The annual general meeting of the Westmount Municipal Association, open to the public, will be held in Victoria Hall on Tuesday evening when the election of officers: for the ensuing year will take committee.Appointment of an auditor will also be made.After serving two terms as president of the association Brock Thompson has turned in his resignation which will be officially accepted at the \u201cdrive on baldness,\u201d instead of acceding to the request, he launched into a defense of bald-headed men, though he still has some hair left on his own thatch.He pictured those lacking Pair on their pates as intelligent, kindly, tolerant, and good-natured, and regretted any effort to bring these individuals into opprobrium.And is there not a good deal of sense to what Mr.Curran says?After all, of what earthly use is a good head of hair?In times when men did not have comfortable heatigear, through the chinks of log houses, it might have served some purpose in keeping the scalp warm.Now to the effect that to be proceeded with.The terminal, it is true, will cost twelve million or more, but against that must be placed reduced cost of terminal activity, and the greatly increased value of property both along the lakeshore ard the south shore which is sure to follow modern, fast rail service.It is probable that increase in property value on the south side of the St.Lawrence alone will total three or four times the cost of the terminal.When we consider the railway position in Canada\u2014what we often call the railway \u201c'problem\u2019\u2014we frequently forget that if it weren't for the railways property now valued at billions would shrink to little or nothing.And the C.N.R.badly needs new terminal facilities here.As a matter of fact, under present conditions, if the improvement in the western crop.The revenues in the last quarter of the year indicate a cessation of the downward {rend, and there now appear definite indications of the trend turning upwards again, The problem of reducing expenses in the face of declining traffic was made more difficult than it otherwise would have been on account of increases in the price of fuel and other supplies, the restoration of wage rates to pre-depression levels in Canada \u2014 agreed upon early in 1938 and fully operative on April 1, 1938 \u2014 and an increase in wages above pre?depression levels on United
