Following the death of capable Police and Fire Chief, Walter Gough, the two departments being temporarily amalgamated owing years, these depart- ‘ments were again separated and Deputy Chief Robert Byford ‘was promoted Police Chief and William Charles Cobb became the efficient Fire Chief, Joining of the two departments in an effort to relieve the shortage of men meant that fire- fen and policemen served al- Departments on occasion until there was no longer need for tha combined service, when many former members, veterans, feturned from the Forces overseas and were re-instated on the staffs.Long Service Chief Byford has been with the Westmount Police Force since 1924, coming to Canada at an early age back in 1913.His first promotion was to rank of Acting-Sergeant.In 1936 he was promoted Acting-Lieutenant and blevated to a full Lieutenant the same year, subsequently being made a Captain in April, 1940 and appointed to his present position as Police Chief exactly one year ago.Fire Chief William Charles Cobb has also a brilliant record, having joined the Police Depart- “ ment in -1923, and attaining the rank of Sergeant in 1931.Transferring to the Fire Department in 1933, he quickly climbed the promotional ladder in that de- .partment, and.was elevated to the rank of Deputy Fire Chief in April, 1940, and .subsequently Fire Chief, alse exactly a year ago.: Mr.Byford lives at 2097 Regent Avenue and Fire Chief Cobb at 680 Victoria Avenue.Chief Byford is off duty sick for - some ‘time, but expectations are for” his speedy recovery and soon return to official duties.sfhe City of Westmount may congratulate the City Fathers on their judgment in selecting such capable officials who are giving the City the best of service and “4% Producing the desired results of = fire and police protection, while - the Postal Authorities could have chosen no better man for the office of postmaster than John J.Lucey who keeps the incoming and outgoing mail flowing smoothly the year round.Howard S.Ross, K.C., To Address Groups On Friday, Howard S.Ross, K.C., columnist for this newspaper, is to address the Young People’s Society of the Church of All Nations, 1135 Amherst Square, at 8 p.m., when his subject will be “World Unrest — A Suggested’ Cure.” On April 18, at 8 pm.Mr.Ross is to address the Rose- mount Branch (Que.29) Cana- dlan Legion, at 5526 Seventeenth Avenue, Rosemount, His subject for this meeting will be “Cau © ‘the World Avold War mifanit.i a .to the lack of man-power during % oe war ternately in the Police and Fire |- Quebec Province Rolls Up Grand Campaign Record Provincial campaign headquarters for the Canadian Red Cross drive report that 75 per cent of the Province of Quebec quota has been reached.This means $750,000 of the $1,000,000 objective for Quebec, with 25 per cent, - but with it there has developed a combination of justice, ideals and traditions which are expressed in the “Play the‘ game” philosophy.They have long stood by their ideals, and their contribution to world progress in all fields has been outstanding.Melvin Rothman, of West- mount High School, spoke on “The High: School Curriculum of the Province of Quebec.” He commenced by stating that it is inadequate, that there is much room for improvement.The curricula of Protestant High Sehools he said, are conditioned by university requirements despite the fact that only about 3 per cent.of students going through high schools go into universities upon matriculation.Moreover, too much emphasis is put on the teaching of academic French, and the speaking of the colloquial (Canadian) tongue is ignored.If we are to have unification in this country, we must learn to speak the language of our French Canadian compatriots, and vice versa.Another weak point is the £ that students are not given an adequate enough course in gov- to take an intelligent interest in the running of our country.In closing Mr.Rothman emphasized what to his mind is the greatest defect, the great lack of adequate occupational guidance, Ear] Pennington, of Strathcona Academy, wes judged winner of this contest.The judges were E.Delves, L.G.Ecroyd and H.B.Savage who had a difficult task in establishing the winner, considering the excellent material and presentation of all the contestants.Chairman Doug McKean presided and Bill Moxley, Chairman of the Youth's Service Committee, conducted the proceedings.Blind An (Continued from Page 1) Federal or Provincial, or to public bodies are made jointly, or ar least with full knowledge and approval of each organization, For instance, the two Associations jointly lent their support to efforts to have the Government’ increase pensions for the Blind.They have also co-operated in sponsoring & float in the City Clean-Up Week Parades.The present officers of the French Association are: ©, A, Bri- sebois, Director, J.A, Globenski, President, and M.G.Gagné, Manager.Both Associations are dependent on public support.Roemer ber the Blind now, or in your wil in thankfulness you have your own sight, Learn the lesson of National Unity from them for a happier BIRDLAND — WINIFRED E.VOIL so Killdeer ‘Plover “That's a Kilideer's call.The snow has scarcely gone, but*they are the earliest of the shore birds.Imagine hearing a Plover in the city! Let's go and see if we can find it,” Alice urged.A large vacant lot lay just across the road from where we stood waiting fer a street car.We followed the sound, which took us half .a block away.Then a wire fence and muddy ground kept us from entering the field.But though 180 yards away we could see an olive brown bird running rapidly over the uneven ground, every now and then stopping to pick up something.“Kildee, kildee,” cried .a loud voice just overhead.Lodking up we saw the mate, fly erratically, with Jong pointed wings that showed a white V.It almost alit a few feet from us, displaying a white shirt front across which were two black belts.But on spying us it turned, and flying low, gave us a good view of the gorgeous Indian red tail The splash of colour was diamond shaped, because the tail comes to a point in the middle and the bird's rump is also ru- fous.There was no chance to see the odd Ieet that have no hind toe.“We must come back properly shod when ‘there are eggs,” 1 said.*In one of the nests,” added my companion.‘Remember Killdeer Plovers often scrape out several hollows before deciding which spot will be safest.” It was mid-April before we returned.No wonder these birds have the Latin name ‘vocifer- us.” The pair made such a fuss that our visit was hurried.Ignoring the pantomine (for the mother tried to lead us off by “playing wounded’), we made for the place she had just vacated.Or was it “he” who had been incubating?Four greenish-buff eggs heavily blotched with black lay in a saucer-shaped depression.They matched their surroundings so perfectly that no attempt had been made to conceal them.Where would the newly-hatch- ed youngsters be taken when the long vigil of about four weeks was over?We knew of no nearby water where little Killdeers always spend their early days.But mamma and papa must have been wiser than we.It is a pity that so many of these birds have been shot.Their consumption of various insects that annoy man and are injurious to crops should win them protection.Why band birds?THE LEGAL WAY A lawyer thus illustrates the language of the craft: “If a man were to give another an orange, he would simply say: ‘Have an orange’ But when the transaction is entrusted to a lawyer to be put in writing he adopts this form: ‘I hereby give and convey to you, all and singular, my estate and interests, right, title, claim and advantages of and in said orange, together with all its ring, juice, pulp and pips and all rights and advantages therein with full power to bite, suck, and otherwise to eat the same or give the same away with or without the rind, skin, juice, pulp and pips, anything here- inbefore or hereinafter or in any other means of whatever nature or kind whatsoever to the contrary in any wise not- Canada.Activities of both Pepper i withstanding.“And then another lawyer comes along .and takes it.away from you!” weir Westmount Highlights I have bad news, sad news, news so heart-breaking that you will be weeping daily for the next month.It is with a heavy heart that I pen these words.But, gentlemen, and ladies too, we must bear up.We must raise our chins, draw in our abdoinens and stick out our chests.We must grin at fate, cruel fate.We must never let the outsiders see just how greatly this sad news has moved us.Go about your appeinted tasks as if nothing out of the ordinary has happened.Whistle while you work.Sing while you play, if you can muster, sufficient courage to play after this saddening news.Do your best not to toss and turn while in the arms of ever-tempting Morpheus.Remember that what must be, must be.Ours not to reason Why, and so on.Because, ladies and gentlemen, The Gayety neo longer has a chorus line! into Egypt with the deliberate intention of conquering its people and annexing their territory, but was gradually drawn into a protectorate of the country by a series of international complications, The Government of Egypt at the time was bankrupt, and the country was in a state of chaos, which reached its climax in the year 1876.The Khedive had suspended payment of all Treasury bills which amounted to nearly $500,000,000.Corruption and maladministration prevailed, Ultimately France, Italy and Austria nominated repre- Es Coa ons a) ; 1 ZZ Fa av Alek Cape vo.King amer me ~~ ESSAI dealing with the financial situation and collect ing the debts owing to those countries.Great Britain was unwilling to interfere, but was finally persuaded to appoint a representative to the commis- gion in the person of Sir Evelyn Baring, who afterwards was known as Lord Cromer.As a result or the intervention of this commission the financial position of the country improved, but in the meantime a political storm was brewing.Amed Arabi, an Egyptian of humble origin who had risen to the rank of Colonel, led a revolt in the native army and finally assumed the position of virtual dictator.He built strong batter- les at the port of Alexandria and challenged the British fleet in the harbor.The historical bombardment of Alexandria followed.British troops were landed and Amed Arabi's forces were defeated at the Battle of Tel-el-Kebir.Even now the British declined to remain in Egypt, although they had the support of other powers.Trouble broke out in the Sudan, and Britain decided to withdraw her garrison and abandon the country.Meanwhile, a religious fanatic, known as the Mahdi, rose to power.General Gordon was sent to report on the situation and suggest the best means of evacuation, While on this mission General Gordon and the garrison at -Khartum were slaughtered by the Mahdi's men.That was in 1885.Khartum was not recaptured until the year 1895, when Sir Herbert Kitchener (afterwards Lord Kitchener) finally routed the Sudanese forces.Reforms were instituted throughout the country under Lord Cromer, who was known ag the “Savior of Egypt.” The River Nile was dammed and a system of irrigation was estah- lished.Peace and prosperity prevailed, such as had not been known in Egypt since the time of the Pharaohs.It should be stated that the British occupation of Egypt was decided upon by the Anglo-French Convention, which was signed in 1905.There have been periodic disturbances and riots, but these have not been due to British misrule.They have usually arisen among Egyptian students who have had sufficient education in British principles of democracy to give them a desire for independence, but not enough to impress them with a sense of responsibility and gratitude for what Great Britain has accomplished for their country—to say nothing of the whole of Egypt and North Africa from the Germans at the Battle of Alamein.These political uprisings on the part of students in Cairo were in reality a tribute to British rule.As the country and its people have advanced, Great Britain has grad- oo re een ee pg i TET 2 Sot uy a Ca the present time Egypt is virtually an independent state.The conditions and the political situation in Northern Africa are far removed from what they were seventy or even forty years ago when Britain at the request of other European nations entered into the occupation of Egypt.The Ethiopians have benefitted by British rule in Egypt.They co-operated with the British in the suppression of the fanatic terrorism in the Sudan, from which they suffered for centuries.The wild Dervishes used to make periodic raids into Ethiopian territory, and after the defeat of the Mahd: their troubles from that quarter ceased.The history of the occupation of Egypt is similar in many respects to that of India and other British possessions.In any case, the entire world has changed enormously in the past hundred years, due largely to the progressive policy that has characterized the development of all countries that have come within the British Empire.Minister of Agriculture Gar- diner in an address given a short time ago, said: Nothing will make farmers more money in the next three or four years than hogs and eggs.Their production is necessary to assure us the British market over a much longer period.I am not going to urge that more cattle be produced.” © In Which Subjects of General Interest Are Discussed e The opinions Forum are not netessarily those this newspaper, and !+ does n practically all the magazines on the stands will either not discuss public issues at all, or will do it with blinders on —each magazine expressing its own special view, whatever this may be and portrayal of the life .of Christ is the exception.Despite the fact it is silent the film is still shown over 2,000 cinema, made in pre-sound days, times a year in the United States - and Canada alone, and hundreds of prints are used by missionaries overseas in educational work.Every Easter season it highlights church services and school sessions across the continent.“The King of Kings” was a record breaker from the start.It has been seen by almost a billion spectators.DeMille shot it at the then unprecedented cost of $2,400,000, on the largest stage in Hollywood in 1927.Its cast of 6,000 has seldom { pbeen equalled.Despite its reverent theme, vever, De Mille could not resist spectacular exploitation.Thorns were - imported from the Holy Land for the crown worn by H.B.Warner, who played Christ.Each day's work began with a prayer.The actors were bound by contract to avoid night clubs and smoking during production, and Warner wore a veil on his way to the set from his dressing room.Millions of natives who have seen no other movies have seen “The King of Kings.” Missionaries in India and China wear out prints of the film at the rate of one a year, and one priest Conny Ryan, a second baseman who played with Jersey City a couple of seasons ago, will likely start at the keystone sack; and last reports have a lean fellow named Max Macon set to start at first base.Montreal fans will remember Max well enough, for he put in several years in a Royal uniform.Always a better-than-average pitcher, Max was more noted for his hitting, however, and often played in the outfield for the Montrealers when he wasn’t on the mound.We remember the night in 1940 when the Dodgers came here for an exhibition game, and Max played left field for the Royals, giving Jimmy Ripple a rest.The burly Ripple went up to Cincinatti later in the year, and starred for the Reds in the 1940 World Series.Max was the whole show that night as the Royals won, 12-8, as he singled in the first, doubled to start an eight run rally in the third, later finished off the rally with a three run homer up on the netting above the scoreboard in the same inning, dor’led in two more in the fifth, and in the seventh slashed a driv» that Charley Gilbert, now of the Philadelphia Phils, caught up with and pulled down in deep centre field.Max can hit.All reports sax that he is pretty smooth around the initial sack, too, .and his hitting gives him a definite edge over the prize rookie, Earl Torgeson, who is his only rival for the position.æ * # PAUL TICHARDS SHOULD DO WELL WITH BISONS Paul Richards, the new manager at Buffalo, the Detroit Tigers’ Class AAA farm team has announced that he intends to do some catching for the Bisons this year, and if he ever dons the mask and pads in Montreal, local fans will be seeing one of the finest catchers ever to perform in the major leagues, Richards, who crouches in an unorthodox way behind the bat, with one leg flung far out to the side, a shift forced by a knee injury, was known in the American League as one of the best of all throwing catchers.It was an unwise base-runner who took any chances with the veteran receiver.One season in the Southern Association with Atlanta, whom he later managed to the S.A.pennant, he threw out 28 of the 24 runners who attempted to steal on him.: .Besides being a great throwing catcher, Richards is also one of the smartest, and is generally credited with transforming Hal Newhouser from a gripy.skinner thrower into the best pitcher in the major leagues today.Richards, while he goes into superlatives on the Newhouser pitching, doesn’t say much about his part in developing the slender southpaw, but it is significant that New- houser began his climb to the top soon after Richards joined the Tigers in 1943.Hal won 29 in 1944, he took 25 in 1945, and 26 last year for the second-place Tigers.On the question of Newhouser’s greatness, we don't have to take Richards’ word alone, for Buddy Rosar, the majors’ best catcher in 1946, also said that Prince Hal was the greatest pitcher in baseball, as well as the easiest to catch.If Paul Richards can pilot the Bisons as well as he did the Atlanta team, and can impart some of his baseball knowledge into the young players under him, the Bisons will surely finish higher than the fifth place spot they had last year under Gably Hartnett, himself a former great catcher.FORMER SCOUT HEADS Ladies’ & Gentlemen's COLLEGE "SUITS HAND-TAILORED ESPECIALLY FOR YOU Our newest imported materials are worth seeing.Also overcoats and topcoats made-to-order.Piccadilly Valet Service 154 ABBOTT AVE.Wi.3205 {Just below St.Catherine) Dr.M.M.MacOdrum, M.À.Ph.D., newly appointed Presi- rent of Carleton College, Ottawa, is a former Boy Scout and proud of it.He began his Scouting with St.John's Presbyterian Church Troop at Moncton, N.B.;
