Among J uveniles Pool hails,.restaurants.\u2018And \u201ccorner stores\u201d were called breeding points of juvenile \u2018delinquencÿ by Captain Ovila Pelletier on Wednesday when he was speaking.to members of the Rotary Club of West- mount at their weekly.hincheon meeting in Victoria Hall, Captain Pelletier, a member of the Montreal Police Force, is head ofthe Delinquency Prevention Bureau which was first formed in 1936 urider his direction.Although it is now 13 years old, it is only in the past few months that the greatest work has been accomplished, he said.When the war \u2019 started, personnel was hard to find and it was not till '1946 that their Club to Attend Parliament and Council Meeting mount High School Current Events Club, made up \u2018of students from } Grades X, XI and XII, will attend ihe meeting of the General Committee and City Council on Feb- fuary 21; This will be the first time in the Council\u2019s history that .any member of the public has been allowed to sit in on a session where the Council votes them: selves into a committee.However, is is felt that this is the only way fôr the group to actually learn of the inner workings of the - Council, The.students will be supplied with a plan of the Council meeting showing where each Alderman sits and what position he holds, so that the agenda may be more .easily followed.This same group will also.attend a day's session of parliament in Ottawa on February 25, when they will be the guests of the Hon.Douglas Abbott, Minister of Finance in the Dominioh Government, and Member of Parliament for St.Antoine-Westmount constituency.J.K.Snyder, history teacher at the High School is advisor to the group and Hubert Liverant is president.Other officers are Harriet Abbot-Smith, vice president; Anne to 50,000 and we hardly had room to accommodate them all.\u201d - The idea, he continued, \u2018is to get all the children off the streets that we can.It is the duty of our department to protect children against themselves and even sometimes against their parents.The police can now lay a complaint against parents who fail to co-operate with them.When a youngster is picked up for a minor offence the office.takes him home to his parents.If the offender is brought into juvenile court, the father loses a day's work and he immediately compleins against the police, sometimes in front of the child.Thus, the child thinks his father feels bitter towards the authorities and when he \u2018wants to do wrong again, he does because he feels that his father is behind him.\u201cThis is the great fault of the Juvenile Court,\u201d Captain Pelletier stated.Most juvenile arrests are made between six and twelve -at.night, he said, and since the formation and operation of the bureau, the number of these arrests have \u2018dropped from 4.153 in 1943 to 1,859 in 1947.He concluded by warning: that although most parts of Westmount | are privileged in that the children are taken good care of, \u201cthere are no fences that will stop juvenile deliquency if the boy Is bent on doing wrong.\u201d CAUGHT BETWEEN TRAMS Miss Frances Mooney, 59, of 20, Springfield Avenue, West- mount, an employee of the Western Division of the -Montreal -Gen-\u2019 eral Hospital, was taken to that institution Tuesday night with injuries received when she was caught\u2019 between two trams oppo- the cars but the extent of her thjubies was hot\u2018 known.\u201cShe was placed.under \u2018observation.- Melville Church Fire Loss $1,000: One Fireman Hurt Although firemen from the Westmount Fire Department had the flames under control -in slightly over half an hour, the fire that swept\u2019 through the basement of Melville Presbyterian Church, 349 Elm\u201d Avenue, Saturday afternoon, caused over $1,000 damage, according to Chief W.C.Cobb.The alarm first came in from someone at the Canada Bread Company, on the same street, at 114 pm., when they noticed smoke pouring from the building.SERVICES TO BE HELD AT WESTMOUNT BAPTIST _Rev.Charles C.Cochrane, minister at Melville Presbyterian Church announces that because of the damage to the church in the fire, services will be held on Sunday in West- mount Baptist Church, corner of Roslyn Ave., and Sherbrooke Street, at 8 p.n Two streams were used, one\u2019in the basement and one in the church.There was very little water damage but firemen were forced to cut holes in the church floor to extinguish the flames.According to the report of firemen on the scene, an overheated furnace caused the fire to start at an outlet of a hot air duct, Fireman Ed Cooney was overcome by smoke and has not as yet reported back for duty .Replaces Former C.0.Wally Conrad Flying Officer Hugh S.Greene has been named Commanding Officer of Canada\u2019s origina} air cadet squadron, now known as No.1 West Montreal Squadron.The announcement was made today by Group Captain Roy H.Foss, president of the Air Force Veterans Association, sponsors of the squadron.An ex-operational aircrew veteran of World War II, F/O Greene was an air cadet in the original squadron, No.1 (Westmount) Squadron, which he joined in 1940.Repatriated to Canada on the last troopship in 1946, he is a member of the Execytive Committee of \u2018the AF.V.A.In 1948 he was named adjutant of the air cadet squadron, \u2014 Portrait by Nakash HUGH S.GREENE hand-sewn Morocco leather, with gold lettering on the front.The pages will he of genuine parchment skins and a hand- illuminated coat-of-arms of the city will follow the title page.Size of the book will be ten-and- a-half by fourteen inches.Each day a new page will be turned over so that all names will be on display, but at different days of the year.The original.compilation of names for the plaques in Victoria Hall was a project undertaken by.the Westmount Municipal Association, The names on the plaques, numbering over 2600, were stamped in gold letters seven inches long by five- eighths which this far-famed art instructor gave out with as he tramped over the snow covered roads of Mount Royal.Mr.Fish admired the shapes of several female skiers, the coats of several horses, and the chalet.He paused briefly to consume a soft drink, mumbled that dancing should be permitted there in the chalet, and then proceeded to the lookout where he pointed out to me such fascinating sights as the Sun Life Building, St.Helen's Island and the St.Lawrence River.All of these Mr.Fish was able to see with his naked eye.While peering .at these magnificent points of interest which tour- \"ists come to see annually from such far-away places as the junction of Claremont and Sherbrooke, Mr.Fish dropped the following pearl of wisdom: \u201cI am becoming aged and decrepit.1 am now 28.In two more years I shall be 30.\u201d I was, as you can imagine, greatly amazed at this truly astounding revelation.But I managed to keep calm as Mr.Fish went on to say: \u201cLook at that mass of human- disappointed group of athletes were staring into space after absorbing a 3 to 1 defeat at the hands of the league-leading Catholic High squad.No alibis were offered, although here was a team that has received nothing in the way of breaks in their two league games with C.H.S.but who knows, maybe it was a case of the best team making their \u201cown breaks.It was apparent in the misty atmosphere of the 1948 City Senior B champions dressing room that they were on the verge of relinquishing their coveted crown and that this defeat was to be the valedictory to the Senior B city title that they matured opponents.It was a clean game and well played, with defenceman Neii Walsh and forward Harry Wolfe showing up well for the Saints and both these experienced players matched stride for stride with the speedy C.H.S.but the inability of their mates to keep up with them nullified any passing plays and this more than any other factor spelt the difference between victory and defeat.John Foy and
