which are actively engaged in the supervision and promotion of national health.In looking over the Canada Year Book I was amazd at the numbers and the great variety ofk institutions and societies, public and private, that are devoted to the health and welfare of the people in all parts of the Dominion.I find that there are no less than 1,091 public and private hospitals end mental institutions, all of which receive federal, provincial or municipal grants amounting to many millions of dollars annually.In addition there are numerous private clinics, nursing homes and homes for the aged and infirm.Health services are maintained by large industries and business concerns for employees during work.Ing hours.Workmen's Compensation is provided under provincial laws and some companies also arrange for group insurance against sickness.Many labor unios provide sickness and other benefits to their members, as also do most of the fraternal societies.In addition to all these and more, there are health foundations and laboratories which are continually investigating the causes of various diseases.The above is a brief and incomplete summary of Canada\u2019s National Health Services, and they constitute a truly marvelous achievement under a free democratic system of society.What more could a Nationaljzed Health Service do for the people of Canada?It would be folly and disastrous \u2014 medically, socially and financially \u2014 for the Government to attempt to take over and administer the vast organization of health services in this Dominion.The new National Health Service in Britain is an example and a warning, and we need not go to the spnonents of the Labor Government.The leading Socialist Journal of England, The New Statesman and Nation, publishes an article en- litled \u2018\u201cDoctors and Spongers\u201d, in which the writer, D.R.Cargill, savs the National Health Service ts proving too costly and is being exploited by practitioners, druggists, and malingering patients.\u201cFirst,\u201d says Mr.Cargill, \u201cthe eye service is costing too much.A very large-number of people are getting spectacles that are unnecessary and even harmful.Any patient can go to a dy \u2018or and demand a \u2018sustiffikit\u2019 (cem ficate) for an eye test.If the demand is refused, the patient can and will change his doctor.Doctors are paid so much a skull, and the customer is always right\u201d The designation of a patient as a \u201cskull\u201d is rather gruesome, but it is quite in keeping with Karl Marx's idea of the human individual.Mr.Cargill has a very poor idea that a person who has been under water for more than a few minutes cannot be revived by artificial respiration.This is not true.There have been instances of individuals who have been revived after having been as long as half an hour in the water.\u201cA committee of the Health League of Canada vader the leadership of the late Sir Frederics Banting, in 1938 issued a statement to the effect that artificial respiration should be kept up continuously for four hours or until there is evidence of rigor mortis in the victim.Yet it has been noticed in not a few cases recently that artificial 1928, in Bucovina, in the northern part of Austria.She was the youngest of eight children, and her seventieen-year-old brother, Phil, was the eldest.He had only a single glimpse of her before he left a few days later for Canada.Monday, July 11, 1949, will always be remembered as one of the happiest days in their lives, for Hermine, or Minzia, as ghe is usually called, arrived in Montreal, and greeted her brother for the first timie in her tweniy-one years.Strange as it sounds, Minzia is technically Roumanian, because at the end of the first World War her birthplace had been occupied and given the name of Roumania; yet her brother Phil, though born in the same pace, is Austrian.Buco- vina is constantly being occupied by various troops, and at present the Russians are in control.The Wimmer family left all their possessions and fled to Poland in 1942, where they lived for three years.From there they came to Lindau, an igland in Bodensee, the largest lake in Europe.The two kept up a lively corres-» pondence and exchanged numerous pictures, for Hermine had long been determined to come to Canada, and wanted to know all about the country and these relatives who were strangers.Phil had a wife and two children, but he never ceased to send feod and money overseas to aid the project.Actual negotiations began two years ago, but every inch of the journey seemed paved with red spoke to each other for the first time last Monday, when Hermine reached Montreal from Austria, her birthplace.Phil left his couniry in 1928, when his sister was only five days old.He is well known in more waiting was very discouraging, but Minzia, like millions of other Europeans dreaming of escape and America, persisted to the end, and on June 20, her patience was rewarded.She received a letter telling her to be at the migration camp near Kux- haven on the 23rd.This letter was to have arrived months earlier, and now she had only three days\u2019 notice.But Minzia is a determined young lady, and she made it.Then another agonizing week of examinations and questionnaires.If a person were found to have the slightest ailment, he or she was refused passage.Finally on June 30, two thousand weary but happy people sailed for Canada aboard the S.S.Sama- ria.They stopped at Le Havre to pick up a few more passengers, and arrived ir\u2019 Quebec at 1:30 a.mon July 11.The inevitable doctors and papers, then the train to Mont- real\u2014and one of the happiest reunions this city has known.Phil Wimmer is decidedly proud of his \u201clittle sister\u201d, and with good reason, Minzia is five-feet-five, has brown wavy hair, and lively grey- green eyes.She thinks that too much is made of the fact that she speaks several languages (English included), plays the guitar, accordion, piano, and flute, and sings beautifully.At her brother's request, she entertained us at the guitar with La Paloma, sung sweetly in Austrian, and Forever and Ever, in English, which she learned aboard the ship.Besides being musical, she draws, knits and sews excellently\u2014a sample is the dress she is wearing in the above picture.When she had to leave school in 1945, she assisted her mother in her dressmaking business, and will probably continue her profession in Montreal.Her impressions of Montreal have not as yet been too definitely formed.To a girl who has visited Trieste, Nice, Vienna, and other famous cities, our metropolis means \u201ctall buildings and streetcars and many people\u201d.But what Min- zia has seen, she likes very much.She marvels at the ease with which we live, comparing, for example, our quick baking with the all-day session in Austria.\u201cAnd so many cans!\u201d she exclaims.To her, tinned foods are associated with the comforts of occupation troops.The simplicity of modern housekeeping causes her to wonder what we do with all our spare, time! so soft.At six o'clock in the morning the people line up for the daily food ration, which is planned the week before and is the same for each person.Foods are entirely unprepared, and almost the entire morning is spent making the noonday meal.This process must be repeated for supper.As for clothing rations, the lucky girl who could obtain a coupon every three years or so, could buy a pair of shoes or a dress.Formerly, all commodities were scarce, and money values low, but lust year the standards were raised and Minzia's 3,000 marks, saved so painstakingly, were taken and only 35 returned to her (3 marks and 9 pence equal 1 dollar).Now food and clothing are returning to the market, but the people are poorer.The Austrian people are to be commended for their staunch hearts and high spirits in the face of these eternal difficulties.We noticed that Hermine\u2019s dress was considerably shorter than Canadian fashion decrees.With infinite tact we tried to find out if Austrian girls were accepting the New Look.The young girl smiled and replied simply: \u201cThey were down, yes, but they are up now\u201d.She explained that being so close to France, Lindau receives the Paris styles long before we do, and that soon our hemlines will be at least 15.5 inches from the ground.For those rare people who do not know Phil Wimmer, he is Sports.Supervisor for the Western Section of Montreal, and District Monitor.This coming Tuesday he will have been with the city exactly twenty years.He has a lovely young wife and two children, Norman, 7, and Diane, 3.His brother Carl, and his other sisters, Anna, Marie, Hedwige, Olga, and Gertie are all married and living overseas with the eleven other grandchildren.Their father died in 1944, and the mother is living in Lindau with two of her daughters.SECOND GENERATION The sons of two famous stars met recently while working in Paramount's was rained out earlier in the season and the Columbus win of 5-4 put them within a half game of the league-leading Ascension team.Columbus opened the scoring in the first inning when Gerry Lecavalier Johnny Marks out and Guy Lapointe hit a terrific smash to centre but Doug Heron made the catch to retire Guy.Buddy Atchison walked.Big Jack Eagan came through with a lovely double and Atchison moved
