second annual report of the i Public Charities Service.When preparing my first report, at this time last year, I took the opportunity of giving a brief analysis of the Quebec Public Charities Act and of explaining its working since it came into effect it on the 1st of September, 1921.I also included all the necessary information for those who wished to know the conditions under which this Act was brought into operation.This year, therefore, my task is reduced to giving you the successive il tables indicating the number of charitable institutions of our Province by which have taken advantage of the assistance offered them by this Act, i furnishing the sum total of the amounts paid to institutions, either for i settling the regular bills for hospitalization, or as a special grant to aid in the construction of new buildings or for the maintenance of certain charitable organizations, and, finally a statement of the reimbursements i made by municipalities of the amounts which we advanced for them i during the year 1923.I.\u2014 THE NUMBER OF INSTITUTIONS RECOGNIZED AS PUBLIC CHARITIES.È Last year, 117 institutions had since the 1st of September, 1921, claimed the privilege of being recognized as public charities by the Government and their requests were granted.Up to the 1st of July, 1924, 131 institutions had been recognized, that is to say that during the period of one year, DES SOMMES VERSÉES.Au cours de l\u2019année 1923-24, la somme globale de $1,045,732.51 a été dépensée par notre service pour fins d\u2019assistance publique.Le paiement des comptes trimestriels des institutions hospitalisantes a exigé sur ce chiffre global la somme de $698,195.91, et la balance, c\u2019est-à-dire une somme \u2018de $347,536.60, a été versée en octrois dits spéciaux pour aider à des constructions nouvelles ou au fonctionnement et au maintien d\u2019œuvres de charité en vertu de l\u2019article 17 de la loi.Si l\u2019on compare les chiffres du dernier exercice avec ceux de l'exercice précédent, l\u2019on constate que les sommes exigées pour le paiement des comptes trimestriels d\u2019hospitalisation l\u2019emportent de beaucoup pour le dernier exercice.Cela s\u2019explique facilement par le fait du nombre plus grand d\u2019institutions hospitalisantes qui, cette année, bénéficient de la loi, et aussi, par celui du nombre toujours croissant d\u2019hospitalisés pour le soin desquels nous avons été appelés à payer.Par contre, les octrois dits spéciaux ont été, durant la même période, moins considérables.Il importait, naturellement, vu l\u2019augmentation du nombre d\u2019'institutions hospitalisantes reconnues et du total de leurs comptes d\u2019hospitalisation, de faire preuve de prudence dans la distribution des allocations spéciales que de toutes parts, on demandait au Service de l\u2019Assistance publique.Durant l\u2019exercice précédent, il nous avait été permis d\u2019attribuer, pour aider à certaines institutions dans de nouvelles constructions, des sommes considérables, et durant l\u2019année qui fait l\u2019objet de ce rapport, nous avons été obligés de restreindre ces octrois.Cependant nombre d\u2019institutions étaient dans l\u2019obligation d\u2019étendre leur champ d\u2019activité ; chez elles des agrandissements s\u2019imposaient, l\u2019appel des indigents à l'assistance se faisait de jour en jour plus pressant, et il fallait nécessairement que le Service de l\u2019Assistance publique vint à leur aide.C\u2019est alors que le gouvernement, à la session de 1924 fit adopter par la Législature la loi 14, Geo.V, Ch.48, qui porte le nom de \u201c\u2018 Loi modifiant la Loi de l\u2019Assistance publique de Québec.\u201d IV.\u2014 ANNUITÉS COUVRANT L\u2019INTÉRET ET LE FONDS D\u2019AMORTISSEMENT D\u2019EMPRUNTS CONTRACTÉS PAR LES INSTITUTIONS.A la dernière session, la loi de l\u2019Assistance publique était par conséquent, modifiée en y insérant, après l\u2019article 17, le suivant : \u201c 17a.Le Lieutenant-Gouverneur en Conseil peut aussi, sur recommandation du Service de l\u2019Assistance publique, s\u2019en- \u2014 9 \u2014 1 III.\u2014 STATEMENT OF SUMS PAID OUT.\" During the year 1923-24, the total amount of $1,045,732.51 was i expended by our bureau for public charities.The payment of the quarterly accounts of the charitable institutions took $698,195.91 of this total and g the balance, that is to say $347,536.60 was paid out in so-called special F grants to help with the construction of new buildings and to assist in the 4 maintenance of charitable works in accordance with Article 17 of the Act.; If we compare the figures of this last year\u2019s expenditure with those of the preceding one, we find that the sums required for the payment of the quarterly accounts of the charitable institutions in this last year far exceed those required for the year before.This is easily explained by the fact that a larger number of charitable institutions have benefitted by : the Act this year and also by the fact of the ever increasing number of il patients for whose care we have been called upon to pay.On the other bi hand, the so-called special grants for the same period have been considera- i bly less.i It was naturally necessary, seeing the increase in the number of recognized charitable institutions and in the total amount of their accounts for care given, that we should exercise some prudence in the distribution i of the special grants for which the Bureau of Public Charities received ji requests from all sides.During the preceding year, we were able to assist some institutions in their building operations with considerable sums and during the year which is the subject of this report we have been ; \" obliged to curtail these grants.In the meantime, many of these institutions were obliged to extend their fields of activity ; they were forced to enlarge bi their property, the appeals of the indigent for help were daily becoming Ni more pressing, and the Public Charities Service had to come to their aid.Ki It was at that time that the Government, during the Session of 1924, had i Act 14, Geo.V., Ch.48, which is known as the Act amending Quebec Public Charities Act, adopted by the Legislature.\" IV.\u2014 ANNUITIES COVERING THE INTEREST AND SINKING i FUND OF LOANS CONTRACTED BY INSTITUTIONS.ET At the last Session of the Legislature, the Quebec Public Charities El | Act was consequently amended by the insertion of the following after El Article 17 : \u2014 i \u2018 17a.The Lieutenant-Governor in Council may also, ; upon the recommendation of the bureau of public charities, HANNE NRE ANN RN \u2014 10 \u2014 gager envers une institution de charité, pour le nombre d\u2019années nécessaires, à lui verser annuellement, à même le fonds de l\u2019Assistance publique, une somme équivalente à celle nécessitée pour le paiement des intérêts annuels et du montant destiné au fonds d\u2019amortissement du ou des emprunts que la dite institution aura contractés pour des fins d\u2019assistance publique, après entente avec le dit Service.\u201d En vertu de cette clause nouvelle, plusieurs institutions ont pu jouir de sommes considérables que nous n\u2019aurions pu immédiatement leur fournir mais dont le remboursement est assuré par les annuités qu\u2019elles recevront.Véritables octrois qui leur permettront de développer leurs œuvres, dont elles ont pu toucher la somme globale, et qui seront payés sur une période prolongée d\u2019années par le Service d\u2019Assistance.L'Hôpital Notre-Dame, de Montréal a, dans ces conditions, emprunté $100,000.00, et, pendant 15 ans, le Service de l\u2019Assistance publique lui versera annuellement la somme de $9,876.88 pour lui permettre d\u2019opérer son remboursement et de payer ses intérêts; l\u2019Hôpital St-Vincent-de-Paul de Sherbrooke a emprunté $150,000.00 et recevra, pendant 20 ans, la somme de $12,552.00 ; l\u2019Hôtel-Dieu St-Joseph, de Montréal, $200,000.00 à 20 ans et nous lui verserons la somme annuelle de $16,736.00 ; L\u2019Aide à l\u2019Hôtel- Dieu du St-Sacrement, de Québec, $150,000.00 à 20 ans, recevant annuellement $12,552.00, et, en dernier lieu, l\u2019Hôpital des Sœurs de la Providence, de la Rivière-du-Loup, $50,000.00, et à qui nous verserons pendant 20 ans $4,184.00.Dans ces conditions nouvelles, les emprunts contractés par les institutions ont été négociés avec une facilité et des avantages que tous comprendront.: V.\u2014 APPROBATION DE L\u2019ORDINAIRE DANS LE CAS D\u2019INSTITUTIONS DIRIGEES PAR DES COMMUNAUTES CATHOLIQUES ROMAINES.La seule autre modification apportée à la loi d\u2019Assistance publique, à la dernière session de la Législature, consistait dans l'insertion, après l\u2019article 18, du suivant : \u201c 18a.Tout contrat fait à compter du 15 mars 1924, avec une institution de charité, par une communauté reli- gleuse catholique romaine, doit recevoir l\u2019approbation de l\u2019Ordinaire du diocèse dans lequel est située la dite communauté.\u201d enter into an undertaking with any charitable institution, for the necessary number of years, to pay to it annually, out of the public charities\u2019 fund, an amount equal to that required for the payment of annual interest and the amount destined for the sinking-fund of the loan or loans which the said institution shall have contracted for the purposes of public charity, after agreement with the said bureau.\u2019 In virtue of this new clause, a number of institutions have been able to have considerable sums which we could not have handed over to them at \u2018once, but the payment of which is assured to them in the annuities which they will receive.These are real grants which will permit them to develop their work, and which will be paid them over a prolonged period of years by the Service of Public Charities instead of in one block amount.Under these conditions, the Notre Dame Hospital of Montreal has borrowed $100,000.00 and the Public Charities Bureau will pay it the sum of $9,876.88 annually for 15 years to help it reimburse the loan and pay the interest thereon ; the St.Vincent de Paul Hospital of Sherbrooke has borrowed $150,000.00 and will receive the sum of $12,552.00 annually for 20 years ; the Hotel-Dieu St.Joseph of Montreal $200,000.00 for 20 years and we will pay it an annual sum of $16,736.00 ; L\u2019Aide à l\u2019Hôtel-Dieu du St.Sacrement, Quebec, $150,000.00 for 20 years receiving annually $12,- 552.00, and finally, l'Hôpital des Sœurs de la Providence of Rivière du Loup, $50,000.00, and we will give it $4,184.00 annually for 20 years.Everyone will understand how much easier it has been for institutions to negotiate loans under these new conditions.V.\u2014 SANCTION OF THE BISHOP IN THE CASE OF INSTITUTIONS MANAGED BY ROMAN CATHOLIC COMMUNITIES.The only other modification of the Quebec Public Charities Act which was passed at the last Session of the Legislature consisted in the insertion, after Article 18, of the following : \u2014 \u201c 18a.Every contract, made from and after the 15th day of March, 1924, with a charitable institution directed by a religious community of the Roman Catholic faith, must be approved of by the Ordinary of the diocese in which the said community is situated.\u201d \u2014- 192 \u2014 Conséquemment, depuis le 15 mars 1924, toutes les institutions de charité dirigées par des communautés catholiques romaines, qui ont demandé d\u2019être reconnues d\u2019assistance publique, de même que celles qui ont sollicité la faveur de se prévaloir de l\u2019article 17a relatif aux emprunts dont il a été question plus haut, ont porté l\u2019approbation de l\u2019autorité épiscopale du diocèse intéressé.C\u2019est ainsi que les demandes de l\u2019une et de l\u2019autre nature, émanant des institutions suivantes: l'Hôpital St-Vincent- de-Paul de Sherbrooke, l\u2019Orphelinat St-Dominique, des Trois-Rivières, les Sœurs de la Providence de Montréal, l'Hôpital de la Rivière-du-Loup, l\u2019Hospice Gamelin de Montréal et l\u2019Hospice de la Providence, de Mai- sonneuve, n\u2019ont été admises à la considération du Service de l\u2019Assistance publique qu\u2019après approbation de telles démarches de la part des évêques dont elles dépendent.VI.\u2014 MODIFICATION AUX RÈGLEMENTS.Les règlements qui gouvernent le Service de l\u2019Assistance publique et dont j'ai donné une longue explication dans mon rapport de l\u2019an dernier, n\u2019ont subi qu\u2019une légère et unique altération.Le Lieutenant-Gouverneur en Conseil a inclus dans la classe \u2018 C27\u2019 des hospices qui comprenaient déjà les épileptiques, les paralytiques.Depuis la mise en vigueur de ce nouveau règlement, les hospices qui ont parmi leurs hospitalisés des épileptiques et qui reçoivent la somme de 38 sous par jour, comme étant les deux tiers du coût d\u2019entretien de tels indigents, reçoivent la même somme pour les paralytiques qu\u2019elles abritent, au lieu de 30 sous, comme précédemment.VIT.\u2014 CONCLUSION.Il est de mon devoir de porter à votre connaissance que les rapports qui ont existé entre le Service de l\u2019Assistance publique et les diverses institutions qui bénéficient de la loi de l\u2019Assistance, ont été constamment empreints de la même bonne foi, du même esprit de confiance et de la même cordialité qui les ont toujours caractérisés et dont je me plaisais à vous apporter le témoignage dans mon rapport de l\u2019an dernier.Toutes ont tenu à marquer leur reconnaissance pour ce qu\u2019elles ont appelé \u201c les bienfaits reçus\u2019\u2019, et les officiers de mon Service, ainsi que moi-même n\u2019avons eu qu\u2019à nous louer de tels rapports.J'ai l\u2019'honneur d\u2019être, Monsieur le Ministre, Votre tout dévoué, Le directeur du Service de I\u2019 Assistance publique.ALPHONSE LESSARD, \u2014 13 \u2014 Consequently, since the 15th of March, 1924, all charitable institutions under the management of Roman Catholic communities which have asked to be recognized as public charities, as well as those which have desired to avail themselves of the benefits of Article 17a relative to the loans already referred to, have forwarded, with their requests, the approval of the episcopal authority of the diocese to which they belong.It is thus that the requests of one kind and another from the following institutions, L\u2019Hôpital St.Vincent de Paul of Sherbrooke, L\u2019Orphelinat St.Dominique of Three Rivers, Les Sœurs de la Providence of Montreal, L\u2019Hôpital de la Rivière du Loup, L\u2019Hospice Gamelin of Montreal and L'Ho:pice de la Providence of Maisonneuve were not considered by the Public Charities Service until such steps had been approved by the bishops of their respective dioceses.VI.\u2014 MODIFICATION OF REGULATIONS.The regulations which govern the Quebec Public Charities Service, of which I gave a long explanation in my report of last year, have been subjected to only one slight alteration.The Lieutenant Governor in Council has included in class \u2018\u201c\u201c C-2\u201d the institutions which already contained epileptics and paralytics.Since this new rule has been in force, the institutions which have epileptics among their inmates and which receive the sum of 38 cents per day, being two-thirds of the cost of maintenance of such indigents, will receive the same sum for the paralytics whom they shelter instead of the 30 cents which they previously received.VII.\u2014 CONCLUSION.It is my pleasant duty to tell you that the relations which have existed between the Public Charities Service and the many institutions which partake of the benefits of the Quebec Public Charities Act have constantly been marked with the same good faith, the same spirit of confidence and the same cordiality which have always characterized them and to which I was happy to testify in my report of last year.They have all expressed their warmest thanks for what they call ¢ the benefits received\u201d, and the officers
