By-Laws Outdated Royal Werry, K.C., apparently irked by the delay in answering a question put by him at the annual meeting of the Westmount Municipal Association held on December 6th., has written the following caustic letter to The Examiner.Mr.Werry states that he believes Westmount is stagnant, which is a rather strong denunciation of our civic regime.~ He refers to The Examiner issue of December 16th, in which Alderman J.8.B, Pemberton is quoted, as having promised to give a reply to Mr.Werry's query as to why the tax rate in Westmount should be $44.23 as against the Outremont rate of $23.18.Question Reasonable Mr.Pemberton stated at that time, that he thought Mr.Werry's question was a reasonable one, and that he hoped to give an answer early in the new year.Mr.Pemberton also pointed to the fact that Outremont likely had charges not included in the tax rate, and that he believed that snow removal would be one of these, Snow removal costs are included in the Westmount rate.The alderman also noted that Westmount maintained an Athletic Ground and also a Conservatory.The beautiful parks and landscaped boulevards were also an added expense to West- mount, but Mr.Pemberton declared that he thought that residents were rather proud of these.Alderman Pemberton stated that he was of the opinion that assessments in Westmount were lower than in Outremont, and (Continued on Page 2) RMR to Hold Military Ball The Annual Military Ball of the Royal Montreal Regiment will be held at the Armory on St, Catherine street west on Friday, February 17.Proceedings will start at 10 p.m.with Larry Edwards\u2019 orchestra in attendance, The band and drums of the regiment will give a display during the evening and will wear their scarlet full dress for the occasion.Captain F.F.Rejall is in charge of tickets and may be reached at WA.2717.The following are members of the ball committee: Chairman, Capt.F.F.Rejall; ticket sales, Major John Coup- land; mess committee, Capt, W.P.Hart; publicity, Capt.A.W.Acland, M.B.E., BE.M.; treasurer, Capt Cyril Stacey.Civilian Guardians To Guide School Children, Started The experimental stage of having part time guardians to handle children crossing the busy West- mount intersections was started Thursday morning when three residents began their duties at the corner of Roslyn and Western, Roslyn and Cote St.Antoine Road, and Lansdowne at Sherbrooke St.Endorsed by the Westmount City Council three weeks ago, the plan for civilian supervisors on the busy Westmount streets, during the school hours has been considered for some time, but only recently was any action taken.Chief Robert Byford of the Westmount Police Department pointed out this week that these civilian guardians, to be known as \u201cSchool Crossing Guardians\u201d are not to direct traffic, but to supervise the children in their attempts to cross the street.He said he favoured the placement of civilians on this job, because it would relieve many of his own men from the responsibility so that they might carry on more serious- police work.It was pointed out by the City Council when the measure was passed, that should the experiment prove successful, more guardians will be hired on a part time basis for other busy streets in the City.The guardians are expected to be on duty in the morning before school time, at noon, both when the children leave and return to school, and in the afternoon when school closes.Three Juveniles Caught For Thefts in Westmount Three juveniles were arrested by the Westmount Police Department Friday, one day after they allegedly stole $57 worth of household articles from G.M.Collins, 30 Selby Street, Westmount.Brought before Recorder C.À.Hale of the Westmount Recorder's Court, one of the youths was sentenced to three years at the Mount St.Antoine Home, while the other two were placed on parole.They were also found guilty of stealing a number of articles from the Westmount Park shack earlier this year.PrN + ve pr.J ee a ma dE 5 PAGF WO Y.M.C.A.NOTES YOUNG ADULT SECTION: Tonight's the night when young people at the \u201cY\" wil pay homage to one of their popular patron saints, St.Valentine.The party will start at 9 p.m.and last until midnight.Specialty dances, no- veity prizes and refreshments will be featured, extrolling the virtues of the Saint, Once again the Ski Trip to Christieville is being postponed, and it's now planned to hold this feature on February 19.By way ot consolation, t he Sunday Evening Fireside at 9 p.m.on February 12, will feature the C.P.R.films on skiing.The Square Dance Club is growing, and at the election of officers held last Tuesday, Jasper Conn was elected head caller; a higher tax rate.Mr.Werry's letter reads as follows: The Editor, The Examiner.Dear Sir, In your issue of Friday, December 16, 1949, you referred to the question of heavy taxation in Westmount.With a view to constructive criticism in this connection I would like to make a few remarks and ask a few questions.1.What is the use, practical or theoretical, of the electric plant at the Glen?2.What does the useless plant cost the taxpayers?3.Why do we have to heat water to help dispose of the snow ?It has been stated that the present system of snow disposal is necessary as there is no vacant land in Westmount on which to dump the snow.This has been tried in connection with some of the parks unsuccessfully and with resultant complaints from citizens.I understand the question of a distant haul the Glen is supposed to save -haulage.Vacant Land Available So far as vacant land is concerned, there is a large field just east of Claremont\u2019 avenue, extending from Cote St.Antoine Road through to Wesmount avenue; this field evidently enjoys freedom from ordinary taxation at the expense of other citizens while we cannot find a field on which to dump surplus snow.The same fact applies Lo a large field in front of the old M.A.A.A.grounds, presently occupied by the City, to say nothing about dumping snow on part of the grounds themselves.I was almost amused yesterday to see a large snow removal blower picking up snow along the.empty field, blowing it into a truck to take away to the Glen to be melted in the warm water at our expense.Glen Plant White Elephant Evidently at least one of our white elephants is at the Glen.As it is already white it does not need any white-washing.It was reported that one of the Parks was not so well kept as suitable help could not be obtained.If we did not have the help, \"why the expense?With regard to the City Parks of which we are all proud, we can only say other cities have parks and playgrounds and Qutre- mont Parks are not so bad.Does the operation of the Library result in a loss?If the various operations above mentioned result in losses, is the City justified in continuing the losses at such heavy expense to the tax-payer?Personally I believe Westmount is stagnant.BUILDING LAWS OBSOLETE For years we have been considering new building by-laws but I understand we still operate with those of horse and buggy days.Due to antiquated building bylaws owners of large homes cannot modernize them.Due to heavy taxes they have to dispose of them at a loss.Many an old Westmount family has to see its sons and daughters leave the city because the building by-laws do not permit of altering the old homes to meet present day conditions, So the old population is stuck with expensive old homes, mounting expenses with resultant heavy taxes and no sign of a vigorous young increased population to help bear the burden.Trusting that these remarks will be taken in the constructive manner intended, I am, (Signed) Royal Werry Note: The Club Seek Quarters The \u2018\u201cPotters\u2019 Club, a most enthusiastic group ef adult pottery lovers, who spend much of their space time in the studio at 433 Lansdowne Avenue, Westmount, are looking for new quarters.The studio, at the moment and for the next six months, is located in the basement of 433 Lansdowne.Mrs.Howard Reid, of 381 Prince Albert Avenue, the president of the club, states that she would be glad to hear of any suitable quarters which might be used as a studio.Preferably, would she like to get a basement of a building in the business section of Westmount.She explains that the studio is fully equipped with two pottery wheels, two electric kilns, and a ball mill.All sorts of pottery is made by the members, who number at present 38.Some go in for large pots, others small, these are moulded, put on the wheel, baked in the kiln and then glazed.J.M.Reynolds, of 512 Argyle Avenue, a former executive of the club, states that the pottery turned out in the studio is almost, if not equal, to professional quality, This, of course, is due to the proper facilities enjoyed by club members.Mrs.Reid said that as far as she knew, the \u201cPotters Club\u201d was the only one of its kind operating in metropolitan Montreal.Two private groups, under the guidance of two Westmount ladies, Mrs.Nancy Dawes, and Mrs.Stevenson, also turned out splendid pottery, Mrs.Reid stated.One of the studio members, Miss Hazel Bryan, who teaches at Westmount Junior High, has started a class in the school, and has interested quite a number of the girls in making pottery.At present the school is getting along on one small kiln.Miss Bryan had some experience in England before coming to West- mount Junior High.The Potters\u2019 Club is just two years old, Before moving to their present location at 433 Lansdowne the studio was located on Shuter Street.As most of the members are Westmount residents, the group would prefer to remain in West- mount, and would on child psychology, Mrs.Hughes outlined many interesting ideas, pointing out that too few people realize that spells of anger, jealousy and hate are completely normal, and that it is far more important to deal with them constructively than to use punishment for them.\u201cWhen a young child says to his mother, \u2018I hate you'; the mother should not be filled with righteous indignation, and spank the child, but should merely say: \u2018I know exactly how you feel, for there are times when you will hate me and there is nothing you can do about it\u2019.This attitude of understanding their meeting, Monday.They approved on an appropriation of $2,000 to move a number of tram poles now situated in the gutters along Greene, St.Catherine and Victoria avenues.These poles are to be moved back on the sidewalk wherever possible, a City Hall official explained.It was also decided to grant the Westmount Rotary Club a permit to hold their annual carnival at the Westmount Park grounds, near Lansdowne and St.Catherine streets.The carnival is expected to run from June 19 to 24.A third item approved was a deed of servitude to be drawn up for the right of way of a sewer from Wierdale Park to Undefeated Week Westmount Ski Club Bus Tour Set For Sunday In spite of the fact that snow conditions were far from perfect in other parts of the Laurentians, the mountain behind the Clubhouse at Mont Gabriel had a sufficient quantity of hard-packed snow, on its smooth surface to provide what was agreed by all as the best skiing in the Laurentians.Many members took advantage of the ski tow operated by the \u2018Westmount Ski Club, which was operating last Sunday at almost \u2018full capacity.The operation of the tow and ticket selling were handled in shifts by Gordon Cuttle, Sandy Edmison, Bernard Flanagan, Doug Mitchell and Ted Earl, while president John Lewis kept himself busy checking on the equipment and trying to solve the problem of moving idle ski tows to snow- covered valleys.A bus tour will be held this Sunday morning, rain or shine.The bus will proceed to the Clubhouse at Mont Gabriel, where skiing at present is probably the best in the Laurentians, Members are invited to
