M.L.A.Due to the interest tcken by the public in the question of Metropolitan Government, the Westmount Municipal Association has requested the Examiner to reprint in full a speech made at the Annual Meeting \u2014 of the Association.Since space does not permit us to carry the complete speech in one issue, we have divided it into four ports, the first of which appears below, To enable you to form an opinion as to the need and desirability of metropolitan government for Greater Montreal 1 think I should first define the territory concerned, and describe the functioning of the municipal bodies which exercise authority in that area.Though the term \u2018Greater Montreal\u201d is used frequently to include not only the whole of the Island of Montreal but also some muncipalities on* the south shore, 1 propose to exclude them and also the western and north-eastern parts of the Island, and to devote my remarks principally to the metropolitan area.This consists of the territory comprised in the five cities \u2014 Montreal, Westmount, Outre- mont, Verdun and Lachine, and in the ten towns\u2014St.Pierre, LaSalle, Montreal West, Hamp- stead, Mount Royal, St.Laurent, St.Michel, Montreal North, Montreal East and Pointe-aux- Trembles.There are good reasons for this limitation: 1.Ninety-seven and a half per.cent (9714%) of the Island population lives in this area.2.The valuation of taxable immovable property in this area represents over ninety-eight per.cent (98%) of the Island total.8.\u2019More than 99.99%, of the salaried employees and wage earners in the manufacturing industry are employed in this area, and they produce practically 100%, of the vast quantity of goods manufaec- tured on the Island.The fifteen municipalities which make up the metropolitan area are subject to the provisions either of the Cities\u2019 and Towns\u2019 Act or of special charters, and are governed by their respective municipal councils.With the exception of Montreal North, St.Michel, and Pointe-aux-Trembles, all of the municipalities enjoy full municipal autonomy and run their own affairs.In financial matters, however, Montreal is subject to the jurisdiction of the Quebec Municipal Commission and must obtain its approval in order to effect loans, to make local improvements, and to enter into contracts imposing burdens on future budgets; and the other fourteen municipalities are under the control of the Montreal Metropolitan Commission, and must obtain its approval in order to effect loans or to make certain changes in their budgets.Since the adoption of the Bill on education at the last session of the assembly, all of these municipalities, including Montreal, now require the approval also of the Lieutenant- Governor in Council.The Montreal Metropolitan Commission is composed of sixteen (16) members who are chosen as follows: eight (8) by Montreal, one (1) each by West- mount, Outremont, Lachine and Verdun; one (1) is elected by LaSalle, St.Pierre, Hampstead, Montreal West, Mount Royal, St.Laurent; one (1) by Montreal North, St.Michel and Pointe- aux-Trembles; one (1) by Montreal East and one (1) is appoint- ed by the Provincial Govern- have no vote.\u201c The Commission reviews the loans which the) municipalities, other than Montreal, propose to effect and such loans may be made only with its approval.It may borrow the funds itself or permit the municipality to effect the loan, but case all of the Municipalities are responsible for repayment.It does not and cannot .intervene in the affairs of a municipality, but in case of a default it is substituted for thé Municipality and may exercise all of the powers of the latter.With this ex- in either.ment; books have been written on the subject.One American writer and lecturer has specialized in it and made quite a success\u2014and probably a good deal of money\u2014out of telling people how to make friends and get on in life.I have not read his books or heard his lectures, but what little excerpts from these that I have come across struck me as rather commonplace.We are not all built alike.It would be a monotonous, not to say a weird and confusing world if we all looked alike.Chesterton once ed character first, he says: \u201cIt is surprising how many young men fail to appreciate the great importance of personality.Basically, personality means the ability te work harmoniously with one\u2019s fellow men.With life so complex, and success so dependent upon cooperation of numbers of people { working together, happy relations are of prime importance.Some large companies go so far as to refuse employment to any man, no matter how able er well trained, if he cannot work in harmeny with his associates.\u201d Referring to \u201cimagination, initiative and drive,\u201d Mr.Diamend says that initiative and drive are perhaps the most rare.He thinks that imagination and initiative are closely related, although they said that if he saw several big- * nosed men in a London bus it would not disturb him; but if all the men in a bus had big noses he would conclude it was a conspiracy.The same applies to other characteristics besides noses.If everybody were to cultivate an engaging smile and were for ever trying to make friends with everybody else, we would have no privacy and we should refer to an address delivered at a Graduation Banguet of the University of British Columbia by R.W.Diamond, Vice-President and General Manager of Consolidated Mining and Smelting Company of Canada.Mr.Diamend said that many young college graduates think they are given jobs primarily because of their special training, and that they very often discount what, to him, are the most.important qualities in man.These - qualities he rated in the following order of merit: (1) Character.(2) Personality.(3) Imagination, Initiative and Drive.(4) Ability.(5) Knowledge.Mr.Diamond said the reasons for putting character first were so obvious that no comment was necessary, and he proceeded to deal with personality.But this raises the old question as to the distinction between character, personality and individuality.The word personality was originally derived from the Greek werd *\u2018persona,\u201d a mask, but it has come to be used with a much deeper meaning, and is even applied to the Deity.In this sense our personality is determined by or is a reflection \u2018of our character.If, therefore, we develop the right kind of character | our personality will take care of itself, But nevertheless there are some very good peopse whe mask their character with a disagreeable personality, just as there are \u2018bad characters\u201d whe wear a mask of geniality or goodness.That is what.we eall hypocrisy.But Mr.Dis- - may not always appear together; but he believes the three qualities are essential to a \u2018delicate balance\u201d in action.There are some people with initiative and drive who have little or no imagination, who are what we call \u201cbull-head- ed.\u201d Last on the list, Mr.Diamond has placed ability and knowledge; \u201cnot\u201d he says, \u201cbecause these qualities are unimportant, but because they lose their value, to a great extent, when net accompanied by ; high rating in character, personality and imagination.\u201d He thus comes back to the three
