passage on their invasion march from the East to the West, said Dr.8.Gavrilovic, Counsellor to the Yugoslavian Legation at Ottawa, in an address in faultless English, titled: \u201cThe Spirit of Kossovo,\u201d to the Westmount Rotary Club at its meeting in Vie- toria Hall yesterday, where Dr.Gavrilovic interpreted with the skill of an artist the spirit of his people to the large and the day of the signature of the Tripartite Pact, added Dr.Gavrilovie, The Club got away to an auspicious start at its first meeting of the New Year yesterday with Dr.Gavrilovic, an eminent gcho- lar and writer with a world reputation, as the special guest speaker.Dr, Gavrilovie said his peoples\u2019 difficulties arose with their Government, In the opening stages of the development of the present conflict, this Government in Yu- voslavia followed a policy of friendship with Germany and Italy.Tt established a close contact with Rome and Berlin and made the maintenance of these ties with the two Fascist States the cardinal point of its foreign policy.There were constant comings and goings between the Yugoslav ruling quarters and (he German and Italian Governments, in those days.There were all sorts of arrangements and understandings, between them, Yugoslavia was bound to remain neutral in the war which was obviously coming.But this neutrality turned out to be only a screen behind which something quite different was going on, Tt sbon developed into an economic and political relationship, in the course of which this backward Government had gradually adapted its entire course to that of Germany and Italy.In s\u201d doing, it resorted to all sorts of rneeasures which from day to day brought it nearer to collaboration with our enemies and which at the same time led th2ir country away from its allies and friends.Dr.Gavrilovic said the masses of the people were violently opposed to this Government.They had many and good reasons to he so, One of them was the policy ot friendship with the Fascist Powers which it was pursuing, contrary to the general feelings prevailing -in the country.The breach between the Government and the people was getting wider and wider.with every further approach by the ruling circles to the two Axis States, The strong parliamentary and liberal leanings of the peasant and other similar classes, representing nine- ulation, have for many years been ote of the main and guiding principles in their national life.In the last war, many of them fought at the side of their democratic friends and they were now raising their violent voices against this new- policy which was leading them in another way.They knew the Germans and they did not trust them, They had suffered at their hands.with their keen political stinets, sharpened in their and bitter struggles through many centuries, they had no doubts that the Germans were their enemies, as they are, and have always heen, the enemies of the entire free mankind, added the speaker.The Government took no notice of what the people over whom it was ruling thought.Like all these regimes everywhere in the world and throughout history.the Yugoslav governing quarters in those days paid uo attention of any kind to these popular views regarding their contact with Germany, or for that matter regarding anything else.On the contrary, they continued to draw the country closer to Hitler's Germany, said Dx Gav- ritovie.Step by step they were abandoning the policy of strict neutrality and were embarking on an attitude meaning the collaboration with the Axis Powers, Further and further they went on this disastrous course.Everv concession which they made to Germany and Italy was immediately followed by the demand for sotie- thing else.When these new demands were satisfied, others were ferthcoming, This was going on all the time and there was no end to these succeeding concessions and demands, he said.The events driving the Government on this fatal path moved with great rapidity, said Dr.Gavrilovic.They were hrought to a head over the question of the signature of the Tripartite Pact in connection with the attemptan German drive across the Balkans against the Near and Middle Eust.The negotiations over this question lasted for mbnths, There was a terrific struggle between the supporters and the opponents of this signature.The Regency and the leading members of \u201che Government were gradually giving way to the German pressure.Others were making strenuous endeavours to prevent the deciding factors in the country from persisting in this course.Youu- ger Appeal Court Westmount's right to receive from Montreal a free supply of water for its parks aud play-; grounds, as well as its municipal buildings was maintained by a majority judgment of the Court of Appeal which was rendered December 29.By this Appeal Court judgment Westmount's appeal was maintained and the higher court reversed a Superior Court judgment (Greenshields, C.J.) which held that Westmount was liable to par Montreal for the service in question a rate of $1.15 per thousand cubic feet of water.Appellant contended that West- mount was exempt from the obligation in virtue of tariff changes made hy Montreal in its own by-laws and in virtue, more- over, of conditions springing: from franchise rights dating, back to the time ; mount was supplied with water : by the Montreal also metals of all kinds, Make a naw year's resolution to put out a box or bundle of salvage each garbage collection day, which 1s also your salvage day.If, however, you have a very large quantity of salvage yor may call FI.8531 and ar- lawn k rangements wiil be made to have it picked up.The following is a list of approximate total quantities of salvage collected and disposed of during 1942: Scrap fron and steel, 65.19 tons; wastepaper, 410.73 tone: bottles, 124.75 tons; rags, 25.90 tons; fats and bones, 11.4 tons: pluminum, 0.65 tons; copper, 0.45 tons; brass, 1.60 tons; zine, 0.50 tons: lead, 0.89 tons; rub- her, 7.5 tons: bottle caps, 0.64 tons, metal foil, 0.84 tons, We also collected 7,950 coat hangers, 37 hed springs, 78 boilers;
