Mayor Cameron .(Continued from Page 1) ing constructed at nue, No one knew how many times the use of the organ in Victoria Hall had been requested during the past year.Victoria Hall has usually been self-supporting, but in 1949 a slight deficit was experienced, Alderman Panet-Raymond stated, that he believed that.$30 000 of the sum of $179,000 budgetted for parks and recreation, would be spent solely on recreation.Mayor Cameron said that the Council were hoping to be able to extend the playground at Staynor and Clandeboyne Avenues, just as soon as a plan they had in mind could be proceeded with, A questioner wanted to know, why the garbage collectors would not remove brush if placed in containers, but would gather it up in the lanes.Mr.Fenwick said he didn't know the answer to that one, Olivier Ave- Tribute To City Fathers J.C.Bonnar, thanked Mayor Cameron for his most interesting address, and paid tribute to past and present mayors and aldermen, for having made Westmount the fine city it is today.Refreshments were served by the ladies at the conclusion of the meeting.A partial text of Mayor Cameron's address dealing with this year's program of expenditures and the operations of the various.city departments is as follows: Now as to the mechanics of applying these revenues, let us first look at the Capital Expenditures.A 5-Year Programme Picture of possible Capital Expenditures is maintained by the General Manager.This is reviewed periodically by the Council and items are tabulated under each year according to the urgency.The present 5-Year Picture in- dicatés a total possible Capital Expenditure in the order of 444 million dollars or at a rate of $900,000.‘per year.The paving and widening of our main thoroughfares, such as Sherbrooke, Victoria and Western Avenue, will each run in the order of half a million dollars, in addition to which there is a lot of straight repaving to do without widening, totalling $450,000.There are also buildings in the order of $600,000., as for example, the renovation of the Fire and Police Station, the Central Work Shops at Bethune Street Yard and alterations to Victoria Hall.Part of this year’s programme of Capital Expenditures will _include the widening and repaving of Sherbrooke Street from the western edge of Clarke Avenue to the eastern limits of the city, improved lighting will be installed on lighting standards similar to those installed between Claremont and Roslyn, extra ducts will be provided for power circuits so as to avoid cutting the pavement in the future and the Montreal Tramways will re-lay their tracks.Another item this year will be the paving of St.Catherine Street from Greene Avenue to the eastern limits, Last year the Monteral Tramways Company relaid their tracks on this | section.You will be pleased to note that the Tram poles and hydrants have been moved back from the curb on Greene Avenue and will also be moved back on St.Catherine Street from Greene to Atwater this summer.Victoria ‘Avenue will be widened 10 feet on the east side for a distance of 200 feet south of Sherbrooke Street and we are thinking of a safety zone and loading platform at this point.The central garage, which we are building at the Bethune Street Yard, is now nearing completion; this will house all of our automotive vehicles.“I might mention at this point, that when these works are completed the carrying charges will increase our annual expendiure at the rate of $39,000.per year, offsetting which we will have a reduction in debt charges of some $13,- 000.resulting from bonds which in expenditure will, therefore, be ‘$26,000.per year.With regard to our Ordinary Revenue and Expenditures for the Year 1949, our revenue amounted to $1,811,000.and our expedenti- tures to $1,784,000.indicating a surplus of $27,000, or $1.00 per capita.The net increase in our revenue, as compared to the previous year, was $10,000.with a net increase in expenditure of $121,000.The largest item of increase, $95,- 000., -being in the Roads Department, covering increased cost of snow removal, sanding sidewalks and roughing of streets, including $20,000.for hired trucks, an increase in street repairs and increased wage rates in this Department.A reveiew of the operations of the various departments will, I think, be of interest— Electric Power The growing usage of electric power has been apparent in outlying municipalities.In a fully developed area, like Westmount, there is a certain increase but not at such a high rate.During the war years, 1940 to 1844 inclusive, the annual usage per capita was kept down so that there was no increase, this was due to the compliance with the Federal Power Controller's request for conservation.The annual use per capita was in the order of 8,400 k.w.hours.In the five years from 1945 to 1949 inclusive, the annual use per capita has increased by one- third and is now running just over 11,000 k.w.hours.In the early part of last year the Council studied ways and means of increasing our station capacity of 10,000 K.V.A.at the Glen, it was decided to install a sub-station of 5,000 K.V.A.capacity on Olivier Avenue.All of the equipment for this THE EXAMINER, WESTMOUNT, FRIDAY, MAY 5, 1950 have matured.The net increase “Bub-station hag been ordered; a suitable building, to house the switching equipment, has been designed to blend in and be in keeping with this residential section.It is expected that this extra power will be available before the end of the year, A new contract for power was made last year with the Quebec- Hydro and feeder cables will be run in from their Atwater substation to furnish power at the Olivier Avenue sub-station.If the use of electric power continues to grow, provision may be made in the future for another PAGE SEVEN sub-station in the northern section of the city.Library Our Municipal Library has had a successful year.Our Chief Librarian was appointed President of the Canadian Library Association, which this year will hold its annual convention in Montreal during the month of June, Last year improvements were made in the heating of the Library Building, the Children’s Room was redecorated and new lighting installed.The administration of the Library is under the direction of a Committee, composed of 3 Rate- Members of the Council and the Mayor exofficio and the fund for its maintenance are made in the form of an annual grant by the city.Recretion Phe Athletic Club House was ree leased to us yesterday, with the exception of the top floor which will be occupied by the 3rd Field Engineers until the end of this year.The renovation and rehabilitation of the building for our own use (Continued on Page 20) AWNINGS sv PETC ab mote fot jou hoîne gs | ry distinction to your home than any other form of window protection.cos Fine, custom-made Awnings by Petch give more individuality, more Awnings by Petch are your best investment — they give you: g NA eye, UN.4452 L un.* More Beauty — so much charm in so many colours.* More Protection — such an attractive way to prevent fading.* More Comfort — shade, yet free circulation of air, ® More Economy — they're custom-made — to last! 4 d fis g #85 Yrr a “It Costs so 2 2 g 4 cremate Call our Mr.Canning for Personal Service.&SONS IMITED 973 ST.ANTOINE ST.“Nol just conings—bal Honings by Poloh— They "vo Custom Mado!” OLD STOCK ALE Little to Gain so Much” a.….Payers, known as “Trustees,” 3 emo PS mate eme TET CES SE vu € eR @AGE EIGHT THE EXAMINER Serving the City ot Westmoant GARDEN SUBURB OF CANADA'S Poblished Every Friday by THE EXAMINER PUBLISHING COMPANY Head Office: 2191 Hampton Ave.WaAlnut 2773 % “The Examiner Post Office Nept.FRIDAY, MAY 5, 1950 aims to be an independent, clean newspaper for the home, devoted to public servis, Mall subscriptions;
