross the Highway 138 at Brysonville?With an overpass?Or an underpass?Another million dollars plus?No payment increases?How appealing will a gravel bicycle path be for cyclists?Will ambulance or EMT staff be able to access these paths when someone is injured.Will the MRC have enough \u201cvolunteers\u201d (as said by the MRC prefect Mr.Alain Castagner) to provide sufficient security for the next 20 years?Keep in mind that a young lady was recently murdered on the Godmanchester section of the rail bed.Who will provide and pay for the maintenance of the bicycle path such as garbage collection, ditch and brush clearing, fence maintenance?With the railroad tracks only going in one direction, how interesting is a bicycle path on which cyclists would have to return on the same path?As stated by several avid cycle enthusiasts at the August MRC meeting, the above-mentioned roadside bicycle path would be an investment in the Haut-Saint- Laurent as opposed to spending government grant money on an abandoned rail bed just because the money is \u2018available\u2019.Also, this would allow cyclists access to commercial day's activities has reached $12.430.Located between Elgin and Hinchinbrooke, the old covered bridge received an estimated $900,000 makeover in December 2009.Work was completed to raise the structure by six inches, replace the structure under the bridge, replace pieces of wood and to repair the approaches.The bridge was then recovered with a sheet metal.The bridge, which spans the Chateauguay River is unique.Built in 1861, it is recognized as the last existing covered bridge in Southwestern Quebec and the oldest discovered as of yet in Canada.Considered to be one of the main heritage attractions in the region, the Percy Bridge was recognozed as a historic site by the government of Canada in 1984 and by Quebec three years later.For the organization committee, the celebration commemorating the 150th anniversary of the Percy Bridge is a \u201cproject to promote cultural tourism in the region,\u201d says De Tremmerie.The committee is hoping to attract visitors from the South municipal council Patrice LAFLAMME (translated by Ian Ward) Lakefront dwellers have had enough of the numerous troubles they have faced recently with respect to riverbank planning on their properties, and are taking their grievances to the municipal authorities.In a letter submitted to the monthly municipal council meeting on Monday.these residents argue that the problems they face stem from the \u201cunspeakable attitudes\u201d of Sainte-Barbe's mayor, Louise Lebrun, and urban planning and environment inspector Jocelyn Dame in their application of municipal-riverbank-protection regulations.In their missive, the citizens claim to have been harassed by Mr.Dame and believe he and Ms.Lebrun \u201cseem to be on a power trip.\u201d They also accuse the mayor of \u201cpromising meetings and not keeping them.\u201d The citizens\u2019 recriminations are based on the formal notices and injunctions many of them have received in recent weeks from the municipality.demanding they respect all the various regulations proposed in 1987 by the Quebec Ministry of Sustainable Development, the Environment and Parks concerning riverbank protection.Citizen spokesperson Pascale Filion requested a meeting with municipal elected officials.employees, representatives of the Ministry Sustainable Development, the Environment and Parks and all owners of lakefront property.Ms.Filion hopes that as a result of the meeting, a committee made up of representatives of all stakeholders will be formed in order make recommendations to * modify or preserve the pertinent regulations, to apply them in a civilized manner and resolve the files of all lakefront landowners.\u201d The landowners are also demanding a moratorium on the \u201cpertinent regulations until the council has been informed of the recommendations of the committee and has ruled on them,\u201d says Ms.Filion.Ms.Filion delivered the letter to Mayor Lebrun in person by alongside a 257-sig- nature petition.The meeting's question period lasted more than an hour, and featured several virulent exchanges and a number of personal attacks toward Ms.Lebrun.Yvan Pinsonneault even went so far as to demand Mr.Dame's resignation, and claimed that the mayor \u201cis not tracking 19 complaints made by citizens.\u201d Ms.Lebrun agree to hold a meeting as requested by the residents, she refused to immediately order a nombreuses difficultés auxquels ils font face au niveau de l'aménagement des berges de leurs pro- prietes.Dans une lettre déposee lors de la séance mensuelle du conseil municipal lundi soir, ces residants estiment que les problèmes auxquels ils sont confrontés proviennent.selon eux, de «l'attitude inqualifiable» de la mairesse de même qu'à l'inspecteur en urbanisme et en environnement de Sainte- Barbe.Louise Lebrun et Jocelyn Dame, dans la mise en application de la règlementation municipale liée à la protection des rives.Dans cette mème missive, ces personnes se disent constamment six nouveaux médecins qui ont maintenant rejoint les rangs du CSSS.Les six nouveaux médecins sont dejà au travail.eux qui sont arrivés à différents moments au cours de l'été.Le Dr Annie St- Amour, qui va travailler à la salle d'urgence, est arrivée en mai tandis que les docteurs Fouad Daoud (hospitalisation) et Audrey Gibeault (unité d'urgence) se sont installés en juin.En juillet, le Dr Shahryar Alipour et le Dr Timothy Lussier ont commence en même temps à travailler dans l'unite d'urgence alors que le Dr Mathieu Vincent a rejoint ses nouveaux collègues en août pour travailler aussi bien en
