fractured left forearm.4 All were taken to St, Mary's À Mospital.Miss Buck whose in- Fe were glight refused: treat- en SHR Rn RTE R70 i] À D lacerations to the face, \u2014Photo by Ed.Bermingham * 120 of every 1,000 in Canada, but 231 for every 1,000 in Quebec.Switching to commercial vehicles over a six-year period, the speaker said that 269 accidents were reported for every 1,000 vehicles.This was a Dominion figure, while the Province of Quebec total was 434 accidents for every 1,000.He pointed out that while the climate, terrain and population had a part to play in the number of accidents, 95 to 96 per cent of the accidents are due to the human element, and that another percentage is on account of faulty equipment, which in the long run, can be attributed to the human element as à person does not take care of his vehicle.Another point mentioned by the speaker, who was introduced by Wally Rowat, was that only 3 percent of the accidents occur between 8 and 9 am, while 84 per cent are reported between 5 and 6 p.m.He attributed this to fatigue after a full day's work, and also mentioned that the biggest majority of fatalities occur in the after-dark hours.Backing up his statement that people are largely to blame for the high toll of accidents, the speaker emphasized that 88.6 percent of all accidents happen when the weather 1s clear.He said that this high percentage wag due to their attitude, for when the weather is poor, they drive much Beaton Speaks [To Boys Hi-Y Leonard Beaton, graduate student in political science at McGill University, addressed the West- mount Boys\u2019 Hi-Y Club on Thursday on the topic \u201cThe Government of Canada.\u201d Mr.Beaton outlined the structure of the Canadian Government and drew comparisons with those of Great Britain and the United States.He then went on to explain the function of the legislature, executive and judiciary bodies.Mr.Beaton, while at high school, was treasurer of the Westmount Hi-Y Club, and a member of the executive of the Westmount Boys\u2019 and Girls\u2019 Hobby Show.While an undergraduate at- McGill'he was elected vice- president of the Student Council, and was sent last summer as McGill's representative to the 1.8.8.Conference in Holland.Mr.Beaton was introduced by Mr.Dick Ewing and thanked by Mr.Paul Arnold.* Church Men\u2019s Group Names New Officers The Men's Association of Trinity Memorial Church recently held its annual meeting under chairmanship of the Rev.Canon Naylor, rector of the church.The annual financial statement represented a very active year on the part of the association in contributions to the church and in money spent on the upkeep of the bowling green.The following members were elected to office for the year: Honorary president, Rev.Canon R.Kenneth Naylor; honorary vice- president, Rev.Howard R.Kunkle; president, F.Bartlett; vice-presi- dent, G.L.Bushell; and secretary- treasurer, S.Pavier.Executive committee: J.Brady, R.N.Mitchell, W.F.Fooks, A.G.\u2018 PRICE 3 CENTS BOTT Finance Minister Warns Against Overspending Finance Minister D.C.Abbott, speaking to the Men\u2019s Club of Dominion Douglas Church, Westmount, on Monday night, warned that although he was \u201ccompletely optimistic\u201d about Canada\u2019s future, the Government was quite concerned regarding the comparatively large annual total of fixed expenditures, to which it is committed.He said, \u201cWe are making large outlays in the fields of social security, and national welfare.More is being spent on National Defence than could reasonably have been anticipated at the end of the war, - x Must Take Stock Before we contemplate further committments, we must take careful stock of the situation, in order that we do not place undue strain on our resources.\u201d The Minister said that he might be accused of taking the traditional, view of Finance Ministers, who are more often than not regarded as parsimonious creatures.He said, however, that he believed that this was a sound and prudent course to follow.Prior to this warning, Mr.Abbott had reviewed the steps taken by the Government to allieviate the situation caused by the reduction both in the volume, and the price of our exports to overseas markets.Dollar Shortage Problem He pointed out that these were directly related to the world dollar shortage, and were inevitable.The concerted action that is being taken to overcome this dollar problem must be continued, if the fetters binding world trade are to be loosened, he said.(Continued on Page 5) R.R.Hutchinson School Chairman \u201c R R.Hutchison was appointed chairman and J.A.de Lalanne was named vice-chairman of the school commissioners of the City of Westmount at a commission meeting on Thursday night.Mr.de Lalanne has resigned as representative of Westmount on the Montreal Protestant Central School Board.Mrs.M.L.Tucker has been appointed to serve on the central board in place of Mr.de LaLanne for the balance of the term.The other Westmount representative on the central board is J.G.Hutchison.Other Westmount school commissioners are B.A.Baillie, G.L.Vickerson, and T.W.Gilmour, F.B.Whittett is secretary-treas- urer.Residents Warned About Fake Representative Westmount Police officials warned residents of Westmount this week about an unknown man who is posing as a representative of the Lachine Branch of the Canadian Legion.According to complaints received from two Westmount women, ; a well dressed man called at their home to announce that their husband had held the winning ticket in a Legion drawing for a set of chinaware.\u2018The supposed representative, who gave two different names to the two people he called on in one day, told the women that they could either take the gift or the money valued at approximately \u201c$85.He also said that the Legion branch had a number of sheets and blankets at a very reduced price on hand, and that if they would give a small deposit down for the goods, he would return that evening.One lady gave the man $4.00, but the second refused to do so, asking him to return that evening when her husband was home.\u2018The man gave his name as Charles Shannon and Charles Miller to the respective women and said he lived in - Lachine.Both women were given slips of paper with his writing on it, and they were identical.He is described as being 5 feet 8 inches, slight build, dark curly hair, and well dressed.; then more skiing, and the trip back home, For those who wish to complete the evening in the same good company, the Sunday evening fireside at the Branch will begin at 9 p.m, Don\u2019t miss this good skiing weather, get your tickets tonight (if there are any Westm't Hospital Receives Grant The Herbert Redüy Memorial Hospital, situated at 4029 Tupper Street, Westmount, will receive a federal grant of $8,000 towards the cost of alterations now planned.The grant will make possible 12 more beds in the Westmount hospital.In announcing the grant, the Hon.Paul Martin, national Health and Welfare minister, stated that Quebec Hospitals will receive a total of $279,000.The other institutions to benefit are: the Notre Dame de Recouvrance, in Quebec West; and Hotel Dieu de St.Joseph, in St.Jerome, Terre- bonne County.The 238 bed hospital being built at St.Jerome receives $252,600.Construction is expected to be completed by next fall.A new 29 bed hospital in Quebec West will get $19,000.The grant to the Herbert Reddy Hospital will help to convert space formerly occupied by interns, into patient accommodation.Other quarters in adjoining premises will be found for the interns.Liberal Caucus Set Tomorrow George C.Marler, acting liberal leader at Quebec, and member in the Provincial Parliament for Westmount St.George, has announced that a caucus has been called in Quebec City for tomorrow, January 28.Attending the meeting will be all members of a general committee whose task it is to formulate plans for the provincial Liberal convention to be held May 19 and 20.Hon.Henri Groulx will preside at the caucus.Among matters to be discussed will be the method of selecting delegates from the 92 constituencies.All categories of party members must be taken care of, including representatives from the Young Liberals and the Women's Groups.Regular delegates will be chosen at public meetings in the different counties, and delegations will consist of from five to ten members.Senators, legislative councillors, M.P.'s and, M.L.A.'S will be ex-officio delegates.More than 1000 delegates are expected to attend the May convention which will be held in the Palais Montcalm, Quebec.Among names already mentioned as possible candidates for the party leadership are: Fernand Choquette, K.C,, of Quebec; the line foilowed had helped materially to achieve these results.Budgetted for Surplus He explained that during the years between 1946 and 1949 he had budgetted for a surplus.In doing so he had two objectives in mind.First, by counterbalancing the strong upward pressure on prices that were at work in the period of high demand and comparatively restricted supply following the end of the war, he had striven to control inflation.Second, the surplus over this period of $1,645 million had been used to effect a 13 per cent reduction in the National debt.He thought his listeners would agree that this was a not inconsiderable achievement.During the period in question, he had been charged with \u201covertaxing\u201d but he felt that subsequent events had borne out the wisdom of the policy adopted.Taxes had actually been reduced during four { years, in careful stages, to well below wartime levels.Time for Balanced Budget In 1949, however, the Government felt that the time had come for a balanced budget, or as he explained, a more modest surplus rather than a substantial surplus.MORE \u2014\u2014 MORE \u2014\u2014 MORE $ It was the Government's view that the increasing flow of goods available for sale to consumers, made tax reductions economically feasible and desirable, as the postwar inflation seemed to have about spent itself.\u2018Having reached that conclusion, the Government acted boldly, concentrating tax reductions on the individual income tax, in order to encourage consumer spending, and also taking off a large number of so-called \u201cnuisance\u201d taxes on commodities carried over from wartime, Income Tax Reduced In the individual income tax, exemptions were restored to prewar levels, thus relieving about three quarters of a million taxpayers of all income tax liability.The tax structure was simplified in such a way that three out of four remaining taxpayers, become subject to a rate of 15 per cent of their net taxable income \u2014 no more no less.At the same time, individual shareholders, resident in Canada, were allowed a credit against their personal income tax, equal to 10 per cent of he said.The nation was virtually | the dividends \u2018they receive on shares of Canadian tax-paying corporations.Altogether these changes meant a one-third reduction in revenue from the personal income tax, Simultaneously with these reductions, a start was made to reform the corporate tax structure in order to reduce in some measure what is known as \u201cdouble taxation\u201d and to provide added incentive to the small, family business.Despite the bold nature of the tax reductions, it is estimated that the budgetary surplus for the current year will be in the region of $90 million.\u2018 Adjustments Expected Adjustments may have to be made in the pattern of trade and production, Mr.Abbott said, due to changing world conditions, but | these adjustments will be made easier, if the United States, which now absorbs half of our total exports, is able to maintain a high, and better still, an expanding level of employment and income.It is encouraging, he said, to learn that this is indeed the outlook for most of 1950, in the 8pinion of competent observers.Pays Tribute to U.K.Mr.Abbott paid tribute to the substantial progress made by- the United Kingdom in rebuilding its internal economy in the past few years.A remarkable increase in peacetime production, has made possible a physical volume of exports more than 50% above prewar levels, he said.At the same time the United Kingdom has reduced the physical volume of imports by between 15% and 20% below the level that prevailed before the war.In the second half of 1948 the United Kingdom actually achieved a small over-all surplus in her balance of payments on current account.However, the position of the] United Kingdom, in respect to gold and dollar reserves, continued | | to decline up to last summer.The enormous foreign liability incurred by the British Government during the war, which are known as \u201cSterling balances\u201d, has continued to be a constant irritant! to the United Kingdom's.balance of payments position, and insofar as Canadian overseas trade is concerned, the impact has been severely felt.Efforts now being made may circumvent some of these difficulties, he hoped.Record Attendance Mr.Abbott was introduced to the
