provision of prizes, all under the able leadership of President L.Gunstone, have worked indefati-* Foster Mother Contends Decision Of Recorder Hale The case of a nine-year old youth, being convicted by West- mount Recorder Charles A.Hale, K.C., and sentenced to five years in a training school, will be contested in a legal battle in the St.Jerome Superior Court on September 12.The case will be heard at that time through an order by Mr.Justice Philemon Cousineau, who has also issued a writ of habeas corpus, ordering that the youth concerned be brought before him and explanations be given on that date.Mr.Justice Cousineau also ordered the boy's temporary release from the institution on bail of $50.The case was re-opened, when the boy's foster mother alleged that Recorder Hale was overstepping his jurisdiction in hearing the charge of theft, Her contention is that if a lega charge was laid against her foster son, it should have been proceeded with in\" Juvenile Court.She stated that at the time the case was brought before Mr.Hale, the boy was only slightly over nine years of age.He has spent nearly one year in the correctional institution so far.Her belief is that children up to the age of 16 should be tried in juvenile court.In her petition, the mother added that the charge against the hoy was of stealing a $20 bicycle.Sentence Imposed On being found guilty by Recorder Hale, sentence was imposed to the effect that the boy was \u201cto be imprisoned in the Boys\u2019 Farm and Training School at Shaw- bridge for the space of five years\".The lawyer for the mother, Nat W.Jacobs, K.C., argued that, even if the boy could legally be called to trial before a Recorder's Court, and this he denied, said Recorder could only sentence him to a \u201ccommon jail\u201d, and the Shaw- bridge institution is a school, not a jail.Another flaw in the sentence according to the lawyer was the term of five years.Jacobs maintains that even if the boy could have been subject to the not yet available, we believe they will show a slight decrease over last summer.This can be accounted for by the last minute cancellation for the fourth period of two Troops, whose Scouiers were taken ill.Camping at Tamaracouta this year saw the beginning of what will prove to be a gradual return to patrol camping, where each patrol leader is responsible to sea that his lads eat regularly and well.This mode of camping has not been used extensively in Tamaracouta at any time, so Troops using patrol camping th: summer were doing it mainly inw# > the nature \u2018of an experiment.\u2018he expe.iment proved successful in every case we know of, although it does mean a lot of @lditional work for the Scouters, Wie patrol leaders and the boys.Hor the latter two, this work consists mainly of more K.P.than with: Troop cooking.In a few years, perhaps, the only campsite that will likely operate without patrol campng, if the present trend continues, will be Cumberland House, the camp-site operated by the staff for boys whose Troops are not in camp.We don't think that patrol cooking would be possible in such a camp-site for many reasons.Last weekend at camp, Constables Jim Archer and Boh Anderson of the RCMP were welcome guests, while Jim Cartier, Chairman or the Weekend Camp Committee, and Bill Shaw, a member of the Tamaracouta Camp Committee, also spent some time in camp.Mr.Cartier came up specially to guide sx American Scouts and their Scouter, from Philadelphia, who are at present in camp.Someone once asked us how it was that young men, striving ahead in th: business World, and sometimes completely out of touch with Scouting, sudd:nly turned up | at Tamaracouta in the middle of the summer, and asked permission to stay for a few days, or for the weekend.Yes, this happens much more often than you would think.Many times, throughout the summer, the Factor welcomes a new visitor, to find that he was once a camper at Tamara- couta, and that he has just dropped in to stay for a short while and look around to see if things are the same as when he Was there.It is curious what prompts this sudden urge to re-visit Tamara- couta.Your reporter has been going there for twelve years now, and would no more think of not spending at least some time there during the summer than he would of walking to New York City.Strangely enough, we never enjoyed our first year, 1938, at Tamaracouta, and vowed, when leaving, never to come back.How grand that such was not the case.In 1939, there we were back again, for this camp seemed to hold a strange pulling power.Bill Shaw, who is on the camp committee, snd a long-time member of the Scouting fraternity, perhaps, explained this urge when he said on Sunday, \u201cWhen I got up this morning, I had no intentions of coming to Tamaracouta.yet, here I am\u201d.The camp is ideally located, not too near the city, yet not too far that the journey becomes tiresome, But, if you're looking for a pleasant ride over smooth roads, then stay away from Tama- racouta.From St.Jerome to camp, you have fourteen miles of dirt road that would be hard to surpass.We don\u2019t think there's any worse anywhere.Old Scouts and Scouters come into the camp by any number of means., hitch-hiking, (not in uniform, of course), by taxi, on bicycles, motorcycles, baby austins.in fact, anything they can lay their hands on.There's a spirit in Tamara- couta.it\u2019s the Scouting spirit, and those of us who have tried to put anything into our stay at Tamaracouta, know what we mean.You only get out of anything what you put into it.There have been hundreds of grand fellows stay at Tamaracouta who have done their best to see that all had a good time.It is the results of their efforts that we enjoy today.Fred Tees, Assistant Scoutmaster of 2nd Westmount Troop, and Chief of Canoe Trips at camp this summer, expressed, what is the ba~'~ underlying reason for the co.ant return of so many old Scouts to camp, in his sermon at the Scout's Own Service Sunday night.Fred took as his subject, \u201cLoyalty\u201d, and there you have it.Those Old Scouts and our new Scouts who went and are going to camp to put all they have into making it a better place for the next fellow.they are the ones who put the spirit into the camp.and they are the onesy who, in later years, realize how much they, as individuals, have profited by their past efforts.So it is that they remain loyal to the camp.This loyalty dates back to the first camping at Tamaracouta in the year 1912, and many are the Scouts who, when they say they would like to go to camp, hear their Dads say \u2018Oh, yes, I went there when I was a boy\u201d.And still more are the number of fathers who arrive in camp to visit little Johnny, and are overheard saying, \u201cWell, the place hasn't changed much since I was here.Thank Heaven\u201d.It is always with regret that \"we see another camping season | draw to a close.at Tamara- couta, that is,.for it means | the end of another season\u2019s fun and good times.the.end of another season of making new friends, greeting old ones, surmounting obstacles together playing and working together, the possible end of much of our outdoor camping life for another season, which shouldn't be but often is, and, above all, the end of another season at Tamaracouta where, living so close to your neighbour, you get to know his every fault and virtue, and like him the better for it.However, time flies, so they say, and it won't be many months from now before you will hear that old expression, \u201cGoing look alike you see; But she can tell and so can he.: ' \u2014 Roland Young - THE HEALING RAILWAY Electric trains, so people are apt to believe, are a fairly new.method of transportation but Ursula Eason in: the BBC's \u201c In Britain Now\u201d programme, told, listeners of the \u2018very first hydro electric railway in the world, This, which is in Northern Ireland, was designed in 1879 and is now called the Portrush Electric Tramway.It still runs to the Gaint's Causeway, a long line of cotagonal rocks, stretching out to sea.The Causeway is one of the great geographical curiosities: of the British Isles, for the natural rocks look exactly as though they had been hand cut.The antique railway runs along the- edge of the cliff and the little open-sided carriages are roofed now, though they were not in the early days, when passengers got more than they wanted of the extremely bracing North Antrim air.The oldest employee of the railway is Robert.Scott, who has been working on it for 57 years, and he told Miss Eason about its early days.The main change since then has been the removal of the third rail which carried the power.This rail was situated between the railway car and the ditch and was supported on wooden posts about 18 inches high.There were difficulties and, according to Mr.Scott, the company was not allowed enough current for the little live rail, so that 50 years ago it was taken away and the overhead system adopted.The BBC observer remarked that this was surely a good thing (as a live rail in such a prom- jinent position must have been {rather that something was done about establishing a permanent dock in the area.The merchants built the first dock at London, and since then it has remained the center of the West Indian trade for the British Isles.\u201cFollowing their initial attempt to establish a dock in the London area, the dock companies built rapidly, so that by the end of the 19th Century all docks were built in the area covering 70 miles of waterfront,\u201d the speaker said.Many companies built docks but by 1908 they had amalgamated into three main docking companies, and the following year the Port of London Act was drawn up statement issued by the Health League of Canada.The statement points out that an editorial in the magazine Health reveals that last year whooping cough alone caused almost as many deaths as diphtheria, polio and scarlet fever combined.In a five-year period, whooping cough caused nearly five times as many deaths as polio, and diphtheria three and a half times as many.\u201cAt this time of
