Editorial ) Is municipal amalgamation the right way forward? This is not an easy question. For many, the answer is an immediate no, while for others a more considered response might fall into the grey zone of a hesitant maybe. There is no denying the social.cultural and economic landscape in the region is changing, and whether we like it or not, our local government structures will have to evolve alongside if we do not want fall behind. We have all seen the gulf widen between lofty plans for strategic economic growth and the reality of a struggling local economy out of touch in many ways with our interests as citizens. It would be foolish to think amalgamations alone would repair this, but at least it's a new angle from which we can look at the issues. With our small, rural and urban municipalities facing rising costs and falling tax bases with declining populations, the future will certainly involve our coming together, but does that have to mean redrawing borders? The key here is to avoid falling into the trap of reflexive opposition to change. What we need is a considered approach that is voluntary in spirit and cooperative in nature. After all, a municipal merger will not work if the distinct cultural specificity, history and culture of each municipality are not recognized. If not flat out rejected by Hinchinbrooke, Godmanchester and Elgin, perhaps the time is right to consider putting the steps in place for a locally developed and locally supported process that would at least explore our options. After all, we do not want to be caught years down the road.after having insisted our hands were tied, with government imposed amalgamations.120 years ago October 13, 1892 DIN HI) ORMSTOWN Alex.Mills has sold 400,000 bricks to Mr.Hutchinson, contractor, to build a factory at Beauharnois for the Montreal Blanket Co.They are being Sarah Rennie From 1.EANER archives }); 41-year-old victim's orchard.located on Route 202.Preliminary findings by the police called to the scene suggest the victim, who had been driving a Honda brand ATV.deviated slightly from the narrow path on which he was travelling, passing alongside the stump of a dead tree. With branches blocking his view, the man “collided with a big apple tree branch, causing a major injury to his shoulder,” said Sareté du Québec (SQ) spokesperson Joyce Kemp.It was this serious injury that resulted in his death.“We do not know what caused the driver to deviate from the path,” said Ms.Kemp, who added that toxicology tests will be done and a mechanical inspection of the ATV will also take place.Mr.Barré, was found on the ground by a friend.who had found it strange he had not returned.“His friend found him around 8:10 pm.but it is believed the accident happened around 7 pm.” said Ms.Kemp.He was rushed to the hospital.but died a few hours later. An expert from the SQ in accident reconstruction was dispatched Tuesday evening in order to shed light on the circumstances of this unfortunate event.According to what has been possible to determine, there were no witnesses to the accident.Well-known in Franklin, Mr.Barre is the son of Fernand and Claudette Barré, who purchased the Ferme Hillspring in 2001.In 2009.he bought the company, consisting of an orchard and sugar bush. The tragedy has left the family and friends of Mr.Barré in shock."| am very upset.| still cannot believe it.” said Claudette Barré, the mother of the victim. In a brief struck a culvert before coming to a stop in the ditch.Upon the arrival of emergency services, the young woman was found lifeless in the backseat of the car, as she had not been wearing a seat- belt.Attempts made to resuscitate her were performed without success and she was pronounced dead at the hospital.A search was carried out near the scene to establish whether another person was involved in the accident, however as no other occupant was found, it is assumed the victim was alone in the car.It is too early to tell whether alcohol or speed may be involved, but the Sûreté du Québec has suggested mechanical tests will be conducted on the car.Road conditions may also have played a role as it was raining at the time of the accident.(Agence QMI) Theft at a private home One or (translated by Sarah Rennie) After being defeated in the 2011 federal elections, the former Bloc Quebecois MP for Beauharnois-Salaberry, Ms.Claude DeBellefeuille, was appointed Deputy Director for the office of Transport and Municipal Affairs Minister, Mr.Sylvain Gaudreault.Ms.DeBellefeuille will take office on Monday.October 15, where she will be responsible for issues in relation to Municipal Affairs, Regions and Land Occupancy.Having returned to her job as a social worker for less than a year, the former Bloc MP did not lose her love for politics or her sovereignist fervour.“What excites me even more 1s to be able to take part in different measures taken by a government led by a woman. In my opinion, Ms.Marois is a model that | identify with.In addition.| am eager to see how political work is done by a party in power.which will be different from the work | was doing as a deputy.” she said.Claude DeBellefeuille already knows the new Minister.Mr.Sylvain Gaudreault, as both have worked on files pertaining to natural resources, particularly the Chalk River and Gentilly nuclear facilities.“We kept in contact with one another. He is a man who does politics differently; he is rigorous and intelligent but also very human.” Her new position will force Ms.DeBellefeuille to resign from the presidency of the Beauharnois-Salaberry Bloc Quebecois Association, which will be led in the interim by Alain Leduc. She will also be leaving her position as Human Relations Officer with the CSSS du Suroit.“This interlude of almost a year has been Queen's Diamond Jubilee Medal is, after all, an honour reserved for those who have made significant contributions and achievements, and Mr.Harper's list is quite long. His working life has been set mainly on the island of Montreal, however he returned home every night to his family and animals in Dundee. He worked with the Montreal Board of Trade from 1963 to 1994, where he served as a senior staff officer from 1981 under several titles including General Manager, Executive Vice-President and as President. And, in his three decades with the Board of Trade.Mr.Harper has been privileged to of freedom to do all sorts of things.” he adds.including work on numerous special projects and public policy issue briefs, including one for the Bilingualism and Biculturalism Royal Commission. This would prove to be the first brief to be produced in both French and English by the organization, and while his argument that businesses should be run in both languages may have ruffled some feathers, he went on to become a staunch advocate for bilingualism.“My life from then on was spent trying to present this basic philosophy and argument.” he says, noting how he appeared before the hearings on Bill 22, 63 and Bill 1, which would eventually become Bill 101.His fundamental beliefs also came to the fore when the Board merged with the Chambre de Commerce du Montreal Meétropolitain in 1992 and he was asked to serve as one of two Executive Vice Presidents of the new organization until 1994, with the mandate to handle the bilin- gualization of the newly merged body.Mr.Harper's penchant for making things happen behind the scenes has led to many achievements, however one stands out in his co-founding of Info-Crime Montreal in 1987.with the then Director of the Montreal Urban Community Police, Mr.Roland Bourget. Now, 25 years later, he remains on the Board of Directors as the secretary and Executive Director of the organization. The initial idea came to him during the Annual Meeting of the Canadian Chamber of Commerce in 1985 in Toronto, where he sat in on a lunch attended by the Directors of Chambers from across the country who were all engaged in a conversation on their involvement in Crimestoppers.Mr.Harper came back to Montreal and submitted a proposition to the Montreal police force and it was accepted. He worked as President for over six years, long enough to ensure the non-profit charitable organization became “a partnership between the police, the media and the general public and our little corporation,” he says. After leaving the Board of Trade of Montreal Metropolitan, he went on to hold several other titles at influential organizations, such as General Manager of the Chamber of Commerce and Industry of Saint-Laurent and the General Manager of the Saint James’ Club of Montreal.as well as a Director of MRRM Inc.President of the Island of Montreal Energy Efficiency Forum, Director of the Foundation of the Greater Montreal Referral Centre, a member of the Quebec Boy Scouts Council, Director of the Entreprise Centre of the Montreal YMCA as well as the Mariners House of Montreal. In his spare time, he also co-founded Anchor-Harper Publications in 1994, which he continues to operate with a Montreal address but out of an office closer to home in Huntingdon.Of late, he has decided to focus gleaner-source com - Cu sé his attention on the publishing company.which produces agendas and directories for Chambers of Commerce, Boards of Trade, Port and Airport Authorities and Corporations his son- in-law, Donald Daniel Roberge, and the less hectic lifestyle the rural atmosphere allows.Another perk of remaining closer to home is the extra time now available to spend with his family.including wife, Yvette Judd Harper, daughters Lynn, Heather and Catherine, who have all made their homes not far from Dundee, and his six grandchildren.“I have found that in my life there have been so many things | have been able to accomplish just by being open minded.available, accessible and by being interested.” he says of his achievements.“The key was that most of the September 10 to benefit the organization dedicated to providing transportation to local patients fighting cancer. The Foundation is grateful to Ms.Vaudrin and Mr.Le Mouellic, as well as their wait staff at the restaurant, the sponsors and their team for the hard work invested in organizing the event, as well as all those who came out in support. The winners of the donated prizes included Guylaine Carriere, Jessica Beauvais, Denise Latreille, Louise Leboeuf, Linda Latreille and Flavie Montpetit.Since 2006, the Betty Riel Foundation has provided cancer patients living in the Haut-Saint-Laurent with at least 1,140 rides for medical appointments and treatments through their partnership with S.A.B.E.C.In the past three months alone however, the number of individuals requesting transportation has increased and the Foundation, which prides itself on having never had to say no, has provided over 115 rides at a cost of over $7,000.“Now we can’t just hold the walk,” says Mrs.Riel, referring to the Foundation's annual Walk-A-Thon.“We have to have other fundraisers,” she says, obviously pleased they are able to continue to provide such a the program will continue though very conscious of the fact that donations will have to keep pace with users. While partnered with $.A.B.E.C., the Foundation is a separate entity offering cancer patients ten free rides to help cover the costs of cancer treatment.Donations can be made to the Betty Riel Foundation, which is located at 46 Wellington Street in Huntingdon.(Photo: S.R.) Huntingdon Scouting Group. It is indeed our pleasure to be a part of these wonderful hands-on leadership training and character building programs for youth in Huntingdon.Youth involved in Scouting become better students, more confident individuals and will become tomorrow's business and community leaders. In July 2013, the Huntingdon Scouts will have the opportunity to experience the Canadian Scouting Jamboree (C)'13) in Sylvan Lake, Alberta, from July 6 to 13, 2013.This will be the 12th Canadian Jamboree. The First Huntingdon Scouting Group has been going to Jamborees since 1977 and has been in contact with over 100,000 youth over the years.CJ'13 is expected to have well over 5,000 youth in attendance.Going to Alberta might be a once and a lifetime opportunity for some of the Scouts. The Huntingdon Scouts will be sending a total of 11 kids and 4 leaders to CJ'13.You may have seen them out, raising funds, since February 2012.The first fundraiser was a Hockey ticket raffle in March, followed by a Spaghetti supper in June.August was a busy month for the Scouts. The Super C in Ormstown gave the Scouts the opportunity to advertise their upcoming trip during a BBQ.For the Huntingdon Fair, the youth and parents built a float for the parade which won the second prize. At the Fair, the Scouts collected cans and sold food and drinks at their canteen. They were also present at the Farmers market Corn Roast and in charge of some of the games at Havelock Fair, in September. The fundraising committee's goal is to send all participating Scouts to CJ'I3, at a minimum cost.In order to reach this goal, an amount of $30 000 needs to be raised. As of September 2012.the Scouts were able to collect over $13 000 through different fundraising events and donations from community, organizations.local businesses and municipalities.Fundraising events will continue until the Scouts have reached their goal or as it gets closer to their departure in July 2013.An ongoing fundraiser and | chap- | erone attended the National 4-H , Citizenship Seminar held in Ottawa to i explore the theme “Citizenship: Proud .Canadians.” Three of the Quebec delegates ! were from the Chateauguay Valley: Ben Hooker of Howick 4-H, Lexie Tucker of ; Valley Adventure 4-H, and Emma Sutherland of Huntingdon 4-H.Caitlin MacDougall, Ormstown 4-H project leader and Quebec 4-H staff chaperoned the group, which was rounded out by Brittany Taillon of Hatley 4-H.The seminar held annually in Ottawa hosted over 60 4-H delegates and chaperones from all ten provinces.Members participated in committees, discussions, and a simulated parliamentary debate and toured the Canadian Museum of Civilization, the Royal Canadian Mint, Parliament, and the Canadian War Museum to expand their knowledge of Canada, our history, our politics and our peoples. It was also an opportunity to learn more about the diversity of 4-H across the country and make new friends. Here are some seminar highlights from the Valley 4-H’ers that attended.According to Lexie Tucker, “Most interesting, | think, was learning about Canada in a context that was different from school and history or geography courses.Learning about Canada by experiencing and exploring Ottawa amongst 4-Hers from across the country lived up to the 4-H motto ‘Learn to Do by Doing'.” Many people were surprised that the responsibilities that come with Canadian citizenship include that of protecting and enjoying our heritage and environment. For Ben Hooker, the biggest highlight occurred while attending the Canadian citizenship ceremony.“The greatest thing above all about my week in Ottawa was learning the true definition of being a Canadian citizen. It may sound like a cliché, but | find myself closer to my nation than ever before when | watched the swearing-in of new Canadians. They were thrilled to be part of a country that | was born into, and | felt like | owed it to Canada to realize how happy | am to be here. The Judge's speech also echoed the same feeling.| now see that by travelling and being bilingual | am well on my way to being a good citizen.” Emma Sutherland agreed, “The swear- ing-in of new Canadian Citizens was a new experience to me, and | was really glad to have witnessed it.| enjoyed seeing the diversity of individuals preparing themselves for a new life in Canada, especially in conjunction with the presentation we had been given the day before on citizenship and immigration.” Ben also received, on behalf of all the Quebec delegates, certificates of reaffirmation of Canadian citizenship from Judge Springate.Public speaking and teamwork skills were also developed during the conference in preparation for wu mmeggmacn += the parliamentary “0 i debate on Canadians giving up privacy for increased security.“The debate was.one of the most rewarding portions of the event.Although the government party was quite literally flattened, | still enjoyed working with my team to prepare for it,” remarked Emma.Lexie was part of the Local organizations finalists third party, and Ben and Brittany were among the opposition ranks, with Ben as party leader. All of the delegates built new friendships during the seminar.Socializing and making these connections with other young Canadians rounded out the week of learning and personal development.Members can surely say that they are “Proud Canadians.”
