Undefined Pending Clarification of Clause in International Law Regulating Treatment Of Volunteer Irregular Troops Members of the Westmount C.P.C.Mobile Squad are in a quandary as to their right to carry arms.Their status is at present still undefined, because of the Franc-Tireur clause in International Law, which gives no protection to the civilian who bears arms in defence of his country.Clarification of their position is expected from Ottawa in the near future, it is learned from headquarters of the Civilian Protection Committee in the Province cf Quebec.From official C.P.C.sources it has been learned that inroads by the Reserve Army recruiting officers have decimated the civilian group which has been training for the last two years.The C.P.C.officials, however, to voice any criticism of recruiting methods for the Home Reserve Army which should be given the fullest possible support, but they point out that in England Home Guards and ARP services are given equal rights and footing in the defence of civilian life and property, and they should therefore be given similar privileges.The mobile forces of the CPC have been specially recruited and trained under the direction of Col.D.Rykert McCuaig, to circumvent sabotage attempts by armed groups by force; to halt any threatened invasion by such forces as parachute troops, and to carry out similar duties.It is held, therefore, that they should be permitted to carry the necessary arms to allow them to meet possible emergencies.Nothing can be done, however, until official word has been received from Ottawa as to the exact status of the CPC, and particularly the members of the mobile squads.The decision is expected to be given within the next few days.MOTORIST HAS FIT OF JITTERS AS BRAKES FAIL Autoist of Verdun by Howard S.Ross, K.C., D.C.L., columnist of the Examiner, at a supper meeting of the Verdun club held at the Lasalle Golf and Country Club, last week.Witty and brilliant to a degree, the speaker's discourse ran the gamut of politics to economics and was interspersed with a number of good stories, some of which related to his profession as a lawyer.Many and varied were the anectdotes he told and, coupled with his own wide experience as a public speaker, he was able to guide his younger hearers through the various kinds of speeclies they may be called upon to make at some future date.Mr.Ross tossed out a hint to aspiring political candidates: \u201cDon't attempt to be humorous on the public platform.Voters generally do not trust a comedian to represent them in Parliament
