Yesterday — Believes Railways Are Not Drag on Country's Progress — Says Canada Second in Standard of Living “No other country in the world Canada and no other country in the as Canada,” S.W.Fairweather, ch Canadian National Railways, stated weekly luncheon meeting of the W Hall yesterday.It is a mistake to believe that our national progress.needs efficient railways more than world has such efficient railways ief of Rescarch and Development, while addressing the regular estmount Rotary Club in Victoria Canada's railways are a drag on Quite tho contrary, Canada’s railways form the foundation of her industrial development, and therefore, of Canada’s national wealth, the speaker¥ declared.Not Over-Constructed “It is a vather commonly held view that as a nation we made somewhat of a mess of our railway development, that we are grossly over-constructed and that there is a huge amount of duplication of railway effort.But those who believe thus might just as well premise that if there had been less duplication of Canadian cities the country would be wealthier; or if instead of Quebec, Montreal, Sorel and Three Rivers all being dovel- oped as ocean ports, only one had to be developed, the country would be *wealthier,” he said.Continuing, he declared: Fifth In Trading Nations “1 am willing to judge results, not by mere theoretical standards based on what might have been if I had been given the job of planning the destiny of the country, but by the very practical standard of comparing the industrial development and national wealth of Canada with other countries.Anyone who makes such a study cannot escape the conviction that wo haye done rather well by ourselves, We have accumulated nas tional wealth of a capital value of 80 billions of dollars.Our national Income is 6 billions of dollars.With a population which classes us far down amongst the countries of the world, we, nevertheless, rank’ fifth amongst the trading nations.Our gross wealth production per capita is one of the highest in the world.Our standard of living, which, after all, measures our economic success, is second only to that of the United States.Measure it how you will: automobiles per capita, telephones per capita, bath tubs per capita, you get the same result, And lest I be accused of overlooking the fact that Canada has borrowed a large amount of capital for her industrial expansion, I would like to inform you that Canada, some years ago, turned from being a debtor country in the balance of international payments to being a ereditor country, which means from being an importer of capita; to being an exporter ‘of capital.The Dominion Bureau of Statistica ix my authority for saying that in the last five years Canada it did well on the year’s showing and became recognized as a formidable team.In the game with Sarnia, however, it made a series of fumbles that were costly.They were trying to overcome a 12-point deficit from a previous game and at times it appeared as though they might succeed.Perhaps anxiety played an important part in these fumbles, but there were three of them and # the final result was an 18-13 vie- tory for the Oilers or 31-14 on the round.5,00Q witnessed the game.To play Sarnia’s type of game however, a team has to be on its mettle all the time, and despite the fact they were outclassed in the statistics, it must be admitted that Imperial were prepared for every break, and as opportunists alone, were deserving of their victory.While the Oilers stand today as winners of the Ontario Rugby Football Union championship for a ninth straight year, they are conceded little chance against Ottawa's mighty Rough Riders this Saturday in the sudden-death encounter.Sarnia in Early Score The resounding notes of the referee's horn starting the game had hardly left the air before Sarnia chalked up its first touchdown.Hank Galloway returned the West- mount kickoff to Ray Mullins on his own 45-yard line, but the chunky halfback misjudged the high catch and the ball skimmed through his hands.Ike Norris came rushing in to boot the ball down- field and then picked it up on Westmount’s 35 to scamper the rest of the distance for the major score, which was.converted by little Mike Hedgewick.* It was a bitter blow to the purple and white, who had hoped for an early score to get back into the series running, for not only did it squelch their fight temporarily but in the long run was the payoff score of the series, That _however was just the beginning of the local team’s worries.Ed.Meikle, who had been doing some fine booting after replacing Galloway, injured early in the game, gradually pushed West- mounts into their own territory with his hoists, and then climaxed the drive with a rouge point.Again in the second quarter, Meikle had Westmounts “on the run” with his steady kicking, and lofted a long kick to Mullins on the Westmount 10, where the local boy again fumbled and again Sarnia recovered when Rapaich fell on the ball at the five-yard stripe.From 4e AIST Léa QUENCHES THIRST.vo with a Wa ZIP and ZEST 2 DELICIOUS FRUIT JUICES AN AL FRUIT JUICES wo) there Mike Hedgewick squirmed his way through middle on second down to put Sarnia into a 12-0 lead on the game, and 25-1 count on the round.Westies Finally Score On Westmount's fifth scoring opportunity however, it finally dented the Sarnia wall to register a touchdown.After losing the ball on a third down to Sarnia at the one-yard stripe.Norm Rettie recovered a Sarnia fumble for West- mount about three yards out, West- mount added a little more excitement when it fumbled and recovered on a first down, but on the next try, Tommy Burns crashed through middle for the score.Fer- arro converted from placement.That touch seemed to inspire the local attack, and with Doug Smaill Ed Barnabe, Riddell and Ferraro tossing forward passes in rapid- fire fashion, Sarnia was somewhat disturbed, Completing three forwards in succession for a 50-yard gain, Westmounts advanced to Sarnia’s three-yard stripe, and Jimmy Riddel went over on a quarterback sneak.Ferraro’s convert gave Westmount the game lead.While a victory for the afternoon wouldn't have meant very much, it would at least have been some compensation for the fine showing of some of the Westmount players, but Sarnia didn't let up one bit in the closing stages and for the fifth time in the series was presented with a touchdown on a fumble.Hank Galloaay.who had returned to the game after being out since the opening quarter, kicked to Cliff McClay behind the Westmount line and ‘he blond backfielder fumbled into the patn of Sarnia’s Lyle Withers, who made no mistake.Galloway's convert marked finis to the scoring for the day.: The teams: Sarnia Westmount Woodcock fly.wing Adrian Hedgewick half Mullins Galloway ~ half Ferraro Perry half © Atchison Shanks quarter Barnabe Living snap Brocklehurst P.Butler inside Ryan Trepanier inside Fleming Parsons middle Burns France middle Hyslop I.Norris outside Rettie Withers outside E.Burton Sarnia subs: Piduzny, Finch, Meikle, Moroz, Scheiers, J.Butler, Thurlow, Deremigis, Eveland, Mat- tingly, D.Norris, Rapaich.Westmount subs: Smaill, H.Burton, Farha, Pigeon, Mathieu, McClay, Riddell, Swinden, Thorn- ber, Bowden.Officials: Tatters Girard, ref- cree;
