and it will drive home to Americans the extreme thinness of the veil that marks the dividing line between their ideals and those of the British.* There are ‘’leaders‘’ in Germany, Russia, ‘and Italy — leaders whose position is main- “ tained by the force of armed might, whose in- “dividual will is law, whose ‘governments’ are ‘called together not to discuss and reason together on the important problems of the day, but simply to sit in silence and hear the will of one mind.In British countries, the leader is the King — but what a different conception -of leadership he symbolizes! Through many centuries British peoples have developed government by the strength of the collective mind. When the King speaks, he speaks for and on the advice of his ministers, who, in turn, have reached their decisions in open and free discussion, and have advised their leader, ‘or King, of their collective decision. This decision, the King is bound to take. There is an old saying to the effect that "the King can do no wrong.‘ That means that he carries no responsibility for the decisions he makes, he is simply the spokesman for his ministers whose blame it is if the King is wrongly advised. At no time in the history of the two countries have British-American relations been better than they are today. The unusually comprehensive trade treaty recently effected between Britain, Canada, and the United States has already greatly strengthened the bonds of friendship all round.Sentiment, reinforced by ‘good customer’ relations, makes for bends of mutual esteem that are not easily broken.Sharing political and social ideals, with unbounded confidence in the good faith of each other, Canada-U.S.-British relations today are an example to the entire world. The Royal visit to the United States will emphasize these considerations, and cannot help but bring the two great empires still closer together. Not long ago an American professor suggested that the two Anglo-Saxon peoples share a common national anthem, the first verse to be from the British ‘’God Save the King,” the second from the American My Country ‘Tis of Thee”, and the third as follows: Two Empires by the sea, Two peoples great and free, One anthem raise. One race of ancient fame, One tongue, one faith, we claim, One God whose glorious name, We love and praise.QUEBEC'S BEER POLICY The levy of additional Provincial taxes on beer, recently announced, is surely not calculated to strengthen the policy of temperance on which the Quebec Liquor Commission was founded.Indeed, a program designed to restrict the use of beer will inevitably lead to intemperance with consequences as bad or worse than those which led to the establishment of the Commission. The policy which has been pursued during the past few years seems to be designed to increase the sale of Commission brands of liquor, and the subsequent profits of the commission, regardless of the public welfare.Private brands have been discriminated against in the matter of taxation, while beer, which is seldom elsewhere classified as an alcoholic beverage (so low is its alcoholic content) is not only classed by the Commission among alcoholic beverages, but its use is actually discouraged by taxation. The Commission would do well to reflect that in 1667, the 'Intendent Talon, greatly concerned over the spread of intemperance among the settlers, consulted with the leaders of New France to find a remedy for the evil. The remedy proposed, and endorsed by his advisers, was to establish a brewery and encourage the use of beer.| At one time this Province enjoyed a reputation throughout Canada and the United States for the saneness and temperance of its liquor policy, but the policy now being pursued will soon dissipate that good opinion, we tear.THE WESTMOUNT EXAMINER STOP ME.IF YOU'VE HEARD THIS ONE Suburban Bliss You know by the smile that plays ‘round his lips ; Contentment is brimming his cup; .He's a commuter, and ev'rything's swell— The peas and the onions are up! and then you may spy the little brown-streaked singer on a fence-post or a hedge beside the ditch. But as you draw near it will surely turn and fly away from the road, showing a rear view that ‘proves its identity beyond a doubt: a tail with pure white shafts. The Junco is the only other bird of similar size which has just such a tail; however it is grey, not brown, and its song is merely a simple trill like the tinkle of a tiny silver bell.In both voice and looks the Vesper Sparrow resembles the Song Sparrow more than any other bird. But its breast, instead of having the prominent black triangle, is white streaked with dark.A fairly close view is required to see its chestnut shoulders which account for the name “Bay-winged Bunting” being occasionally applied to it.The words “Bunting”, “Finch” and “Sparrow” are practically synonymous. Some people call this bird “Grass Finch” because of the way it scuttles off through the grass at anyone's approach. That name also is quite suitable, because the Vesper Sparrow not only hops through the grass of the weedy pastures or fields in which it customarily makes its home, but does its food hunting right there and constructs its nest on the ground, using grass as the principal building material.Rootlets are often woven in with coarse grass to form the nest which is then lined with finer grass and, if at all possible, long hairs. The four or five eggs, though they have a white ground, are so plentifully blotched with brown splashes as to be well camouflaged. The Vesper Sparrow eats weed seeds all year round; and in summer it not only consumes large quantities of destructive insects.such as grasshoppers, weevils and caterpillars, but also feeds them to its young, As nestlings have enormous appetites, and Vesper Sparrows are to be found throughout North America, these birds alone must be extremely useful to our farmers. Are Mr.and Mrs.Black-poll Warbler similar?t— 7 * | St, Andrew's Church | 1 i Notes | x —* Services of patriotism will be held Sunday in St.Andrew's Church, when Dr.F.W.Kerr will take as his morning theme “God Bless Our King and Queen”, He will show the significance and influence of the monarchy in the British constitutional system, as well as his increased importance to Canada since the Statute of Westminster. The value of patriot- isin will be stressed as a power to bind together our World-Empire, in order that it may play its part worthily in the development and peace of mankind, At the evening service, motherhood will be honored, and Dr.Kerr will preach on the beauty, the sacrifice and the mystery of motherhood.ROYAL VISIT MEDALS More than 2,500.000 of the bronze medallions to be distributed to school children throughout Canada to commemorate the visit of the King and Queen have been struck already at the royal mint in Ottawa ,it was learned.Other medallions in silver, bronze and other alloys will be turned out fo purchase by the public.St.Andrew's Church Cote St.Antoine Road at Stanton Strect.Minister: Rev.F.W.Kerr, D.D.— PATRIOTIC SUNDAY 11.00 a.m."God Bless Our Kir and Queen.” Patriotic hymns an anthem will be sung, and the entir congregation is urged to br at this service and to pra for the safety of their Gra cious Majesties! p.m."The Mystery of Moth erhcod.” Rev.F.W.Kerr, D.D.at Both Services development of their individual capacities by lack of the material necessities of life, where treaties are subject to periodic review and Jaw and order preserved by sincere altempts to resoive the causes of aggression and treaty breaking HOWARD S.ROSS, K.C.BARRISTER and SOLICITOR 1 suite 310, 57 St.James St., W,, Montreal Telephone HA.9238 Evenings by Appeintment at 2035 Grey Ave.Af | Mayd W Ww.R.meeti held i A drawn West event, the lod Fe PU GH LA Fune wi ten Fries tribute Wilson avenue Wray, service Gilbert termen cemete on Tu Well Mr.W etor o journa.insura Montr R.Wi Montr ing th Mr.ried M of Moi last daught Smith Norcro sons, R Victor, son, Fi A 1 Jockey and in bowlin Club, Smith Mathis N te | € 9 — | ar- un- set- end well ard the are en- eet, you ked dge raw fly z a tity ure the size ow- and rill ell.les- ong her of tri- ark.| to lich ged ap- 1g”, ‘ac- pird Nay ass me the ops edy oes and ind, ild- ten to ned )08- ive nite hed vell ced rge cts.and 1 to en- per gh- rds | to poll ' - _ be w’s vill rod He in- the nce of otto re, art ind ing on- the the ited an- ; Mec.Naughton, In order to advise residents on the danger of rats to public health and the steps that should be taken to exterminate them, the following article was released this week by Dr.McNaughton in collaboration with A.L.McNab, city health inspector: “The Dominion Department of Agriculture at Ottawa has published a leaflet on rats and mice, giving valuable information, extracts of which are repeated here.“The Brown or House Rat (Rattus Norvegieus) invades houses, stores, markets and outbuildings, destroying property as well as devouring groceries, fruit, vegetables or anything edible, “Everywhere it destroys continually, causing damage amounting to millions of dollars annually, and yet its presence is tolerated.“The rat is more destructive than all other wild animals combined.“As a health hazard, rats have been guilty of bringing death to millions of human beings “From the filthy conditions in which they live, the attacks of disease they are subject to, which in turn can be carried to man by the fleas that infest their bodies, the rat can be a constant danger to our health.“In past centuries, epidemics of bubonic plague, which carried off millions of people in Europe, was traced to the rat as a carrier.“Typhus fever, and even infant- Drive Instituted To Rid City of Rodents île paralysis, have been blamed on the rat as a possible carrier.Habits of Rats “Though the rat can live on anything edible, they prefer the same kind of food as human beings and do not stay long in a place where it is not plentiful.Control of Rats “First of all, they must be prevented from getting into places where they can get food or rear their young.By ratproofing and closing all apertures in foundations, or where water-pipes enter buildings, having doors bound with sheet metal, and all holes closed with cement or like material, their entrance to buildings and nesting places is prevented.“In our cities,’ accumulation of refuse and uncovered or scattered garbage is a constant source of food and protection to this filthy animal, “The City of Westmount is anxious to eradicate or at least control this menace. To help in this effort every house should be provided with metal garbage cans with tight covers, which should be kept in place constantly, according to By-law No.273, “All accumulation of rubbish about ardens and yards giving cover or food for rats should be carefully cleared away, “The City of Westmount Health Department is ready to exterminate the rats by a method approved and carried out in most cities, which is absolutely harmless to pets or domestic animals. The outstanding feature of this exterminator is that the rat leaves the building or hole he inhabits in search of air and water and is found dead outside.” Referring to the art of making friends as one of life’s most important attainments, Baz O’Meara, sports editor of the
