Those Affecting the Closing of Gas Stations on the Sabbath and the Act Prohibiting the Sale of Beer by Grocers in This Municipality Modifications to the present laws governing closing hours for establishments, the operation of gasoline stations on Sunday and the sale of beer by grocers doing business in this municipality will be discussed at the general meeting of the Westmount Business Association to be held in Victoria Hall next Wednesday evening at 8.30 o'clock. All these questions are considered of vital interest. The meeting is open only to members. There is a group within the association clamoring fér some form of legislative modification against laws which they figure curtails their business or tends to enduce the purchasers to go into other dis- EX - LIEUTENANT OF WESIMOUNT FORGE PASSED Retired Lieutenant George Hain Dies in Ireland — War Veteran Retired lieutenant of the West- mount police department, Georg: Hain, died in Ireland October 21, according to word received here this week.ne Lieutenant Hain retired from the force in June after 30 years’ service with the deparment. He had been given three months leave of absence in March. He took up residence in Ireland shortly after leave was granted, along with his wife and daughter, Mrs.Millie Fullerton, The popular officer was born in Fifeshire, Scotland, where he received his education, He enlisted in the Scottish Light Horse at the outbreak of the South African war and at the close of hostilities came to Canada and became a member of the Westmount Police force. When the Great War broke out he joined the re-enforcing company of the Royal Highlanders of Canada and served overseas during the entire course of the war, He re-joined the Westmount force in 1919.In November 1931 he was promoted to lieutenant. Many friends in Westmount will regret to hear of his passing.W.A.WOOD RECEIVES NEW APPOINTMENT W.A, Wood, formerly District Manager, Time Recorder Division of International Business Machines Limited, has recently joined the Intrepid Time Recorders Limited as Sales Manager.Mr, Wood, whose father, W.A.Wood, opened the first factory in Canada for the manufacture of time clocks, is the fourth generation of the Wood family to be engaged in this business. He is well known in Montreal and other parts of Canada, as an authority on Lost records and time recording equipment, pn an *tricts. There are several who hold the view that the law regarding the closing hours should be amended so as to conform to the change of business traffic. Some merchants believe that it would be preferable to be made to close an hour earlier Saturday night and remain open later Friday night. They say that late trade Saturday night is dwindling, but that on the other hand many residents in Westmount go shopping Friday evening and the local stores, being closed they must shop elsewhere, Changing Trend Some members of the association were assigned the task of surveying this changing trend in shopping practices a year ago and many have become convinced that their is a definite veering toward Friday shopping as against purchasing late Saturday night. The members feel that if the majority become satisfied of this they could agree to lop off an hour Saturday and have closing extended an hour later Friday. If this is adopted representations will in due coûrse be made to the City hall to have the by-law now in force amended. The question of the gasoline stations is a recurring one, but the members are again going to be asked to confront it and give their answer. Many sce rio reason why gasoline stations should not be allowed to operate on the Sabbath. They figure that it has not caused the residents to refrain from Iill- ing their automobile tanks at stations outside the limits of the municipality.Spread throughout the year this loss incurred through the dominical purchases of gasoline elsewhere is considerable, they claim, and something should be done to correct the present situation.Sale of Beer The sale of beer by Westmount grocers is a question that has remained an amusing one for the association these last few years, but there is a group of merchants for it.They contend that the local residents make beer purchases elsewhere and that the granting of beer permits to grocers would but regularize a situation that already exists with the exception that the beverage is bought just outside the limits of the city.It is known that the City of Westmount has always been against this and the beer permit may prove to be a hard nut to crack. However the association will discuss it.This is one of the few meetings (Continued on Page 2) Temple Emanu-El To Hold “Get Acquainted Night” Wednesday evening, November 22, the Men's Club of the Temple Canadian Militia standards.Hi-Y Members Visit Iverley Settlement Thursday night the Westmount Hi-Y Club had its usual supper meeting. After the regular business had been attended to, President Elaine Leger conveyed to the girls the invitation of the staff of Iverly Community Centre to visit the settlement, which the club eagerly accepted.Sixty members went down to the Coursol street building. After an address by Miss Vail, the directress, the girls were shown through the building, several being sufficiently interested to volunteer their services, The club is very grateful to the staff of the settlement for their kind- ness in entertaining the girls.RECENTLY MARRIED Rev.Frank S.Morley, D.D., of Stanley Presbyterian church, and his bride, the former Miss Mary Harris, of St.Catharines, Ont., whose marriage took place recently in St.Catharines.Dr.and Mrs.Morley have taken up their residence on Mountain avenue, Westmount, Bishop Sovereign Relates North’s Importance -In- Address At High School The importance of Canada’s northland which will no doubt some day become the centre of Canadian industry, was stressed by Rt.Rev.A.H.Sovereign, Bishop of Athabaska to the boys in the four forms of Westmount high school this week, His Lordship referred to the speech made by Lord Tweedsmuir last autumn after returning from an extended tour of the sub-arctic zones across the country. At that time the Governor-General declared “Canada’s future lies in the heart of her Northland.” On an expansive colored map of the Dominion of Canada Bishop Sovereign traced some of his exciting travels.Pointing to a sparse- ly-populated section of the map which represented the Peace River District, he told in a few words how the people of that region earned their livelihood. He dealt primarily with the prize wheat-grow- ing competition; the fine specimens of grain which after careful cultivation were taken to the Chicago Fair each year for the judging and awarding of trophies. He particularly pointed out the great pride these producers had when they were preparing for the contests and explained the reasons for the unusual excellence of the wheat in such northerly regions.Three reasons were given for the successful growing of wheat where most people think only frost and snow exist. The rich, black, loam qualities of the soil, the ten weeks of hot, penetrating sunshine and a thin, soft, sub-strata of absorbent clay are responsible for the fruitful results, Leaving northern Saskatchewan the audience were mentally transported to the Yukon (a district with which the speaker was especially familiar) where he related many of his more humorous personal experiences. To the general amusement of all he described a baseball game played by Eskimos and a few English boys at one o'clock in the morning—in broad daylight.Laying great stress upon the oft-repeated observation that the aeroplane was responsible for all the big mining development north of the sixtieth parallel; the Bishop contrasted the ten days he had taken on an overland route to Great Slave Lake with the twelve hours he had taken on a return trip by air.The clergyman said that while motion pictures and effective and realistic illustrations in magazines did a great deal to stir appreciation for the part played by the airways, one really had to be on hand when a giant ship with her propeller whirring was about to take off with a load of heavy machinery for sume distant point.YOUTH CONFERENCE SUBJECT OF TALK The Girls Hi-Y club of West- mount High School met last Thursday,Elaine Leger presiding. After the business had been attended to, the girls were addressed by Gordon Hendery, who is president of the Boys Hi-Y, He spoke on the World Youth Conference, held last summer in Amsterdam, which he attended as representative for a number of Westmount organizations. The girls found his account of the conference of great interest. The president announced that the next meeting would be omitted because of the Inter Hi-Y dinner on Friday night, after which the meeting was adjourned.FOOT INJURY William Piper, 412 Fourth avenue, Verdun, sustained a foot injury when the bicycle contribute to Canada's first war appeal—the Red Cross. With the outbreak of war, the demands upon the Red Cross have been severe—three million dollars is being asked in this first appeal to the public, of which eight hundred thousand is expected from the Province of Quebec. The magnitude of the work done by ‘the Canadian Red Cross in war time was im- sressively illustrated by the Prime Minister in Ris radio address opening the campaign: “The task before the Red Cross can best be visualized by a glance at its record of performance in the last war .the Society raised more than $9,000,000 in Canada for its own needs, Waised another $6,250,000 for the needs of ‘the British Red Cross Society, and sent over- eas materia's and hospital supplies to the yalue of another $20,000,000.Once again the Canadian Red Cross is faced with war and its attendant suffering, The magnitude of its , present .task may vastly exceed even that of “the last Great War.” That objective of the “ present drive will be met is assured, but only ; so if everyone does his bit.Collections locally will be under the chairmanship of Mrs.J.Les- lle Hodges, who has over five hundred vo:un- tary women workers ready to assist.FOOTBALL PLAY-OFFS With the Eastern Canada football season drawing to a close, it is interesting to note that In addition to London, Ontario, where University of Western Ontario won the intercollegiate title, four cities are still in the running for the two other senior championships — Ottawa, Toronto, Sarnia, and Montreal.Rough Riders meet Argos, and Sarnia meets Westmount in the firs?of two-game play-offs in the O.R.F.U.and Interprovincial, respectively, on Saturday afternoon, the winners to meet for the Eastern Canada title and the right to meet the Western Canada titlists for the Dominion crown early in December.|t is seldom that the finals have been spread around among so many cities as is the case this year, and the game shou'd benefit thereby.Just how Westmount will fare in the quest for the Dominion tit'e is problematical, for although the locals should clear the Sarnia hurdle, the next one, probably Ottawa, is an obstacle of vastly greater proportions. If the local team aets through to the Dominion finals this year, they will stamp themselves as one of Canada’s all-time great football aggregations.HOW'S YOUR AIM TODAY?Maybe you haven’t drawn a bowstring since you wore short pants. But listen to this: “In the practice of archery we have something resembling the principle in a man's moral life. When the archer misses the centre of the target he turns round and seeks for the cause of his failure within himself.” Confucius contributed that one about 2500 years ago.And how it fits today! How it applies to the man who misses his objective by a mile and then aoes around yelling about all the adverse conditions under which he unleashed the arrow, or started a new business plan, or any one of a dozen things which you and | do every day. You'll find plenty of people in need of wise old Dr.Confucius’ medicine among your associates.Maybe you'll find someone by taking a second peek in the mirror next time you shave.Yes, most of us can do quite a lot more turning round and seeking the cause of our failures—directly back of our own necktie.Who knows but we may all become better archers or better planners or better people if we do turn round and put our finger on even one fault. At any rate it will be a lot quieter in an alibi-less world.MACHINE-GUNS AND TANK RIFLES The difference in the kind of fighting expected in this war is best illustrated in the composition of the British Expeditionary Force. In 1914 some 60 out of every 100 men were infantry soldiers. In 1939 only 20 out of every 100 are infantrymen.i Where machine-guns were few and far between and anti-tank rifles were unknown in 1914, each battalion now has 50 machine- guns and 16 anti-tank rifles. With weapons like that, the British boys ought to mow them down.BOOK | REVIEW HOWARD $ ROSS “Recognition and Enforcement of Foreign Judgments in the Com- on Law Units of the British Commonwealth” by Horace Emerson Read, Professor of Law, University of Minnesota.Harvard University Press, Cambridge, Mass.Price: $4.00; Pages: 871.Examining basic legal theory from a largely original point of view and in the light of data derived from an unusually wide base, Professor Read here brings together for the first time the judicial and legislative experience on foreign judgment, of those countries in the British Commonwealth in which the law is founded upon the English common law as distinguished from the Roman, or civil, law. Those countries include Great Britain (excepting Scotland,) Ireland, Canada (excepting Quebec,) Australia, and New Zealand.By analysis and comparison he has welded the case-law of those countries into an Anglo-Do- minion law of foreign judgments. He has not only investigated the precepts which the cours have developed but has also attempted to discover and formulate the theory which has emerged in the course of their rationalization of those precepts.Several chapters are concerned with the ju-isdiction of foreign courts; ard hers Mr.Read is constructively critical and makes some useful suggestions for legislative imnrovement of present legal rules. His last two chapters are devoted to enforcement of foreign judgmen:s.The volume 1s dedicated to John Delatre Falconbridge, K.C.Scholarly Architect of Law.” Professor Read points out in his Forward that since 1984 two notable books within the field of Anglo-Dominion conflict of laws have been published: “Private International Law” by Professor Cheshire predominantly English and “Conflict of Laws with Special Reference to the Law of Quebec (1987)” by Walter S.Johnson, K.C., of the Montreal Bar.Book 1 deals with the legal nature of a foreign judgment; Book 2—Jurisdiction of Foreign Courts; Book 3—Enforcement of Foreign Judgments. In the Appendices un- Words for £ Le 35 CLASSIFIED AD f ?à : : _ AGENTS WANTED FOR SALE FOR SALE FOR SALE j ARE You THE MAN: You will PING PONG table first class condi- THREE-PIECE chesterfield sulte in| BOY'S OVERCOAT, grey Herring- 3 a oom ng pros overy hour sell- tlon, WA, 4696, V-207| good condition, DE.3571.V-203| bone 12-14 years, beautifully lined.: nt ver pen eo hocesat es used STANTS racoon cont, size 40-43, oxcel- BUNNY EVENING COAT, 16, knee English doli's pram, navy blue, DE.: business ome YOU LA ve & told lent condition.little worn, sacrifice, length lined ivory velvet, like mew.2423.V-199 3 months. If you are Ured of working $85.00, Call after 7, 2287 Old Orchard, Man's overcoat, 36, $3.00.WA.3116.| TWO PIECE chesterfisid, perfect $ to earn profits for someone else OWN Apt.26.V-206 V-202| condition, 320.00.WA.4616, 5251 Gre- ! rule for every type of winter hat except those designed for evening wear. The “cocher” crown, a bit modified from those of the French milliners, is conspicious in all the London shops. One designer has created a slight variation of this in what he calls his “waisted crown,” he is showing models which have a wide boned band, laced at the front like a corset.+ * * One model in black felt has a deep “corset” of black satin edged at the top with narrow bluck lace, with the same lace at the edge of the brim.Rose Bertin has a striking “cocher” model in two shades of cyclamen velvet, light in the front and darker at the back falling in a snood effect.% 3» + Hugh Beresford makes a small, black felt hat, reminiscent of the 1880’s with a narrow rolling brim with plumes of magenta marabou standing at the back, flanked with loops of magenta velvet ribbon with long ends falling to the shoulder—a perfegt complement to the bustle frock of the same period, * * * The English woman is devoted to the beret, and one finds this type of hat featured by many of the London milliners. As a rule, this season’s beret takes the form of a halo, standing high at the front, instead of at the side.Pis- sot and Pavy have designed a lovely model in soft black felt, which is swathed across the forehead with a gold dagger thrust through the high front.¥ * æ Hugh Beresford adds glamour to his new black berets by placing a bit of stiff black taffeta ribbon embroidered in heavy gold or silver dots across the forehead ending in stiff ends at the side.Mad- are always in fashion in England because of their flattering qualities.Madelon Chaumet has a charming model in henna-colored felt, squashed in at the sides, with a high folded crown and almost covered with ostrich pom-poms, on many of the dressjer models, as for instance, a little cinema toque, which is composed of a big bow of royal blue velvet ribbon, extending over the head with three big, blue feather pom-poms at the front. The same milliner is using tiny coq feathers for a little theatre toque with a little pointed crown, and another model is made entirely of black pigeon feathers with a pink feather pom-pom on the upturned side, * # * English sport hats are as famous as English tweeds, and this season's models are especially jaunty, as well as practical, fitting tightly over the head with ali sorts of intricate crowns, folded, crushed-in, draped or slightly steeple-shaped, and rather wide brims, often turned up smartly at the side with a long quill thrust at various angles at the front or side of the crown.* » * And speaking of sports hats, Madelon Chaumet has a small round toque in fine brown silk jersey with two little cog’s heads in red and white feathers at the front
