Loss from a burglary which occurred over the weekend at the home of W.R.Eakin, 572 Roslyn Avenue, has not yet been evaluated, it was reported by police after the home was found ransacked on Saturday, shortly after the departure of Mr.Eakin's son, Col.I.R.Eakin, for a weekend in the country.The discovery was made by a servant.Chief of Police R.Byford stated that this was the sixth robbery in By Car, Dies In Hospital Alfred Ernest MacLachlan, 75, of 396 Olivier Avenue, died in the Western Division of the Montreal General Hospital shortly hefore noon on Tuesday as a result of injuries sustained when he was struck by an automobile at Met- calfe Avenue and Sherbrooke St., around 11 p.m.on the preceeding evening.An inquest was held on Wednesday morning, at which Coroner Richard L.Ducket returned a verdict of accidental death.According to Westmount Police, Mr.MacLachlan was struck by an eastbound automobile, driven by Dr.C.W.Rondeau, as he was crossing the sereet several yards from the intersection.Dr.Rondeau swerved his vehicle to avoid an accident, but was unable to avoid striking the man.Cut about the head, at first he was not believed to be seriously injured.He was later found to have sustained a fractured pelvis.To M1904; B.Eng.(1st Class Honours) 1905; M.Eng.1908; D.Eng.1939.In April 1906, after a short period of service with the Locomotive and Machine Co.Montreal, Dr.Pratley joined the Quebec Bridge Board of Engineers, Dept.of Railways and Canals.He remained in the Government service until December 1911 having been appointed Assistant Designing Engineer in October 1910.Concurrently with this work, betweerl October 1910 and June 1911, he was with the St.Lawrence Bridge Co.of Montreal, preparing stress sheets, designs and estimates for tenders on the Quebec Bridge.Between April 1906 and April 1908 and December 1911 to April 1920, he was with the Dominion Bridge Co.Ltd, with which Company he had very wide experience as a Designing Draftsman, De- tailer and Checker, a Designing Engineer and as Engineer in charge of plate and boiler shop.From April 1920 to July 1921, he was Principal Assistant Engin charge of inspection and valuation of all bridges on the Grand Trunk Railway System and its \u2018subsidaries.Me was in complete charge of office and field staffs and compiled detailed reports on lover 1,100 bridges, including sta- \u2018tistics for valuation and court testimony.From 1921 to 1940, he was a member of the firm Monsarrat & Pratiey, consulting civil engineers in Montreal.They handled all engineering matters, staff, office, accounting, dealing with contractors, inspectors, etc.They also acted as technical advisers to legal counsel and were engaged by various departments of Dominion and Provincial governments for numerous projects.Mr.Pratley has geryed on the executive committee and on numerous technical committees of the Canadian Engineering Standards Association.On the death of Colonel Monsar- rat in 1940, Dr.Pratley carried on the consulting practice under his own name.Dr.Pratley joined the Institute, as a student, in 1907, transferred to Associate Membership in 1909 and to full membership in 1917.He her sons, Horace and Leonard each had been the recipient of a degree.Both young men graduated from Westmount High School and McGill University with the degree of B.A.before the recent war, in which they served with the Navy.: R.Leonard Picard, after graduation from McGill, taught school at Strathearn, Iona and William Dawson schools for five years before he joined the Bell Telephone Company in Montreal.He enlisted in the R.C.N.V.R.and served as an Instructor Lieutenant on the East Coast during the war.After demobilization, he returned to the Bell Telephone Company, in which he now is Golfing Accident While playing golf with friends on Sunday evening at the Fairway Driving Range on Decarie Blvd, Miss Pauline Grant, 621 Hallowell Avenue, suffered a broken hand when she was struck by a flying golf ball.The Westmount girl, who is 17 years old and a student at St.Paul's Academy.was taken to St.Mary's Hospital, and has been under observation since.The.accident, which occurred between 9 and 10 p.m., also left Miss Grant with a nasty cut on her hand which required several stitches.The mishap is particularly unfortunate for Miss Grant at the present time, for she soon starts examinations at St, Paul's, and she is barely able to write legibly., High Taxes Reflect World Conditions Rotary Told Our present high taxation is the result of war and deteriorated international relations, and can only be reduced effectively through economic improvement brought about by enhanced international relations and an improved world situation, declared Philip F.Vineberg, partner in the firm of Philips, Bloomfie!c Vineberg and.Goodman, in an address to members of the Rotary C Speaking on \u201cThe Canadian Tax Sys +f Westmount, this week, \u201d Mr, Vineberg went on to say that the income tax, brought in as a \u201ctemporary\u201d war measure, in 1917, is now a lusty veteran of two wars, and apparently is here to stay.It has become an integral part of our tax system, which is absolutely necessary in these days of high government expenditure, in which the yearly cost of war debt alone exceeds total yearly budgets of not too long ago.: Looking To Future In setting up our \u201crather grim and brutal budget\u201d, the government has espoused the long-term principle of operation for the future benefit of our country.Other ways to set off the war dent, he pointed out, would be to pass the debt along to succeeding generations, to produce goods using only existing plants, which would eventually deteriorate and become obsolescent, and by borrowing from abroad.As the situation now is, we owe the money to ourse!ves, Discussing the relation between federal and provincial taxation.Mr.Vineberg declared that we have inherited a setup in which the pcovinces had responsibilities which required high taxation and subsidies from the federal government.However, the balance has changed so that the federal gov- eranment now carries a much heavier proportional load, and yet the provinces insist on maintaining their old high taxation This \u2018has created situations in which, in certain instances, a man or nrornoration would lose more than the total income through taxes on that income.Therefore, federal- provincial conflict in the tax field becomes a most important problem to the country as a whole.\u2018Compromise Needed Mr.Vineberg pointed out that PAGE TWO Y.M.C.A.World Service in Action JAPAN In an old Buddhist Monastery on a Japanese countryside, miles from the nearest town, an American so.dier, Y-man Russell Dur- gin stood one day in a circle of young Japanese men and women explaining how Lo organize youth associations on democratic lines.Questions and suggestions flew from all sides and before long concrete plans were drawn up for several democratic youth associations in the immediate neighborhood.During the meeting incidental conversation revealed that just a few short months before, more than a third of the young men present had been fanatical kamikaze pilots or soldiers in the Japanese Army.During the past year, scenes like this took place many times in Japan, where 90% of the country\u2019s 10,000 villages organized youth associations under Russell Durgin's direction.As Director of Youth Activities under General MacArthur, he travelled last year through 31 of Japan\u2019s 46 prefectures.He returned with the conviction that the former military leaders are discredited in the eyes of youth, and that most young people are open-minded and eager to find the new democratic way.Christianity, they feel, is worth studying and democracy is the ideal.The Y.M.C.A.in Japan is trying to give them both.The Japanese Y.M.C.A.is meeting the temper of the times with an intensive program for students.Student Associations have sprung up anew in more than 100 colleges and universities.The first postwar national student conference, held last September in Tokyo, drew 165 delegates instead of the 90 expected.Students came from all over the country.One stood for two days and nights on a train so jammed he sometimes had difficulty putting down both feet at the same time.All paid their own way and brought food enough to last the whole Conference week.Other Y-sponsored conferences fared well, too.In the Physical Educational field 845 teachers attended institutes in five cities, Of the 11 prewar city Y.M.C.A.buildings in Japan, 4 were completely wiped out by fire and bombs, 2 are now in use by the occupation forces, and the rest need repairs; nevertheless, the Y.M.C.A.of Japan is carrying on a program of great range and power.All staff members have stuck to their jobs despite outside offers of much higher salaries.The Y.M C.A.in Tokyo was one of those forced out of its building by the occupation authorities.Notwithstanding the inconvenient location of its new rented quarters, 1,000 young men and women come each day for educational, social and religious activities; Bible classes alone draw 500 weekly.In Yokohama, the other city with a displaced association, the Mayor has substituted a building for the OFFICES TO RENT Newly decorated offices, corner Greene Ave.and St.Catherine St.Approximately 200 sq.ft.each Apply 4205 St.Catherine W.Y in the centre of the city.In another section of the city, the Yokohama Y has turned the burned out ruins of a Church into a school.Despite the absence of heat, windows and floors, 500 people attend daily classes here in the charred concrete remains.Last January in Osaka, fire reduced the Y's 3-storied educational building to ashes.\u201d Within half a year, with no help from the outside, a campaign for reconstruction funds was launched, tie goal raised and a two-storey building erected.Enrollment now is 1,627.Fifteen new city Y.M.C.A's have been organized in the last two years by volunteer laymen.In Kanazawa, for example, Y members, with the Mayor's backing, began their work with the week -day use of one of the churches.Within 6 months educational classes, Bible Study, a Y Men's Club and a large student program was well under way.This year the first post-war Boys\u2019 Camp was held in Yamana- ko at the foot of Mount Fuji.Boys from 19 High Schools attended and good times were had in spite of shortages in food, transportation and clothing.Crippled Children School Plans Tag Day Westmount citizens have: shown a particular interest in the School for Crippled Children, on Cedar avenue just beyond the Westmount limits.Over the years a number of leading Westmount citizens have been governors of the institution, and all today continue their interest.Saturday, June 5, will be the annual tag day of.the School for Crippled Children, and West- mounters as well as other residents of the Island of Montreal are thought certain to respond as generously as they have in the past.At the school, youngsters of all races and creeds, who by reason of accident, disease or deformity, are not able to play with their fellows, are given a general education and taught special skills which will enable them to earn a living.\u201cNo graduate of the school has ever had to go on relief,\u201d Douglas Bremner, president of the School for Crippled Children told The Examiner yesterday.The youngsters are taken to and from the schoo! Stalin\u2019s promises at Yalta.The past is past, and \u201cwhat's done cannot be undone,\u201d but it is not too late to learn from experience.We have learned that we cannot depend upon the given word of Stalin any more than we could on that of Hitler.Good faith must be mutual, and if it is only on one side, the unfaithful party has the advantage; he can resort to deceit, delay and other sinister means of frustrating action, as the Soviet delegates to the United Nations have been doing for the last three years.It is ag clear as daylight that Stalin does not want a peace settlement in Europe or anywhere else in the world, except on his own terms.The longer he could keep the nations of Western Europe in a state of political and economic chaos, the better his chances of success in
